MINISTRY OF TRANSPORT AND COMMUNICATIONS DEPARTMENT OF ROADS INTEGRATED TRANSPORT PROJECT Loan No. 7713-BW Project ID: P102368 Consultancy Services for Conceptual Design, Preparation of Bidding Documents, Assistance during the Selection of Contractor and Monitoring/Supervision of Construction, Installation, Operation and Maintenance for Traffic Signals Modernization and Provision of Centralized Traffic Control (CTC) for Greater Gaborone City MTC 240/5/9B/2011/2012(11) REQUEST FOR EXPRESSION OF INTEREST (EOI) The Government of Botswana has received a loan from the World Bank towards the cost of the Botswana Integrated Transport Project (BITP) and intends to apply part of the proceeds of this loan to finance eligible payments for the Consultancy Services for Conceptual Design, Preparation of Bidding Documents, Procurement and Monitoring for Traffic Signals Improvements and Provision of Centralized Traffic Control (CTC) for Greater Gaborone (hereinafter referred to as the Project). Background Roads Department under the Ministry of Transport and Communications (MoTC) together with the Gaborone City Council intends to improve road traffic management as a way of improving traffic flow especially during peak periods. Congestion at traffic signal junctions is due to high volumes of traffic, poor geometric design standards, inefficient phasing/staging arrangements and the predominance of fixed time traffic signal settings, many of which are no longer appropriate for the changing traffic flows and patterns. High accident rates are recorded at some of these intersections. Invitation of Firms The Botswana Roads Department (RD), which is the implementing agency on behalf of MoTC, invites consulting firms, with a proven track record on similar projects to express their interest in providing the services for the realization of the project. Due to the complex and multifaceted nature of this project, invitations from consortia are welcome. For a successful execution of the project, it is essential that the Consultant fully understands the concept of Output- and Performance-based Contracting (OPRC) and the requirement Interested Consultants must provide information indicating that they are qualified to perform these services (brochures, description of similar assignments, Scope of Services The overall objective of the project is to improve traffic flow in the City and reduce accidents. The purpose of the consultancy services is to assist the Roads Department to deliver modern traffic management systems for Greater Gaborone. The consulting services will among others cover the following: 1. Project Preparation including a) conceptual design and bidding documents for civil works pertaining to traffic intersections, road widening and replacement of street furniture, b) conceptual design, bidding documentsand specifications for electrical/mechanical equipment needed for traffic signals; Centralized Traffic Control and Closed Circuit Television systems, c) conceptual architectural design and construction of building/s to provide housing for CTC andsupporting services; d) training for future operatives e) oversight of operations and maintenance and e) institutional building and business planning to ensure sustainability. Cost estimates for all components. (Phase 1 of the project, lasting 6 months). 2. Asistance in procurement process of contractors), and bid evaluation process (Phase 1 of the project, lasting 2 months). 3. Project monitoring and intermediate attendance during Defect Liability Period (Phase 2 of the project, lasting 24 months). 4. Project oversight of the operation and maintenance of the traffic signals and CTC systems including assisting the client in the establishment of traffic signal management agency and the effective transfer of the systems to that agency to assure that all outcomes are sustainable.(Phase 3 of the project lasting 36 months) Submission of EOI One original and four (4) copies of the expression of interest must be submitted in a sealed envelope clearly marked "Conceptual Design, Preparation of Bidding Documents, Procurement and Monitoring for TrafficSignals Improvements and Provision of Centralized Traffic Control (CTC) for Greater Gaborone" and should be delivered at the address below and addressed to "The Secretary, Ministerial Tender Committee, Private Bag 00414, Gaborone, Botswana" by 0800 hours local time. (GMT+2:00) February 2, 2012. The submissions shall be opened immediately thereafter in the Conference Room of the offices of the Ministry of Transport and Communications in the presence of firms or their representatives who choose to attend. LATE SUBMISSIONS WILL NOT BE ACCEPTED and will be returned to the consultant unopened. Selection Criteria Selection of consultant firms will be in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment ofConsultants by World Bank Borrowers, published in May 2004, revised October 2006. It should be noted that the Botswana Roads Department is not obliged to invite to participate in the subsequent bidding process any particular potential consulting firm that expressed an interest in this project.
