The shortlisting criteria are: Minimum experience of 3 years in coordinating technical assistance for the reinforcement of ESMS of at least two financial institutions. Experience must be proven by submitting contracts, customer statements or equivalent documents; Experience in training (as a training entity) on environmental and social issues; Experience in building, implementing and monitoring a Complaints Management Mechanism in accordance with World Bank guidelines and international best practices; Experience in the application of the World Bank's Environmental and Social Policies or ESF, or the International Finance Corporation (IFC) Performance Standards, and preferably the applicable National Environmental and Social Legislation; Work experience in Sub-Saharan African countries, preferably in Angola; Experience in projects financed by International Financial Institutions; Ability to communicate with senior officials of the Public Administration and the State. The consultant will assess current land tenure conditions, propose an appropriate approach to land registration, taking into account the particular conditions and difficulties of regularisation in the Lobito Corridor, and recommend political and institutional frameworks for improving land governance in the future, among others. The Consultant must have the following qualifications and expertise: • The Specialist should have a bachelor's or master's degree in areas such as Land Management, Urban Planning, Architecture, Geography, Law, Surveying/Topography, Land Use Planning or related areas; • Have a minimum of 10 years' experience in Land Regularisation and Property Registration; • Proven experience in the design and implementation of land registration projects, particularly in African countries; • Knowledge of Land Legislation, Spatial Planning and Property Registration. Familiarity with land tenure policies and the legal framework of Angola (or other Portuguese-speaking countries) is an advantage; • Proven experience in public consultation and working with vulnerable groups; • Proven experience in integrating social and environmental risk management into land or infrastructure projects is an advantage; • Knowledge of applicable environmental and health and safety legislation and regulations, land legislation, spatial planning, and land registration • Proven ability to mediate and liaise between institutions and land conflict mediation processes; • Proficiency in Portuguese is an advantage. The duration of the assignment will be 18 months, with an initial performance evaluation period of 6 months, and it may be extended upon mutual agreement and in case of satisfactory performance. Os Consultores interessados deverão fornecer informações que demonstrem que possuem as qualificações exigidas e experiência relevante para executar os Serviços. Os critérios de selecção são: 1. Investigação sócio-económica e de género a. Experiência comprovada na realização de estudos sobre género, posse da terra e/ou desenvolvimento rural na África Subsariana, particularmente em Angola ou em contextos semelhantes. b. Capacidade comprovada para analisar a intersecção de normas sociais e juridicas, práticas culturais e sistemas jurídicos formais que afectam o acesso das mulheres aos direitos à terra. 2. Sistemas e políticas de posse de terra a. Conhecimento profundo das leis e políticas de posse de terra em Angola, incluindo direito de superfície e práticas fundiárias consuetudinárias. b. Familiaridade com programas de regularização fundiária no passado e em curso e em Angola (por exemplo, Programa Minha Terra) ou iniciativas comparáveis noutros países africanos. 3. Métodos Qualitativos e Quantitativos a. Ampla experiência na conceção e implementação de discussões de grupos de foco (FGDs), entrevistas com informadores chave (KIIs), e exercícios de mapeamento de processos. b. Capacidade de integrar conhecimentos qualitativos com dados quantitativos, tais como inquéritos, para uma análise exaustiva. c. Conhecimento de técnicas de investigação participativa para envolver eficazmente grupos marginalizados. 4. Trabalho de campo na África Subsariana a. Sucesso comprovado na realização de trabalho de campo em zonas rurais e periurbanas, envolvendo diversas partes interessadas, tais como mulheres, autoridades tradicionais (Sobas) e funcionários públicos. b. Experiência em planeamento logístico e implementação de estudos em várias regiões ou províncias, assegurando a coerência metodológica. 5. Envolvimento das partes interessadas a. Capacidade demonstrada para colaborar com as comunidades locais, agências governamentais, líderes tradicionais, ONG e outras instituições relevantes. b. Experiência na facilitação de debates colaborativos e na incorporação de diversas perspectivas em recomendações acionáveis. 6. Competências de comunicação a. Forte capacidade para sintetizar conclusões complexas em relatórios e apresentações claros e acessíveis. b. Proficiência em português (obrigatório) e inglês (preferencial) para o trabalho específico em Angola. 7. Sensibilidade e adaptabilidade cultural a. Conhecimento profundo da paisagem sociocultural e política de Angola, com capacidade para lidar com questões sensíveis de género e de direitos fundiários. 8. Rigor analítico a. Capacidade de análise robusta dos dados, incluindo a codificação temática dos dados qualitativos e a análise estatística dos resultados dos inquéritos. b. Capacidade de triangular conhecimentos de diversas fontes de dados para produzir conclusões credíveis e acionáveis. 9. Qualificações gerais do/a Especialista • Grau avançado (mestrado ou doutoramento) em ciências sociais, estudos de desenvolvimento, estudos de género, políticas públicas, estudos populacionais, direito, administração fundiária ou um domínio relacionado, com pelo menos 8 anos de experiência profissional relevante, ou Licenciatura nos domínios acima referidos, com pelo menos 10 anos de experiência profissional relevante. • Conhecimentos especializados em sistemas de posse de terra e análise de género, • Experiência em realização de investigação qualitativa e quantitativa na África Subsariana, particularmente em Angola ou em contextos semelhantes. A duração do contrato será inicialmente de três (3) meses com possibilidade de prorrogação, e mediante um desempenho satisfatório. Under the supervision of the Project Coordinator, the Social Specialist (ES) is responsible for implementing the following instruments prepared within the framework of the project, namely the Environmental and Social Management Framework (ESMF), Resettlement Policy Framework (RSF), Stakeholder Engagement Plan (SEPP), Environmental and Social Commitment Plan (ESCP), Environmental and Social Management Plans (ESMP), among others. The Social Specialist will work closely with the Environmental Specialist, as well as the Project Social Workers and Specialists from the Implementation Unit and the Project's partner institutions. Interested individual consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.). The Consultant must have the following qualifications and expertise: Basic Qualifications: Master's or Bachelor's degree in a field relevant to the job, related to Social Sciences, with emphasis on: Community Development, Social Work, Social Protection, Gender Studies, Sociology, Anthropology, Human Rights, Social Impact Assessment, and others; Minimum of ten (10) years' proven experience in drawing up, implementing and monitoring Social, Gender and Social Development Studies. Proven experience of working in Africa and Angola on development projects; Experience in applying the World Bank's Safeguard Policies or the World Bank's Environmental and Social Framework (ESF), or the International Finance Corporation (IFC) Standards, as well as applicable National Social Legislation; Experience in implementing (designing, implementing and monitoring activities) complaints management mechanisms; Experience of Office applications and tools based on information and communications technologies (ICTs), namely: word processing, Excel spreadsheets, data processing and analysis and PowerPoint; Fluency in Portuguese and English. Proven technical, analytical, writing and communication skills in writing social and environmental compliance progress reports and communicating results, as well as experience in drawing up and analysing performance indicators (KPIs); Preferred Qualifications: Proven and relevant professional experience of at least ten (10) years, including experience as a multidisciplinary team leader in social development projects, working on projects with Multilateral Funding Organisations, will be an advantage. Knowledge of social issues linked to involuntary resettlement, gender equality, stakeholder engagement and public consultations. Experience in the implementation (design, implementation and monitoring of activities) of public consultation and involuntary resettlement processes will be an advantage; Experience in managing and following up cases of Gender-Based Violence (GBV) is an advantage; The Social Specialist will report directly to the Project Coordinator, and indirectly to the Project Director/ DNIP. The duration of the contract will initially be twelve (12) months with the possibility of extension, and subject to satisfactory performance.
