Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017, August 2018, November 2020, September 2023 and February 2025 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Interested eligible Bidders may obtain further information from Ministry of Higher Education, Science and Technology (MoHEST), Project Implementation Unit (PIU) Office, 2nd Floor Located at Rock City, Juba -South Sudan, Email: E-mail: [email protected] /Copy: [email protected] and inspect the bidding document during office hours 09:00am to 17:00pm at the address given below. 5. REQUEST FOR EXPRESSION OF INTEREST (Consulting Services – Individual Selection) Country: Republic of South Sudan Project: Building Skills for Human Capital Development in South Sudan Project Grant No.: E180 Assignment Title: Monitoring and Evaluation Officer Reference No.: SS-MOHEST-483828-CS-INDV • The Government of Republic of South Sudan (GoRSS), received a grant from World Bank to implement a five-year project entitled “Building Skills for Human Capital Development in South Sudan”. The project is being implemented by Ministry of Higher Education, Science and Technology (MoHEST), and Ministry of General Education and Instruction (MoGEI). Ministry of Higher Education, Science and Technology (MoHEST) intends to apply part of the proceeds for this consulting services. • MoHEST intends to apply part of the proceeds for consulting services (“the Services”) which include Monitoring and Evaluation Officer (Individual Consultant) assignment for a period of Twenty-four (24) months. Interested individual consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services as required in TOR. The individual consultant will be selected in accordance with the Open Competitive Selection of Individual Consultants method set out in the Procurement Regulations. The consultant will be selected based on the following criteria: a) A Bachelor’s degree in Social Sciences, Demography, Statistics, Quantitative Economics or related fields, with at least eight (8) years of related professional work experience. b) Minimum of three (3) years specific experience working with multilateral funded projects in the area of M&E is required c) Should demonstrate a strong background in statistical analysis and use of statistical software such as Stata, SPSS, Python etc. The Candidate should also demonstrate proficiency in MS Windows & MS Office Suite. d) Demonstrated skills and experience working with mobile data collection platforms (e.g., KoboToolbox, SurveyCTO, ODK) and data visualization tools (e.g., Power BI, Tableau) will be an advantage. 7. The shortlisting criteria are: a) Core business and years in business: The firm shall be registered/incorporated as consultant demonstrating experience in conducting institutional capacity need assessments for public Institutions or a related field for at least fifteen (15) years; b) Relevant experience: Demonstration by consulting firm of having been involved in successful execution, completion of at least three (3) project of similar nature both in scope and complexity in similar operating environment in the last ten (10) years. Details of the assignment-Name and address of the client, scope, value, and period shall be provided; c) Technical and managerial capability of the consulting firm: The firm shall demonstrate as having the requisite technical capacity including relevant equipment, tools, software etc. and managerial capacity to undertake the assignment in the submitted company profile(s). Key Experts will not be evaluated at the shortlisting stage. 6.
