Bidding will be conducted through national competitive bidding or procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017 and August 2018 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations that must have the following: • • Valid Legal Status of Company in the country of incorporation, such as a valid Certificate of Company Registration. • Certificate of Incorporation and necessary legal permits to conduct business. • Valid and Current Tax Clearance certificate from home country indicating that company has duly paid all its tax liability. • Documentary evidence demonstrating at least 2 contracts of Office Furniture in the last 5 years. 4. Background The Government of South Sudan, through the Ministry of Finance and Planning (MoFP) has received a grant from the World Bank towards the cost of implementing the Public Financial Management and Institutional Strengthening Project (PFMIS). The project aims to lay a strong foundation for PFM reforms, strengthen key oversight institutions, and improve budget transparency and overall PFM outcomes in the country. One of the key project interventions is to strengthen capacity of MoFP in formulation, development and monitoring of national and sectoral policies and plans. The Ministry works to ensure that sectoral priorities align with the Revitalized National Development Strategy (R-NDS) and the broader national vision for economic growth and effective governance. There is a need to review performance and document key lessons of the elapsed R-NDS 2021-2024 to inform the development of a broader policy framework for the period of the extended Revitalized Agreement on Resolution of the Conflict in South Sudan (R-ARCSS), which has been extended to 2026. To facilitate this process, the Ministry of Finance and Planning intends to engage the services of an individual Policy Planning Consultant to provide technical support to the Directorate of Sectoral Planning of the ministry in the review of the R-NDS, develop a bridge planning framework to guide the Government policy planning until the end of the extended period of the R-NDS. 2. Scope of Work and Responsibilities: The Senior Policy Planning Advisor will provide strategic and technical leadership to enhance capacity of the Directorate to develop, implement and monitor policies and sectoral plans in alignment with the R-NDS and budget processes. Scope of Services and Responsibilities: The Specialist will be responsible for all the financial management matters for the project including but not limited to: • preparation of project annual budgets and cash forecasts based on the work plans and procurement plans. • review project budget on a monthly basis and advise the management team on the level of budget absorption. • Ensure that disbursements are made in accordance with financing agreements, approved implementation budgets and work plans together with the Project Operations Manuals. • Review all periodic disbursement requests submitted by the MOFP and ensure timely cash flow. • Ensure all payments are supported by proper documentation in accordance with the Government and World Bank financial regulations and procedures. • Effect payment to consultants and suppliers as specified in the Financial Management Manuals upon authorization and verification of the Project Manager. • Monitor the utilization of payments made to implementing partners through desk and site reviews and report findings to the Project Manager. • Ensure that the accounting records and ledgers and all financial transactions are captured using acceptable computerized accounting software and are always maintained up to date. • Review and ensure all monthly bank reconciliation statements are prepared, and outstanding items are resolved in timely manner. • Ensure timely submission of Withdrawal Applications to the respective development partners through the electronic disbursements’ platform, to facilitate timely documentation and replenishment of the various Designated Accounts held by the respective projects. • Ensure preparation and submission of monthly, quarterly and annual project financial reports in formats approved by the World Bank. • Facilitate any and all financial management review of project funds and accounts as may be required by the World Bank and/or Government. • Reconcile inventory records and physical assets with the general ledger. • Ensure that external project audit is done annually, and any issues of concern in the management letter are promptly followed up and resolved for smooth financial management purposes. • Together with the project management, maintain, develop and update the Financial Procedures Manual on a regular basis. • Implement and maintain proper internal control systems including approval and authorization procedures, adequate segregation of functions in payment processing and regular internal check mechanisms and ensure full compliance. • Provide regular financial management capacity building support to the project and Government staff including arrangements and development of financial management knowledge transfer plan with clear milestones to be achieved within specific timeframe. • Undertake any other measure directly related to the effective and efficient execution of financial management. Background The Government of South Sudan, through the Ministry of Finance and Planning (MoFP) has received a grant from the World Bank towards the cost of implementing the Public Financial Management and Institutional Strengthening Project (PFMIS). The project aims to advance critical PFM reforms that will lay a strong foundation for more advanced reforms, strengthen key oversight institutions, and improve budget transparency and overall PFM outcomes in the country. One of the key project interventions is to strengthen treasury management through streamlining of functional/business processes, enhancing cashflow forecasting capability and supporting the implementation of the treasury single account (TSA) to ensure predictability in the execution of the budget. The Project therefore envisages improving the existing regulatory framework and functional processes for treasury management, supporting the definition and implementation of TSA, enhancing the capacity of the Treasury Department in cashflow forecasting and improving the cash management regulatory and operational environment to ensure the effective and efficient cash management practices within the PFM system. It is against this background that the Ministry of Finance and Planning intends to engage an Individual Consultant to provide advisory services on treasury management to the Treasury Department of the Directorate of Accounts. 2. Scope of Work and Responsibilities: The Treasury Advisor will support the Treasury Department of MoFP in carrying out a detailed business process review (BPR), and design an improvement plan for relevant services and its inter-connectivity with the Budget Directorate of the Ministry of Finance and Planning, line Ministries, Revenue collection agencies and the Bank of South Sudan among others The Consultant will be required to undertake all tasks and deliver the outputs detailed in the Terms of Reference (TOR) that will be provided upon request through the email contact below. 3. Selection Criteria: Selection shall be based on qualification and experience of the candidate and followed by an interview. The qualification and experience required for shortlisting include: • A minimum of a Master’s degree in Accounting, Audit, Finance, Public Finance Management or Law from a recognized institution. A professional certification such as CFA, ACCA, CPA, or CIMA will be added advantage. • A minimum of 10 years’ experience in the implementation of PFM reforms particularly in the areas of treasury management, performance improvement and supporting government Finance and Treasury Functions in a similar post-conflict setting. • Expert knowledge of general treasury management including revenue collection and management, financial modelling, forecasting, debt management and budgeting are important. • An established track record demonstrating the ability to conceptualize, design and implement country or sector specific change management strategies and/or business process reviews. International experience, particularly working in a multi-disciplinary, multi-ethnic and multicultural environment, will be an asset. • Fluency in English language is a must, and other local languages is an advantage.
