The Project seeks to increase access to electricity services and strengthen the institutional capacity of the electricity sector in Juba, Yei, and Upper Nile Region and Bahra-Gazal, in South Sudan. • MoED intends to apply part of the proceeds for consulting services (“the Services”) which include procurement of an individual Consultant to Prepare Resettlement Action Plan for South Sudan Energy Sector Access and Institutional Strengthening Project (Individual Consultant) assignment for a period of is 12 weeks. The consultant will be selected based on the following criteria: • At least a Master’s degree in either the field of Social Science, Law, or Development Studies. • Must have at least 5 years of experience in preparing/updating Resettlement Plans (RP). • Previous experience preparing RP for World Bank Bank-financed projects in South Sudan is an asset. Experience preparing RP for Energy projects, especially Transmission & Distribution (T&D) projects, in South Sudan or the region is desirable 7. Additional relevant postgraduate qualifications shall be an added advantage; ii). Be duly qualified and licensed/admitted to practice law in at least one recognized jurisdiction and be eligible to practice or provide legal services in the Republic of South Sudan, including through any applicable authorization, special admission, collaboration with locally admitted counsel, or other arrangements permitted under the laws of South Sudan; iii). Minimum of 10 years of relevant professional experience in: • Contract management and administration; • Infrastructure, energy, or public sector projects; and • Donor-funded projects, including World Bank, AfDB, or similar development partner-funded assignments iv). Demonstrated experience in: • FIDIC or similar contract frameworks; • Public procurement and contract implementation; • Legal and transaction advisory services to implementing agencies; • Drafting, reviewing, and negotiating legal, contractual, and regulatory documentation; and • Preparation of legal opinions, contractual correspondence, and advisory memoranda; v). Experience in: • Claims management, dispute avoidance, and dispute resolution; • Contractual risk assessment and mitigation; and • Management of contractual compliance and implementation issues vi) Strong understanding of: • World Bank procurement regulations and contract management frameworks; • Fiduciary, governance, and compliance requirements applicable to donor-funded projects; and • International best practices in infrastructure and energy sector contracting; vii). Demonstrated experience in international legal practice, including infrastructure transactions, project finance, regulatory frameworks, commercial transactions, or cross-border advisory assignments, shall be an added advantage; and vii). Specific experience: The consultant should demonstrate hands-on experience in the following: • At least one integrated energy sector reform (legal, regulatory, and planning frameworks not necessary the same assignment) • At least on successful developed Electricity sector legal and policy indicating where it is being implemented. • At least one successful implementation of Regulatory framework design (tariffs, licensing, grid codes, standards) and where it is being implemented. • At least one successful Power sector planning and electrification strategy development and where it is being implemented d). The shortlisting criteria are: 4.0 QUALIFICATIONS AND EXPERIENCE The consultant should have the following minimum qualifications: Qualifications • Advanced degree in Electrical Engineering, Energy Systems, Infrastructure Planning, or related fields Experience • Minimum of 10 years of experience in strategic infrastructure planning and grid expansion, particularly in the energy sector. • Proven expertise in developing grid transmission and distribution masterplans. • Experience in standardizing technical specifications for grid infrastructure. • Strong stakeholder engagement and capacity-building experience. • Familiarity with regional energy frameworks (EAC, EAPP, SAPP, COMESA) and international best practices. • Proficiency in infrastructure planning software (e.g., PowerFactory, PSS®E) and MS Office Suite. • Experience working with government institutions, international organizations, or similar development projects.
