Background of the project The Federal Government of Somalia (FGS), through the Somali National Bureau of Statistics (SNBS), has received a grant from the International Development Association (IDA) to implement the Somali Integrated Statistics and Economic Capacity Building (SISEPCB) Project. The proposed project aims at strengthening the national statistics system, the national monitoring and evaluation (M&E) system and improving programming and analytical capacity of the government’s macroeconomics and fiscal programming agencies to enable them to regularly access analyze and improve their public policies and programs performance and results. More specifically, the project aims at: (1) Strengthening the national statistics system; (2) Strengthening monitoring and evaluation capacity; and (3) Building economic policy analysis and economic planning capacity. 2. Responsibilities The SNBS Executive Secretary will carry out all the duties and may also take a greater role in the day-to-day administration office. It will support also the oversee in ensuring the smooth functioning of the office Management duties, including drafting routine correspondence, typing, word processing, scheduling appointments, establishing and maintaining files and records. . The e-mail address is provided below. 3. Selection criteria The selection shall be based on the qualifications, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include: • University degree in public administration, economics, public policy, Law or related field. • A minimum of five years’ working experience in administration or office management. • The candidate should have knowledge and understanding of office administration and public relations or legal matters. 4. Reporting The executive secretary will report to the SNBS Director General. 5. Duration of assignment The estimated duration of the assignment is 12 Months. The Somalia National Bureau of Statistics now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV). 6. Submission requirements Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020 and September 2023 “Procurement Regulations”, setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations. HIRSHABELLE STATE OF SOMALIA Ministry of Planning, Investment and International Cooperation Specific Procurement Notice Request for Bids (One-Envelope Bidding Process) Country: Federal Republic of Somalia Name of Project: Somalia Water for Rural Resilience (SWRR), or “Barwaaqo” Project Contract Title: Construction of Hirshabelle State Barwaaqo Implementing Line Ministries’s Offices In Jowhar. Grant No: P177627 RFB Reference No: SO-MOPIED-HS-468180-CW-RFB • The Ministry of Planning, Investment and International Cooperation (MoPIIC) of the Hirshabelle State has, through the Federal Government of Somalia, received financing from the World Bank toward the cost of the Water for Rural Resilience Project (Barwaaqo) Project, and intends to apply part of the proceeds toward payments under the Contract for Construction of Hirshabelle state Barwaaqo Implementing Line Ministries offices in Jowhar. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit. • The Ministry of Planning, Investment and International Cooperation now invites sealed Bids from eligible Bidders for Construction of Hirshabelle State Barwaaqo Implementing Line Ministries offices in Jowhar. • Bidding will be conducted through National Competitive Procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018 and November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. In addition, please refer to paragraphs 3.14 setting forth the World Bank’s policy on conflict of interest.
