FEDERAL REPUBLIC OF SOMALIA Ministry of Public Works, Reconstruction and Housing NAGAAD PROJECT Somalia Urban Resilience Project-Phase Two (SURP-II) REQUEST FOR EXPRESSIONS OF INTEREST (INDIVIDUAL CONSULTING SERVICES) Country: Federal Republic of Somalia Project: SOMALIA URBAN RESILIENCE PROJECT PHASE TWO (SURP-II) Project Coordination Unit Individual Selection of Consultant Position: Urban Drainage Engineer Application Submission Deadline: March 6, 2025 Email Contact: [email protected] , [email protected] Ref: SO-MOPWHR-419074-CS-INDV The Government of Federal Republic of Somalia received a Grant from the International Development Association (IDA) and Multi partner Trust Fund of World Bank to finance Somalia Urban Resilience Project-Phase Two (SURP-II) and intends to apply part of the proceeds of this grant towards payments for procuring Individual consultants services in Project Coordination Unit (PCU) at the Ministry of Public Works Reconstruction & Housing. SURP-II will scale up investments within cities where the SURP is currently operational - Mogadishu, Garowe, Kismayo, Baidoa, Dhusamareeb and Beledweyne. There are Five components: (i) Urban Infrastructure and Services; (ii) Institutional Strengthening and Analytics; (iii) Project Management and Capacity Building; iv) Urban Forced displacement and (v) Contingent Emergency Response. PCU is set up at the federal level in the MoPW. The consultant shall perform the role of urban drainage engineer and Conduct comprehensive review of assessments of existing urban drainage systems, Review of flood risk assessments and design plans, drawings, specifications, and cost estimates; site survey reports and documentation Ensure mainstreaming of sustainability practices of nature based solutions including sustainable urban drainage systems (SUDS) and climate adaptation (potential changes in rainfall patterns and extreme weather events) into engineering designs to manage stormwater runoff. Supporting PIUs in contract management and supervision of drainage works contracts, assessing the quality of the completed civil works and identifying areas that need to be rectified during the Defect Notification Period (DNP); participate in bidding process, evaluation of bids/proposals; Monitoring construction activities; Conducting regular join site inspections; Evaluating and preparing variation orders, extension of time, Prepare progress reports and project updates; Capacity building and training of technical staff and all the specific tasks as outlined in the Terms of Reference (TOR), available at www.mpwr.gov.so or upon request via email upon submission of the application as indicated in the REOI. The Ministry of Public Works, Reconstruction & Housing now invites eligible individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (CV’s, description of similar assignments, experience in similar conditions, availability of appropriate skills, Certificates etc.). The selection shall be based on the qualifications, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include: • BSc. in Civil, Environmental or Hydraulics Engineering or other related engineering courses, and master’s degree in engineering, hydrology, other natural sciences, or other related discipline, or at least 12 years of specific experience in design and construction of urban drainage and sewerage infrastructure. • Professional engineering is registered by an acceptable engineering professionals’ registration authority, and with least 8 years of professional experience in flood risk management engineering or sewerage or water resources management engineering, and in contract management of urban infrastructure development. • Sound knowledge and analytical skills on flood risk management or water resources management engineering. • Strong and demonstrated skills and experience in working with government authorities and officials and large groups of experts on the topic or on other major civil engineering hydraulic structures. • Proficiency in at least one engineering design software e.g. AutoCAD, Civil 3D, Open Flow Storm, or GIS. • Experience in use of World Bank’s standard procurement documents for works and consultancies. • Ability to work as a team with other experts. • Ability to schedule, manage and deliver multiple tasks against strict deadlines • Strong communication, interpersonal, outreach, and facilitation skills • Excellent oral and written communication and presentational skills in English will be required. • Good knowledge of the context of the countries in the East Africa region. Previous experience in Somalia will be an added advantage. The Communications Specialist will lead the development and execution of strategic communication and knowledge management initiatives to enhance the visibility, awareness, and acceptance of the Nagaad Project. This includes designing and disseminating high-quality Information, Education, and Communication (IEC) materials in Somali and English, managing the project’s digital presence, and coordinating public awareness campaigns. The specialist will collaborate with Project Implementation Units (PIUs), government stakeholders, and the Project Coordination Unit (PCU) to effectively communicate project milestones and achievements. Key responsibilities include organizing media engagements, preparing press materials, training communication focal points, and ensuring quality control over promotional content. Additionally, the engaging with international donors and development partners, producing regular project bulletins, and establishing a cohesive social media and reporting framework to strengthen the project’s outreach and impact. The specific tasks are outlined in the Terms of Reference (TOR), available at www.mpwr.gov.so or upon request via email upon submission of the application as indicated in the REOI. The renewal is not validated until after the satisfactory performance evaluation by the PCU and approved by the World Bank and based on availability of budget.
