Lesotho Competitiveness and Financial Inclusion Project

Kingdom of Lesotho GENERAL PROCUREMENT NOTICE COUNTRY : Kingdom of Lesotho PROJECT : Lesotho Competitiveness and Financial Inclusion Project CREDIT No. : 7169-LS PROJECT ID No. : P175783 The Kingdom of Lesotho has received financing in the amount of US$ 45 million equivalent from the World Bank toward the cost of the Lesotho Competitiveness and Financial Inclusion Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. The project includes the following components: Component 1: Enhancing Financial Inclusion and Resilience of MSMEs (Total: US$ 20 million from IDA) Project activities under this component support increasing access to finance through three sub-components: i) Enhancing Government to Business Digital Services; ii) Improving Access to Financial Services and iii) Strengthening the Resilience of MSMEs to Climatic Shocks. These activities include procurement of applicable goods, consulting services and non-consulting services to enable achievement of the Component goals. Component 2: Scaling support for Entrepreneurship and MSMEs (Total: US$ 29.5 million from IDA) Project activities under this component continue to support Entrepreneurship and MSMEs through three sub-components: i) Establishing an Entrepreneurship Hub and Seed Financing Facility; ii) Scaling Up of the Lesotho Enterprise Assistance Program; and iii) Expanding SME participation in High Potential Value Chains. The activities under this Component include procurement of applicable goods, minor works, consulting services and non-consulting services. Component 3: Project Management and Implementation Support (Total: US$ 3 million from IDA) This component supports implementation costs of the PSC Project II by supporting the Project Management Unit (PMU) in the key areas of project coordination, management, fiduciary functions (procurement and finance management, monitoring and evaluation, environmental and social safeguards, project communications, and citizen engagement. The activities under this Component include procurement of modest goods, minor works, consulting services and non-consulting services. Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (September 2023) (Procurement Regulations) and is open to all eligible firms and individuals as defined in the Procurement Regulations. The project is being implemented, and the World Bank arranges for the publication, on its external website, of the agreed procurement plan and all subsequent updates once it has provided a no objection. Government of Lesotho LESOTHO COMPETITIVENESS And Financial Inclusion project REQUEST FOR EXPRESSIONS OF INTEREST CONSULTING SERVICES - INDIVIDUAL CONSULTANT SELECTION Country : Lesotho Project Name : Competitiveness and Financial Inclusion Credit No. : P175783- LSO Assignment Title : Deputy Programme Manager- Entrepreneurship Hub & Seed Financing Facility Reference No. : LS-MTI-366101-CS-INDV The Government of Lesotho has received a loan from the International Development Association of the World Bank to implement the Lesotho Competitiveness and Financial Inclusion Project and intends to apply part of the proceeds for consulting services. One of the key Individual Consulting Service positions within the Entrepreneurship Hub and Seed Financing Facility is that of the Deputy Programme Manager. The Consulting Services to be provided by the DPM include, inter alia, developing capacity-building and certification strategies for ESO Network Members; Managing third-party service providers that build ESO incubation know-how; executing recurring pitch competitions on behalf of network partners; Champion and lead the ESO network capacity building and certification program; devise standard strategies to determine the nature of support startup clients require and monitor their progress; maintain rapport with clients, mentors, support staff and administration; build strategic partnership with various technology generators to create client deal flow for the ESO network members, including universities, business chambers and associations, government ministries and departments; present reports to management with analysis and recommendations for decision making; manage an Event & Training Coordinator to develop training and promotional events for the Hub and ESO Network; develop capacity building relationships with outside service providers and content partners to amplify network members efforts as the programme manager. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The selection criteria include: Master’s degree in Business Administration, Entrepreneurship or related field; experience in managing and building a network of incubators or entrepreneurship support organizations; Experience in developing or implementing early-stage financing instruments for start-ups or SMEs; at least 5 years of experience in business development, management consulting, entrepreneurship or related field. One of the key Individual Consulting Services positions within the CAFI Project is that of the Senior Expert for review and reform of Partial Credit Guarantee Schemes. The Consulting Services to be provided by the Senior Expert for review and reform of PCG Schemes include, inter alia: Take stock of the market developments in Lesotho, including current activities of the two PCGs and market appetite for a reformed PCG Scheme; undertake a comprehensive review and gap analysis of the two existing PCGs Government PCGF and L-PCG within the context of national strategies and plans to identify gaps and alignment with international best practice and also provide recommendations on improvement; undertake a stakeholder workshop with PFIs to present the best practices on PCG schemes and solicit views from the relevant stakeholders on setting up an effective scheme to reduce the risk of lending to SMEs by financial institutions. Provide training and capacity building to relevant staff on the new design and operational procedures of the PCG scheme, as well as to prospective PFIs on the use of PCGs.
