This Multiphase Programmatic Approach (MPA) aims to tackle the underlying structural challenges of food insecurity and reduce beneficiaries' vulnerability to unpredictable climate, crisis, and conflict events. It seeks to achieve this by rejuvenating Somalia's Agri-livestock research institutions, seed systems, and extension services and developing community institutions that can anchor adaptation of climate-smart Agri-livestock practices, strengthening the availability of water and improved rangelands management for resilient agriculture and livestock production; support animal health services, enhancing the integration of the production systems to domestic and regional markets, with appropriate investments in food safety and value addition, and establishing an enabling policy and institutional framework at a sub-national, national and regional level capable of supporting food systems resilience for Somalia. The overall objective of this consultancy is to undertake an Agrometeorological needs assessment as a foundation for designing a sustainable AgroMet service, to conduct a thorough technical assessment of existing Agrometeorological infrastructure within the specified S-FSRP project districts in Southwest State. The services include conducting comprehensive Agrometeorological needs assessment, mapping existing infrastructure, assessing gaps, and developing actionable recommendations for a sustainable AgroMet service in Southwest State. A comprehensive needs assessment, considering both information providers and potential users, will lay a strong foundation for developing short and long-term information services responsive to local needs and ensuring the service is user-driven. The Ministry of Agriculture and Irrigation now invites eligible firms (“Consultant”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (Description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. may be submitted while responding to the EOI). The short-listing criteria are as follows: • Core business of the firm demonstrates at least 7 years in business with experience of carrying out similar services (to conducting evidence-based assessments on meteorological, hydrological, or similar), and developing technical recommendations on service design, operationalization, maintenance and sustainability. • Specific experience in conducting similar assignments (at least two (2) successfully completed comparable projects in delivering technical assessments in the areas of Digital Climate Smart Agriculture. The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount and financing sources. • Experience of relevant services within an environment like that of Somalia (working in Somalia or other locations with similar characteristics (Africa region, operating in locations with FCV characteristics). • The technical and managerial organization of the firm. (Provide only the structure of the organization). Do not provide CVs of staff. Key experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017, August 2018, November 2020, and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. The Project Development Objective (PDO) for Somalia Food Systems Resilience Program (FSRP) will be 'to increase preparedness against food insecurity and improve the resilience of food systems in targeted project areas of Somalia´. Progress toward the PDO will be measured using five PDO indicators and intermediate indicators. All relevant indicators will be disaggregated by gender (men and women) and age (youth and adult). The five indicators are: • reduction of food insecure people in project-targeted areas (percentage); • farmers adopting supported climate-smart innovations and practices (number and percentage of which are female and climate resilient); • land area under sustainable landscape management practices (hectares); • increase in the volume of agricultural production sold on domestic and regional markets (percentage); and • policy products related to agriculture, natural resources management, and food systems resilience adopted with the Project's support (number). • Objective of the Assignment The objective of this assignment is to support the effective integration and implementation of Gender-Based Violence (GBV) and Sexual Exploitation, Abuse, and Harassment (SEAH) prevention and response measures across all components of the Somalia Food Systems Resilience Project (FSRP) in Southwest State. The GBV Specialist will lead the coordination of GBV/SEAH-related activities within the Project Implementation Unit (PIU), ensuring that risk mitigation strategies are context-specific, survivor-centered, and aligned with World Bank Environmental and Social Framework (ESF) requirements. The Specialist will also provide technical guidance, build capacity of project stakeholders, monitor compliance, and contribute to reporting and stakeholder engagement processes that promote safety, inclusion, and accountability. • Scope of the Work The Gender-Based Violence (GBV) Specialist will provide strategic, technical, and coordination support to the Project Implementation Unit (PIU) to ensure that all project activities are designed and implemented in a way that prevents and responds to Gender-Based Violence (GBV), including Sexual Exploitation, Abuse, and Harassment (SEAH). The Specialist will be responsible for integrating GBV/SEAH risk mitigation and survivor-centered response mechanisms into the project’s planning, implementation, monitoring, grievance redress systems, and stakeholder engagement processes. The role will contribute directly to the project’s overall social risk management by supporting the development and implementation of safeguard instruments, coordinating with service providers, conducting training and awareness-raising, and aligning all GBV-related measures with the World Bank’s Environmental and Social Framework (ESF), the GBV Good Practice Note, and relevant national policies and regulations of the Government of Somalia. • Selection Criteria • Bachelor’s degree in Gender Studies, Sociology, Social Work, Community Development, Public Health, or related fields. A Master’s degree is an advantage. • Minimum of 5 years of professional experience in GBV prevention and response, SEAH risk management, or broader social safeguards work, general protection in development or humanitarian settings. • At least 3 years of experience working in Somalia, particularly in development or humanitarian settings. • Proven experience in mainstreaming GBV/SEAH risk management into donor-funded projects. • Strong understanding of survivor-centered approaches, ethical standards, and global good practices in handling GBV/SEAH cases. • Experience in designing and delivering training, capacity-building, and community awareness activities on GBV, SEAH, and gender equality. • Excellent communication skills and fluency in both Somali and English (spoken and written). • Familiarity with the World Bank Environmental and Social Framework (ESF) and safeguard instruments is an asset. • Duration and Duty Station The position is a one-year contract, renewable based on performance and project needs. The Specialsit will be based in Baidoa city in Southwest State of Somalia. S(he) and will work closely with local farmers, cooperatives, staff of the Ministry of Agriculture and Irrigation (MoAI), Ministry of livestock, Forestry and Range (MoLFR) and other stakeholders to ensure the project's objectives are achieved. • Reporting and Work Arrangements The GBV Specialist will report directly to the FSRP Project Coordinator – Southwest State of Somalia, and work closely with the PIU team, federal GBV Specialists, World Bank GBV and social development team, and local stakeholders. The assignment is full-time and based in Baidoa, with possible travel to other project sites as needed. 8.
