The received financing is for the purposes of implementing the Accelerating Sustainable and Clean Energy Access Transformation in Eswatini (ASCENT Eswatini) Project (P508960) (the Project), with the involvement of the Ministry of Natural Resources and Energy, as set out in the Loan Agreement, Financing Agreement, Grant Agreement and Project Agreements. • The EEC now invites Expression of Interest (EOI) from interested and eligible consulting firms (“Consultants”) to provide the consulting services for Environmental and Social Impact Assessment (ESIA) and related safeguard services for the ASCENT Overhead Power Transmission Lines and Associated Substations: • Construction of 2x 10MVA 66/11kV substation at Ntabamhloshana to support the growing electricity access demand of households in the eastern part of the Manzini region • Construction approximately 22km 66kV overhead power sub-transmission line from Pine Valley to Maphalaleni/Nsingweni and associated 1x 10MVA 66/11kV substation at Maphalaleni/Nsingweni to support the growing electricity access demand of households in the southern part of the Hhohho region. • Construction of 1 x10MVA substation at Maphalaleni and the extension of Pine – valley substation to accommodate a new 66kV line bay. • Construction of approximately 55km 132kV overhead power transmission line from Maliyaduma in the Mazini region to Nkambeni in the Hhohho region and associated 132kV switchyard and 2x 40MVA 132/66kV substation at Nkambeni to support the growing electricity access demand of households in the northern and western parts of the Hhohho and Lubombo regions, respectively. • The principal activities for the consulting services shall include inter alia the following: • Preparation of a full Environmental & Social Impact Assessment (ESIA), Comprehensive Mitigation Plan (CMP) and Resettlement Action Plan (RAP) for the Pine Valley–Maphalaleni/Nsingweni 66 kV overhead transmission line and associated substations (Maphalaleni and Pine Valley). • Preparation of a new Initial Environmental Evaluation (IEE) and CMP for the Ntabamhloshana 66/11 kV substation. • Review and update of an existing IEE/CMP and Resettlement Action Plan (RAP) for the Maliyaduma–Nkambeni 132 kV transmission line and associated substations. • Preparation of supporting safeguard instruments including SEP, GRM, and RAP. • Ensuring that the EEC obtain environmental authorization from the Eswatini Environmental Authority (EEA) and clearance from the World Bank. • Interested consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform all the services. The following documents shall also be submitted along with the EOI applications by all the consulting firms including each member of JV firms:• • Copies of certificates of incorporation/registration of the consulting firms • Financial information of the firm for the last 5 years • Corporate profile of the firm with quality assurance plan, e.g. ISO 9001, information on organizational strength (Organization structure, number of permanent professional staff and their expertise, qualifications and number of total staff), availability of licensed software and tools for the execution of the assignment and any other necessary information deemed appropriate. • The qualification and short-listing criteria are: The consulting firm, audit firm, academic institution, or international organization must have at least 10 years of consulting experience in ESIA, RAP and E&S Safeguards and as minimum must have completed the consulting job/contracts (i) at least three (3) ESIA assignments for 66kV or above transmission line or linear projects. (ii) at least one (1) RAP assignment for 66kV or above transmission line or linear projects (iii) At least two (2) assignment of similar nature conducted in a SADC country, preferably in Eswatini. • The purpose of this EOI is to establish a shortlist of not more than eight (8) Prequalified Respondents for the subsequent Request for Proposal and to invite technical and financial proposals from these Respondents. All responses shall be assessed for completeness. The following shall be assessed on a Yes/No basis to determine a PASS or FAIL result; 10 years’ experience, organizational structure, quality assurance plan, certificate of registration, two (3) relevant ESIA projects, (1) relevant RAP project, two (2) completed projects in SADC and five (5) years financial information. Respondents who have attained a PASS result shall be shortlisted and the short-listing criteria are: General experience, specific project experience (ESIA), specific project experience (RAP) and SADC regional experience. • In order to substantiate the aforementioned consulting jobs/contracts, the Consultant shall submit the End User Certificate from clients depicting main scope of the contract. All end user certificates should be in English; End user Certificates in other languages should be translated and notarized. Incomplete Consulting Contracts will not be taken into account and hence will not be evaluated. • Consultants may associate with other consultants to enhance their qualifications. For a JV/consortium, the qualifications and experience of the members may be combined to meet the qualification requirements, only if the lead partner meets the qualification requirements independently. Where firms are associating, the submission must include verifiable evidence of association from all the parties. TERMS OF REFERENCE Context. As part of the Digital Eswatini project, funds are expected to flow to EPTC towards aiding in business expansion and also financial stabilization. The necessary legal, financial, and commercial due diligence is expected to inform the financial support required and is key to understanding EPTC's readiness for possible restructuring, commercialization, or privatization efforts. I. Scope of Work A. Financial Due Diligence ▪ Conduct a detailed review of the last five years of audited financial statements, including: Income statements, Balance sheets, Cash flow statements, highlight any discrepancies, risks and risk mitigation measures in accounting procedures and practices. ▪ Perform a detailed liabilities assessment, with a deep dive on pension fund management. Outstanding debt and repayment terms, Contingent liabilities and offbalance-sheet obligations to be reviewed, and recommendations of addressing due liabilities to be provided. ▪ Evaluate financial controls, revenue collection processes, and expenditure management. ▪ Assess creditworthiness, including debt servicing capacity and access to future financing – debt, equity. In specific, o Analyze historical and projected revenue streams across core business segments (telecoms, internet services, postal, courier, etc.). o Assess the viability and commercial potential of proposed initiatives, particularly the assessment of the scalability of current telecom operations, especially in underserved or rural areas and the commercialization of postal services and any other diversification or modernization strategies. ▪ Benchmark EPTC’s performance and strategy against comparable regional or international players. ▪ Identify risks and opportunities in current and planned commercial operations. D. Develop a Financial Business Model. Including ▪ Key historical and projected financial metrics with scenario analysis under optimistic, neutral, and pessimistic cases, based on revenue growth, cost assumptions, capital investments, and policy changes. Outputs including forecasted income statements, balance sheets, cash flows, and key financial ratios under each scenario to be provided ▪ Analyze financial sustainability and implications for government policy under each scenario. REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRM) The Kingdom of Eswatini Digital Eswatini Project Assignment Title: Development of an Implementation Plan and Budget for Government of Eswatini Digital Transformation The World Bank group is supporting the Government of Eswatini on the implementation of ‘Digital Eswatini’ project (2025-2029). The Project aims to ‘increase access to high quality broadband internet services for government, businesses and citizens, and to improve the government's capacity to deliver digital public services’. Activities financed fall under two pillars: (i) Digital Connectivity, which aims to improve access and affordability to telecommunications across the country, particularly for underserved and rural communities, and (ii) Digital Services, which focuses on improving the digitization of public service delivery across government, ensuring that citizens and businesses can access public services more efficiently and effectively via digital platforms. The key implementing agency of the project will be the Ministry of Information, Communications and Technology (MICT). As part of the second project component, Digital Services, MICT is looking to hire consulting services (“the Services”) for a Firm to develop a comprehensive implementation plan and associated budget for the full digitization of approximately 200 priority services across Government, including the development of the foundational platforms required (such as Digital ID and data interoperability). The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest. Terms of Reference Context The Government of Eswatini (GoE), under the leadership of the Ministry of ICT (MICT), has developed an ambitious digital strategy to transform service delivery through the digitization of key public services across Government. This strategy is called Government in Your Hand (GIYH). MICT will be delivering the first phases of this program under the Digital Eswatini Project, financed through the World Bank. This multi-year program will look to undertake the following: • Development and implementation of the key digital public infrastructure (DPI) required to support the digitization of core services across the Government. This includes, but is not limited to: Digital ID, data interoperability/exchange, social registries, single Government portal, Public Key Infrastructure (PKI) and payment platform. • Development of the standards and operational capabilities for the security and protection of public data and systems, including comprehensive data protection and cybersecurity capabilities. • Digitization of approximately 200 services across multiple Government ministries and departments, including MICT, Commerce, Education, Health, Finance and Home Affairs, amongst others. The project is scheduled to last 5 years and will finance the majority of activities for objectives 1 and 2, with the delivery of a prioritized set of services under objective 3. GoE wishes to hire a suitable Firm to develop the full implementation plan and budget for the program, for the entire scope of services (not just the scope under the World Bank-financed project). This will include a comprehensive current state assessment and development of a detailed costed, phased implementation plan that will underpin the activities required to deliver the program over the coming years. I. Scope of Work Note: The list of proposed services for inclusion in the digitization program specified in the scope of work below can be found in Annex A. A. Current State Assessment In conjunction with MICT, conduct a comprehensive assessment of the current state environment within the Government to enable the development of the implementation plan, including but not limited to the following key components: • The current state of the ICT and information systems environment across Government that includes all major ministries and departments relating to the list of services in scope for digitization. This includes, but is not limited to: MICT, Commerce, Education, Health, Finance and Home Affairs, amongst others. • The current state of foundational platforms and Digital Public Infrastructure within GoE, including but not limited to: Digital ID, data interoperability/exchange, social registries, single Government portal, Public Key Infrastructure (PKI) and payment platforms, amongst others • The current state of the services and business process landscape pertaining to the services highlighted by GoE for digitization, including documenting all manual processes relating to those services. • The current state of the change management landscape, including documenting the current governance and institutional arrangements in place to manage change across the ICT and service ecosystem within GoE. • Any other aspects relevant to the development of the implementation plan and budget, as specified by MICT or from the firm’s previous experience. In order to successfully map the current state environment, it is expected that the firm will engage across all relevant ministries and departments, taking the lead with support from MICT to convene relevant stakeholders. Resourcing for this exercise must take this into account. B. Future State Mapping In conjunction with MICT, develop a comprehensive view of the future state enterprise architecture, ICT environment and change management/institutional governance arrangements for the digitization program, which will include the following: • Future state requirements for ICT and information systems architecture required to support the Government’s digitization program. • DPI and foundational systems architecture required to support the digitization program and enable the GoE to continue to digitize priority services in the long term. • Full service and business process catalog required to support the digitization program. • Proposed governance and change management model required to support the digitization program, including all institutional all-of-government arrangements required to manage the program both during implementation phase and following implementation into a business-as-usual model in the long term. • A full resource and organizational map of the human resources required to support the digitization program from the Government, including resources required for the implementation phase of the program, and the long term resource requirements post-program needed to support the new environment in the long term. • Any other aspect relevant to the mapping of the appropriate future state environment pertaining to the GoE digitization program. It is expected that the successful firm will also act as convener for the relevant governance and approval processes required to obtain approval for the proposed future state from relevant ministries and departments, with support from MICT. Proposed resourcing from the from the firm for this exercise must take this into account. C. Development of Digitization Program Implementation Plan and Budget Develop a comprehensive, detailed implementation plan and associated budget for the digitization program showing the delivery of the future state environment as outlined in the previous phase. This should include the following: • All activities relating to the development of the ICT and information systems environment required to support the program, including all systems and data migration activities, hardware and software requirements, and proposed operational model for those systems and assets within Government. • All activities required to develop, implement and operationalize the required Digital Public Infrastructure components needed to support the broader digitization program and ongoing digitization of services in the long term. • Activities required to transition to the necessary all-of-government governance model, including all institutional changes required to support such a model. • All activities required to digitize the proposed services, in a phased and prioritized manner which will take into account the following: • Government priorities for delivery of services to citizens and internal departments; • Ease of delivery and implementation to ensure that ‘quick wins’ can be realized early in the program while more difficult services are devliered in the longer term; • Alignment of services with the funding available under the Digital Eswatini project, which will not cover the full complement of services proposed under the digitization program. • All resourcing required from Government ministries and departments to support the digitization program, as well as the transition to the business-as-usual future state. It should be noted that the implementation plan and budget should be sufficiently detailed to support the immediate launch of the tender for a firm to manage the activities required for the implementation phase; it is not expected that further detailed implementation planning will be required following the completion of this engagement. This expectation of the deep level of detail required for the implementation plan must be taken into account in any technical proposals for this engagement. II. Through this intervention, the project will tackle issues such as adolescent pregnancy, substance abuse, and other risky behaviours, that are critical factors leading to dropout in Eswatini and have lasting adverse impacts into adulthood. To address key sector challenges in the health sector, the MOH is implementing the HSS4HCDP with the aim of improving the coverage and quality of key reproductive, maternal, neonatal, child and adolescent health (RMNCAH), nutrition and non-communicable disease (NCD) services (hypertension and diabetes) in Eswatini. The project focuses on strengthening the health system and ramping up investments in RMNCAH, nutrition and NCD services to address critical human capital challenges, including stunting and child and adult mortality, applying a life course approach. The project includes the following components: Component 1: Improve health service delivery to increase the coverage and quality of health services to build human capital; Component 2. Increase community demand for RMNCAH, nutrition and NCD services; Component 3. Strengthen the MOH’s stewardship capacity to manage essential health and nutrition services and project activities; and Component 4: Contingent Emergency Response Component. The project is complementary to the Eswatini COVID-19 ERP and is designed to deepen and extend its investment impact through focusing on medium-term structural changes and the modernization of the health sector. • OBJECTIVES: To maintain appropriate financial management responsibilities for the two projects (HSS4HCDP - P168564 and the COVID-19 Emergency Response Project - P173883). The project focuses on strengthening the health system and ramping up investments in RMNCAH, nutrition and NCD services to address critical human capital challenges, including stunting and child and adult mortality, applying a life course approach. The project includes the following components: Component 1: Improve health service delivery to increase the coverage and quality of health services to build human capital; Component 2. Increase community demand for RMNCAH, nutrition and NCD services; Component 3. Strengthen the MOH’s stewardship capacity to manage essential health and nutrition services and project activities; and Component 4: Contingent Emergency Response Component. The project is complementary to the Eswatini COVID-19 ERP and is designed to deepen and extend its investment impact through focusing on medium-term structural changes and the modernization of the health sector. MAIN RESPONSIBILITY To ensure timely implementation of project monitoring and evaluation (M&E) activities including the planning of data collection activities, managing project progress reviews, and reporting on progress including updating all indicators in the results framework (RF). The Senior M&E Officer will work closely with internal and external stakeholders in coordinating and supporting all data collection and reporting arrangements on project progress. DUTIES AND ACCOUNTABILITIES Specifically, under the supervision and guidance of the Project Coordinator, the Senior M&E Officer will perform the following duties and responsibilities: Project M&E: • Update/review project-level M&E plan, system and associated work plans for each component/activity (as reflected in the RF); • Review and update, as needed, M&E system/mechanism, process and procedures of the project, and forms and formats for project activities under its various components; • Update/refine an M&E database for the projects; • Lead evaluations and assessments related to the overall project or project activities • Attend, participate and provide necessary inputs for preparation of and during project meeting, workshops and trainings; • Serve as focal point for providing M&E inputs on Implementation Status Reports; • Prepare consolidate progress reports for project management to submit to the relevant stakeholders, in accordance with approved reporting formats and schedule; • Coordinate the preparation and consolidation of annual work plans, as well as monthly and quarterly project reports and other deliverables; • Review monitoring reports, analyze them for impact evaluation and to identify the causes of potential bottlenecks in project implementation and make recommendations; • Ensure timely data compilation and M&E reporting for project implementation and completion reports, including the semi-annual Implementation Status Reports, annual reports, and the final Implementation Completion and Results Report (ICRR) M&E technical assistance to the technical teams implementing the project activities and other PIU members: • Develop TORs for M&E tasks to be carried out by consulting firms (e.g. the design of surveys, evaluations (mid-term and final evaluation), etc. using a combination of quantitative and qualitative methods; • Ensure quality control of M&E outputs (e.g. surveys etc.), including by contributing substantively to the design and field testing of the monitoring methodology, supervising design and implementation of the survey, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks conducted; • Support technical work such as reviewing M&E methods, carrying out training needs assessment, designing M&E tools, and providing M&E technical assistance to the PIU and technical teams. • Ensure mentoring and training of project team to build M&E capacity. • Monitor project progress through field visit as may be required, offer feedback and keep regular communication with related field and central level staff including World Bank project team. • Support bi-annual implementation support missions commissioned by the World Bank on the project by providing project related information. REPORTING: The Senior M&E Officer will report directly to the Project Coordinators and ensure timely reporting for project implementation and completion. The Senior M&E Consultant will closely work with the Sr. M&E Officer. QUALIFICATIONS & EXPERIENCE: • Post-graduate degree in public health, social sciences, statistics, (health) economics, data science. • Eight years relevant work experience in M&E five of which must have been at a managerial level within government, international NGO, or development partners. Experience working in the health sector would be a plus; • Experience in the design and/or implementation of an M&E system, preferably in the health/public sector; • Experience in conducting training and facilitation of M&E activities. • Proven experience of conducting socio-economic research and program and project performance assessment. • Advanced and applied knowledge in data analytics using data analytical software • Ability to write clearly and concisely, and have sound quantitative skills (managing, analyzing and interpreting data). • Demonstrated experience in M&E of development project activities. • Innovative and able to apply technology-based platforms, and adopt changing methods • Broad knowledge and strategic use of data for evaluation and performance assessments; • Very strong planning, system development and organizational skills including results-based management. The 5-year project entitled “Health System Strengthening for Human Capital Development (HSSHCD) Project” under the MOH will make substantial investments in strengthening the health system and improving the nutrition service delivery across the life cycle in order to address critical human capital challenges specifically stunting and child and adult mortality. The project has four components namely, Component 1: Improve health service delivery to increase the coverage and quality of health services to build human capital; Component 2: Increase community demand for RMNCAH, nutrition and NCD services; Component 3: Strengthen the MOH’s stewardship capacity to manage essential health and nutrition services and project activities; and Component 4: Contingent Emergency Response. • Background to the Assignment Micronutrient deficiencies cause a variety of morbidities and increased mortality which are most severe in children, adolescent girls and pregnant women. Micronutrient surveys help to assess micronutrient deficiencies with the largest public health burdens amongst women of reproductive age, children 6-59 months, and adolescents to inform policy and program scale-up. The only nationwide survey in Eswatini on micronutrient deficiency in children was the Demographic and Health Survey (DHS) of 2007, which estimated iron and vitamin A consumption and the prevalence of anemia and vitamin A deficiency in the 4 regions of the country. Prevalence of anemia was 42% in children 6-59 months and 30% in women 15-49 years of age. The survey will therefore provide updated information in this regard. Objectives of the study • To determine the prevalence of vitamin A deficiency, vitamin D deficiency, iron deficiency anaemia, vitamin B12 deficiency, folate deficiency, zinc and iodine deficiency in children 6-59 months, school-age-children, adolescents, and women of reproductive age in Eswatini. • To determine the risk factors for micronutrient deficiencies in children 6-59 months, adolescents, and women of reproductive age in Eswatini. • To recommend evidence-based interventions and policies to address micronutrient deficiencies in Eswatini including a micronutrient provision program in country. The target group living in rural and urban areas of the four regions of the country is: • Children 6-59 months of age • School-age children (5-9 years) • Adolescents (10-19) years • Women of reproductive age (15-49) years. • Purpose of the assignment The purpose of this assignment is to support the MOH in planning, designing and conducting a micronutrient specific survey in Eswatini, to generate data and evidence (at national and regional levels) on the micronutrient and nutritional status of children, adolescents and women in the country to inform policy development and programming. • Scope of Work for the Assignment • To develop an inception report detailing the survey protocol and timeline • To develop and finalise the standard operating procedures, training manual and all relevant study documents. • To train and supervise data collection teams and ensure adherence to all study procedures. • To lead, oversee, and guide the survey implementation including data collection, quality assurance and coordinate laboratory analysis with the Head of the Nutrition, who will be responsible for laboratory data analysis. • To provide study progress updates to relevant stakeholders, including the advisory or technical working groups. • To analyse survey data and generate (draft and final) reports. • To package and present study findings to the core team, senior management team, and relevant stakeholders. • Competencies and experience required • Masters in food and nutrition, Public Health, Epidemiology, Biostatistics, Research and Evaluation, or Medicine and other related fields; • Minimum 10 years of practical experience in designing, coordinating and managing large population health research surveys (e.g. DHS, MICS); Experience of conducting/managing a large micronutrient survey is preferred. • Proven experience in developing and leading household and clinical surveys, proven experience of conducting micronutrient surveys and producing the final reports. • Must be familiar with a Statistical Package suitable for nutrition related data (e.g., STATA, R-Studio etc), data collection and management (e.g RedCap or Kobo collect) and all relevant computer applications in general • Strong analytical, writing and presentation skills. • Working experience in Southern African countries is preferred. • Strong analytical, report writing skills, presentation skills and ability to meet deadlines. • Excellent spoken and written communication and facilitation skills in English. DUTIES AND ACCOUTABILITIES: Specifically, the candidate will be responsible for the following: • Review and refine the procurement arrangements for all project components as described in the Project Operations Manual • At all stages of the procurement process, ensure project procurement adheres to World Bank Fiduciary and Governance requirements. • Support the preparation and revision of the Project Procurement Strategy for Development (PPSD), as needed, in response to emerging requirements and changing conditions. • Coordinate with the PIU and technical teams and ensure that all procurement activities are planned through Systematic Tracking of Exchanges in Procurement (STEP) and appropriate clearance is obtained before procurement is initiated, and that STEP roadmaps are kept up to date at all times. • Establish and maintain suitable procurement record management system and contracts register for the project to ensure that all records and files of all procurement documentation are kept both in the case of activities subject to prior and post reviews by the World Bank and auditors. • Keep accurate records of procurement activities, including purchase register, deliveries, contract register and completion of works, for the use of procurement post-reviews and auditing. • Provide hands on support to Government of Eswatini staff and other stakeholders in all aspects of procurement for the project. • Recommend suitable training packages for different stake holders involved in the project’s procurement process including preparation of suitable capacity building plan in public procurement for the project.[A1] • Using the appropriate World Bank formats, prepare procurement and consultant selection documentation including advertisements, requests for quotations, bidding documents, expressions of interest, requests for proposals, evaluation reports and contracts. • In conjunction with technical teams/sector specialists, prepare technical specifications and terms of reference for procurement and consultant contracts with inputs from technical teams. • Manage the entire procurement process including preparation of procurement documents; inviting for bids, expressions of interest and proposals; responding to clarifications; opening bids and proposals; bid and proposal evaluation and shortlisting; pre-contract meetings and negotiations for consultant contracts; contract signing; and contract management including monitoring of contract performance. • Ensure that procurement complaints are addressed in accordance with the agreed procedure and that complaints and the responses are correctly recorded in STEP system. • Support contract management and ensure that the contract responsibilities/deliverables are delivered within the agreed timeframe and necessary action is taken to mitigate risk of contract failure. • Provide input to the preparation of the project Annual Work Plan and Budget • Prepare and revise annual procurement plans as specified for Bank-financed projects. • Prepare quarterly procurement progress reports with updated information on the status of procurement contracts. • Liaise with different Government of Eswatini institutions responsible for public procurement on issues incidental to the project. • Report to the Project Coordinators of the two projects (HSS4HCD Project - P168564 and the COVID-19 Emergency Response Project - P173883). • Assist with any other relevant duties assigned (e.g., advise the technical teams on procurement procedures). QUALIFICATIONS: • Bachelor’s degree with a major in a relevant discipline (e.g. Procurement, Finance, Business or Commerce) and relevant training in public procurement; Master’s degree will be an advantage. • Relevant professional accreditation such as MCIPS will be an added advantage. • At least seven (7) years of direct relevant work experience as Procurement Specialist including supervisory capacity, or alternatively, substantial work responsibilities in procurement dealing with World Bank and donor-financed projects. • Demonstrated experience in contract management. • Good knowledge of concepts and principles of and approaches to international procurement, and public procurement systems. • Good degree of integrity, judgment and tact in handling the most sensitive, diverse and confidential material. • Knowledge of the Eswatini and/ or Southern Africa procurement environment. • Understanding of Eswatini health sector strategic plan objectives, policies and practices related to project/sector and critical links to procurement is desirable. Assignment Title: Consultancy Services for the Development of the Kingdom of Eswatini National Drought Policy (NDP). The services comprise of developing Eswatini National Drought Policy (NDP) which will provide a framework for embedding drought risk management within appropriate structures of development and strengthen national capacities to effectively prepare, prevent, respond, mitigate, and recover from droughts. The country drought response interventions remain reactive even with extensive experience from past droughts and their devastating effects mainly due to lack of a sound drought policy to guide systematic drought management. The lack of a drought policy makes it difficult to ensure adequate drought preparedness and planning for effective drought response, early warning and monitoring as well as risk assessment and reduction techniques. Objectives; To engage the Consultancy Services to develop the Kingdom of Eswatini National Drought Policy (NDP) which will provide a framework for embedding drought risk management within appropriate structures of the development and strengthen national capacities to effectively prepare, prevent, respond, mitigate, and recover from droughts, and protect lives and livelihoods, environment and the economy cognizant of; • The long-term socio-economic benefits of “risk-based” and “proactive” approaches to drought risk management, and associated water scarcity problems and avoiding the crisis management approach by the different sectors. • The need for enhanced coordination and collaboration across and among all stakeholders to ensure more effective and efficient drought risk management and local coping capacities. • The need of availability and widely accessible early warning systems for all for early action and impacts mitigation. • The complexity of droughts and the cascading and systemic nature of its impacts which require sustainable management approaches and practices to ensure reducing vulnerabilities and increasing community resilience. Scope of Work The consultant must ensure that the underlisted activities are met during the course of the consulting services; • Thorough diagnosis, review, assessment, and analysis of the current state of drought and related drought management policies, frameworks, and regulations in the country as well as other relevant regulatory frameworks that the drought policy need to be aligned and consistent with for effective drought management. This should not be limited to formal institutions, but should also explore roles played by community structures, and other local structures, e.g., community water schemes, community cooperatives and households in drought risk management. • Analyzing major constraints, gaps, or roadblocks for effective and sustainable drought risk management, present and discuss the findings, conclusions and recommendations with key stakeholders and obtain feed-back for actioning. • Benchmarking best practices and policies from other countries regarding effective drought management for options to enhance and inform robust drought management policy, which is cognizant of regional, continental, and international instruments. • Mapping, identification and consulting the relevant stakeholders that will be included in the policy including those to be impacted by the policy and to identify needs, requirements, and concerns. • Guiding, and clearly identifying, and outlining roles and responsibilities of various agencies, service providers, communities, and the public in various aspects of drought management at all levels of government; The Consultant should propose policy improvements or institutional reforms needed to address policy or regulatory gaps and roadblocks identified through the stakeholder engagement and benchmarking processes and consistent with relevant policies and regulations. The procedures should be aligned or integrated with existing national and local procedures and should clarify the sequence and level of response required based on the severity and duration of drought. • Providing guidelines for coordination and management of drought in the country to facilitate drought risk management into planning and delivery processes. • Developing the NDP encompassing the key aspects of drought risk management:• Monitoring and early warning for early action including awareness raising and communication. • Vulnerability and Impact Assessment to guide the identification and assessment of the impacts of drought on various sectors, such as agriculture, water resources, and health, and of the vulnerabilities of the affected communities and ecosystems. • Mitigation actions, preparedness planning and drought risk response measures to enhance the resilience of both the communities and the ecosystems. • Effective governance and institutional arrangements and defining the involvement of local communities and gender perspectives. • Developing a comprehensive framework to facilitate the implementation of the drought management policy, inclusive of capacity building initiatives of relevant stakeholders and leveraging existing processes and arrangements and the drought management policy monitoring and evaluation system with tangible implementation milestones and progress verifiable indicators to enable monitoring.
