The Republic of South Sudan has received a Grant from the Multi Donor Trust Fund # South Sudan (MDTF-SS) administered by the World Bank toward the cost of the Water Supply and Sanitation Project and intends to apply a portion of the funds to eligible payments under the contract MWRI-SUP-007/2011 for which this Invitation for Bids is issued. 3. The Ministry of Water Resources and Irrigation now invites sealed bids from eligible and qualified bidders for the Supply of New Motor Vehicles: Station Wagon 4WD - 11 Numbers. 4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits May 2004, revised October 2006, and is open to all bidders from Eligible Source Countries as definedin the Guidelines. 5. A complete set of Bidding Document in English may be obtained by interested bidders at the Directorate of Rural Water Supply and Sanitation, Ministry of Water Resources and Irrigation, Juba Southern Sudan upon payment of a non-refundable fee of 200 South Sudanese Pounds (SSP) or 75 United States Dollars. The method of payment will be cash. (The Bidding Document is being provided in Hard Copy. However, a soft copy in CD is also being provided along with the Hard Copy. Bidders should note that in case of any difference in the hard copyand the soft copy, the one in hard copy will prevail). 6. Qualifications requirements include: (a) Financial Capability The bidder shall furnish documentary evidence that it meets the following financial requirement(s): Bidders shall include a letter from a reputed bank indicating their financial status which will indicate their ability to perform the contract of the magnitude equivalent to the quoted bid price. This evidence should be submitted together with the bid. (b) Experience and Technical Capacity The bidder shall furnish documentary evidence to demonstrate that itmeets the following requirement(s): · bidder must provide evidence of having executed at least two contracts of similar magnitude for supply of vehicles within the period of last five years. · spare parts and after sale services must be available in purchaser's country or confirm that the bidder will establish the above services within 30 days of notification of award. This assurance shall be submitted together with the bid. 8. Bids must be delivered to the address below on or before 15:00 Hrs South Sudan Time on 18th October, 2011. Electronic bidding will not be permitted. Late bids will be rejected. The Ministry of Water Resources and Irrigation of the Government of Southern Sudan has received a grant from the Multi Donor Trust Fund administered by the International Development Association (IDA), in the amount of US$ 30 million towards the cost of Water Supply and Sanitation Project (WSSP) and intends to apply part of the proceeds towards thedesign and piloting the operation of a water information system (WIS). Description of services: The service includes, the Design of a comprehensive Water Information System (WIS) for Southern Sudan covering all water-related data and an upgraded Hydrological Information System (HIS), which will include the collection of field data at the required intensity and frequency; time-effective transmission; data processing and analysis, spatial GIS datasets; data if available from bathymetric and environmental surveys; data from special studies including use of weather radar; and institutional strengthening and capacity building. The services have to be accomplished in following two parts one after the other: Part 1: The first part will cover the design and testing of a Water Information System (WIS) with details of attendant operations and maintenance needs for Southern Sudan. (In the first nine months): Part 2: The second part will deal with a comprehensive assessment of water resources through the implementation of the designed water informationsystem in a pilot sub-basin (Kuron in Upper Pibor Catchment in Eastern Equatoria, PSB), as a testing platform for the functioning of HIS/WIS (in the next six months): A Project Management Team within MWRI manages the WSSP, including this component, in close collaboration with the State Governments and other GOSS stakeholder institutions. Southern Sudan - Water Supply and Sanitation Project
GENERAL PROCUREMENT NOTICE Country: Southern Sudan Name of Project: Water Supply and Sanitation Project MDTF TF No.: TF096197 Project ID No. P111061 The Government of Southern Sudan has secured financing for the Water Supply and Sanitation Project in the amount of US$ 30 million equivalent from the Multi Donor Trust Fund administered by World Bank. The Ministry therefore intends to apply part of the proceeds to pay for goods, works, consulting and related services to be procured under this project. The project includes following Components: Component 1: Water Supply and Sanitation Works. This component will finance drilling of new boreholes, installation of hand pumps, rehabilitation and repair of existing boreholes, springprotection, hand dug wells, construction of hafirs and water barriersand water distribution system with treatment facilities. Also, the provision of public latrines in schools and health centers, construction/ fencing of oxidation ponds, construction / rehabilitation of State Directorate offices including construction of water quality testing laboratories, rehabilitation of Amadi Development Institute and construction of warehouses are included in this component. Component 2: Water Supply and Sanitation Goods: This component will finance procurement and supply of supply of office furniture, supply and installation of V-Sats, computers, copiers, printers, generators, water testing kits, procurement of motorcycles, cars and pickup trucks. It also includes procurement of vacuum tankers with accessories and spare-parts, supply of backhoe and supply of fastwearing out spare parts for hand pumps. Component 3: Te chnical assistance to support the Project Management Team (PMT) Consultancy : Through this component, technical assistance (TA) will be procured to support the project management team (PMT). Additionally, separate TAwill be procured to support in training/identification and supervision of resource persons who will train Community Water Committees; reviewing final project development of sanitation strategy, assist in the inventory of existing water points. Also, TA to implement Feasibility Studies and Design of Water Supply and Sanitation Systems for 7 State Capitals; in addition to TA for implementing the water resources information system (including the assessment of existing groundwater, surface water resources and water use studies) are to be procured. Procurement of goods, works and services will be conducted through the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits (current edition) , and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition). Specific procurement notices for contracts to be bid under the World Bank's international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket, and in regional and local newspapers in Sudan.
