The overall purpose of the evaluation is to understand what ZRRP has achieved since its inception in 2020, and to learn lessons to inform future programming for similar interventions. The main objectives of this assignment is to: - a) assess whether ZRRP has achieved the Project Development Objective, b) assess whether ZRRP has delivered planned activities and outputs and whether performance of the indicators has been effective and efficient, c)assess the impact of the outcomes of the Project activities, changes in operations and capacity of relevant stakeholders, and sustainability after Project closure and document best practices and lessons learnt The evaluation is expected to start on the 1st of December 2022 for an estimated duration of 20 working days. The objectives of the assignment are to (i) assess the environmental legislative and policy framework related to the DRM Bill and identify provisions that can be incorporated into/inform the national DRM strategy, and (ii) support national DRM planning and guidelines (ii) Update/revise the 2012-2015 Disaster Risk Management Strategy Draft to enable the DRM Bill’s operationalization. The successful individual consultant will be expected to deliver the following among others: - • Inception report showing the approach and methodology that the consultant will follow in reviewing and upgrading the strategy • Updated country hazard risk profile constituting part of the Strategy document • A clearly articulated situational and institutional capacity analysis section in the Strategy document; • An updated and improved, forward-looking multi-hazard DRM Strategy draft that concisely and succinctly guides and informs DRM initiatives in Zimbabwe; • Final DRM Strategy document with a costed implementation and monitoring plan and financing strategy The estimated period of execution is four (4) months. General Professional Experience • Experience in working with national governments and other stakeholders within Africa • Experience in stakeholder analysis and engagement, particularly in the context of developing countries Specific Professional Experience • A minimum of 5 years of professional experience in drafting strategies, bills, regulation, OGs, SOPs or policies, with those having undertaken such work in disaster risk management or areas related to disaster risk management having a distinct advantage. • Knowledge and understanding of policy, regulatory and institutional frameworks and policy formulation procedures in Zimbabwe; • Demonstrated experience in disaster risk management; • Demonstrated efficient communications and coordination skills to lead dialogues on complex development issues with government counterparts across multiple levels of government; • Demonstrated experience mobilizing and facilitating public partnering with UN, CSO, humanitarian and voluntary and private sector actors in collaborative, multidisciplinary, and community-based resilience approaches • Previous successful collaboration with the GoZ would be an asset; and Excellent workflow management and task organization skills. The Government of Zimbabwe intends to apply part of the agreed amount for this grant to payments under the contract for Disaster Information Management Officer (IT/Data Analyst) Department of Civil Protection. The Disaster Information Management (DIM) Officer will be providing ICT technical support to the Department of Civil Protection. The Consultant hired for this technical assistance shall help the DCP staff to ensure that data collection systems and analysis are responsive to the needs of DCP and partners, including other Government Ministries and/or Departments. The Consultant will provide guidance and direction in all information management interventions. Primarily, the Consultant shall be responsible to provide the technical ICT support to the DCP and SPF project activities. The short-listing criteria are: • Evidence of company registration, ownership, and shareholding; • Ten (10) years of experience in disaster preparedness and response or DRM; • Demonstrated experience in DRM capacity assessments; • Demonstrated experience in organizational change management; • Information provided on key staff qualifications; and • Experience in UNDAC Disaster Preparedness Assignments; knowledge of Zimbabwean context would be an asset. NB: In addition, interested Consultants are required to submit notarized or certified copies of Certificate of incorporation or Registration of the consulting firm and Company ownership (Directors and shareholders) of the company/Consulting firm. Selection will be based on the Consultants’ Qualification (CQS) method set out in the World Bank Procurement Regulations for IPF Borrowers (2018).
