| GENERAL PROCUREMENT NOTICE Country (ies): REPUBLIC OF SOUTH SUDAN AND REPUBLIC OF KENYA Project: South Sudan – Eastern Africa Regional Transport and Trade Facilitation Program (SS-EARTTFP) Sector: Transport Sector Project ID No.: P131426 The Republic of South Sudan and the Republic of Kenya have applied for financing to International Development Association (IDA) for the South Sudan – Eastern Africa Regional Transport and Trade Facilitation Program (SS-EARTTFP) in an amount of US$ 450 million, and they intend to apply part of the proceeds to pay for goods, works, consulting and related services to be procured under Phase 1 of this program. The Implementation of the subsequent phases of the program will depend on the level of funding from other development partners. The program shall be implemented in three phases. The program will also undertake the following preparatory activities. Preparatory Activities: (a) Review and updating of the pavement design and the draft bidding documents including incorporation of the Output and Performance-based Road Contracting (OPRC) methodology for post-construction maintenance. (b) Preparation of designs and bid documents relating toa proposed one stop border post and axle load control facilities. (c) Technical Assistance for procurement activities including; support to client during the bidding process, evaluation,contract award and contract document preparation. (d) Updating Environmental and Social Impact Assessment (ESIA) studies, RAPs, and ESMPs (f) Technical assistance for establishing and strengthening corridor management groups and project management teams including supply of technical and office equipment for project management units. Component 1 – Upgrading of priority road infrastructure : (a) Upgrading of Juba-Nadapal Road to paved road standard (up to 340 km), packaged into tranches and phases, which may include OPRC contracts. (b) Spot improvement and construction of bridges on part of the Juba Nadapal road. (c) Upgrading of priority road segments in Kenya -Starting at Nadapal, upgrading to paved road standard or rehabilitating of up to about 595km of the Eldoret – Nadapal road, packaged into tranches and phases, which may include OPRC contracts. (d) Monitoring/supervision Services for the Works contracts. (e) Technical Assistance (TA) Social and Environmental Studies; and Technical and Financial Audits. Component 2: Regional Corridor Transport, Trade and Development Facilitation (a) Studies on key regional corridors to identify bottlenecks and preparing prioritized regional corridors development and trade facilitation program. (b) Harmonization of legal frameworks and customs procedures (c) TA and technical equipment for modernizing South Sudan's Customs Services. (d) Construction and supervision services for establishing of one stop border post (OSBP). (e) Construction and supervision services for establishing rest stops and site and services for export processing zones. (f) Road Safety audit along the corridor (g) Corridor performance monitoring. Component 3: Support to Institutional Development, Preparationof follow-on operations, and Program Implementation (a) TA for strengthening fiduciary capacity of MRB of South Sudan, and preparation of sectoral governance and anti-corruption strategy. (b) Feasibility study, design and bidding document preparation and environmental and social impact assessment for the Lobira –Kitgum road. (c) TAs to program coordination and management for the implementing entities in South Sudan. (d) TAs to program coordination and management for components to be implemented by Kenya. Procurement Procedures 1 Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits published January 2011, and is open to all eligible bidders as defined in the guidelines. REQUEST FOR EXPRESSIONS OF INTEREST   Country:        REPUBLIC OF SOUTH SUDAN Project:            South Sudan Rural Roads Project (SSRRP) Grant No.                   TF12347 Project ID No.           P129000          Consulting Services for conducting Environmental and Social Impact Assessment (ESIA) and the preparation of an Environmental and Social Management Plan (ESMP) for the Rural Roads in South Sudan. Reference No:   Proc- RRP/MRB-PMT/2012/001 The Republic of South Sudan has received financing from the International Development Association (IDA) toward the cost of the South Sudan Rural Roads Project (SSRRP), and intends to apply part of the proceedsfor consulting services. The consulting services ("the Services") include conducting Environmental and Social Impact Assessment (ESIA) on selected rural roads covering about 172km and 270km for rehabilitation and maintenance/spot improvement respectively and development of the Environmental and Social Management Plan (ESMP) for the same. The anticipated assignment period is three (03) months. The shortlisting criteria are as follows: • Experience in ESIA in general and/or transport project feasibility studies, design and supervision. • Experience in ESIA in the road sector. • Experience in developing and/or post conflict environment • The technical and managerial organization of the firm.
