This Multiphase Programmatic Approach (MPA) aims to tackle the underlying structural challenges of food insecurity and reduce beneficiaries' vulnerability to unpredictable climate, crisis, and conflict events. It seeks to achieve this by rejuvenating Somalia's agri-livestock research institutions, seed systems, and extension services and developing community institutions that can anchor adaptation of climate-smart agri-livestock practices, strengthening the availability of water and improved rangelands management for resilient agriculture and livestock production; support animal health services, enhancing the integration of the production systems to domestic and regional markets, with appropriate investments in food safety and value addition, and establishing an enabling policy and institutional framework at a sub-national, national and regional level capable of supporting food systems resilience for Somalia. The Project Development Objective (PDO) for Somalia Food Systems Resilience Program (FSRP) will be 'to increase preparedness against food insecurity and improve the resilience of food systems in targeted project areas of Somalia. Progress toward the PDO will be measured using five PDO indicators and intermediate indicators. All relevant indicators will be disaggregated by gender (men and women) and age (youth and adult). The Jubaland State of Somalia is establishing a core multi-sectoral Project Implementation Unit (PIU) supervised by the Ministry of Agriculture and Irrigation. The role of the PIU is to support the management, coordination, implementation monitoring, and evaluation of project activities. The PIU will be staffed with the following positions: - State Project Coordinator, Finance Management Specialist, Procurement Specialist, Safeguards Specialist, M&E Specialist, and other technical Agricultural, Range and Livestock specialists. 2. Scope of the work and responsibilities Reporting to the Jubaland State Project Coordinator, the RMS will ensure the timely delivery of all activities related to rangeland management in the FSRP. S(he) will be a staff member at the SPCU. He/she will Provide technical support to the FMS teams on rangeland management, design and implement specific interventions for pasture preservation, production, and reseeding technologies, participate in planning and preparation of Annual Work Plan and Budgets (AWPBs) for range management activities at Federal Member State level, support the review and analysis of the major rangeland-related challenges in the selected sites in Jubaland, support MoLFR in planning, identifying conservation opportunities, and developing conservation plans consistent with the needs of the land, support to build the capacity of educational and training institutions to provide relevant rangeland management trainings. 3. Selection criteria: The selection shall be based on qualifications, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include: • Bachelor´s Degree in rangeland management, Forestry, or any equivalent education background. or any other related agricultural or social sciences from a recognized university. • 5 years of hands-on experience in community-driven development (CDD) of livestock and rural development projects in Somalia or other similar countries. • Having worked in livestock/agriculture-related farmer organizations in World Bank-funded programs will be an added advantage. • Technical experience in designing and implementing pasture preservation, production, and reseeding technologies. • Practical experience regarding rehabilitation of degraded rangelands. • Vast knowledge of innovative techniques for rain and flood water harvesting, groundwater management, etc. • Technical and analytical skills for various rangeland management interventions Good understanding of national agricultural policies, strategies, and regulatory framework for the various inputs and commodities in Somalia. • Proven capacity for relevant intellectual and operational leadership in development work, particularly for community-based development. • Membership in a relevant professional body is an added advantage. 4. REPORTING The Rangeland Management Specialist (RMS) will report to the State Project Coordinator. 5. Duration of Assignment The GBV Specialist shall be contracted for 12 months. The GBV/SEA/SH Officer will serve as the primary focal point for managing GBV/SEA/SH-related risks and ensuring their mitigation measures are integrated into the project’s operations. The GBV/SEA/SH Prevention Specialist will provide technical expertise and capacity-building support for the project staff and ensure that GBV risks are effectively managed and mitigated. He/she will oversee the implementation of the Gender Action Plan, Stakeholder Engagement Plan, Labor Management Procedures, and other relevant frameworks, ensuring that GBV-related concerns are addressed in all aspects of the project. The GBV Specialist will set up an accessible grievance system for communities, workers, and stakeholders while coordinating with RCRF/Barwaaqo and other World Bank projects. 3. Selection criteria: The selection shall be based on qualifications, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include: • Minimum Master’s degree in Social Work, Gender Studies, Sociology, Psychology, Law, or other relevant social science disciplines. • At least 5 years of experience in GBV prevention and response, gender equality programming, or social risk management, preferably in development projects. Proven experience in working on GBV issues, including the design and implementation of GBV risk mitigation strategies and survivor support mechanisms. • Familiarity with the FSRP project or similar World Bank-funded projects, with a solid understanding of GBV environmental and social safeguards related to GBV. • In-depth knowledge of gender-sensitive frameworks such as the Gender Action Plan, Stakeholder Engagement Plan, and Grievance Redress Mechanisms. • Experience in training, capacity-building, and community outreach, particularly in the context of GBV prevention and response. • Strong understanding of gender-based violence issues in Somalia, particularly in rural and conflict-affected areas. • Proven ability to monitor, report, and analyze GBV-related risks, ensuring that appropriate mitigation actions are taken. • Proficiency in Somali and English languages (both spoken and written). • The selected candidate will demonstrate a strong commitment to addressing GBV in development settings and be able to work effectively in challenging environments. 4.
