Urban Drainage Engineer

BENADIR REGIONAL ADMINISTRATION MOGADISHU MUNICIPALITY SOMALIA URBAN RESILIENCE PROJECT PHASE TWO (SURP-II) REQUEST FOR EXPRESSION OF INTEREST (REOI) INDIVIDUAL CONSULTANT’S SELECTION Country: Federal Government of Somalia Name of the Project: Somalia Urban Resilience Project-Phase Two Consulting Service: BRA PIU Urban Drainage Engineer Individual/Firm: Individual Duty Station: Mogadishu Municipality Deadline: 29th June 2025 Ref No.: SO-MM-492786-CS-INDV Somalia Urban Resilience Project Phase Two (SURP II or the “Project”) aims to enhance the resilience of select cities, with a particular focus on supporting physical infrastructure by financing investments in priority urban infrastructure. The Project will also strengthen the municipal government’s capacity and foster confidence in local structures, while supporting cooperation between the Federal Government of Somalia (FGS), Federal Member States (FMS), and municipal governments. Furthermore, the Project aims to help strengthen social resilience by fostering social cohesion and supporting infrastructure that benefits both host communities and internally displaced persons, ensuring investments are prioritized through a participatory, evidence based and inclusive decision-making process. Government-citizen trust will be at the core of the Project, with communities engaged at all stages of project design, implementation, and monitoring. The Project was approved in December 2019 and is expected to close on 31st December 2026. The Banadir Regional Administration (BRA) is seeking to use a portion of the SURP-II funds to finance the recruitment of BRA PIU Urban Drainage Engineer. The Urban Drainage Engineer will be responsible to assist; provide technical support and oversight to the BRA-PIU in the implementation of urban drainage infrastructure investments. The Urban Drainage Engineer will lead comprehensive review and enhancement of drainage designs and support the implementation of trunk drainage to improve urban resilience in Mogadishu. Guiding the implementation of grey and green infrastructure, including micro-tunneling. The engineer will provide rigorous oversight and reporting during and after construction. The drainage engineer will also provide appropriate capacity building for the Municipality technical staff. The engineer will provide support to ensure the Project is on track to achieve its objectives, as per the results framework set out in the Project Appraisal Document. Functionally, the engineer will report to the PIU Coordinator. For technical issues, the Engineer will consult and coordinate with the PCU Engineer. The selection shall be based on the qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include: The selected candidate should demonstrate the following key skills and and experience: • Master’s degree and BSc. in Civil, Environmental or Hydraulics Engineering or other related engineering courses, and, or other related discipline, or at least 12 years of specific experience in design and construction of urban drainage and sewerage infrastructure. • Professional engineering is registered by an acceptable engineering professionals’ registration authority, and with least 8 years of professional experience in flood risk management engineering or sewerage or water resources management engineering, and in contract management of urban infrastructure development. • Sound knowledge and analytical skills on flood risk management or water resources management engineering. • Strong and demonstrated skills and experience in working with government authorities and officials and large groups of experts on the topic or on other major civil engineering hydraulic projects. • Proficiency in at least one engineering design software e.g. AutoCAD, Civil 3D, Open Flow Storm, or GIS. • Ability to work as a team with other experts. • Ability to schedule, manage and deliver multiple tasks against strict deadlines • Strong communication, interpersonal, outreach, and facilitation skills • Excellent oral and written communication and presentational skills in English will be required. • Good knowledge of the context of the countries in the East Africa region. Previous experience in Somalia will be an added advantage. • Experience in use of World Bank’s or other multilateral development banks (MDBs) standard procurement documents for work and consultants will be an added advantage. The duration of the assignment shall initially be for a period one year with a three-month trial period at the start of the contract. The Banadir Regional Administration (“Client”) now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services and provide his/her Curriculum Vitae (CV) and proof of certificates. The duration of the assignment is one year with a three-month trial period at the start of the contract. The renewal is not validated until after the satisfactory performance evaluation by the PIU and approved by the World Bank and based on availability of budget. The M&E Specialist will be responsible for coordination of the design, implementation, and reporting of the M&E and knowledge elements of SURP II for the Mogadishu Municipality. The Specialist will be responsible for design, quality, development, and completion of all assessments, analytical reports, and evaluations required under the Project. The Specialist will provide support to ensure the Project is on track to achieve its objectives, as per the results framework set out in the Project Appraisal Document. Functionally, the M&E Specialist will report to the PIU Coordinator. For technical issues, the Specialist will consult and coordinate with the PCU M&E Specialist. The selection shall be based on the qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include: • A master’s degree in a relevant field, such as Project Management, Economics, Statistics, Data Science, Management Information Systems, Development Studies, Social Sciences, or related disciplines, with a particular focus on monitoring and evaluation, statistics, or research methodologies. • At least 7 years of professional experience in monitoring and evaluation (M&E) functions. • A minimum of 5 years of experience in designing and implementing M&E plans and programs within urban infrastructure/development projects, particularly for World Bank-financed urban infrastructure initiatives or similar donor funded projects. • Proven skills in designing and field-testing surveys and other data collection instruments. • Proficiency in using M&E tools, including Mobile Data Collection platforms (e.g., ODK, Kobo Toolbox, ONA), GIS software, and Data Visualization tools (e.g., Microsoft Power BI, Tableau). Basic proficiency in GIS software such as QGIS is considered an advantage. • Strong capability in establishing baseline measurements for results monitoring. • Demonstrated experience with computerized database systems or monitoring information systems. • Exceptional report writing skills in English, with a strong ability to draft concise, reader-friendly documents tailored to various target audiences, including non-specialist readers. • Effective verbal communication and presentation skills in English. • Excellent organizational and time-management skills, with the ability to handle multiple priorities, work under pressure, and meet tight deadlines with minimal supervision. • A proactive and autonomous work approach, with the flexibility to adapt to changing priorities and innovate as needed. • Proven ability to facilitate learning and knowledge management among project staff and stakeholders. • Strong command of IT tools, including Microsoft Word, Excel, and Access.
