Consultancy Services for Review of BITP Outcome Indicators

REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL SELECTION) BOTSWANA INTEGRATED TRANSPORT PROJECT: LOAN NO. 7713-BW Assignment Title: Consulting Services for the preparation of a comprehensive monitoring and evaluation report for project utcome Indicators (POIs) for Botswana Integrated Transport Project (BITP) Reference No. (as per Procurement Plan): BW-MTC-205236-CS-CQS • Background The Government of the Republic of Botswana is currently undertaking the Botswana Integrated Transport Project (BITP). The BITP is a road sector project worth USD 385 million or about BWP 4.3 billion (at current exchange rates) which commenced in 2010 and was planned for completion in 2020. As a multifaceted project/ programme, it contains 17 sub-components covering various modes of transport. The project is part-financed by the World Bank through an IBRD loan of some USD 186 million, OPEC Fund for International Development (OFID) with a loan sum of US$ 40 million and the Government of the Republic of Botswana, through its domestic funding, making provision for the remaining USD 159 million. The Project Development Objective (PDO) of the BITP as outlined in the Loan Agreement (Schedule 1) is ‘… to enhance the efficiency of the Borrower’s transport system by building a modern business management capacity, and improving the strategic planning aspects of inter-regional transport, and critical infrastructure.’ The accomplishment of the goals and objectives of the BITP is therefore expected to have a long term effect on the transport sector in Botswana with the following expected outcome as given in the Project Appraisal Document (PAD): • The major components of the BITP are as follows: Component A: Capacity Building, Institutional Strengthening and Training – this component aims to introduce strategic planning and transport integration, modern methods of management and contracting, technology improvement, knowledge development and sharing. Component B: Roads Sector Investment – this component introduces a pilot for the long term output- and performance-based road contracting (OPRC) method for road asset management program covering rehabilitation, improvements (upgrading) works, and routine and periodic maintenance for 336km (originally targeted 857km) of rural and semi-urban roads and construction of associated access roads. Component C: Urban Roads Infrastructure Investment – this component comprises the implementation of an urban traffic improvement program in Greater Gaborone and technical advisory services to supervise construction of the improvement works under this component. • Project development objective (PDO) and key indicators The primary development objective of the project is to enhance the efficiency of the transport system by building modern business management capacity, and improving the strategic planning aspects of inter-regional transport and critical transport infrastructure. The outcomes/results frameworks of the PDO are: • Outcome Indicators: The achievement of the PDO will be monitored using the following key performance Project Outcome Indicators (POIs) • Length of roads under long-term OPRC rehabilitation and maintenance; • Reduction of average vehicle operating costs per kilometer on OPRC roads; • Average Vehicle Operating Cost (VOC) per veh-km on OPRC Roads (US Cents) - Car, Bus & Heavy Truck • Decrease in number of annual road accidents on project roads (OPRC); • Reduction of average travel time in Gaborone city; and • Objectives of the Assignment The primary aim of this monitoring and evaluation exercise is to undertake an independent review of the BITP with reference to the established outcome indicators and assess whether the project has brought some improvements on its intended purpose and whether the OPRC methodology used for contracting provides value for money as compared to traditional way of contracting. • Scope of Services The proposed scope of work will include the following activities: • Review existing M&E systems, tools and indicators in use by the Botswana Government, and relevant partners, identify sources of data already available and flow of information. • Discuss progress and share early drafts of the M&E framework with the BITP office and other key stakeholders for inputs and comments, as well as discuss constraints and opportunities, and how sensitive or confidential data are to be handled include how would to enhance the M&E framework • Under the leadership of Botswana Government through BITP, and World Bank, and with the help of on-the-ground consultants, facilitate a workshop to share the final draft of the M&E framework and associated guidelines to reach consensus. • Finalize an M&E framework and associated guidelines for dissemination among assigned M&E staff. • Has the BITP achieved its objective? • Draw lessons learnt in the design and implementation of the project to inform future projects • Duration of the Assignment Duration of the assignment is eight (08) months. • Qualification and Experience Required The Individual Consultant should have a degree in Civil Engineering or equivalent and registered professional with at least 15 years post experience in highway planning, feasibility studies, project management and appraisal, design, preparation and supervision of road construction and maintenance operations. Extensive experience in preparation and supervision of performance-based contracts. Experience in pavement design and using road network management systems including economic evaluation tools such as dTIMS, HDM, RED, HIMS, etc. as well as setting up of roads database systems. The Consultant shall be fully familiar with international ‘best practices’ and knowledge in preparation and supervision of performance-based contracts will be an added advantage. Experience with both the Botswana Government’s and World Bank environmental and social and gender systems and procedures,’ Experience with international development agencies, such as UNICEF, World Bank, or ADB environmental safeguards. Experience with monitoring and evaluation (M&E) of major construction projects financed by international development organizations/agencies, such as UNICEF, World Bank or ADB. • Invitation The Ministry of Transport and Communications now invites eligible individual consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Expression of Interest should include the following information which will form the basis for shortlisting: Curriculum Vitae including but not limited to; i) Qualifications obtained, ii) Previous experience including experience of at least two (2) assignments each with a scope and nature similar to what is required under this assignment iii) A summary of similar assignments undertaken, iv) A summary of assignments undertaken in the project country and in Sub Saharan Africa, giving the Client name and the year in which the assignment was carried out, and v) experience in donor funded projects. REQUEST FOR EXPRESSION OF INTEREST (CONSULTANCY SERVICES – INDIVIDUAL SELECTION) BOTSWANA INTERGRATED TRANSPORT PROJECT: LOAN NO.7713-BW ASSIGNMENT TITTLE: PROJECT MANAGER - - CONTRACTS FOR ROADS DEPARTMENT INFRASTRUCTURE DEVELOPMENT PROJECTS Reference No. (as per Procurement Plan): BW-MTC-31544-CS-QCBS • Introduction • • General The Department of Roads has been inundated with projects that are never completed on time and on budget, which it has not been able to adequately address due to capacity constraints, resulting in some of these having huge claims which are often referred to the Dispute Adjudication Board or arbitration with the Department not being successful in winning some of these claims, hence the need to engage the services of the Project Manager - Contracts to assist in day to day project management of these projects which upon engagement will address contractual challenges faced by the Department. • • Background The Ministry of Transport and Communications through the Roads Department is tasked with, among others, the development and maintenance of roads infrastructure. The Roads Department covers approximately 18,000 km of roads under its jurisdictions. Government has embarked on design and construction of some roads, some of which are being rehabilitated while some are being upgraded from either earth, sand and gravel to bituminous standard. All these activities are being outsourced to Consultants and Contractors except routine maintenance activities which are done by force account. Therefore, this requires that construction and maintenance contracts be in-place before any contractor or consultant is engaged. Currently the Ministry through Roads Department is embarking on a rigorous implementation of Economic Stimulus Program, outside the normal road construction program and periodic maintenance of the public highway network with the view to create employment, empower citizen’s contractors and ensuring that the public roads network remains trafficable at all times and improving the riding quality of the road. This means that a lot of citizen and local contractors and consultants will be engaged thus requiring a lot of understanding of FIDIC contracts, any other contracts and expertise in the analysis of construction claims. • • Intention of Roads Department In order to proceed with the preparation of the proposed assignment, the Roads Department intends to engage the services of an Project Manager - Contracts to carry out a complete general assessment of project management services including but not limited to; coordination of the designs & construction works among different contractors/consultants employed by Roads Department; evaluation of construction claims for all Roads Department Infrastructure Development projects which are submitted by contractors/consultants employed by Roads Department and verification of payments submitted by the Contractors/consultants and issue payment certificates such as interim payment certificates and final payment certificate as specified in the contract to the Client for payments; • • Scope of Services The Project Manager - Contracts shall report to the Director of Roads and shall be responsible for at least the following detailed tasks to ensure proper and timely implementation of the Economic Stimulus Projects. The Project Manager - Contracts may from time to time review the extent of the Terms of references for other Roads Department projects and amend them with an exchange of letters. The Project Manager - Contracts shall monitor all Economic Stimulus Projects ESP, Development funded project which are normally prepared by private consultant, including Road Maintenance projects and will ensure that the contracts under Roads Department are properly implemented. In undertaking this assignment, the Project Manager - Contracts shall be expected to carry out the following: • Delivering tasks and assignments as directed by the Director of Roads so that the ESP-Project activities will be implemented on time, in compliance with the requirements of the contract and national laws, and in a manner that will ensure reaching overall and specific objectives of each activity • To manage the implementation of the design & construction works among different contractors/consultants employed by Roads Department funded through development budget; • Evaluation of construction claims for all Roads Department Infrastructure Development projects which are submitted by contractors/consultants employed by Roads Department. • Develop Annual Work Plans and budgets for the ESP within the general budgetary timelines of the RD. INTRODUCTION The Government of the Republic of Botswana through the Ministry of Transport and Communications has received funds from the World Bank through the International Bank for Reconstruction and Development (IBRD) to be used towards the cost of implementing the Botswana Integrated Transport Project (BITP). The Government intends to apply a portion of the funds to engage eligible consulting firms to carryout traffic studies and prepare conceptual designs for possible access and traffic management measures between and within the new and old Gaborone Central Business Districts (CBD). The city of Gaborone is facing a serious challenge in addressing rapidly increasing private vehicle ownership with attendant traffic congestion, poorly managed non-motorised traffic (NMT) and poorly regulated parking management. These challenges are particularly apparent in the central area of the city. A number of studies and project implementation initiatives have been advanced to address these challenges. This consultancy assignment will accordingly need to take into account these studies which are ongoing and those which are completed to thoroughly investigate and come up with long term sustainable solutions for the CBD which could be phased if deemed necessary. As a result of higher traffic flows in Gaborone emanating from the on-going developments within the city, including the new Central Business District, congestion is experienced at most of the major road intersections leading into and outside the new CBD, especially during peak hours. These intersections have been identified as bottlenecks to traffic flow which would otherwise be smooth along the city’s major routes. non-motorised traffic (NMT) between the new and old Central Business District has proved to be a challenge, taking into account the rail and bus terminals adjacent to the CBD. Accidents occur at these intersections and a correlation may be drawn between traffic flow and the number of accidents that occur at these intersections. At the moment there are four routes surrounding the new CBD namely, Nelson Mandela Drive on the eastern side across a railway line, Willie Seboni Road to the north, Molepolole Road to the south and Phillip Matante Drive (an extension of Lobatse Road) on the western side. Vehicular access into the new Central Business District is also a major challenge since it is only accessible through Phillip Matante Drive and Molepolole Road. B. GENERAL SCOPE OF THE SERVICES The primary objective of the scope of the consulting services is to carryout traffic studies and prepare conceptual designs for possible access and traffic management measures between and within the new and old Central Business Districts (CBD). There are currently four routes surrounding the CBD namely Willie Seboni Road, Phillip Matante Drive, Molepolole Road and Nelson Mandela Drive. More specifically the consultant shall prepare conceptual designs and bidding documents for appropriate long-term solutions which can be implemented based on Design Build and Transfer methodology, to provide access and improved traffic flow. The Consultant shall study different technical solutions for the CBD access points and suitable traffic management measures and prepare three (3) conceptual design options for each proposed linkage or traffic management measure with the intention of providing improved connectivity into and out of (as well as within) the Central Business District. Once the preferred technical option for each access point has been approved by the Client, the Consultant shall prepare the concept design and draft the bidding documents for implementation of proposed linkages and traffic management measures. The Consultant shall also assist in conducting pre-bid meetings, responding to queries of bidders, evaluation of bids, selection of a Contracting Entity and preparation of the civil works contract. The Consultant might also continue with the monitoring/supervision services of the civil works, under a separate contract, upon providing satisfactory services under this assignment and approval by the Client. The downstream assignment will broadly include proof checking on the design and shop drawings prepared by the Contracting Entity, monitoring the construction works under Design, Build and Transfer principles and supporting the Client during the Defect Liability Period. The conceptual design studies are aimed at providing the Employer with adequate data obtained from reliable investigations and studies which will eliminate any inconsistencies and uncertainties in the preparation of the final design by the Contracting Entity based on Design-Build and Transfer (DBT) methodology. All utilities, right of way (ROW) constraints and all other constraints must be identified during this study and prior to the preparation of detailed design and shop drawings, which will eventually be prepared by the Contracting Entity. The Contracting Entity will be expected to relocate all utilities before commencing construction. C. EXPRESSION OF INTEREST & INFORMATION Consulting firms are invited to submit Expressions of Interest (EOIs) for this selection, which shall respond to the following qualification criteria: • Extensive knowledge of Design Build and Transfer methodology. • Expertise in carrying out urban road designs and traffic management plans, conceptual designs for urban road within congested and compact areas taking into consideration the needs of pedestrians and NMT in general and public transport. • Demonstrate experience in working with urban transport model which will facilitate modal interface within the CBD • The firm should have previously executed the minimum of three (3) similar assignments D. FIRM PROFILE • It is anticipated that consulting firms responding to this Request for EOI will be individual firms, or a collection of firms (with one firm designated as the lead firm). The relationship should clearly be indicated between the firms. Where firms are associating, the submission must include verifiable evidence of association from all the parties E. REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL SELECTION) BOTSWANA INTEGRATED TRANSPORT PROJECT: LOAN NO. 7713-BW Reference No. (as per Procurement Plan): BW-MTC-97908-CS-IND Transport Specialist: Public Transport and Transport Master Plans Background The Government of the Republic of Botswana has received financing from the World Bank (WB) toward the cost of the Botswana Integrated Transport Project (BITP), and intends to apply part of the proceeds for consulting services. The BITP is aimed at improving the management of the transport sector. The initiative covers all transport modes and aims to promote better integration across the various transport subsectors and with the other economic sectors and promotes regionalization. Modernizing the entire transport system will require modern operational capacity in public administration, transport sector management, the building of implementation and maintenance capacity, improvement of the interregional transport infrastructure and increased private sector participation. It is against this background the appointment of the Transport Specialist -Public Transport & Transport Master Plan is required to assist in the implementation of the Botswana Integrated Transport Project (BITP). The services are to be provided for a continuous period of twenty-four (24) calendar months. The Consultant’s performance would be reviewed after 12 months which will shall only be extended upon satisfactory performance. The Client reserves the right not to extend the contract if the not satisfied with the performance of the specialist. The Transport Specialist -Public Transport & Transport Master Plan will support the work of the Ministry of Transport and Communications (MTC) to ensure compliance with contract obligations. Scope of Services The Transport Specialist-Public Transport & Transport Master Plan shall report to the Component Manager-A (who is responsible for overseeing project under Component A) and shall be responsible for at least the following detailed tasks to ensure proper and timely implementation of the BITP. These Terms of Reference may be reviewed from time to time and mutually amended with an exchange of letters. The Transport Specialist shall monitor project activities for the Greater Gaborone Public Transport Modernisation Project and National Multi-modal Transport Master Plan and Greater Gaborone Transport Master Plan to ensure that they are properly implemented. The Roads Department covers approximately 18,000 km of roads under its jurisdictions. Government has embarked on design and construction of some roads, some of which are being rehabilitated while some are being upgraded from either earth, sand and gravel to bituminous standard. All these activities are being outsourced to Consultants and Contractors except routine maintenance activities which are done by force account. This means that a lot of citizen and local contractors and consultants will be engaged thus requiring a lot of understanding of FIDIC contracts, any other contracts and expertise in the analysis of construction claims. • Intention of Roads Department In order to proceed with the preparation of the proposed assignment, the Roads Department intends to engage the services of an ESP Project Manager to carry out a complete general assessment of project management services including but not limited to; coordination of the designs & construction works among different contractors/consultants employed by Roads Department; evaluation of construction claims for all Roads Department Infrastructure Development projects which are submitted by contractors/consultants employed by Roads Department and verification of payments submitted by the Contractors/consultants and issue payment certificates such as interim payment certificates and final payment certificate as specified in the contract to the Client for payments; • Scope of Services The ESP Project Manager shall report to the Director of Roads and shall be responsible for at least the following detailed tasks to ensure proper and timely implementation of the Economic Stimulus Projects. The ESP Project Manager may from time to time review the extent of the Terms of references for other Roads Department projects and amend them with an exchange of letters. The ESP Project Manager shall monitor all Economic Stimulus Projects ESP, Development funded project which are normally prepared by private consultant, including Road Maintenance projects and will ensure that the contracts under Roads Department are properly implemented. In undertaking this assignment, the ESP Project Manager shall be expected to carry out the following: • Delivering tasks and assignments as directed by the Director of Roads so that the ESP-Project activities will be implemented on time, in compliance with the requirements of the contract and national laws, and in a manner that will ensure reaching overall and specific objectives of each activity • To manage the implementation of the design & construction works among different contractors/consultants employed by Roads Department funded through development budget; • Evaluation of construction claims for all Roads Department Infrastructure Development projects which are submitted by contractors/consultants employed by Roads Department. • Develop Annual Work Plans and budgets for the ESP within the general budgetary timelines of the RD. Such information would be used in the development of the RD’s proposed National Budget. • Monitor the implementation and progress of projects according to approved objectives, plan of action and budget, and record progress; prepare a schedule for completion of the project in a systemic manner; ensure adherence to deadlines. • Participating in all phases of Project implementation to ensure timely and successful progress of the agreed project plans; • Follow up on the implementation of all project activities with relevant parties (consultants, Consultants, etc.); • Keep track of all stages of projects by documenting and recording outcomes; identify challenges and suggest changes when needed • Participating in strategic planning for the Project and communicating with all parties involved in project implementation to ensure that all organizations work together effectively; • Participating in the preparation of annual work plan and the necessary progress reports as required for the Project; • Participating in day-to-day work related to project implementation, procurement, disbursement, auditing, reporting monitoring and evaluation; • Supporting any committees, working groups or similar bodies established for the preparation, implementation and/or supervision of the loan projects and/or specific activities; • Conduct fieldwork when necessary; this includes attendance of all monthly site meetings and visits to ensure the implementation of project activities; prepare and/or edit meeting minutes and process briefings • Seek proactively solutions for the problems and obstacles that might occur during the projects implementation. • Actively collaborating with other key stakeholders i.e MFED; MLGRD; MIHD NSO;GICO and Office of the President • Performing other project related activities assigned by the Director of Roads as may be required. • Technical assistance to RD and project relevant stakeholders on matters relating to contracts including assessment of claims and disputes resolutions • Deliverables • The ESP Project Manager is expected to deliver the following results during his/her tenure of Contract, as soon as certain action is completed: a) Reports on his/her review on each report received from the consultant on the conceptual designs for project activities, especially on contractual matters and project scope. b) Reports on his/her review on each detailed design reports and specifications received by RD, from project consultants and contractors, especially contracts matter and project scope d) Report on assisting RD and project stakeholders in the use of Contracts Documents as well as specifying the training required. e) Report on providing guidance on the supervision of the works, f) End of project report on observations and recommendations Contract management of individual RD projects as instructed by the Director of Roads • Timing and Level of Effort This is a full-time engagement for an initial period of twelve (12) months and to be extended based on good performance. RE-ADVERTISEMENT REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL SELECTION) BOTSWANA INTEGRATED TRANSPORT PROJECT: LOAN NO. 7713-BW Assignment Title: Contract Management Specialist for the Botswana Integrated Transport Project (BITP) Reference No. (as per Procurement Plan): BW-MTC-60838-CS-IND Background The Government of the Republic of Botswana is currently undertaking the Botswana Integrated Transport Project (BITP). The BITP is a road sector project worth USD 385 million or about BWP 4.3 billion (at current exchange rates) which commenced in 2010 and was planned for completion in 2020. As a multifaceted project/programme, it contains 17 sub-components covering various modes of transport. The project is part-financed by the World Bank through an IBRD loan of some USD 186 million, OPEC Fund for International Development (OFID) with a loan sum of US$ 40 million and the Government of the Republic of Botswana, through its domestic funding, making provision for the remaining USD 159 million. The Project Development Objective (PDO) of the BITP as outlined in the Loan Agreement (Schedule 1) is ‘… to enhance the efficiency of the Borrower’s transport system by building a modern business management capacity, and improving the strategic planning aspects of inter-regional transport, and critical infrastructure.’ The accomplishment of the goals and objectives of the BITP is therefore expected to have a long term effect on the transport sector in Botswana with the following expected outcome as given in the Project Appraisal Document (PAD): On building modern business management capacity; ‘(a) The successful introduction of the modern method of road asset management starting with the implementation of the pilot OPRC (output and performance-based contracting) scheme … and replicate in other districts once it is proven successful’ and ‘(b) Introduction of modern traffic management and technical solutions to effectively reduce traffic congestion in Gaborone City.’ On improving strategic planning aspects of inter-regional transport and critical transport infrastructure; ‘…the successful implementation of major strategic vision for regional integration of Botswana. The various studies to be completed under the project aim to provide strategic and policy guidance to achieve such vision. The studies will also form part of national master plan to effectively direct the critical transport infrastructure investment.’ The major components of the BITP are as follows: Component A: Capacity Building, Institutional Strengthening and Training – this component aims to introduce strategic planning and transport integration, modern methods of management and contracting, technology improvement, knowledge development and sharing. These include preparatory consultancy services (feasibility studies and conceptual designs) for Components B and C, regional integration studies and transport master plan, and training of both Government officials and construction industry practitioners in furtherance of the BITP PDO. Component B: Roads Sector Investment – this component introduces a pilot for the long term output- and performance-based road contracting (OPRC) method for road asset management program covering rehabilitation, improvements (upgrading) works, and routine and periodic maintenance for 336km (originally targeted 857km) of rural and semi-urban roads and construction of associated access roads. The component also includes technical advisory services for monitoring implementation under this component. Component C: Urban Roads Infrastructure Investment – this component comprises the implementation of an urban traffic improvement program in Greater Gaborone and technical advisory services to supervise construction of the improvement works under this component. The improvement works include: the improvement of public transport system through setting up of Dedicated Bus Lanes (DBLs), grade separation of three major intersections along the KT Motsete road, the improvement of traffic signals and establishment of Centralised Traffic Control Centre in Greater Gaborone area. Objectives The appointment of a Contracts Specialist is required to assist in the implementation of the Botswana Integrated Transport Project (BITP). The services are to be provided for a continuous period of twenty-four (24) calendar months. The Consultant’s performance would be reviewed after 12 months which will shall only be extended upon satisfactory performance. The Client reserves the right not to extend the contract if the not satisfied with the performance of the specialist. RE-ADVERTISENENT REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL SELECTION) BOTSWANA INTEGRATED TRANSPORT PROJECT: LOAN NO. 7713-BW Assignment Title: Transport Modeler for the Botswana Integrated Transport Project (BITP) Reference No. (as per Procurement Plan): BW-MTC-30524-CS-IND Background The Government of the Republic of Botswana has received financing from the World Bank (WB) toward the cost of the Botswana Integrated Transport Project (BITP), and intends to apply part of the proceeds for consulting services. The BITP is aimed at improving the management of the transport sector. The initiative covers all transport modes and aims to promote better integration across the various transport subsectors and with the other economic sectors and promotes regionalization. Modernizing the entire transport system will require modern operational capacity in public administration, transport sector management, the building of implementation and maintenance capacity, improvement of the interregional transport infrastructure and increased private sector participation. National Multimodal Transport Master Plan (NMMTMP)/ Greater Gaborone Transport Master Plan (GGMMTMP) The NMMTMP/GGMMTMP started in 2014 and is expected to finish in 2018, it will provide the main tool for transport planning in the country. It covers all modes of transport and regional as well as national transport. The planning horizon is 2036 to align with the National Vision 2036 of Botswana. The work on the plans is entirely outsourced to consultants. The aim of the assignment is to set up a process in plan preparation and not only to prepare one plan. Transport Modelling One of the main NMMTMP/GGMMTMP tasks is the preparation of Multi-Modal Transport Demand Forecasting Models for each plan. The two models are also being prepared by the consultants who are engaged by the Ministry of Transport & Communications (MTC). The models that are being developed are proprietary to the transport modelling sub-consultant involved in the planning project. Because of this the model is likely not to have the requirements needed for expediting a standardised national transport modelling resource. Transport Modelling Capacity The MTC is expected to set up a new Department/Unit of Transport Policy and Planning (DTPP) within which there will be transport modelling Unit (TMU). The new unit will have the functions of transport modelling and transport database management with the internal capacity to provide related services to the rest of the sector. This would considerably enhance the planning capacity in line with the objectives of the BITP. Education and Training Currently there are no courses in transport modelling in Botswana and graduates in urban and physical planning as well as in civil engineering have no knowledge or skills in the subject. The current situation also compels the Government to continuously procure concomitant services from the consulting industry. Therefore, equipping the University of Botswana to carry out such training would be a step in the right direction in capacity building. Assignment Objective The objective of the assignment is to set up sustainable national transport modelling processes to implement the NMTMP and GGTMP. Specific Objectives The specific objectives that needs to be achieved in this assignment are set out below: • To review in detail the transport demand modelling prepared by the consultants engaged in preparing the NMMTMP/GGMMTP and ensure that it is fully compliant with the scope of work that is defined for the modelling in the terms of reference. • To evaluate all of the most widely used transport modelling applications globally available and recommend the best model that meets the needs of Botswana; to assist in its procurement, install the application in new hardware and transfer the NMMTMP/GGMMTMP modelling data to the new application. (Note that a procurement budget is provided) • To provide and train counterpart staff in the use of the model and technical assistance to various users to apply the model to elaborate certain key projects that are planned and ongoing. • To provide Technical assistance for setting up transport sector information systems, database and GIS initiated collectively known as the National Transport Database (NTDB) in the NMMTMP process, to provide current information on status and performance of the transport system and ensure they fully interface with the transport model. • To provide Technical Assistance for setting up the transport modelling team, including procedures for data management and information sharing. • To support the recruitment process for transport modellers and provide on the job training. • To prepare training manuals for transport modelling that can be shared with other stakeholders such as Gaborone City Council and University of Botswana. • To provide Technical Assistance in the whole process of the establishment a transport modelling team to implement the NMMTMP and GGMMTP following their adoption by Government. This shall include support to preparation of subsectors strategies, elaboration of the programmes contained in the Master Plans and application to demand forecasting for some specific projects. Qualification Requirements The individual should be a transport modelling expert. The minimum qualifications shall be a Masters’ Degree in transport planning, management or modelling or equivalent from a recognized training institution. The expert must have a minimum of 10 years of experience in transport modelling of which 5 years must include national transport modelling and urban transport modelling. The expert must also have demonstrable technical assistance and training skills. Ideally 3 years of experience shall be in developing countries. Experience in donor funded projects will be an added advantage. Duration The duration of the assignment shall be twenty-four (24) calendar months. The assignment aims to provide the necessary capacity building and infrastructure improvement, which will, in turn, increase the competitive edge required for the opening up of the opportunity for export diversification through identifying the industry needs and subsequently training the both the construction and consultants industry with the implementation period of two years. Background Government of the Republic of Botswana continues to face a number of development challenges in its continuing forward march for progress. The country’s relatively narrow economic base in diamond mining has resulted in the benefits of development not being broadly shared. At this juncture it is therefore essential to diversify, putting increasing reliance on the private sector to lead activities in manufacturing agro-processing and services. In pursuit of this, the Government of Botswana through the Ministry of Transport and Communications (MT&C), together with the World Bank (WB), is currently in the process of implementing the Botswana Integrated Transport Project [BITP] designed to assist in the restructuring, modernising and, provision of the planning necessary for the entire transport system into the future. The purpose of this assignment is therefore; to investigate the current challenges faced by the industry, draft a road map on how the industry can be developed and recommend to both address any capacity gaps and to assist the development of the industry. Project Objective The purpose of this assignment is to investigate the current challenges faced by the industry, draft a road map on how the industry can be developed and recommend to the Client both how to address any capacity gaps and assist the development of the industry through the implementation of training programs suited to address the recommendations. Specific Objectives The objectives of the Study is divided into two Phases. Phase 1 will focus on the industry review and mapping the way forward for the local construction industry. Specific tasks are: • Follow up with relevant stakeholders for the better understanding of the status quo which will help in making an informed decision • Develop a comprehensive report on the state of the industry as is and draw up a road map with mitigations on how it can be effectively operating, and • Recommend a training program to address the gaps identified during the study and to assist the consulting and contracting industry to develop further. This would begin by enhancing system efficiency, followed by positioning the country as the transport hub for Southern African Development Community (SADC) Region. The realization of a competitive edge will allow for export diversification,strengthening of the private sector, income redistribution and finally poverty reduction. Background The National Integrated Transport Policy being developed by the Ministry of Transport and Communications intends to create the vision, direction and strategic framework in which the transport sector will evolve over the next 30 years. The development of the Transport Master Plan and Transport Strategies are key in the execution of the Transport Policy. Transport Hub The Transport Hub was established as a pro-active specialist unit focused on building a sustainable transport and logistics network and positioning Botswana as a world class transport hub in the Southern Africa Region. The key mandate of the transport hub is to identify opportunities to leverage competitive, strategic advantage, encourage entrepreneurship in the transport industry and identify constraints,facilitate transport and trade within the region and internationally. Invitation of Firms: The Ministry of Transport andCommunications which is the implementing agency invites eligible consulting companies, with a proven track record on similar assignments, to express their interest in providing the services for carrying out the NMMTMP and all other associated strategies. Experience: The consultant must have a thorough understanding of the transport sector with regard to organization structure, management and its relationshipwith productive sectors, concepts of integration and land use planning and to providing sustainable mobility, as well as project identification, selection, evaluation and prioritization. The consultant must beable to show that they have proven record in preparing a strategically based, results orientated plan that is economically and environmentally sustainable and not a shopping list of uneconomic, unrelated projects and measures that have no demonstrable outcomes. The consultant must also show that they are able to provide technical assistance and have a proven track record in assisting governments to set up and implement reforms at the highest level. The consultant must provide examples of experience in establishing institutional arrangementscovering establishment of sound organizational structures, development of legislation, procedures, tools that will be needed for the implementation, monitoring and evaluation of the plan over time. The scope of work will include but not be limited to the following broad sub-tasks: i) Review and analysis of the present situation, including extensive data collection on transport policy, operational structures, infrastructure covering detailed analysis of major regional, local and rural roads; domestic and international air transport facilities and rail connectivity, services, operation/operators andlogistics services. The road sections may require different treatment/interventions at different times depending on their conditions, level of services required and cost associated; with the Contracting Entity carrying out required interventions (improvement, rehabilitation, construction and maintenance) at different times in order to achieve the pre-determined level of services during the entire contract period. The consultancy services will be for a continuous period of about 10 years with an estimated staff input of about 370 staff months. The successful consultant will enter into a time-based contract with the Client. A road network of about 335 km is divided into two packages as follows: · Package 1(About 123.5 km plus about 52.5 km of access roads to be improved only): Road A2-4: Polokwe – Sejelo Police (6.87 km), A2-5: Kanye – Jwaneng (72.71 km), A10: Mmankgodi Junction- Polokwe (43.8 km). · Package 2 (About 144 km plus about 15.1 km of access roads to be improved only): Road B101: Rakhuna – Tlhareseleele - Pitsane – Phitshane Molopo – Mabule (144 km) Specifically, the consulting services will, among others, cover the following: · Monitoring of the Contracting Entity's Performance during Mobilization, Design, Improvement, and Rehabilitation Stage, Network Condition Monitoring during Periodic and Routine Maintenance Stage, Network Information and Data Analysis. · Review of technical documents submitted by the Contracting Entity. · Review quarterly applications for payment made by the Contracting Entity in accordance with the Conditions of Contract; review and evaluate the liquidated damages and or determination of payment reduction and recommend to the Employer the amounts to be deducted from payment and the procedure to follow. · Contribute actively to the learning process of Government staff and the personnel of Contracting Entity in the use of database system, document management system and all parameters included in the OPRC Projects, · Prepare and submit the following reports and documents, in English language in an approved format: Inception Report, Annual Work Programme Report, Design Review Report, Monthly Progress Report, Quarterly Progress Report, Final Completion Report etc Submission of EOI One original and four (4) copies (one electronic as a pdf.file) of the expression of interest must be submitted in a sealed envelope clearly marked "Preparation and Design of a Pilot project for Area Wide Output- and Performance-based Contracts for the Management and Maintenance of a road network of about 335km" and should be delivered at the address below and addressed to "The Secretary, Ministerial Tender Committee, Private Bag 00414, Gaborone, Botswana" by 1000 hours local time.
