The Consulting Services (the Services) include implementation of one of the project’s main gender components, which aims to improve the status and empowerment of women in Somalia’s federal and state-level ministries of fisheries and support an improvement in the capacity of relevant ministries to design, implement and monitor gender-based programs/interventions within the fisheries sector. The Consultant will undertake all the specific tasks detailed out in the Terms of Reference (TOR). The consultancy service is expected to be conducted and reports delivered within 60 Months from the date of commencement. The e-mail address is provided below. The Ministry of Fisheries and Blue Economy (MFBE) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short-listing criteria are as follows: • Core business of the firm and at least 8 years of experience in conducting gender-related assessments and developing strategies. • The firm should have Proven experience in gender equality, gender mainstreaming, women’s work and employment, gender relations in organizational settings. The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount and financing sources. • Experience of relevant services in an environment similar to that of Somalia; and • The technical and managerial organization of the firm. (Provide only the structure of the organization). Do not provide CVs of staff). Key experts will not be evaluated at the shortlisting stage. The scope of works for the facility will entail but not limited to. A: PRELIMINARIES • Installation of temporary site offices, toilets and space for stores for the workers. • Provision of water and electricity within the site for the duration of the contract. • Clearing up of the site. • Supply and installation of a sign post and hoardings as necessary. • Demolition works B: MINISTRY BUILDING AND ASSOCIATED WORKS) • Excavation works for a new foundation. • Backfilling. • Foundation works for the stone strip foundation. • Structural works, (suspended reinforced concrete slab, columns, ring beams, lintels and roof). • Masonry walling finished with tropical weather, mold and algae resistant paint. • Floor finishes terrazzo & ceramic tile flooring. • External works: Masonry boundary fencing, septic & soak pits, pavements (walkways and driveways), • Doors, windows and grills; complete with all accessories (locks, hinges and handles) and finished as specified in the drawings and B.o.Q. • Rainwater goods (down pipes, etc) as per the B.O.Q. • Reinforced concrete worktops for wash hand basins and for laundry sink • Fixture and fittings (stainless steel, timber boardings, ceramic, etc.) as specified in the drawings and B.o.Q. • Electrical and mechanical building services works as specified in the drawings and B.o.Q. • Supply and installation of the wall mounted switchboard as per the drawings and B.O.Qs. • Supply and installation of stand-alone solar Photovoltaics (PV) system as per the drawings and B.O.Qs. • Cabling works. • Testing and commissioning. The minimum qualifications, experience and competencies include; • A master’s degree or higher in Fisheries Science, Marine Biology, Environmental Science, or a related field. PhD will be an advantage • Minimum of 10 years of relevant experience in fisheries management, preferably in a developing country context. • Strong knowledge of sustainable fisheries policies, regulations and practices including community-based fisheries management and co-management. Experience with coastal infrastructure development is an advantage. • Proven experience in developing fisheries policies and regulations at national or regional levels. • Demonstrated ability to work collaboratively with government officials, local communities, NGOs, and other stakeholders to promote sustainable fisheries practices. • Strong analytical and problem-solving skills, with the ability to assess complex situations and provide actionable recommendations. • Excellent written and verbal communication skills, with the ability to convey technical information to diverse audiences. • Ability to work in challenging environments and adapt to changing project needs and priorities. 4. The expert will propose mitigation measures and ensure that biodiversity considerations are included in project activities to promote the sustainable use of coastal resources, in line with Kunming-Montreal Global Biodiversity Framework. Additionally, the expert will compile biodiversity considerations taken as part of Badmaal’s monitoring program. The assessment of biodiversity risk will be guided by the World Bank’s Environmental and Social Management Framework (ESMF) and the Environmental and Social Commitment Plan (ESCP), which outline the necessary measures to mitigate potential impacts on biodiversity and ensure compliance with national and international standards [2] The Expert will support the Badmaal Project in identifying potential risks to marine and coastal biodiversity derived from project implementation, propose mitigation measures and integrate biodiversity consideration in all relevant project activities and products, including those related to fisheries governance and management and policy. The Expert will directly support the Project Management Unit (PMU) and the Project Implementation Units (PIUs) in a part-time capacity including reporting of biodiversity as it relates to Badmaal’s monitoring program. Review and provide inputs integrating biodiversity consideration on Environmental and Social Impact Assessments (ESIAs) for planned coastal infrastructure to mitigate any risk to biodiversity, develop biodiversity management plans to mitigate potential impacts of the construction and operation of infrastructure investments and related activities. This will involve strengthening systems to prevent and respond to GBV/SEAH, ensuring that GBV/SEAH considerations are integrated into project design, implementation, monitoring, and evaluation, and supporting the development of capacity-building initiatives for staff and local stakeholders. The Specialist will directly support the Project Management Unit (PMU) in a part-time capacity. Provide comprehensive training and capacity-building initiatives for project staff, local partners, contractors and other stakeholders on GBV prevention, response strategies, and effective referral mechanisms, Contribute where relevant/needed to the development of GBV aspects of key safeguard requirements, and ensure the integration and implementation of risk mitigation measures for GBV/SEAH in key instruments, including any updates to the Environmental and Social Management Framework (ESMF), which also includes the SEAH prevention and response Action Plan; the Environmental and Social Management Plan (ESMP); the Labour Management Plan (LMP); the Security Management Plan (SMP); and the Stakeholder Engagement Plan (SEP). The minimum qualifications, experience and competencies include; • A master’s degree in social work, Gender Studies, International Development, Public Health, or a related field. • At least 7 years of professional experience in supervising gender-based violence prevention and response, violence against women and children, sexual exploitation and abuse and harassment programs, preferably in the context of development or humanitarian settings. • Experience in GBV/SEAH risk management in the fisheries or natural resource management sectors is an asset. • Excellent knowledge of the guiding and ethical principles that govern work with survivors of GBV and good practices in the implementation of activities to prevent and address GBV/SEAH. • Experience in developing and delivering training programs on GBV-related topics. • Proven ability to work in a multi-stakeholder environment and collaborate with government agencies, NGOs, and international partners. 4. The Project’s Development Objective (PDO) is to improve the sustainable management of selected fisheries and enhance the capacity of targeted coastal communities to benefit from fisheries production. The Ministry intends to apply part of the proceeds towards the recruitment of a Project Management Expert. 2. OVERALL OBJECTIVES OF THE ASSIGNMENT: The Ministry of Fisheries and Blue Economy of the Federal Republic of Somalia, seeks an experienced, highly qualified and committed Project Management Expert for the project. The Project Management Expert will provide technical assistance for the effective management and implementation of project activities, ensuring alignment with the project's objectives and outcomes. The Expert will directly support the Project Management Unit (PMU) in a part-time capacity. Support the PMU in developing and implementing strategies for efficient implementation of project activities, ensuring they align with the objectives outlined in the project document, Facilitate the prioritization of activities within the project components to ensure optimal resource allocation and impact. S/he will undertake all the other specific tasks detailed in the Terms of Reference (TOR) that can be provided upon submission of request by E-mail provided below. 3.SELECTION CRITERIA; The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The minimum qualifications, experience and competencies include; • Advanced University (Master's) Degree in Project Management, Economics, Development Studies, or a related field is required. A bachelor’s degree combined with additional relevant experience may be accepted. • A minimum of 12 years of proven experience in project management, including demonstrated international experience in management of large donor-funded projects. Experience with the World Bank-funded project would be an advantage • Experience in agriculture or environment related projects would be an advantage. • Experience in working with government agencies and stakeholders. • Demonstrated expertise in capacity building strategies. • Excellent research, analytical, and report writing skills. • Strong interpersonal and communication skills, with the ability to work collaboratively in a multi-stakeholder environment. • Proficiency in project management tools and methodologies. 4. REPORTING; The Project Management Expert will report directly to the National Project Coordinator and will work closely with the PMU team and other stakeholders throughout the duration of the project. 5.TIMING DURATION OF ASSIGNMENT: The assignment is expected to last for 12 months. The selected candidate will work 10 days per month for 12 months, with the possibility of an extension based on performance and project needs. The Duty shall be home-based (with trips to Somalia when necessary.
