GOVERNMENT OF SIERRA LEONE REQUEST FOR EXPRESSIONS OF INTERESTS CONSULTING SERVICES FOR THE RECRUITMENT OF AN INFORMATION AND COMMUNICATIONS SPECIALIST FOR THE MINISTRY OF TRADE AND INDUSTRY DATE OF ISSUE: 19TH AUGUST 2024 INDIVIDUAL SELECTION -SL-MOFED-437919-CS-INDV TERMS OF REFERENCE The government of Sierra Leone, through the Ministry of Finance (MoF), is implementing the Sierra Leone Economic Diversification Project with financing from the International Development Association (IDA) of the World Bank Group. The objective of Economic Diversification Project of Sierra Leone is to increase investment, Small and Medium Enterprise (SME) growth, and entrepreneurship in non- mining productive sectors .The project consist of four components (i) improving Business Environment and Capacity Building that will support policy, administrative and regulatory reforms that will facilitate business entry and operation in Sierra Leone The component focusses on streamlining, automating (whenever possible) and making more transparent the interactions between government institutions and businesses ,as related to registration of firms obtaining of licenses , permits ,approvals and other key documents needed for business to operate in Sierra Leone. The project development objectives are to improve the business environment in non-mining sector and increase productivity of targeted firms in Sierra Leone. Achieving the project objective contributes directly to strengthening economic growth, job creation and competitiveness, which is defined as the ability of firms to generate new investments and increase market shares in goods and services through improved productivity. The Ministry of Trade and Industry as an implementing partner has had dialogue with the private sector and development partners as a core function of the Ministry where critical decisions are taken to influence policy and interventions geared towards promoting growth and economic development. Sound initiatives have often been discussed which are to be translated to sound programmes and projects to promote trade but this hardly happens. The MTI lacks a clear mechanism to track decisions and actions to be followed up and is challenged even in following up on performance tracking of the agreement between the Agencies and the Ministry on one hand and the Minister and the President on the other hand. While so much is being done by the MTI, very little of this is communicated to the private sector and other stakeholders for instance on reforms undertaken or trade facilitation activities implemented. The Ministry does not have a clear a communication plan to ensure effective communication on its activities and that of its agencies. OBJECTIVE MTI therefore seeks to recruit an Information and communication specialist to effectively communicate the work of the ministry and engage the public internationally and nationally about the tremendous benefits, opportunities and strides made by the Ministry. EXPECTED OUT COME The Information and communications Specialist will support the MTI in creating visibility, brand recognition effective communication and marketing tools that will encourage and engage with the wider public to better understand the activities, opportunities and programs of the ministry. SCOPE OF WORK The Information and communication specialist will: • Develop a Communication Strategy for the Ministry • Synergize all media efforts of the Ministry and its Agencies • Support in Data and Information management system • Manage the ministry’s social media platforms and applications. • Support in the development of the ministry’s promotional materials and publications. • Assist in the development of Audio-Visual Media such as documentaries. • Monitor and analyze print, radio, television, social media and prepare necessary reports. • Support in preparation of the ministry’s events, especially ones that will attract public attention. RESPONSIBILITIES AND TASKS • Develop social media posts and provide quality content showcasing achievements and ensure updated weekly, monthly and quarterly platforms. • Draft and follow up on the production of the communication and advocacy instruments and materials, including briefing materials, press releases, newsletters, and articles. • Support in the development of the ministry’s documentary. • Support in the preparation of the ministry’s events or activities. • Work with MTI to identify and train staff(s) to implement the communications strategy and manage all of the Ministry’s Comms needs • Undertake any other related tasks as directed by the Senior Permanent Secretary or the Chief Director. QUALIFICATIONS. The Information and Communication Specialist should meet the following qualifications: • A bachelor’s degree in Mass Communication or in a relevant and applicable field of study. • At least 3 years of experience in journalism, communications or public relations, or in a related practice. A knowledge in Trade governance architecture will be an advantage. • A solid experience in the areas of communications, marketing, journalism, and digital communication. A blogging experience will be an advantage • Fluency in English and Krio is required. • Excellent writing, editorial, and presentation skills. • Excellent record of accomplishment in producing communication materials including social media posts and brochures, flyers, etc. • Good knowledge of communication principles. Knowledge of multimedia to develop a range of communication and information products. Knowledge of social media platforms. • Previous communications experience with a UN or similar institution is an asset. Core Competencies • Ability to operate in teams and in a flexible manner, familiarity with multi-national and multicultural working environments. • Respect for diversity, displays culture, gender, religion, race, nationality, and displays a high level of respect, diplomacy, and tact when dealing with partners: excellent interpersonal skills, able to establish and maintain effective working relations with different stakeholders. • Fluency in written and spoken English. • Communication: Demonstrates strong oral and written communication skills, including the ability to convey complex concepts in a clear and concise style. The Ministry of Trade and Industry as an implementing agency is seeking to recruit an experienced National/International Trade and Investment Advisor to provide guidance and technical support to the Ministry of Trade and Industry in the formulation, effective implementation and coordination of top notch policies, strategies and transformational programs and projects in the context of MTNDP and vision 2024-2030 GOAL The goal is to strengthen the technical and professional wing of the MTI that will make Sierra Leone internationally competitive by creating a conducive atmosphere to be able to develop a robust system capable of promoting trade and investment policies and programs that will stimulate growth, jobs and wealth creation SPECIFIC OBJECTIVE The Ministry of Trade and Industry is seeking Technical Assistance (TA) to support it efforts in improving the capacity of its technical staff. The TA will focus on assessing the current technical capacity of the Ministry and preparing a capacity building plan. EXPECTED OUT COME The Trade and Investment Adviser will support the MTI in undertaking a capacity needs assessment to identify gaps and training requirements. The Adviser will also provide strategic advice to the Ministry on the delivery of its mandate and transfer knowledge and skills for capacity building and sustainability. SCOPE OF WORK: The Trade and Investment Advisor will: • Provide high level policy, strategic and technical advice to the senior leadership of MTI on the trade and investment issues in accordance with the mandate of the Ministry. • Support MTI to identify opportunities to develop strategic linkages and partnerships with development partners, public and private stakeholders to support the Ministry’s objectives. • Contribute to institutional capacity building for MTI including (i) developing tools and procedures to track progress and measure impact, (ii) support development of systems for the collection and usage of data to inform MTI’s work (iii) assist in the development and review of technical reports for the sector and (iv) Provide technical guidance in key trade industry and investment decisions. • Enhance skills and expertise of MTI staff to undertake and manage varied task associated with developing the trade and investment ecosystem through practical on the job mentoring and training. The specific tasks of the Trade and Investment Advisor are as follows: • Identify policies and strategies for supporting the development and competitiveness of Sierra Leone’s trade and investment ecosystem and operational support in the implementation of such polices and strategies. • Support the identification of solutions to address the binding constraints to the trade and investment growth in Sierra Leone including but not limited to (i) challenges in trade facilitation, (ii) low value chain addition, (iii) low export base, (iv) limited quality investment, (v) poor state of investment products/packages, (vi) cumbersome process for business entry and operation. • Assess the effectiveness of existing trade and investment policies and strategies in supporting the Ministry’s objective with a view of providing technical advice on improving such policies and strategies. • Provide technical support in the development and review of technical documents inter-alia sector strategies, concept note, feasibilities studies etc. • Ensure constant flow of relevant information on trade and investment including dissemination and analysis of relevant statistical data. Particularly with the National Investment Board • Provide technical oversight in the development and review of technical documents relating to trade and investment including work done by consultants to ensure high quality studies, reports, activities and deliverables • Conduct a training needs analysis, develop a training plan and implement systematic training and capacity building for the MTI • Provide technical support in organizing public-private sector engagement on trade and investment issues with a view to strengthening the policy-making process and empowering decision-makers through informed analysis and relevant contributions from the private sector. • Undertake technical tasks assigned by the Minister of Trade DURATION The during of the assignment is 1 Year. QUALIFICATIONS • The Trade and Investment Advisor must fulfil the following criteria: • Advanced University degree (Masters and or PhD) in Social Sciences including Economics, Finance and Trade and Investment • At least 10 years’ working experience in supporting trade and investment in similar socio economic context • Demonstrable experience in achieving reforms and improved capacity building in public sector ministries, department and agencies. • Previous experience as an Advisor to senior government officials in trade and investment related work in countries with similar socioeconomic context as Sierra Leone, preferably in the region. • Knowledge and experience in facilitating public-private dialogue and establishing strategic partnerships. • Knowledge Sierra Leone’s trade and investment ecosystem is an advantage. • Practical experience in mainstreaming gender in trade and investment activities is an advantage. REPORTING The Trade and Investment Advisor will report through the Chief Director and Professional Head to the Minister of Trade and Industry and will be required to submit monthly activity report based on Key Performance Indicators which will be agreed upon to the Sierra Leone Economic Diversification Project Coordinating Unit. The consulting services (“the Services”) seek to produce project specific documentaries to support awareness raising on the achievements being made through the Accountable Governance for Basic Service Delivery Project (AGBDSP). Attention should be placed on identifying examples of impactful results stories related to the project activities that showcase benefits to local communities. The assignment is scheduled to last for 40 working days. The Consulting firm’s key deliverables will include: • A clear and simple technical production proposal and framework as per scope of the assignment above. The proposal should include a timeline for delivery, itemized costs for shooting, photo and video editing, and graphic design. In addition, the firm should include examples of the expected look and feel of final products. • Production of one long video (6-8 minutes long), covering the project's objectives and key components, highlighting all major achievements since inception • 1-2 short videos (2-3 minutes long each) focusing specifically on overall support to Local Councils and successful subprojects financed under the local development grants. • Production of three audio documentaries on above mentioned story lines. • Six scripted stories of change with high-resolution photos for wider publications. • Facilitate apt subtitling of video clips produced in English for wider nationwide dissemination. • Provide rough first cuts/drafts of audios and short videos for review and inputs and correction before finalizing the materials. • Submission of all project files and raw materials The Project now invites eligible firms to indicate their interest in providing the Services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The consulting firm is expected to possess the following key competencies: • Experience in production of high-quality videos in Sierra Leone, with a track record of having delivered impressively on similar tasks. • Proof of delivery of at least 2 or 3 similar assignments done for reputable organizations. • Expertise in the field of professional videography would be added advantage. • Proven experience in developing related contents, assets, conduct of related capacity building skills and production of documentaries. • Prior work/engagement with a development project or directly with reputable government Ministries, Departments and Agencies or INGOs in Sierra Leone will be an added advantage. • Fluency in English, Krio, and any other local language in Sierra Leone as prerequisite for conducting interviews. The Borrower intends to apply a portion of the funds to eligible payments under the contract for Construction of Urban Markets in Makeni in the northern and Kenema in the Eastern Regions of Sierra Leone. • The Resilient Urban Sierra Leone Project, Ministry of Finance (MoF), (hereinafter referred to as the “Client”) intends to prequalify contractors for the Construction of Urban Markets in Makeni and Kenema Cities respectively. • The works will involve the construction of market stores, market stalls and sheds, internal drainage systems, paving works, internal security lighting, and other ancillary facilities. The Employer shall evaluate the Applications on Lot-by-Lot basis and only Applicants applying for more than one lots shall be allowed to bid for the two lots at the Request for Bids stage. However, a bidder shall not be awarded more than one lot. The Request for Bids will be issued to pre-qualified Firms in September 2024. 5. Prequalification will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers “ Procurement Regulations for IPF Borrowers” published July 2016 Revised November 2017, August 2018, November 2020 and September, 2023 and is open to all eligible Applicants as defined in the Procurement Regulations. 6. Interested eligible Applicants may obtain further information from the Resilient Urban Sierra Leone Project (RUSLP), Ministry of Finance, located on the 29 & 35 Percival Street, Freetown, during the office hours of 0900 to 1700 local time.
