Background: The Government of South Sudan has received financing from the World Bank through the Ministry of Gender, Child and Social Welfare (MGCSW) toward the cost of the Women’s Social and Economic Empowerment Project. The Project Development Objective (PDO) is to increase girls and women’s access to livelihood, entrepreneurial and GBV services and to strengthen the government's capacity to provide these services. The Project has four (4) components, namely: (i) Community Empowerment Support to Women and Girls, (ii) Women’s Entrepreneurial Opportunity Facility, (iii) Services for Survivors of GBV, and (iv) Institutional Strengthening and Project Management. The Ministry of Gender, Child and Social Welfare, in partnership with the World Bank have agreed to contract the United Nations Entity for Gender Equality and the Empowerment of Women (UNWOMEN) to lead in the implementation of Components 1, 2 and subcomponent 4a of the project, while UNOPS lead civil work under Component 3 A Project Management Unit (PMU) is established within the MGSCW for SSWEEP with the primary task of project management and overseeing the performance of UNWOMEN and UNOPS under the output agreements and other service providers, stakeholder outreach and communications, fiduciary and procurement management, Monitoring and Evaluation (M&E), community engagement, and risk management related to social and environmental safeguards, fiduciary oversight as well as maintaining infrastructure quality and standards. The Ministry of Gender, Child and Social Welfare intends to apply part of the proceeds of the grant to fund the position of a Social Development Specialist to ensure that the implementation and supervision of all aspects related to social safeguards, implementation of social risk management instruments including Environmental and Social Management Framework (ESMF), Environmental and Social Commitment Plan (ESCP), Stakeholder Engagement Plan (SEP), Labour management procedure (LMP), Social Assessments, and grievances redress mechanism (GRM). She/he will monitor the implementing partners’ teams to ensure that all social safeguard commitments are incorporated into the project activities and work processes.2. Scope of Services and Responsibilities: The scope of services for the position includes, but is not limited to, the following duties and responsibilities: • Monitor and support implementing partners and all other field teams in achieving their responsibilities in implementing social risk management instruments, including SEP, LMP, ESMF, and ESCP, as outlined in the ESMF and carry out frequent field visits to monitor ESMF implementation. • Coordinate, organize and deliver trainings on social risk management and related to relevant stakeholders’ conduct/manage environment and social risk management trainings for the selected personnel of implementing partners and other implementing agencies in accordance with the training framework provided in the ESMF. • Provide support for implementing, monitoring and reviewing the performance of the established grievance redress system and ensure efficient and effective beneficiary feedback on grievances; and • Oversee public consultations for ESMPS/RAPS, etc., where required, responding to safeguard concerns as required The Consultant will be required to undertake all tasks and deliver the outputs detailed in the Terms of Reference (TOR) that will be provided upon request through the email contact below. 3. Selection Criteria: Selection shall be based on the qualification and experience of the candidate, followed by an interview. The qualification and experience required for shortlisting will include: (i) Advanced university degree (Master’s Degree or equivalent) in development related disciplines, gender issues, human rights, political science, behavioral science, or other relevant social science fields; (ii) Minimum of 7 years of working experience in social development/gender/social inclusion related roles 5 of which should be in combination of Programme development, advisory, project management, training/capacity building roles in development projects; (iii) Work experience on gender-related and/or in community development, social protection; (iv) Experience working with the international aid development sector, including the UN system, international NGOs and International Donors is desirable; (v) Experience working in FCV countries is highly desirable; (vi) Fluency in English an knowledge of Arabic and other South Sudan local dialects will be an added advantage; (vii) Previous experience working in South Sudan is an added advantage; and (viii) Experience working with international organizations is an advantage The shortlisted candidates will be invited for an oral interview. The consultant will be required to possess the skills, concepts, knowledge, and principles listed in the TOR. Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months before the date of the advert; and (ii) their employment will not create a conflict of interest. 4. Duration: Duration of the assignment is 9 months, renewable based on satisfactory performance and availability of funds. 5. Project Implementation Areas: SSWSEEP is being implemented in three (3) states as follows: Central Equatoria, Eastern Equatoria and Western Bahr El Ghazal for component 1, 2 and 4. However the Services for Survivors of GBV will include all the States with the Helpline Centre located in Juba. The Project Components: The Project has four (4) components namely: • Community Empowerment Support to Women and Girls • (ii) Women’s Entrepreneurial Opportunity Facility • (iii) Services for Survivors of GBV; and • (iv) Institutional Capacity Strengthening and Project Management. Assignment Objectives: The overall goal of this assignment is to conduct a baseline survey for SSWSEEP and a broader sectoral assessment to provide benchmarks for measuring progress and analyse the socio-economic and institutional challenges in South Sudan related to the socio-economic empowerment of women and adolescent girls. This information will help to fine-tune the implementation strategy, address critical gaps, and measure project’s performance in line with the results framework. In order to successfully execute these objectives, the MGCSW intends to apply part of the proceeds of this credit to contract Consulting Firms for a Baseline survey services through a competitive bidding process. The most qualified consulting firm by ranking will be provided with the details of activities in the TOR enshrined with the Request for Proposal (RFP) dossier. The Project Management Unit (PMU) will directly coordinate and oversee the assignment to be undertaken by the selected firm. The service provider for Baseline services will be “the Consultant” for the assignment and solely responsible for all deliverables and successful completion. Duration of the assignment is two months from start date The MGCSW now invites eligible Consulting Firms (“Consultant”) to express their interest to provide Baseline survey services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The eligibility criteria are as follows: • At least 8 years of general proven experience designing and implementing large-scale household surveys (2,000+ households) and/or Monitoring and Evaluation (M&E) assignments for development projects. • Extensive knowledge of complex building projects, including of the associated technical and fiduciary aspects. Prior experience supervising the engineering aspects of civil works and construction projects would be an advantage, as well as prior experience with monitoring large scale infrastructure programs in remote areas, civil works/ building engineering skills and experience with asset verification and technical audits. • Specific experience: must show evidence of; A solid portfolio of successfully completed assignments involving both quantitative (household surveys, structured interviews) and qualitative (focus groups, key informant interviews) research. Experience developing gender-sensitive survey instruments, with particular attention to ethical and cultural considerations for collecting data on sensitive issues such as GBV. • Experience in monitoring of social risk issues and active engagement with beneficiaries, Indigenous NGOs, local communities and other relevant skills will be required. Relevant experience includes: social and environmental safeguard compliance as well as communication and relationships with the community and experience with the design, implementation and/or monitoring of grievance redress or citizen feedback mechanisms in development projects. • The technical and managerial organization of the Consultant. Provide only the structure of the organization, general qualifications, and number of key staff (Do not provide CV of staff). Key experts will not be evaluated at the shortlisting stage.
