REQUEST FOR EXPRESSIONS OF INTEREST SEYCHELLES Third South West Indian Ocean Fisheries Governance and Shared Growth Project (SWIOFish3) Loan No: IBRD-87790 Assignment Title: Final Evaluation for SWIOFish3 project Reference No.: IBRD55/IC/2023-SWF3 The Republic of Seychelles (“the Borrower”) has received financing from the International Bank for Reconstruction and Development (the “Bank”) in the form of a Loan N.8779-SC (the “Loan”) toward the cost of the Third South West Indian Ocean Fisheries Governance and Shared Growth Project (SWIOFish3). The Department of Blue Economy, an implementing agency of the Borrower, intends to apply a portion of the proceeds of this Loan to eligible payments under the contract for which this Request for Proposals is issued. Payments by the Bank will be made only at the request of the Department of Blue Economy (hereafter, the ‘Client’), and will be subject, in all respects, to the terms and conditions of the Loan Agreement. The Loan Agreement prohibits a withdrawal from the Loan account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of the Bank, is prohibited by a decision of the United Nations Security council taken under Chapter VII of the Charter of the United Nations. No party other than the Client shall derive any rights from the Agreement or have any claims to the proceeds of the Loan. The consulting services (“the Services”) include; The Republic of Seychelles is currently implementing the Third South West Indian Ocean Fisheries Governance and Shared Growth Project (SWIOFish3), which became effective in April 2018. The SWIOFish3 project is being implemented through a blended finance approach, primarily financed by the World Bank (IBRD) and the Global Environment Facility (GEF), combined with the investment in a Blue Bond issued by the Government of Seychelles (GoS) to private investors. Monitoring and evaluation (M&E) of performance, outcomes and results by the Project Implementation Unit (PIU) were considered core components of the project design and constitute a basis for progress reporting to the National Steering Committee and World Bank implementation support missions. This offers opportunities for learning, improvements and lessons learnt to be shared. Altogether, this will contribute towards increased project accountability and transparency. Similar to any donor funded project, the final project evaluation was identified as a mandatory activity to be undertaken upon project closure. It aims to help the Government of Seychelles, the World Bank and other stakeholders to review in detail the design, implementation, lessons learned and impact of the SWIOFish3 project. The results of the final evaluation will therefore serve as a reference document that could offer guidance for the development and implementation of similar programmes. The Department of Blue Economy (DBE) is therefore seeking to recruit a consultant to conduct the SWIOFish3 Project’s final evaluation. Contract Duration: 5 months. The detailed Terms of Reference (TOR) for the assignment can be obtained by submitting an email enquiry to Mrs. Meggy Tirant on [email protected] For this assignment, the Department of the Blue Economy (DBE) is seeking a consultant with the following profile and specific qualifications: • A Master’s degree or higher in project management, monitoring and evaluation, research, statistics, international or development studies, or fisheries science and management • At least 10 - 15 years’ experience in M&E and in undertaking evaluations of development assistance projects, including knowledge and experience in applying relevant evaluation criteria (e.g. OECD-DAC). • Demonstrated experience with good understanding about the data collection and analysis methods; • Experience with conducting similar work on a World Bank funded project will be advantageous. Provide two or three similar works as reference; • Full proficiency in written and spoken English is a requirement; • Strong interpersonal skills with emphasis on written and verbal communication; • Excellent analytical and critical thinking skills. Eighty percent of the Blue Bond proceeds is being used to capitalise the Blue Investment Fund (BIF) of the Development Bank of Seychelles (DBS). The SWIOFish3 project currently assists DBS with their Environmental and Social (E&S) requirements as per the World Bank safeguards policies. This includes conducting eligibility checks, E&S screening, assist BIF applicants with development of supplementary safeguards instruments as well as monitoring and supervising the implementation of these instruments. To continue the implementation of the safeguards requirements after project closure June 2024, the World Bank recommended the need to establish an Environmental and Social Management System (ESMS) within DBS. An ESMS is a collection of procedures and techniques used to integrate environmental and social objectives into an organization’s projects and operations. The ESMS will focus on ensuring that projects that the DBS is involved in adhere to best practice and standards such as those of the World Bank’s environmental and social standards, among others, and Seychelles laws in terms of environmental and social practices. It will also allow DBS to access international funding sources related to sustainability. For this reason, the SWIOFish3 project urgently requires the services of an individual consultant to assist in the first steps of the process of establishing an ESMS for DBS. The specific objectives of the assignment are: • Conduct awareness training on the benefits and processes for establishing an ESMS within DBS. • Conduct a review of existing systems and structures in DBS. • Prepare a work plan which sets out the necessary steps, timeframes, responsibilities and resources needed to prepare an ESMS. In addition, there is a need to regulate the use of FADs so that the Seychelles is compliant with its international obligations, standards and best practices. As such, MFBE is seeking the expertise of a fisheries legal expert to draft the Seychelles’ FAD Regulations, which will govern the use of FADs in the Seychelles’ fisheries sector for the implementation of this project. For this assignment, MFBE is seeking a Consultant with the following profile, specific qualifications and experience: • Education: A Master’s degree or higher qualification in international maritime law, environmental law, fisheries or natural resources law or other related discipline • Experience: At least 5 years of relevant experience in law of the sea and ocean policies with a focus on fisheries law. Department of Fisheries Terms of Reference for an individual consultant | Country: | Seychelles | Name of Project Implementation: | Third South West Indian Ocean Fisheries Governance and Shared Growth Project (SWIOFish3) | Project No. | P155642 | Name of Consulting Assignment: | Preparation of Options Paper on Marketing Opportunities for Finfish Products of the Mahé Plateau Trap and Line Fishery of Seychelles Reef-associated, demersal and semi-pelagic finfish species are of fundamental importance to the economic and social well-being of the inhabitants of Seychelles. The Mahé Plateau trap and line fishery for finfish is the most important domestic fishery by value and volume, and it contributes significantly to food security and employment, with most catches retained for local consumption and the fishery reserved for local participants. The Mahé Plateau Trap and Line Fishery Co-management Plan (the ‘Plan’) was developed following considerable stakeholder consultations and has been implemented since 2022. The Plan identifies measures to ensure the sustainability of fisheries resources and to address access to the fishery and is implemented through a co-management arrangement of shared responsibility between the government, resource users and other stakeholders for decision-making (Implementation Committee of the Co-management Plan, the ‘ICCP’). Fishers, fish processors and other businesses in the trap and line fishery value chains are making short-term sacrifices to ensure the long-term sustainability of the Mahé Plateau fish resources. However, implementation of the Plan also offers market opportunities and benefits that may offset any losses from complying with size and bag limits, among other measures. A key development in recent decades is the rise in so-called ecolabelling schemes based on certification that products carrying the label originate from sustainable fisheries. The ICCP has requested a study to prepare options on market opportunities for trap and line fishery products in Seychelles and to provide more details on the potential role of ICCP in promoting market-based incentives. Through the Third South West Indian Ocean Fisheries Governance and Shared Growth Project (SWIOFish3), the Ministry of Fisheries and the Blue Economy is now recruiting a consultant to undertake the study and deliver an options paper for the ICCP. The objectives of the assignment are: The objective of the assignment is to inform the ICCP on market opportunities for finfish products of the Mahé Plateau trap and line fishery with a view to identifying the role of the ICCP in promoting market-based incentives for a transition to sustainability. Qualification/Skills Required For this assignment, the Department of Fisheries is seeking an individual consultant with the following profile, specific qualification and experience: • Postgraduate qualification in fisheries science, natural resource economics, or related discipline. A Blue Investment Fund (BIF) was capitalised with 80% of the proceeds of the Blue Bond, and is administered by the Development Bank of Seychelles (DBS) as a revolving fund that extends commercial loans to projects that are aimed at sustainably diversifying and expanding fisheries value chains. The remaining 20% of the proceeds of the Blue Bond are being used to capitalise the Blue Grants Fund (BGF) of the Seychelles Conservation and Climate Adaptation Trust (SeyCCAT), which awards grants for activities that are complimentary to the BIF and SeyCCAT strategic objectives, as well as marine conservation and fisheries management activities that align with the objectives of SWIOFish3. The mid-term review of SWIOFish3 indicated good implementation progress and revealed the emergence of positive outcomes and early impacts. Several national initiatives that the project supports, such as the Marine Spatial Planning Initiative, are back on track after delays caused by the Covid-19 pandemic. Successes have been observed in the strengthening of governance and improved transparency in the fisheries sector, capacity building, involvement in research and development for community-based solutions, and investment in emerging blue economy value chains. As the project enters its final year of implementation, there is a need to share stories of success and enhance access to and use of project outputs. To this end, the Department of Blue Economy (DBE) is seeking a firm or an institution to undertake the role of communicating and disseminating information on activities funded by the project, their key outcomes and impacts, and recommendations for further action in support of improved governance of oceans, fisheries and blue economy. The assignment will also include modification of the relevant websites to ensure that project outputs remain accessible post-closure. In fisheries, the demand for beneficial ownership transparency is linked to a range of policy concerns and transparency about companies’ beneficial owners is important for accountability. This is most notable in terms of the fight against illegal fishing and corruption, but it also includes efforts to expose the extent of tax evasion, economic concentration and foreign ownership in the sector. Whilst legal provisions have been established to collect details about the ownership of the companies or ventures that are incorporated in the Seychelles, these registries often only hold information on ‘shareholders’ and not beneficial owners. In the fisheries sector, little information on beneficial owners is available, particularly if foreign ownership is involved. In addition, Joint ventures have dramatically changed the dynamics of industrial and semi-industrial longline tuna fishing in the Seychelles. Joint venture partnerships have provided the local fishing industry with the financial, managerial and technical resources needed to exploit the fisheries resources and to extract the maximum benefits from their fisheries. However, the Fisheries Act, 2014 does not adequately take into account, to a large extent, internationally recognised norms, standards and best practices, and it fails to take into account several issues pertaining to joint venture partnership across the fisheries value chain. Through the Sustainable Fisheries Partnership Agreement (SFPA) and Fisheries Partnership Agreement (FPA), Seychelles provides the EU and Mauritius, respectively, with the opportunity to conduct fishing activity within the Seychelles Exclusive Economic Zone (EEZ) in return for financial, socio-economic and technical benefits. Locally, there is a widespread societal perception that the country has not benefitted to its full potential from access to tuna resources within the expansive EEZ. Therefore, after decades of fisheries partnership agreements with the EU and Mauritius, it is essential to routinely quantify the benefits and assess the impacts that those access arrangements have provided to the Seychelles economy, especially given that the last decade has seen an increase in the numbers of both purse seine and longline vessels accessing the EEZ. A study on the benefits of these agreements is also needed to facilitate decision-making on future negotiations. The main objective of the assignment is: To assess the economic, social and environmental benefit accruing to Seychelles from the EU SFPA and Mauritius FPA. A similar strategy now needs be developed for the marketing for export of Seychelles fish, as affirmed in a study on the development of Seychelles’ seafood value chains in 2018 that recommended development of a market intelligence plan and marketing and branding strategy.
