Request for Expression of Interest (REOI) Addendum: Notice of New Submission Date COUNTRY : REPUBLIC OF SOUTH SUDAN IMPLEMENTING AGENCY : MINISTRY OF TRANSPORT PROJECT : SOUTH SUDAN-CONNECTIVITY FOR GROWTH PROJECT CONSULTING SERVICES : Recruitment of Individual technical expert on Inland Water Transport to provide support in drafting Inland Waterways Transport Authority Bill for the Ministry of Transport, Republic of South Sudan DUTY STATION : Ministry of Transport (MOT) Ref No: SS-MOT-451994-CS-INDV 1. The Government of the Republic of South Sudan (GoSS) (hereinafter called “Recipient”) has received financing from the World Bank (hereinafter called “Grant”) toward the cost of the South Sudan-Connectivity for Growth Project. Based on aforementioned, MOT is seeking to use a portion of the funds to finance the Individual technical expert on Inland Water Transport to provide support in drafting Inland Waterways Transport Authority Bill for the Ministry of Transport, Republic of South Sudan. 2. The objective of the assignment is to provide technical support on matters relating to: (i) Developing Inland Waterways Transport Authority Bill for the Ministry of Transport. (ii) Develop other relevant guidelines, regulations, and specifications for seamless inland water Transport management and Operations (including River Ports management and its operations) in South Sudan. (iii) Initiate the process of enacting the developed Bill into Law, in close consultation with the Ministry of Justice & Constitutional Development 3. The Technical Expert will assist the Project in the accomplishment of the following key tasks: • Support the development and drafting of Inland Waterway Transport Authority Bill for the Republic of South Sudan, taking into account good international best practices. • Support the development of other relevant guidelines, regulations, and specifications that will contribute to seamless inland water Transport management and Operations (including River Ports management and its operations) in South Sudan. • Identify gaps between the existing national legislation and the required legal and regulatory framework for good governance in the inland Waterway Transport Sector. • Contribute to capacity building of the Inland Waterways Transport staff that will enhance improvement in the institution to bring about efficiency, reliability and sustainability of the Inland Waterway Transport management. • Draft Inland Water Transport Authority Bill for South Sudan, and, • As per the draft Bill, expand on the schedules and develop relevant guidelines, regulations, and specification for seamless inland water Transport management (including port management and operations) in South Sudan. 4. Duration: The contract for this assignment is expected to run for a period of Six (6) Calendar Months. 5. Selection Criteria: The selection shall be based on qualification, experience and skills of the consultant and followed by an interview. The qualification, experience and skills should include: (i) Have technical expertise in Inland Water Transport, Ports and Waterways and with extensive experience on technical and /or legal issues of Ports, Inland Navigation with background in Inland Waterway Economics and Law, (ii) Be a technical practioner with a minimum of 10 years’ experience in public policy, transport/waterways reform, and institutional strengthening. The candidate should be willing to share evidence and references for this experience if asked to. (iii) Possess extensive knowledge and understanding of transport/waterways issues, institutions, policies and regulations, directives/decisions, and international conventions (agreements) relevant to transport in the Republic of South Sudan or Eastern African Region. (iv) Possess excellent knowledge of legislations relating to Inland Waterways, Maritime Affairs, Port and should have supported developing and drafting of bills, regulations, guidelines. (v) Should possess at least graduate degree in either Transport, Logistics, Economics or Law. A Specialization in Inland Waterways, Maritime Affairs and Ports will be considered as an advantage. (vi) Have excellent knowledge of English and computer skills such as MS word, Excel and Power Point. 6. MOT now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon submission of Expression of Interest (by e-mail at the address given below). 7. The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest. 8. A consultant will be selected in accordance with the procedures set out in the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 for selection of individual consultant. 9. The Government of the Republic of South Sudan (GoSS) (hereinafter called “Recipient”) has received financing from the World Bank (hereinafter called “Grant”) toward the cost of the Transport Sector Development Project. Based on aforementioned, MOT is seeking to use a portion of the funds to finance the position of the National Finance Officer. 2. The objective of the assignment is to assist the project in implementing sound and functional financial management arrangements of the project in the Ministry of Transport and Ministry of Roads and Bridges of the Republic of South Sudan and any other implementing entities directly involved in the implementation of the project. Specifically, he/she will work under the Project Implementation Units of the Project (TSDP PIUs) established in the Ministry of Transport and Ministry of Road and Bridges. 3. The National Finance Officer will assist the Senior Finance Management Specialist in the overall financial management of the project, liaise with the Ministry of Finance and Planning for approval of payments; commercial banks for processing of payments and withdrawal of funds, ensure all financial transactions are accurately approved and adequately supported according to the Financial Management Manual and for project purpose in accordance with relevant financing agreement; manage and monitor advances with concerned persons and implementing departments for timely clearing and reporting of the expenditures. He/she will also assist with the preparation of withdrawal application for replenishment/direct payment, any other assignment that may be given from time to time by the Project. Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; (ii) their employment will not create Conflict of interest. 4. Duration: This is a fulltime position. The contract is expected to run for a period of Twelve (12) Calendar Months. Extension of the contract will be subject to the need and satisfactory performance of the contracted applicant. 5. Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualification, experience and skills should include: At least a Bachelor’s degree in Accounting, Business administration or Finance; plus Level II of a relevant professional qualification such as ACCA, CPA, CIPFA or a master’s degree in business administration, finance or accounting at least five (5) years of relevant financial management and accounting experience and at least three (3) years’ experience in similar positions in the public and private sector or International Organizations/NGO/Donor-funded projects; 6.
