The project is to (i) provides a package of basic health and nutrition services based on the principle of continuum of care throughout the lifecycle (childhood, adolescence/adulthood, pregnancy, childbirth, postnatal period), and among the models of service delivery (including clinical care settings, outreach, and household and communities); and (ii) supports the primary care facilities nationwide with the basic inputs for maintaining their operational capacity. Objective: The consulting services (“the Services”) is for Financial Management Specialist who will work within the Ministry’s Project Management Unit (PMU) and the main objective of this position is to support the Ministry of Health to build sound financial management systems and structures. The Specialist expected to consider all the elements of the Public Financial Management PFM cycle such as budget preparation, budget execution, budget monitoring, accounting and treasury management, internal control including internal audit, financial reporting and external audits. As part of strengthening the accounts and finance function, the Specialist expected to be a central resource in supporting the MoH by establishing an effective and efficient financial management system MoH. Key Responsibilities: These include but are not limited to the following: • Provide financial management support to the Project Management Unit. The Financial Management Specialist will be responsible for the all the financial management matters for the project. • Prepare Annual Work Plan and Budgets (AWPB), accompanying forecasts and financial analysis. • Review and verify payment vouchers and journal entries to ensure accuracy in financial data, reconciliations, and compliance with the Financing Agreement, World Bank (WB) rules and procedures, Government of South Sudan Laws and Regulations, Project Operations Manual, and the Finance Manual. Qualifications Requirements: Bachelor’s degree in accounting, finance, business administration or related field, (ii) An advanced (Masters) degree in accounting, finance, economics, business or any related fields from a recognized university; (ii) Relevant professional qualification such as ACCA, CIPFA, CPA or equivalent, and membership of a recognized professional body in good and regular standing will be added advantage; (iii) At least, Seven (7) years of post-qualification experience handling financial management responsibilities in the public sector and/or projects financed by development partners, Experience: (i) At least minimum seven years of experience should be related to financial management responsibilities in projects funded by the World Bank or similar international organizations; (ii) Good knowledge and application of relevant computerized accounting software such as QuickBooks / Navision or Pastel; (iii) Experience of Project Financial Management with international aid and development sector in FCV countries in sub-Sahara African and particularly South Sudan is highly desirable; (iv)Excellent written and oral communication skills, in English, to deliver complex technical documents, and reports; and (viii) Excellent computer skills, including Excel is required. Individual Consultant Selection (ICS) method will be used, and the first step shall be shortlisting based on the above qualification and experience requirements. This will then be followed by oral interviews for the shortlisted candidates and to be assessed using scored criteria as: (i) Qualification – 20%, (ii) Specific experience – 50%, and (iii) Desirable skills – 30%. Duration of the Assignment: The initial duration of the consultancy services is Twelve (12) months and shall be subject to renewal annually based on the performance and availability of funds. Scope of services • Maintain a comprehensive contract register and filing system for all project-related contracts. • Monitor contract execution against milestones, deliverables, timelines, and budgets. • Support project teams in drafting, reviewing, and amending contract documents to ensure clarity and consistency with procurement and legal requirements. • Coordinate with vendors/contractors and technical leads to resolve implementation issues, delays, or disputes. • Ensure timely submission and verification of deliverables and payment requests. • Track contract expiry and renewal dates and initiate timely actions for extensions or re-bidding. • Contribute to the development and updating of contract management guidelines and procedures for the project. • Prepare periodic contract status reports (monthly, quarterly, and annually) and escalate implementation risks or non-compliance. • Assist in contract close-out processes, including final performance evaluations and documentation handover. • Perform any other tasks as assigned by the Project Manager. The Ministry intends to apply part of the proceeds of the grants towards procurement of Social Safeguards Support Officer to support Social Safeguards Officer in overseeing implementation of the project social safeguards and ensure the project is being implemented in full compliance with national, WBG’s ESSs and UN ESFs. 2. Scope of services • Participate in the consultations with relevant government stakeholders, i.e, Ministry of Gender, Child and Social welfare at national and the relevant state ministries; the Management Organizations and TPM, UN partners, civil society organizations, and project beneficiaries to streamline project coordination mechanisms and to ensure project implementation are in full compliance with Project ESF. • Participate in preparing, consult upon, disclose, adopt and in the implementation of (a) Environmental and Social Management Framework (ESMF) (including, as annexes) (b) Resettlement Framework (RF); and (c) Security Risk Assessment and Management Plan (SRAMP). • Participate in the preparation, consult upon, disclose, adopt and implementation of site specific Social Impact Assessments (ESIAs) and corresponding Environmental and Social Management Plans (ESMPs) for health facility rehabilitation subprojects as set out in the ESMF; and ensure that contractors will prepare C-ESMPs in line with the ESMF and site specific ESIAs/ESMPs before commencement of any rehabilitation/construction activities. • Participate in the preparation and support in the conducting of social assessment and development of its social development plan. • Follow up with project procurement specialist to ensure incorporation of the relevant aspects of the ESCP, including the relevant E&S instruments; (ESIA, ESMP, LMP, MWMP and e-waste) and code of conduct into the ESHS specifications of the procurement bidding documents and contracts with MOs, contractors and supervising firms. • Participate in the monitoring of the project implementation, focusing on performance on E&S safeguards instruments to ensure that the MOs and supervising firms comply and cause subcontractors to comply with the ESHS specifications of their respective contracts. • Assist to promptly notify the Association no later than 5 day of any incident which has, or is likely to have, a significant adverse effect on the environment, the affected communities, the public or workers including, cases of sexual exploitation and abuse (SEA), sexual harassment (SH), or accident that has or likely to result in death, serious or multiple injury. The E&S Officer should simultaneously take an immediate remedial actions to response to the incident / accident and mitigate further damages while notifying the Association. • Assist to notify the Association no later than 7 days of any referral submitted to the Dispute Avoidance and Adjudication Board (DAAB) to initiate a process of compliance review in relation to a contractor’s obligations to prevent and respond to sexual exploitation and abuse (SEA), and/or sexual harassment (SH) • Participate with management organizations in the designing of a detailed environment and social safeguards training plans as specified in the Project ESCP and ESMF’ capacity development plan. • Assist in the implementation of the community engagement activities with responsive feedback loop. Ensure that women and girls can access community-wide activities and/or that specific activities developed to promote women’s economic and social empowerment. • Use of project-level monitoring tools to track progress and inform unit reporting throughout the year. • Carry out such tasks as may be requested by the Social Safeguards Officer or his/her designate. In this regard she/he will be supporting the PMU and SMOHs in tracking performance of Management Organizations and implementing partners and ensure that the project is making progress on key project indicators and achieving set targets in the project’s results framework. • Effectively lead the field operations team and manage the performance and conduct of the staff members to deliver results. • Monitor and track project implementation activities/processes and performance of the Management Organizations, the implementing partners, including civil works undertaken by the contractors for climate adaptation health facilities minor rehabilitations to identify critical intervention points and prepare remedial measures to support MOs and IPs in achieving the set targets. • Assess overall security situation, document security events, prepare and implement measures to ensure safety and security of project staff including MO and Implementing Partners personnel and assets. • Ensure that aggregated coverage information from the counties are available, analyzed and the results are being used by the SMoHs and CHDs officials in decisions making. • Regularly analyze MOs progress reports and identify gaps in coverage of the health services and provide feedback to all levels. • Communicate MoH and donors’ rules and regulations to implementing partners and follow up and support implementation of SMoH policies and strategies during field visits. • Assist the Director General for State Ministry of Health (DG SMoH) in coordinating implementation of HSTP activities with other relevant SMOH departments and share information on the project implementation with all stakeholders. • Assist and provide support to DG SMoH to regular conduct monthly coordination meetings in the SMoH and follow up on the action points to ensure that meetings’ recommendations are being implemented. • Conduct technical round tables for Implementing Partners and provide regular and effective feedback on technical reports. • Make sure that knowledge and experiences gained from and by partners delivering health services are reflected in revised policy and strategic project documents. • Coordinate delivery of Technical Assistance to Implementing Partners by other PMU, SMOH departments or relevant donors. • Carry out such tasks as may be requested by the Deputy Project Manager or his/her designate.
