REQUEST FOR EXPRESSIONS OF INTEREST (REOI) (CONSULTING SERVICES – FIRMS SELECTION) Assignment Title: Consultancy Firm for the Development of a National ECCDE Quality Learning and Development Outcomes Assessment Tool for pre-primary and Grade 0 classrooms in Eswatini. Reference No. SZ-MOET-388158-CS-CQS • BACKGROUND OF THE PROJECT The Ministry of Education & Training MOET has entered into a loan agreement with the World Bank towards the cost of Strengthening Basic Education Support to Human Capital Development in Eswatini, Project: P173151 and intends to apply part of the proceeds for consulting services. • BACKGROUND OF THE ASSIGNMENT The Ministry has received support from the World Bank and the Global Partnership for Education (GPE) for a broader project to Strengthen Early Childhood Care and Development Education (ECCDE) and Basic Education systems to support Human Capital development in Eswatini. There is a 4-year timeline for the project from 2024 to 2026. A specific sub-component of the project focuses on the systems strengthening to improve ECCDE service delivery in Eswatini, part of which involves under taking an in-depth periodic quality assessment in a nationally representative sample of ECCDE service providers and Grade 0 classrooms to better understand the quality of services being provided and to measure early childhood development and learning outcomes. These tools can build on existing tools available globally and in the region and can be adapted to the Eswatini context as necessary. • INVITATION TO CONSULTANTS The Ministry of Education & Training now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services as stipulated in Terms of References. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 Consultancy Guidelines paragraph 1.7 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. The Consultancy firm will be selected in accordance with the Consultancy Qualification Base Selection method set out in the Consultant Guidelines.
