REQUEST FOR EXPRESSIONS OF INTEREST (REOI) Country: REPUBLIC OF SOUTH SUDAN Project: South Sudan Private Sector Development Project (PSDP) Grant No: SSTF: TF011812 Project ID: P128239 Issue Date: January 24th, 2013 Consulting Services for supporting Business Plan Competition in evaluation of applications, selection, M&E and capacity building of the BPC awardees Reference No: ­MCII/PSDP/BPC/002 --- The Republic of South Sudan has received financing from the South Sudan Transitional Trust Fund (SSTTF) administered by the World Bank towards the cost of the South Sudan Private Sector Development Project (PSDP), and intends to apply part of the proceeds for consulting services. The consulting services ("the Services") include catalyzing entrepreneurship through a Business Plan Competition (BPC) for existing businesses and start-ups from all ten States of South Sudan, based upon best practice models to encourage innovative business ideas. A total of 100-150 BPC winnerswill receive financial support in a competitive and transparent process. The process of competition would provide potential entrepreneurs with training and mentoring throughout. The key elements of the BPC implementation will be: · National Awareness Campaign covering all the ten states. · Training and Business Development Support incorporating local business development services providers · Selectionand Financing of BPC Winners · After Care and Creation of Entrepreneur Networks · Monitoring and Evaluation, including Social and Environmental Safeguards Compliance The anticipated completion period for the assignment is twelve (12) months. The South Sudan Private Sector Development Project (PSDP) of the Ministry of Commerce, Industry & Investment now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows: a. Experience in managing Business Plan CompetitionPrograms b. Experience in Business Development services c. Experience in working in a developing and/or post conflict environment. d. The technical and managerial organization of thefirm. (Provide only the structure of the organization, general qualifications and number of key staff. Do not provide CVs of staff.) TheRepublic of South Sudan has received financing from the InternationalDevelopment Association (IDA) towards the cost of the South Sudan Private Sector Development Project (PSDP), and intends to apply part of the proceeds for the payment of this Individual consultant (IC) services. 2. The project supports; (a) Establishment of commercially -Viable Microfinance Institutions; (b) Promotion of Micro-Entrepreneurship by catalyzing entrepreneurship through a Business Plan Competition (BPC) for existing businesses and start-ups; (c) Mobile Payments and Trade Integration Policy, and (d) Institutional Strengthening of the South Sudan Business Forum and Project Management. 3. The duties of the consultantwill include the following; i. Strategic planning and performance monitoring, ii. Project cycle Management, iii. Management of PCU staff, iv. Management of the project steering committee's meetings, v. Procurement and Financial Management, vi. Coordination and Communication, vii. Project preparation of reports a. Republic of South Sudan Ministry of Commerce, Industry & Investment (MCII) South Sudan Private sector Development Project (PSDP) GENERAL PROCUREMENT NOTICE Grant No: SSTF: TF011812 Project ID: P128239 --- The Government of the Republic of South Sudan has received a Grant in an amount of US$9 million from the World Bank towards the cost of the Private Sector Development Project (PSDP) of the Ministry of Commerce,Industry, and Investment (MCII and intends to apply part of the proceeds to payments for goods, related services and consulting services to be procured under this project. The project will include the following components: Component 1 Establish Commercially-Viable Microfinance Institutions (US$ 2.8 million). There are two sub-components under this component. The first sub-component will provide technical and financial support to MFIs, promoting the startup and expansion of microfinance providers and services throughout South Sudan. This will be in an amount of US$1.9 million, (US$1.5 million for loan capital and US$0.4 million for technical assistance forMFIs). The second sub-component will support the operating costs of the South Sudan Microfinance Development Facility (SSMDF) for a period of 3 years in an amount of US$0.9 million. The SSMDF is a microfinanceApex institution established in 2009, under the MDTF-SS funded PSD project and serves as a wholesale microfinance body for South Sudan. Component 2 Promote Micro-Entrepreneurship (US$ 4.4 million) This component will catalyze entrepreneurship through a Business Plan Competition (BPC) for existing businesses and start-ups. A total of US$3 million will be earmarked to support at least 100 entrepreneurs, including sub-grants of up to US$20,000 to be used as block collateral for loans provided by commercial banks. Another US$1.4 million will be allocated for the preparation, technical assistance and M&E for the BPC. Component 3 Mobile Payments and Trade Integration Policy Support (US$ 0.3 million) This component will support the development of a regulatory framework formobile banking and payments and provide long term advisory services on trade integration policy for South Sudan, including consideration ofSouth Sudan's potential membership to the East African Community (EAC). Component 4 Institutional strengthening of the South Sudan Business Forum and Project Management (US$ 1.5 million) This component will cater for the operating costs of the South Sudan Business Forum (SSBF), a Public-Private Sector Development Forum, established in 2009, under the MDTF-SS funded PSD project. This component will also finance the activities and operating costs of the Project Coordination Unit (PCU) which is responsible for coordinating and monitoring activities implemented by the project. It will also support technical assistance and trainingto build the institutional capacity of the MCII staff responsible forthe development of the Private Sector in South Sudan. Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
