DUTY STATION: MOGEI, Project Implementation Unit (PIU), Juba Ref: No. SS-MOGEI-494665-CS-INDV 1-The Government of South Sudan (GoSS), received a grant from World Bank to implement a five-year project entitled “Building Skills for Human Capital Development in South Sudan (BSHCDSS)”, Project Identification Number P178654. The project is being implemented by Ministry of Higher Education, Science and Technology (MoHEST), and Ministry of General Education and Instruction (MoGEI). The project will support the country in addressing skills constraints in education and agriculture sectors. Based on aforementioned, the MOGEI intends to apply portion of the proceed to fund the position of Technical Assistance for the Development of a School Grants Manual to Support Grants to Schools in Refugee and Host Community Areas of South Sudan on a contract basis. The BSHCDSS project seeks to identify an individual credible expert to provide technical assistance in developing a comprehensive and user-friendly School Grants Manual that outlines the procedures for managing school grants, including planning, budgeting, disbursement, utilization, reporting, and auditing. 2-OBJECTIVES OF THE TECHNICAL ASSISTANCE The overall objective of the assignment is to support the Project Implementation Unit (PIU) in developing a comprehensive and user-friendly School Grants Manual that outlines the procedures for managing school grants, including planning, budgeting, disbursement, utilization, reporting, and auditing. 3-SCOPE OF WORK In developing the manual, the consultant will work closely with MoGEI and education partners at national and state level. Specifically, the consultant will undertake the following; • conduct a desk review of existing, policies, manuals, guidelines, strategies and any other materials on school grants management, capitation grants, and cash transfers in the Education Sector in South Sudan or comparative countries classified as fragile states. • Review of key project documents such as the Project Operations Manual (POM), Financing Agreement, and Grant agreement conditions to ensure that the Grants Manual adequately addresses provisions within these documents. • Conduct consultations with key stakeholders, including Ministry of Education officials, school administrators, teachers, and finance personnel, to gather input and feedback to inform the manual. • Develop a draft School Grants Manual that details the guidelines and procedures for the provision of School Grants in accordance with the Financing Agreement that covers: • the selected school beneficiary has been pre-selected on the basis of a targeting system consisting of: (i) a geographic targeting; (ii) technical feasibility; • the proposed selected school is a legal entity established and operating under the laws of the South Sudan and MoGEI’s, management, and • Procedure of tracking resource allocation per school as set by the maximum amount of School Grants to be provided in the Financing Agreement. The School Grants Manual shall, at minimum, cover the following key aspects: • • Purpose and objectives of the School Grants and policy and legal guidelines for their use • Guidelines and templates for annual school development plans and budgets for schools. • Guidelines and templates for application package (including annual work plan and budget) for schools. • Criteria and guidelines for determining grant amounts per school • Guidelines for schools on establishing bank accounts (if they do not already have one) • Mechanism for efficient distribution/disbursement of the grants- including schedules, transfer options, and access conditions • Guidance on the use of the grants, including allowable and disallowed uses and remedial measures for misuse • Guidelines for use of school grants including internal and external controls • Guidelines and templates for regular technical and financial reporting, as well as monitoring and evaluation requirements. • Procedures and protocols for monitoring school grants use • Auditing procedures and protocols • Suitable institutional structure/arrangements for grants administration at national, state and school Level • Present the draft manual to MoGEI and other stakeholders for review and queries/comments/feedback. • Pilot implementation of the school grants manual in one state, and based on pilot results, finalize the manual • Incorporate the feedback received and revise the School Grants Manual. • Develop a training of Trainers manual for school grants manual • Undertake ToT senior MoGEI personnel 4- Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six (6) months prior to the date of the advert; (ii) their employment will not create conflict of interest. 5- Duration: The assignment will be for a period of six (6) months. 6- MINIMUM CONSULTANT’S QUALIFICATIONS AND EXPERIENCE REQUIREMENTS The individual Consultant should have the following minimum qualifications and experience: • A master degree in finance, accounting, education, international development, or a related field. • At least 8 years of experience in financial management, preferably in the international education sector with a focus on sub-granting, capitation grants and cash transfers. • Strong understanding of school financing and budgeting processes. • Experience in developing training materials and conducting workshops. • Experience in developing financial management related materials for use in education institutions at primary/secondary school level is an added advantage. • Experience in organizing and leading trainings. • Experience working with World Bank or similar international organizations is an added advantage. • Experience in a post-conflict country environment such as South Sudan is an added advantage. • Excellent written and verbal communication skills in English and Arabic is an added advantage. • Excellent report writing skills. • A high level of interpersonal and management skills and ability to work with teams in the organization at all levels. • Must be able to work under pressure and tight deadlines. • Must be willing to travel and collaborate closely with all stakeholders. • Excellent computer skills, including Microsoft Word, Microsoft Excel, Microsoft PowerPoint and Electronic Document Management is mandatory. 7- The MOGEI now invites eligible Individual Consultants to express their interest in providing the above mentioned services. The Ministry of General Education and Instruction (MoGEI) intends to use a portion of the proceeds of the grant for the rehabilitation of two hundred (200) selected school in Refugee and Host Community areas located in the six (6) states and one (1) administrative area of South Sudan. The BSHCDSS project seeks to identify a credible and expert individual consultant to gather and review existing materials and to consolidate, revise, and redevelop/adapt a series of training manuals and materials relevant to the needs of the target schools and communities. The materials will primarily be used by Civil Society Organisations (CSOs) recruited by MoGEI to support community engagement in education and to strengthen local school leadership and management. 2-OBJECTIVES OF THE TECHNICAL ASSISTANCE The overall objective of the assignment is to support the Project Implementation Unit (PIU) in gathering and reviewing existing materials and to consolidate, revise, and redevelop/adapt a series of training manuals and materials relevant to implementation of Community Mobilisation and School Management by contracted CSOs in the 200 target schools and communities in their catchment areas. 3-SCOPE OF WORK The individual consultant shall work in closely with MoGEI and education partners, collect and review relevant training materials and manuals developed on a variety of topics, including but not limited to: • • Relevant school policies; • Establishment of SMCs and PTAs • Training of SMCs and PTAs on roles and responsibilities, school leadership and management; • School development plans and budgets; • Community mobilization and engagement in education and local fundraising; • Gender-equality sensitization (including enrolling girls in school, gender-based violence prevention and response, child marriage, etc); • Age-appropriate sexuality education; • WASH and health education; • School nutrition and school feeding (in collaboration with WFP/UNICEF); • Climate change and adaptation/mitigation strategies; • Community and school level disaster and risk preparedness. • Adapt or redevelop training manuals and materials targeted at 1) community mobilization and engagement, and 2) strengthening of school leadership and management (training of PTAs and SMCs). This should be done in close conjunction with the MoGEI PIU, and in consultation with other partners as appropriate. • Develop plan for pilot testing; pilot test materials; revise and finalize materials. • Develop orientation materials for CSOs and a phasing plan to deliver orientation training. • Provide orientation to CSOs. This should include a standardized approach for CSOs ensure consistent delivery of interventions across project locations. • Provide initial training for government officials from payam, county, state, and national levels on supervising and monitoring the delivery of these interventions through the decentralized system. Materials should be developed in such a way as to ensure that community leaders are fully involved. The consultant will work closely with MoGEI to build on contextual knowledge, relevance of the material, finalizing the themes and topics, conducting relevant consultations, and developing a delivery and phasing plan for training. 3- Overall Responsibilities • Catalogue and reference of all training materials sourced and reviewed. • Brief report on outcomes and key highlights from the review and approach used to adapt or develop the training materials and manuals. • Community engagement strategy for CSOs that includes the main goals, themes, methodology, and approach, and plans for community involvement with clear visibility of local leaders. • Draft 1 of community engagement materials to be implemented by CSOs (with a series of themes to be discussed at routine meetings: currently based on monthly meetings for first six months followed by quarterly meetings). • Draft 1 of PTA/SMC training materials (including but not limited to): • Manuals on establishment of and roles and responsibilities of PTA/SMCs – based on MOGEI’s and other existing materials. • Training materials for PTAs and SMCs (based on topics agreed-upon with MoGEI). • Manuals for development of School Development Plans and budgets, and guidelines for CSOs on how to support PTA/SMCs through this process. • Training materials for CSOs on their roles and responsibilities and materials they will be delivering. • Materials for initial training of government officials. • Report from piloting of training materials, including approach used in the pilot, feedback, revisions to be made, and timeline for finalization. • Final drafts of all training materials and manuals. • Training strategy and phasing plan for orientation of CSOs. • Feedback report following orientation of CSOs and training of government officials. 4- Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six (6) months prior to the date of the advert; (ii) their employment will not create conflict of interest. 5- Duration: The assignment will be for a period of six (6) months with a possibility of extension subject to satisfactory performance and availability of funds. 6- MINIMUM CONSULTANT’S QUALIFICATIONS AND EXPERIENCE REQUIREMENTS The individual Consultant should have the following minimum qualifications and experience: • A Master’s degree in Education, Social Sciences or a related field. • At least ten (10) years of experience in the field of international development, with a focus on education or community mobilization a plus. • Demonstrated experience in development of curriculum and training materials. Based on aforementioned, the MOGEI intends to apply portion of the proceed to fund the position of Project Engineer on a contract basis. The overall objective of the assignment is to support the Project Implementation Unit (PIU) in: (1)reviewing the technical needs assessment reports, feasibility study reports and engineering designs; (2) ensuring quality assurance of the technical design, bills of quantity and bidding documents; (3) supporting the PIU in the procurement of works; monitoring the implementation of the rehabilitation, refurbishments and or construction of new infrastructure sub-projects; and (4) ensuring appropriate operation and maintenance of the civil works. The Supervising Engineer will also be responsible for regular monitoring, timely progress reporting and participation in the preparation of infrastructure contract closure reports. 2- SCOPE AND SPECIFIC TASKS OF THE ASSIGNMENT: The Project Engineer is expected to provide engineering support to PIU and other engineering Staff at MoGEI. More specifically, the Consultant is expected to undertake the following tasks among others: 3- Overall Responsibilities • Lead and carry out the specialized engineering function within the PIU, including conducting thorough reviews and implementing quality assurance processes for all proposed infrastructure interventions to be undertaken in target schools and NTTIs; • Supporting the procurement of engineering consultants and contractors for designing and implementation of infrastructure sub-projects (drawings, BoQs, evaluation committees, etc.); • Work closely with the contracted Engineering consulting firm and Contractors to ensure quality and timely delivery of construction components. While the contracted Engineering Consultants are responsible for the direct supervision of contractors and day-to-day project management, the Supervising Engineer provides an additional layer of expertise and quality assurance. • Provide the PIU with technical advice and feedback on engineering matters; • Work closely with the MoGEI Engineering Unit to ensure skills and knowledge transfer. Management and Contract Administration • Developing formalized procedures, including tools and templates, to monitor implementation progress of the infrastructure works, including quality, financial, and contract aspects, through regular assessment, supervision, physical and financial reporting, and progress review meetings; • Supporting the PIU in preparation of Contract Management Plan and monitoring implementation of the same • Oversee the Engineering Consultants s' performance to ensure timely and quality delivery of the outputs within agreed costs; • In coordination with Engineering Consultants , supervise site preparation and handing over to successful contractors within the specified time framework; • Review payment certificates prepared by Engineering Consultants to ensure accuracy with expected contract deliverables; • In coordination with the Engineering Consultants , review any contractor’s time and financial claims and advise the procurement and finance team on the admissibility and veracity of the claims; • Provide technical opinion on the evaluation and approval of any variation orders that may be submitted; • In coordination with Engineering Consultants , manage any ambiguities and/or discrepancies in the Contract interpretations; • Manage claims, notices, non-conformances, requests for information from Engineering Consultants and contractors, etc. • Monitoring compliance of technical designs of sub-projects with project principles, national regulations, and international standards, and routinely incorporate into the PIU Monitoring Information System where applicable • Together with the Engineering Consultant Inspect, approve, and test, when necessary, all materials and workmanship, and supervise tests on completion; • Order special tests of materials or completed works and/or request removal and substitution of improper materials and/or work, as required; • Regularly monitor the implementation to ensure the works are executed as per the contract specifications, detailed design drawings, and bill of quantities; • Review and recommend for approval the Contractor’s key personnel, including any substitutions during implementation; • Review and supervise the implementation of the works-specific risk management plan; • Continuously assess the impact of risks on the project, ensuring that updates to management plans are made as necessary by the Engineering Consulting firms and Contractor; • Assist the MoGEI during Dispute Board Meetings, Adjudication, Arbitration Proceedings, and any other hearings called by statutory and legal bodies. 4- Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six (6) months prior to the date of the advert; (ii) their employment will not create conflict of interest. 5- Duration: The assignment will be for a period of twenty - four (24) months with a possibility of extension subject to satisfactory performance and availability of funds. 6- MINIMUM CONSULTANT’S QUALIFICATIONS AND EXPERIENCE REQUIREMENTS The Project Engineer is expected to have the following qualification and experience: • At least a BSc./B.Tech in Civil Engineering, Structural Engineering, or any other relevant engineering degree, with at least 15 years of general experience managing and supervising construction contracts; • Must be a registered professional engineer with the relevant registration Agency/Authority or its equivalent, with a valid practicing license; • At least 5 years specific experience as a team leader on infrastructure works such as buildings in government and donor-funded projects of similar nature and conditions. The Ministry of General Education and Instruction (MoGEI) intends to use portion of the proceed of the grant for the construction and rehabilitation of forty (40) Schools in Refugee and Host Community areas located in the four (4) states of South Sudan. • The consulting services (“the Services”) include Engineering Assessment of the existing infrastructures, Design and procurement support of works and Supervision for the Rehabilitation of forty (40) selected states for a period of three year. The detailed Terms of Reference (ToR) for the assignment can be access at the following website: www.mogei.gov.ss. The schools are found in the following four (4) States of South Sudan: 1- Central Equatoria; 2- Western Equatoria; 3- Upper Nile; and Ruweng Administrative Area. • The Ministry of General Education and Instruction now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the mentioned Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: • A Minimum of ten (10) years of core business as a consulting firm in undertaking planning, feasibility study and detailed design for civil works infrastructure related to building structures. • Experience of at least 4 assignments completed in the last 5 years of similar in nature, type, scope in the following areas: (i) Feasibility studies in infrastructural projects, (ii) Design/design review and support of Preparation and bidding documents in according with the World bank Regulations (iii) Constructions/Rehabilitation Supervision of the selected schools in three states and one Administrative Area within the country. The experience in these different areas may be obtained from the same assignment or from different assignments provided the Consultancy firm can demonstrate that all the areas must be covered • Experience in Sub-Saharan Africa or other countries in the world at similar level of development as Sub-Saharan Africa and Conflict affected countries such as South Sudan. • Technical and managerial capability of the firm: The firm shall demonstrate as having the requisite technical capacity and managerial capacity to undertake the assignment which should be supported by detailed company profiles providing details about staff skills and their experience to undertake the assignment. • The Consultant(s) will be selected in accordance with the Quality and Cost Based Selection (QCBS) set out in the World Bank’s Procurement Regulations for IPF Borrowers, September 2023 (Fifth Edition) which can be found at the following website: www.worldbank.org/procurement. • The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition of September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. • Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
