Development of 4-year Strategic Plan for Somaliland Civil Service Commission

The Civil Service Commission (CSC), a key institution mandated to lead human resource management (HRM) reform, intends to develop a comprehensive Strategic Plan for 2025–2028. The objective of the assignment is to develop a results-oriented strategic plan that outlines the CSC’s vision, mission, strategic goals, objectives, and priorities in alignment with national development priorities (NDPIII, Vision 2030, and SDGs), and to provide a practical roadmap for implementation, M&E, and resource mobilization. The Consulting Services (the Services) include five key areas: 1) Desk review of key documents. 2) Key informant interviews and focus group discussions. 3) Field visits as required. 4) Use of participatory planning tools (SWOT, Theory of Change, stakeholder mapping). 5) Facilitated validation workshops for stakeholder engagement and consensus building. PSM Officer-Citizen Access Points (CAPs)

GOVERNMENT OF SOMALILAND REQUEST FOR EXPERESSION OF INTEREST FOR PSM Officer-Citizen Access Points (CAPs) A. Background The Somaliland Civil Service Commission (CSC) was founded in 1993 and mandated by Constitution of Somaliland Article 113. The Mandate of CSC is operationalized by the Civil Service law no 97 amended in 2022 with the overall goal of improving effectiveness and efficiency of the public human resource management and creating a merit-based system for the success of the Somaliland Civil Servants. B. Objective(s) of the Assignment The main objectives of the assignment are: • Understand the objectives and goals of the Citizen Access Points (CAPs) feasibility study to be carried out by consulting Firm with CSC. • Facilitate with the selected firm for conducting interviews and surveys with community members, local government, and service providers to gather input on services needed and desired features of CAPs. • Assist the consulting firms and individual consultants to access the key stakeholders for meetings, interviews and providing documents for desk reviews where needed. • Work closely and build relationship and trust with the stakeholders involved in the CAPs. • Develop fund-raising strategy for the potential funding sources such as government of Somaliland, private partnerships and international partners for funding the CAP implementation and operation. • Review and finalize the budgets and all potential costs associated with setting up and operating CAPs • Revise, finalize and implement the monitoring and evaluation of the CAP performance and community impact plan. • Support and monitor the implementing units for the full implementation of citizen access points in Sanag, Togdher and Awdal regions of Somaliland. • Coordinate the CAPs implementation activities with key partners, organizations and key stakeholders • Develop with the field staff for the CAPS, detailed work plans and submit for approvals • Ensure and proof read the monthly reports from the field staff • Develop monthly quarterly and annual project narrative reports • Supervise and monitor the work plans of the CAPs field staff • Ensure that all project records are kept secure, accurate and up-to-date, • Conduct monitoring visits to CAPs activities and mentor, advice and coach the staff accordingly, • Measure CAPs performance to identify areas for improvement and lessons learned • Keep updated about the project activities and progress to the local authorities through a formal reports and meetings, • Revise, finalize and keep updating for CAP SOPs for day-to-day operations. C. Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. Social Development Specialist

GOVERNMENT OF SOMALILAND REQUEST FOR EXPERESSION OF INTEREST FOR SOCIAL DEVELOPMENT SPECIALIST A. Background The Government of Somaliland has received financing from the World Bank toward the cost of Somali Enhancing Public Resource Management Project (SERP) and intends to apply part of the proceeds for consulting services (individual consultant). The assignment will support the Project Implementing Unit (PIU) with the preparation, implementation and monitoring of project related social risk management activities to enhance the social sustainability of the SERP project. The Social Development Specialist will work closely with other members and senior officials at the National Civil Service Commissions, Office of the Auditor General, National Tender Board and across the Government at all levels. B. Objective(s) of the Assignment The main objectives of the assignment are: • Support activities designed to manage social risks in the project as elaborated in the Environmental and Social Commitment Plan (ESCP), Environmental and Social Management Framework (ESMF), Labor Management Procedures (LMP), Stakeholders Engagement Plan (SEP), Security Management Plan and all other social risk management action plans may be developed over the life of the project. • This operation refers to public resource management to include the management of public financial resources –both revenues (DRM) and expenditures (PFM) -- as well as the management of human resources (PSM). • Support continuous stakeholder and community engagements and consultations, including the implementation of the Stakeholder Engagement Plan. • Facilitate the immediate reporting of any severe safeguard incidents as per the Projects Operations Manual and the Environmental and Social Incidents Reporting Toolkit protocols, including providing input as required to the Root Cause Analysis and supporting implementation of the relevant corrective action plans as agreed upon between the PIU and the World Bank. • Provide inputs and participate in the capacity development plan to build self and staff capacities for the effective management of social risks at the PIU, working closely with other agencies to demonstrably learn, understand, and eventually provide quality assurance and reporting to processes and practices being implemented to manage social risks. • Compile regular monitoring and reporting on integrated feedback and grievance management and overall project performance on social risk management, including Sexual Exploitation, Abuse and Harassment (SEA-H), as input to regular project progress narrative reports (quarterly, semi-annual, and annual) and presentations, as outlined in the ESCP. This includes regular grievance reports and logs, and any other reports as may be agreed between MoFED and World Bank • Participate in all joint implementation and supervision missions, monitoring missions, and project related workshops, consultations, meetings as required conducted by the World Bank. This may include travel to project sites throughout the country. • Support the Procurement Specialist in integrating E&S risk management provisions into procurement activities, including ensuring that mitigation measures are fully factored into procurement planning and are well resourced. Undertake additional duties as reasonably directed by the Project Coordinator. C. Consultant’s Qualifications and Experience The consult should have the following qualifications and experience to carry out the assignment. • Degree in Social Science, Development Studies, Political Science, law, human rights or another relevant discipline. • At least eight years’ experience in the social development field with a focus on stakeholder and community engagements, inclusion, gender and GBV, complaints and grievances management, vulnerable and minorities, disability, displaced populations, and refugee/returnee influx. • Broad understanding of the national policies, laws, and regulations on social issues above and familiarity with World Bank Environmental and Social Framework (ESF) • Fluency in Somali and English, with the ability to produce good quality written products in both languages. • Good experience of managing grievance and complaints systems within public or private-sector programs. • Confidence and experience in managing inputs to information technology databases. • A track record of engaging in social and environmental safeguarding issues. • Strong interpersonal skills and a commitment to working in teams. • The ability and willingness to take initiative, be innovative and drive forward activities. • A strong commitment to social justice. The Consulting Services (the Services) include: Comprehensive training needs assessment to identify the current and future needs of the employees of the Inland Revenue Department (IRD), Customs Department (CD), key segments of taxpayers, Implementation of the Comprehensive Capacity Building Training Plan, Workplan for Establishing a Revenue Academy, and Taxpayer education. The consultant will undertake all the specific tasks detailed out in the Terms of Reference (TOR). The consultancy service is expected to be conducted and reports delivered within 24 months from commencement. The Somaliland Ministry of Finance and Economic Development (MoF&ED) now invites the eligible consulting firm (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. (Brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short-listing criteria are as follows: • Core business of the firm and at least 8 years in business (experience in developing and implementing PFM, DRM related capacity building, Experience in developing and implementing effective monitoring, evaluation mechanisms for training programs). • Experience of conducting similar assignments (At least 5 years of specific experience in human capital capacity building, particularly in tax, revenue administrations and public financial management institutions (e.g. training needs assessments, curriculum, campaigns, ToT, facilitation of workshops) ideally in transition economies and fragile and conflict-affected situations (FCS) with Proven track record (at least 3 completed projects) in successfully developing and implementing DRM tax administrations related training needs assessment, curriculum, and trainings within the last three years. Experience should be with government agencies. The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount and financing sources. • Experience of relevant services in an environment similar to that of Somaliland; and • The technical and managerial organization of the firm. (Provide only the structure of the organization. Do not provide CVs of staff). Key experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 August 2018, November 2020 and September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Consultancy Qualification Selection (CQS) method set out in the World Bank’s Procurement Regulations.
