Lesotho’s social assistance programs tackle vulnerabilities throughout the life cycle from children to the elderly. The Ministry of Gender, Youth and Social Development (MGYSD) is administering four key social assistance programs, namely the Child Grant Program (CGP), the Public Assistance (PA), the Disability Grant (DG), the Old Age Pensions (OAP) and the Orphans and Vulnerable Children Bursary program (OVC-Bursary, for secondary students). The CGP programs supports around 50,000 poor households with children under the age of 18 with a quarterly transfer. The PA program supports 15,000 poor and destitute adults with quarterly transfers. The DG program supports 2500 persons with disability from the poor and destitute households with quarterly transfers as well. The OAP program pays a monthly social pension to 82,000 elderly Basotho over the age of seventy (70). OVC-Bursaries are transferred directly to schools to cover tuition and other expenses for over 24,000 vulnerable children. Several other social assistance programs also exist but the CGP, PA, DG and OAP programs are the flagship cash transfer programs implemented by MGYSD and make up a large share of the Government to People (G2P) payments in Lesotho. The current social assistance payment delivery mechanisms of the cash transfer program -- CGP, PA, DG and OAP -- are largely through in-person cash delivery via a Cash-In-Transit agency or by social assistance payment officers directly. Beneficiaries gather and queue at hundreds of pay points throughout the country quarterly or monthly to receive their cash payments (in pre-packed envelopes or lose cash bills) which is driven there by car or via other modes of transportation. This methodology is inefficient, risky, and expensive. And the information systems that are administering the payments and reconciliations are not fully automated allowing space for errors. Beneficiaries, many of which are elderly or vulnerable, have to walk long distances and wait for a long time to receive their cash. Cash payments also do not contribute to financial inclusion and access to other banking or digital payment services such as savings and borrowing. To date, the Ministry has achieved some milestones to register some of the beneficiaries of these grants to move from cash to digital payments. THE PATHWAYS TO SUSTAINABLE LIVELIHOODS PROJECT (PSLP). The Project (Pathways to Sustainable Livelihoods Project – PSLP - P177184) is composed by the following components: • Component 1 will support the introduction of an economic inclusion package designed to strengthen beneficiary livelihoods and support people living with disabilities; • Component 2 will pre-position contingent finance to enable the timely delivery of shock responsive cash transfers, using those same delivery systems, for more efficient shock responses; • Component 3 will strengthen core delivery systems in order to improve the efficiency and equity of the selected social assistance programs; and • Component 4 includes project management and supports components 1-3. Specifically, Component 3 of PSLP will invest in strengthening the delivery systems for the main social assistance programs in order to improve its equity and efficiency. Accordingly, this component will strengthen delivery systems with an emphasis on improving equity by (i) enhancing the ability of programs to target the poor, including not only the CGP, PA, DG and OVC-B program but also the tertiary bursary program, which is both costly and not targeted at the poor; and (ii) improve efficiency by reducing administrative costs, non-transparent and costly processes, and leakages. At the same time, as a subsidiary objective, the investments made with this component are expected to increase the MGYSD’s preparedness to respond to shocks by (i) supporting the wider adoption of digital payments which can facilitate the faster delivery of post-shock cash transfers; and (ii) strengthening the social registry (NISSA) and management information systems as the primary operational tools used when increasing coverage in response to shocks. The Ministry intends to use part of the proceeds of this credit for an individual consultant to act as a Data Clerk Supervisor to support the implementation of component 3 of the Pathways to Sustainable Livelihoods Project in order to realize its impact. • BACKGROUND FOR THE ASSIGNMENT. The main objective of this assignment is to capture and enter data from various sources such as beneficiary interviews, questionnaires, focused group discussions etc. into the computer system for processing and management. This requires efficiency in managing large amounts of data that is often sensitive and confidential. 3.0 ROLES AND RESPONSIBILITIES OF THE DATA CLERK SUPERVISOR • Data clerk gathers/collects digital payment data, on assigned pay point or council and report monthly/quarterly on all digital payment activities and the reports. • Prepare beneficiary source data for entry by compiling and sorting relevant source documents. • Maintains data entry requirements by following data program techniques and procedures. • Maintaining a database by entering new and updated beneficiary information regarding digital payments • Verifies entered beneficiary data by reviewing, correcting, deleting, and re-entering data to address case management issues. • Data verification with MISSA and GOLSABS data against payment service providers engaged by the Ministry for digital payments. • Purge files to eliminate duplicate data. • Assist during payments with follow-ups with MGYSD Auxiliary Social Workers for failed payments. • Generate list of failed payments and pending bank or mobile money accounts and share with assigned pay point or Auxiliary Social Workers for follow up. • Secure information by completing database backups. • Maintain operations by following policies and procedures and reporting needed changes to the supervisor. • Maintain customer confidence and protect operations by keeping beneficiary information confidential. • Contribute to team effort by accomplishing related results as needed. 4.0 KNOWLEDGE, SKILLS AND EXPERIENCE: • Diploma in IT or Business information technology or computer studies – 2-3 years of experience with any data processing applications. • Knowledge of English and local language(s) is essential. • Good computer skills • Accuracy and thoroughness in data collection and cleaning • Ability to work under pressure according to tight deadlines. • Ability to work long hours and to remain focused. • Ability to analyze data. • Demonstrated ability to work with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity • Excellent customer service • Information processed into electronic database & Management of Records & Files. • Thorough knowledge of data cycle processes. 5.0 DURATION OF THE ASSIGNMENT The assignment will be done over a period of Six (6) Months. 6.0 SUBMISSION A consultant will be selected in accordance with selection of Individual Consultants Method set out in Procurement Regulations. The position of the Data Clerk supervisor is required by the Ministry of Gender, Youth and Social Development. Through management, oversight, review and training ensures data entry services are completed in an accurate efficient and timely manner. Ensures confidentiality, security of sensitive data and reports including personnel data, financial data etc. Furthermore, the objective is to oversee proper implementation of digital payments data collection, use of appropriate tools, procedures and ministerial policies as well as guidelines to ensure that the rollout of digital payments becomes successful and to enable the ministry to produce relevant and updated plans. 3.0 ROLES AND RESPONSIBILITIES OF THE DATA CLERK SUPERVISOR Under the supervision of the Social Assistance Manager, the Data Clerk Supervisor is responsible for: • Training Data Entry Clerks and Enumerators to ensure that they know the specific functions of their position and ensures they undertake data entry and collection for all MGYSD Social Assistance programs especially for digital payments. • Answer questions as necessary and walk them through different processes in data entry and collection. • Ensuring that data collected and entered into the MGYSD Management Information Systems is of highest quality. Ensures that this data is free from errors such as spelling mistake, incomplete data etc., and research to find cause of such mistakes if any and proposes corrective action with Data Entry Clerks. • Training and assigning work to personnel and direct activities. He/she is the supervisor of Data Clerks during data collection, entry, cleaning, verifications and reporting. The incumbent will ensure that there is continuous workflow and meeting of assigned tasks and set deadlines for data collection, cleaning, entry, payments and case management processes. • Working with Data Entry Clerks, the Data Clerk Supervisor will evaluate performance and offer feedback. They look for ways to improve efficiency within their team and offer guidance in handling issues or difficulties. • Ensuring that Data Entry Clerks understands the policies and regulations of the ministry, making sure these policies are followed. • Contribute to the development and improvement of information systems for digital payments to securely administer payments processes and assist in identifying systems constraints. • Ensure that all needed resources or materials for data collection are in place working closely with IT team. • Data clerk supervisor gathers and shares data information regarding the current state of digital payment and report monthly and annually on all digital payment activities progress. • She/he stores and backups of collected data information for future references and compiles well-analyzed reports on data collection processes. • Coordinating work with other employees, data entry supervisors have a strong sense of teamwork. The CGP programs supports around 50,000 poor households with children under the age of 18 with a quarterly transfer. The PA program supports 15,000 poor and destitute adults with quarterly transfers. The OAP program pays a monthly social pension to 78,000 elderly Basotho over the age of seventy (70). OVC-Bursaries are transferred directly to schools to cover tuition and other expenses for over 24,000 vulnerable children. Several other social assistance programs also exist but the CGP, PA, DG and OAP programs are the flagship cash transfer programs implemented by Ministry of Gender, Youth and Social Development (MGYSD) and make up a large share of the Government to People (G2P) payments in Lesotho. The current social assistance payment delivery mechanisms of the cash transfer program -- CGP, PA, DG and OAP -- are largely through in-person cash delivery via a Cash-In-Transit agency or by social assistance payment officers directly. Beneficiaries gather and queue at hundreds of pay points throughout the country quarterly or monthly to receive their cash payments (in pre-packed envelopes or lose cash bills) which is driven there by car or via other modes of transportation. This methodology is inefficient, risky, and expensive. And the information systems that are administering the payments and reconciliations are not fully automated allowing space for errors. Beneficiaries, many of which are elderly or vulnerable, have to walk long distances and wait for a long time to receive their cash. Cash payments also do not contribute to financial inclusion and access to other banking or digital payment services such as savings and borrowing. To date, the Ministry has achieved some milestones to register some of the beneficiaries of these grants to move from cash to digital payments. The Pathways to Sustainable Livelihoods Project (PSLP). The Project (Pathways to Sustainable Livelihoods Project – PSLP - P177184) is composed by the following components: • Component 1 will support the introduction of an economic inclusion package designed to strengthen beneficiary livelihoods and support people living with disabilities; • Component 2 will pre-position contingent finance to enable the timely delivery of shock responsive cash transfers, using those same delivery systems, for more efficient shock responses; • Component 3 will strengthen core delivery systems to improve the efficiency and equity of the selected social assistance programs; and • Component 4 includes project management and supports components 1-3. Specifically, Component 3 of PSLP will invest in strengthening the delivery systems for the main social assistance programs to improve its equity and efficiency. Accordingly, this component will strengthen delivery systems with an emphasis on improving equity by (i) enhancing the ability of programs to target the poor, including not only the CGP, PA and OVC-B program but also the tertiary bursary program, which is both costly and not targeted at the poor; and (ii) improve efficiency by reducing administrative costs, non-transparent and costly processes, and leakages. At the same time, as a subsidiary objective, the investments made with this component are expected to increase the MGYSD’s preparedness to respond to shocks by (i) supporting the wider adoption of digital payments which can facilitate the faster delivery of post-shock cash transfers; and (ii) strengthening the social registry (NISSA) and management information systems as the primary operational tools used when increasing coverage in response to shocks. The Ministry intends to use part of the proceeds of this credit for an individual consultant to act as a Data Clerk Supervisor to support the implementation of component 3 of the Pathways to Sustainable Livelihoods Project in order to realize its impact. BACKGROUND FOR THE ASSIGNMENT. The position of the Data Clerk supervisor is required by the Ministry of Gender, Youth and Social Development. Through management, oversight, review and training ensures data entry services are completed in an accurate efficient and timely manner. Ensures confidentiality, security of sensitive data and reports including personnel data, financial data etc. Furthermore, the objective is to oversee proper implementation of digital payments data collection, use of appropriate tools, procedures and ministerial policies as well as guidelines to ensure that the rollout of digital payments becomes successful and to enable the ministry to produce relevant and updated plans. ROLES AND RESPONSIBILITIES OF THE DATA CLERK SUPERVISOR Under the supervision of the Social Assistance Manager, the Data Clerk Supervisor is responsible for: • Training data entry clerks and enumerators to ensure that they know the specific functions of their position and ensures they undertake data entry and collection for all MGYSD programs especially for digital payments. They answer questions as necessary and walk them through different processes in data entry and collection. • Ensuring that data collected and entered into the MGYSD Management Information Systems is of highest quality. He/she ensures that the data or information collected or gathered and entered into the MIS is free from errors such as spelling mistake, incomplete data etc., and researches to find cause of such mistakes if any and proposes corrective action with Data Entry Clerks. • Training and assigning work to personnel and direct activities. He/she is the supervisor of Data Clerks during data collection, entry, cleaning, verifications and reporting. The incumbent will ensure that there is continuous workflow and meeting of assigned tasks and set deadlines for data collection, cleaning, entry, payments and case management processes. • Working with staff, Data Clerk Supervisor will evaluate performance and offer feedback. The Ministry intends to use a portion of the proceeds of this credit for an individual consultant to act as a Safeguard Specialist to serve as part of a Project Facilitation Unit (PFU) (to be recruited) in the Ministry of Gender, Youth and Social Development. The project (Pathways to Sustainable Livelihoods Project (PSLP) - P177184) funding is expected to help poor and vulnerable Basotho achieve some level of well-being and graduate out of poverty, as well as improving effectiveness and equity of its social assistance programs and delivery systems. The project is composed of the following components: • Component 1 will support the introduction of an economic inclusion package designed to strengthen beneficiary livelihoods. • Component 2 will pre-position contingent finance to enable the timely delivery of shock responsive cash transfers, using those same delivery systems, for more efficient shock responses. • Component 3 will build on the main achievements of the previous Social Assistance Project (P151442) by continuing to strengthen core delivery systems in order to improve the efficiency and equity of the selected social assistance programs; and • Component 4 includes project management and technical assistance and supports components 1-3. In early 2021 the World Bank supported the Ministry with a scoping study and the development of a road map on how to go gradually move away from cash transfers to digital payments for its four main cash transfer programs (CGP, PA, DG and OAP), at least for beneficiaries in urban areas where connectivity and proximity to digital payment providers exist. Based on the scoping study findings and recommendations the MGYSD has embarked on a process of phasing in digital payments for CGP, PA, DG and OAP. The aim of the ongoing pilot is to progressively migrate cash transfers to digital payments using either mobile money (Mpesa & Ecocash) and through the other PSPs. The model used relies on customer choice so that beneficiaries choose the digital payment provider which is most convenient for them. To date, the MGYSD, with the support of technical assistance from the World Bank and UNICEF has completed a roll out of mobile payments to 13,500 CGP beneficiaries and 13,000 OAP in the country, while the digital payments for the PA and DG programs has not yet started. OBJECTIVES OF THE ASSIGNMENT The objective of the PSLP related to digital payment roll out is to expand the share of social assistance transfers from the CGP, PA, DG and OAP – that are made through efficient and secure digital payments from the current small CGP pilot to 60% for each program in the next 1 year. To reach the objective of 60% digital payments, work is needed to strengthen the payment management and information systems (MISSA and GOLSABS), communication and awareness raising with beneficiaries, and building strong relationships and networks with payment service providers. Over the next 1 year the following activities will be carried out by the Ministry under the PSLP project: a) updating and building out the digital payment features of the MISSA and GOLSABS MIS systems and constructing the modules necessary in a payment gateway to allow integrated program management (ISSN process); b) sensitizing, enrolling and onboarding more beneficiaries of the CGP, PA, DG and OAP programs to the payment provider chosen; c) contracting and working closely with Vodacom, Econet and other payment providers to establish their roles and responsibilities, link them to the payment gateway for payments; d) revise MGYSD business processes and manuals, train and re-organize staff duties and reporting arrangements to support the new digital payment modalities. The activities would be financed through the PSLP project, and as needed, possibly also through funding from the EU/UNICEF (TBD). The digital project activities are carried out by a team inside and outside MGYSD, namely: • Inside MGYSD: IT team, payments team, business teams of CGP, PA, DG and OAP programs, finance department, communications officers, auxiliary social workers, district officers, and MGYSD management. • Outside MGYSD: Payment Service Providers (PSPs), vendors, WB technical expert consultants, other expert consultants. To oversee all digital payments activities described above under component 3 of the PSLP, as well as to ensure coordination among all teams working in this area, the Project needs to hire a Digital Payments Coordinator (consultant) who will be responsible for all planning, implementation Coordination, monitoring and reporting functions for the digital payment scale up activities under the PSLP. He/she will report directly to the PFU Project Coordinator and work closely with the Director of Social Assistance, the Social Assistance Manager, the MIS Manager and the Social Assistance Payments team of the MGYSD, as well as coordinate closely with the World Bank. The digital payment activities under the PSLP will also be supported by international payments system experts, recruited by the World Bank who will provide guidance and global solutions and help set up a project implementation plan. DUTIES The role of the Digital Payments Coordinator is to coordinate and lead the implementation of the roll-out of the digital payment’s activities. His/her responsibility is to lead the various MGYSD team members and other consultants to achieve the PSLP project’s objective to transition at least 60% of the beneficiaries of CGP, PA, DG and OAP to efficient and secure digital payments in 18 months. The system is set up as a national database that uses consumption indicators to categorize households (HHs) into poverty levels. It uses a common entry point and is an essential mechanism for integrated systems, providing information which can be used to plan for, target, coordinate, monitor and evaluate HHs and individuals for various programmes. The NISSA involves a several Steps Process that includes both data collection, proxy mean testing and community validation as well as grievance and redressing. NISSA is managed by the Director of Social Assistance at the Ministry of Gender, Youth, and Social Development (MoGYSD). Currently, NISSA includes 90% (488,000) of Basotho Households from both rural and urban areas of the country, across all 10 districts. However, over time the data becomes obsolete, which can result in misinformed decision-making during the social assistance delivery; therefore, it is important to ensure that stakeholders have relevant and up-to-date data as the basis for determining programs’ eligibility. To achieve this, the data need to be updated. As a result, NISSA is currently being updated through the World Bank financed Pathways to Sustainable Livelihoods Project (PSLP), and support to a pilot initiative to improve cost effectiveness from UNICEF. To guide the main update, MoGYSD, with the support of UNICEF and World Bank, has embarked on an assignment to pilot the methodologies for updating the NISSA database in rural areas, and this exercise is used as a learning platform for the rollout of a decentralized and more cost-effective NISSA updating approach. The exercise began with households in community councils that were enumerated in 2017 by a third-party company. The NISSA Updating Pilot has identified challenges that need to be addressed to ensure that NISSA Updating roll out achieves it objective of efficiency, effectiveness and good quality data collected and stored. The NISSA/MISSA system enhancement the capacity of the NISSA Unit to collect data have been identified as critical areas that will need to be addressed to ensure that field deployment can be done. Moreover, the NISSA Urban data has been collected but due to challenges of system configuration, this dataset is still not accessible for extraction and use through the NISSA/MISSA system. The system enhancement should also include the API development to ensure that National Identity Numbers collected through NISSA can be authenticated before being stored in NISSA. This will ensure that NISSA/MISSA Is able to reduce duplication of household members and reduce double dipping in social assistance programs. The Ministry is already collaborating with National Identity and Civil Registry of the Ministry of Home Affairs to ensure that an interoperability link is established between NISSA/MISSA and NICR. OBJECTIVE The purpose of the consultancy is to provide technical assistance to NISSA team to enhance the NISSA social registry for pro-poor targeting. Specifically, the consultancy has the following objectives: • Enhance the NISSA system to support the data update roll out plan. • Update forms, manuals, and documentation requirements for NISSA • Train NISSA and IT teams on the use and maintenance of NISSA. SCOPE • NISSA Form Review: To ensure NISSA is inclusiveness and shock responsive, new information needs to be added to NISSA forms, including: 1) household demographics including on disabilities to make NISSA useful for more programs (such as support to people with disabilities), and 2) vulnerability to shocks, particularly climatic shocks (drought) to help to further refine the targeting of shock responsive cash transfers. NISSA system needs to be configured with the new revised form. • Undertake a review of the Revised NISSA Form through inclusion of disability questions and ensuring that the Proxy Means Test is properly configured and tested for calculation of PMT scores of all households in NISSA • Ensure that the system is enhanced in line with the newly revised NISSA Form to ensure that data collected is stored and used for targeting, coordination and integration. • Identify suitable Data Collection Application. The pilot experience has identified challenges in the current mobile app used for data collections including enumerators being kicked out of the mobile app during data collection which led them to resort to paper-based forms. Therefore, a new data collection mobile app needs to be developed - Open-Source Data Collection Application (e.g. Kobo Toolbox, Magpi etc). This includes configuration of revised/refocused NISSA Forms, API Development and Field Testing. • In line with the newly revised NISSA Form and the enhanced NISSA/MISSA system, identify a suitable data collection application that will be used to collect data for population of the NISSA Database. The application should allow for data quality checks and data cleaning to be done before transfer into the NISSA Database. This include ensuring that National Identity Numbers are authenticated through a link with National Information and Civil Registry • Ensure smooth data upload/transfer from the application to the NISSA for storage of data • NISSA Urban Data Access. NISSA system is not yet used to select and verify beneficiaries in urban areas where NISSA data was recently collected in 2020/21, and the system is not able to extract data to respond to requests by other programs that would like to use the NISSA urban data. • Configure the NISSA Database to allow for proper storage of Urban Data in line with correct hierarchy for urban organizational units. This will data to be extracted based on district councils and ensure that overlaps of councils and districts are taken into consideration • Ensure that the NISSA/MISSA system only stores data collected from 2017 to date by identifying and archiving of legacy data (without exiting CGP beneficiary households) • NISSA/NICR interoperability. Without the link to the national ID system ((National Identity and Civil Registry - NCR), it is difficult to coordinate service delivery for the poorest across other ministries; to monitor how many social grant beneficiary children are enrolled in school, and if they attend their routine childhood health visits. This will create challenges in the transition to digital payments and associated Know-Your-Customer regulations. This task will focus on making NISSA interoperable with NICR to enhance program coordination, monitoring, and digital payments. This will include the following: • Business process development which includes determining and identifying the requirements for testing the link between NISSA and NICR with help from Social Assistance (NISSA, Programs, IT) and Department of Home Affairs (host of NICR) IT departments. • API Development, testing and finalization between NISSA and NICR • Monitor and evaluation of the API connection between NISSA and NICR through authentication of Selected Council Data. • NISSA documentation update. Updating of operational manuals, and operational materials (e.g., communications, etc.) to improve the administration of NISSA. The consultant will study all documentation on NISSA and NISSA System architecture to familiarize themselves with system issues for this assignment • Development of IT/System training plan. Create and deliver a training for NISSA team on the new enhancements. • Development of data sharing protocol template for connecting with different programs. REPORTING The consultant will report to Manager – NISSA, MoGYSD. For quality assurance purposes, the consultant will also work closely with Sr Social Protection Specialist, World Bank and Sr Economist, World Bank. OBJECTIVE The objective of this translation is to produce a high-quality translation of the Grievance Redress Mechanism into Sesotho language ensuring that the translation is accurate, fluent, and error free. SCOPE The Translator will be engaged as an individual consultant in order to provide thorough and accurate translation of document. Kingdom of Lesotho MINISTRY OF SOCIAL DEVELOPMENT LESOTHO BASIC EDUCATION STRENTHENING PROJECT (BESP -P175065) Terms of Reference (TORs) for DATA ENTRY CLERKS • Background Information The Government of Lesotho (GoL) through the Ministry of Education and Training (MoET) received a grant financing (Grant No.: TF0B7784) from Global Partnership for Education (GPE), amounting to US$7.1m to support the implementation of the Basic Education Strengthening Project (BESP) for a three (3) year period, February 2022 to February 2025. The project aims to improve student retention and teaching quality in junior secondary schools in targeted regions of Lesotho and support the rollout of a new curriculum to strengthen Early Childhood Care and Development (ECCD) service delivery. The project activities will reflect MoET priorities within the context of the Education Sector Strategic Plan (ESSP) and the accompanying ESSP implementation plan. The project also reflects the Ministry of Social Development’s (MoSD’s) priorities of supporting secondary students from poor and ultra-poor households to stay in school. Moreover, it will build on lessons learned and opportunities arising from earlier ministerial projects, including the Lesotho Education Quality for Equality Project (LEQEP) and the Social Assistance Project (SAP, P151442). The grant will further support the government in its efforts to improve the quality, efficiency, and equity of basic education service delivery and student retention in targeted schools. BESP will be implemented by MoET and MoSD. The BESP comprises the following three components: Component 1: Improving learner retention in Grades 8-10 education: This will be achieved by (i) improving the efficiency of cash transfer schemes for learners from poor households including providing a top up of the Child Grant Program to students in poor councils who transition into the 1st year of secondary schooling; (ii) scaling up implementation of youth clubs for girls and boys; and (iii) strengthening online training models in Mathematics and Science for Grades 8-10 school teachers. Component 2: System strengthening to improve ECCD service delivery. The objective is to (i) provide structured support to roll out the new ECCD curriculum in reception classes and ECCD centres; and (ii) map ECCD service providers and develop a comprehensive, costed expansion strategy for the ECCD sector. Component 3: Project management, capacity building and technical assistance. The objective is to provide project management, capacity building and technical assistance in selected areas. • Specific context for the assignment The MoSD is already providing the Orphans and Vulnerable Children’s Bursary program (OVC-B) to around 24,000 poor and vulnerable secondary students in Lesotho each year to offset the direct costs (tuition) of going to school. Moreover, the MoSD is also providing close to 50,000 eligible households with children 0-18 year old with a quarterly grant from the Child Grant Program (CGP) if they are poor or ultra-poor according to Lesotho’s National Information System for Social Assistance (NISSA). Many of these poor or ultra-poor households have school age children. However, although Lesotho has achieved significant results in improving access to junior secondary education over the last five years, student retention across basic education remains a big challenge for the sector with many students, especially those from poor households, drop out of school before completing primary and/or secondary education. The dropout rate across primary grades is particularly high among boys and in rural parts of the country. Nationally, 9 out of 10 girls of the relevant age group access the last grade of primary education (Grade 7), compared to 2 out of 3 boys, which points to low primary completion rate for boys. The cost of going to school is often cited as one of the main reasons for drop out. Hence, as part of component 1 the project is implementing, on a pilot basis, a program to incentivize students from poor households who are in the last year of primary school (or have already dropped out) to continue onto secondary school. The pilot was selected to start in 16 rural community councils where student drop-out rates and poverty are very high. In the 16 pilot councils, eligible students, will receive an additional ‘top-up’ to the CGP at the beginning and at the middle of the school year if they continue on to the first year of secondary school. It is estimated that around 9,000 students will be supported by the program during the school 2023 school year. The process of identifying and enrolling the secondary students who are eligible for the OVC-B program in 2023 and for the special CGP top up in the 16 selected BESP councils requires information and data to be collected by data clerks in community councils throughout the country. The data have to be reported to the MoSD in Maseru and organized into the OVC-B database and linked to the CGP database. To assist with this work the BESP intends to use portion of the proceeds of the BESP Project for hiring of one Data and Information System Officer and 10 data clerks (one in each district) to undertake this work on a timely and accurate basis. • Objectives of the Assignment The assignment is to support the improvement of the efficiency of cash transfer schemes for learners from poor households under Component 1 of the Project. Specifically, the Data Entry Clerks will support OVC-Bursary Administrator by entering data for the OVC-B program on registers. The plan is to have three positions of Data Collection Supervisors; one for the Central, Northern and Southern regions. This assignment is critical to ensure overall strengthening of NISSA Data Quality through supervision of NISSA data collection. It focuses on capacitating data collectors on NISSA Form and its administration and importance to ensure that high quality data is collected, synchronized and cleaned from highest integrity of the NISSA Database. It is the main contact for the Ministry to provide feedback on the performance of the Computer Assisted Personal Interview (CAPI).
