Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows: (i) Core business and years in business: The firm shall be registered/incorporated as a consulting firm with at least fifteen (15) years of core business in Civil Engineering / Transportation Engineering. (ii) Relevant experience: The firm shall demonstrate experience in carrying out feasibility studies and engineering design of roads for a period of not less than ten (10) years. Additionally, the firm should demonstrate successful execution and completion of at least three (3) assignments of a similar nature and in a similar operating environment in the last five (5) years. Details of similar assignments - Name and address of the client, scope, value, and period should be included in the Expression of interest (EOI). (iii)Technical and managerial capability of the firm: The firm(s) shall demonstrate as having the requisite technical capability, which shall entail description of relevant personnel, equipment, software, etc, and managerial capacity to undertake the assignment. Key experts will not be evaluated at the shortlisting stage. 5. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulation for IPF Borrowers, First Published July 2016 and Revised in February 2025 (6th Edition): (‘‘Procurement Regulations’’) setting forth the World Bank’s policy on conflict of interest. 6. Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. The Specialist shall work closely with MPWRH staff and the other Specialists. 3. Duration: This is a full-time position. The contract is expected to run for a period of twelve (12) Calendar Months. Extension of the contract will be subject to the need and satisfactory performance of the contracted applicant. 5. Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. Have a post-graduate degree in civil engineering, urban planning, transportation engineering, transport policy or any other relevant degree from a recognized university. Be registered with the requisite professional institutions. Have a minimum of 10 years working experience in large infrastructure projects covering infrastructure design/planning; civil works contract management and execution; procurement of civil works and consultancy contracts; sustainable road infrastructure asset management; economic, social, and environmental impact of infrastructure investments; and capacity development. Demonstrated understanding of policy and technical matters relevant to the Ministry’s mission and the ability to understand and interpretation of policies and procedures of Government systems. 6.
