This Invitation for Bids follows the General Procurement Notice for this Project that appeared in dgMarket, issue of 06 July 2011. 2. The Government of Botswana has received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of Botswana National AIDS Prevention Support (BNAPS) Project, and it intends to apply part of the proceeds of this loan to payments under the Contract for Supply and Delivery of 3No. Mobile Clinics for Safe Male Circumcision. Bidding will be governed by the World Bank's eligibility rules and procedures. 3. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, dated May 2004, revised October 2006, and is open to all bidders from Eligible Source Countries as defined in the Guidelines. 5. Interested eligible bidders may obtain further information from and inspect the Bidding Documents at the address given in paragraph 9(a) below from 08:00 to 12:45 Hours and 13:45 to 16:30 Hours, local time, from Monday to Friday, excluding public holidays. A pre-bidding meeting will be held at the address in paragraph 8 (d) on Tuesday 21st August 2012. Details of this meeting are provided in the Bidding Documents. Qualifications requirements include: being in possession of Audited accounts for the last 3 years, proof of availability of fundsor credit line, minimum two (2) years in the overall experience of the firm in the supply of similar goods and related services in similar conditions, annual sales of at least twice the estimated requirements indicated for thelot for which bids are offered during any of the past three years in similar conditions, capability to complete the supply within the delivery period specified and availability in the Botswana of spare parts and after sales services. A margin of preference for certain goods manufactured domestically shall not be applied. Additional details are provided in the Bidding Document. 6. A complete set of Bidding Documents in English may be purchased by interested bidders upon payment of a non refundable fee of Three Hundred Botswana Pula (BWP700.00) or Fifty United States Dollars (USD100.00). The method of payment will be Cash or Bank Certified Cheque. Should the Bidding Documents be required to be sent by express mail the applicant will clearly indicate the delivery address and pay an extra BWP140.00 for postage within Botswana or USD20.00 for postage outside the country. 7. Bids must be delivered to the address below in paragraph 8(b) at or before 10:00 a.m. local time on 13th September 2012. Electronic bidding will not be permitted. Late bids will be rejected. Government of Botswana National AIDS Coordinating Agency Request for Expressions of Interest (EOI) Project ID: P102299- NGO Technical Assistance Support for Scaling Up CSO HIV/AIDS Prevention Interventions ____________________________________________________________________________________ This request for expressions of interest follows the General Procurement Notice for this project that appeared in dgMarket on July 6, 2011 The Government of Botswana has received financing from the International Bank for Reconstruction and Development (IBRD) towards the cost ofBotswana National AIDS Prevention Support Project and intends to apply part of the proceeds to engage NGOs to provide technical assistance support for Scaling Up CSO HIV/AIDS Prevention Interventions in the following areas: • To provide Technical Support to strengthen CSO Technical Planning andExecution of Prioritized HIV/AIDS Prevention Intervention • . Applicants who have a proven track record in providing similar technical and management support can submit an application to one area or two proposals for both areas above. Applicants should explicitly state whether they have staff capacity for the area (s) they express their interest in. Introduction: The Botswana National AIDS Prevention Support (BNAPS) Project is a collaborative effort between the Government of Botswana and the World Bank/International Bank for Reconstruction and Development (IBRD). The Project focuses on streamlining and strengthening the ability of key HIV and AIDS interventions to deliver important outputs, outcomes and impacts. A key achievement of this Project will be the development of a Performance Based Financing system that enhances the Project's abilityto deliver high volume, high quality, cost-effective (value-for-money) and verifiable HIV and AIDS prevention interventions. As the projectprogresses, one key lesson learned has been the need to balance NACA's coordination mandate with the increased technical and implementationsupport demands from BNAPS funded CSOs. Technical quality assurance, capacity building and fiduciary oversight of CSO interventions requiresignificant technical staff support to 59 CSOs funded under Call for Proposal (CfP # 3). Expanded technical support to CSOs is critical to achieve improved HIV/AIDS prevention outcomes. In order not to compromise the quality of technical support to CSOs during the scaled-up implementation period, NACA wishes to engage CSOs with a demonstrated track record and specialized expertise in HIV/AIDS prevention with a focuson the prioritized areas of focus (generating demand for SMC servicesand increasing coverage and quality of MCP interventions). To enable continued hand-holding and to respond adequately to technical and implementation support needs during the expanded phase of BNAPS, NACA wishes engage NGOs with reputable experience and a strong and results oriented proposal to support implementation by CSO partners. Objectives: The NGOs Technical Assistance will seek to: • Strengthen CSOs technical, implementation approach and roll-out of MCP interventions at community level and, as needed, provide technical support to CSOs implementing demand creation interventions to stimulateuptake of safe male circumcision interventions in the 16 high volume sites established by the Ministry of Health. • Provide support on core grants management functions (financial management and reporting, governance, and monitoring and evaluation, and provide community mobilization and participatory community implementationsupport to strengthen the bottom-up nature of HIV/AIDS interventions funded by BNAPS. Scope of Services The tasks to be performed under this assignment are divided into two components: (i) technical support to strengthen planning and execution of prioritized HIV/AIDS Prevention Interventions; (ii) CSO targeted management support with a focus on financial monitoring and management, governance strengthening and project monitoring. • (i) Technical support to strengthen technical design, planning and execution of prioritized CSO implementers' HIV/AIDS Prevention Interventions; (ii) support materials development and dissemination of nationalHIV/AIDS materials to strengthen behavior change particularly on multiple and concurrent partnerships; (iii) provide support to improve planning and where needed execution of specific campaigns and interventions; (iv) Provide technical training support for peer educators and keystaff in CSOs funded by NACA to strengthen quality of HIV/AIDS prevention services offered to communities; (v) Support development of technical data collection instruments and where needed data analysis by CSOs; and (vii) Support NACA at national level in technical reporting on CSO technical interventions as requested. • Prepare a training program and train implementing NGOs or private firms in project management with a focus on financial management and monitoring, implementation planning and monitoring and governance; (ii) Develop standard formats and procedures for regular internal CSO supervision of activities they are funded by NACA and where requested, undertake joint supervision visits with NACA team including district based staff; (iii) Keep NACA management and BNAPS team abreast of latest field situation including challenges and remedial measures taken by the implementing CSOs and the NGO TA to overcome the challenges; (iv) Support CSOs to strengthen or develop appropriate financial procedures in line with the directions spelledout in the Operational Manual for the BNAPS; support implementation and enforcement of an adequate control system; (v) Submit to the NACA Management consolidated reports of management support activities undertaken by the NGO TA each quarter with a copy to the District AIDS Coordinator's office of the district where technical support activities would have been provided summarizing key issues resolved and agreed follow up actions by the CSO; and (vi) Support NACA in the financial close-out process at the end of each financial year. Key staff required for this assignment includes Public Health Specialist and Behavioral Specialist for technical support and Financial Management Specialist, Project Management Specialist and Organizational Development Specialist for management support. Duration of Assignment: The performance period of the NGO Technical Assistance will be 14 months limited to between 01 August 2012 and September 30, 2013. All technical and administrative undertaking should therefore be concluded within this time period. NACA now invites eligible NGOS to indicate their interest in providing the services. Interested NGOs must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments in HIV and AIDS prevention and impact mitigation and public health programs, experience in similar conditions, availability of appropriate skills among staff, etc.). Selection of the Consultants will be done in accordance with the procedures set out in the World Bank'sGuidelines: Selection and Employment of Consultants by World Bank Borrowers, published in May 2004, revised October 2006 and May 2010. The selection method will be Selection Based on the Consultants Qualifications (CQS). Using this method a shortlist shall be established from NGOs who have expressed interest and only the best qualified and experienced NGO for each assignment will be asked to submit a technical and financial proposal. NGOs are therefore reminded to provide comprehensive and detailed information as only one NGO will be asked to submit a technical and financial proposal for each assignment. Introduction: The Botswana National AIDS Prevention Support (BNAPS) Project is a collaborative effort between the Government of Botswana and the World Bank/International Bank for Reconstruction and Development (IBRD). The Project focuses on streamlining and strengthening the ability of key HIV and AIDS interventions to deliver important outputs, outcomes and impacts. NACA, in collaboration with the World Bank is in the process of identifying potential consulting firms for the "Consultancy to Undertake External Results Verification of the Botswana National AIDS Prevention Support Project at Implementation Level". Background: In view of deep-rooted human development challenges associated with the HIV and AIDS epidemic in Botswana, particularly the continued spread of HIV and the costs of preventing and treating the disease, the Government of Botswana requested assistance from the IBRD. This assistance was structured as the BNAPS Project, which was approved on July 10, 2008 and became effective on June 30, 2009. In its current design, theBNAPS Project is scheduled to close on September 30, 2013, with some possibility of an extension beyond 2013. The Project was conceived with three core components, namely: a) Component One Support to NACA; b) Component Two Public Sector Ministries; and c) Component Three Civil Society Organizations (CSOs)/Private Sector. Component three is where the bulk of project implementation takes place. As a result, it was allocated the majority of the Projectfunds, essentially reflecting the importance of the CSOs in HIV and AIDS prevention and ultimately the achievement of Project objectives. In this component, through a Call for Proposal Mechanism, the BNAPS Project makes financial resources available to civil society and the private sector, focusing on initiatives in line with the National Strategic Framework (2010-2016). The resources are provided in exchange for the delivery by CSOs of key HIV and AIDS interventions that have been agreed upon in the Project, namely Safe Male Circumcision (SMC) and Multiple Concurrent [Sexual] Partnerships (MCP), amongst others. Within this setup, the service providers self-report to NACA on their performance in meeting the pre-agreed services delivery targets. With various systemic time delays since the Project's inception, the project team is now focusing on the urgent need for a stronger and more strategic approach to BNAPS implementation and the programmatic means by which this could be achieved. The Project is keen to build up on the learning from the past years of implementation as well as from experiences from elsewhere. It is envisioned that some catalytic programmatic operations could be added to the Project, towards enhancing in performance in the last 18 months of its current design. Implementation level of the project, external verification of the self-reported performance of CSOs and the private sector in relation to meeting their agreed services delivery targets has been identified as apossible programmatic catalyst for enhancing performance. External verification will strengthen accountability for financial resources and technical outputs by implementers. In addition, the Government will beassured of value for money through objectively verified evidence of performance and achievement of HIV and AIDS prevention indicators by service providers. Objectives: The envisaged consultancy seeks to apply a system of independent or external verification to grand-aided service providers at the implementation level of the BNAPS Project. The verification will seek to: • Determine the accuracy and completeness of the self-reported performance data of CSOs and the private sector on HIV and AIDS service delivery outputs and outcomes. • Establish the quality of HIV and AIDS services delivered by the CSOs and the private sector. External Verification Methodology: The consultant will be expected to undertake the consultancy in accordance with, but not limited to, a standard external verification framework. The exercise will be expected to be undertaken in at least four separate verification cycles, covering district level coordinators, service providers, beneficiaries and other stakeholders at the district level, as will be further guided by the standard external verificationframework. Duration of Consultancy: The performance period of the "Consultancy to Undertake External Verification of the Botswana National AIDS Prevention Support Project at Implementation Level" shall be limited to between 01 July 2012 and September 30, 2013. All technical and administrative undertakingshould therefore be concluded within this time period. NACA now invites eligible consultancy firms to indicate their interest in providing the services. Interested consultancy firms must provideinformation indicating that they are qualified to perform the services (brochures, description of similar assignments in HIV and AIDS prevention and impact mitigation and public health programs, experience in similar conditions, availability of appropriate skills among staff, etc.). THE GOVERNMENT OF THE REPUBLIC OF BOTSWANA Botswana NATIONAL AIDS PREVENTION SUPPORT Project GENERAL PROCUREMENT NOTICE COUNTRY: Botswana PROJECT: Botswana National AIDS Prevention Support Project SECTOR: Health PROJECT ID NO.: P102299 The Government of Botswana has received a loan of US$50 million from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Botswana National AIDS Prevention Support (BNAPS) Project, and intends to apply part of the proceeds to payments for goods, related services and consulting services to be procured under this project. The project became effectiveon 30 June 2009 and is now at its mid-term. The project comprises of thefollowing 3 components: Component 1: Support to NACA This component focuses on the institutional strengthening of NACA and itsdecentralized structures and on activities by these institutions to co-ordinate the national program and project activities. Under this component the project is carryingout key studies, provide technical assistance, hire consultants, procure goods, non-consulting services and provide training. Component 2: Public Sector Ministries This component is supporting public sector line ministries focusing on initiatives supporting the three priority areas of the National Strategic Framework (NSF). In consultation with partners, and as indicated in the NSF, the Project is working with the following ministries: (a) Health; (b) Transport & Communication; (c) Defense Justice & Security; (d) Education and SkillsDevelopment; (e) Local Government; and (f) Youth,Sports and Culture. Under this component the project is carrying out key studies, provide technical assistance, hire consultants, procure goods, non-consulting services, and provide training. Component 3: Civil Society Organizations/Private Sector This component is making financial resources available to civil society, including the private sector, focusing on initiatives in line with theNSF. In terms of implementation of this component, the process is following four interlinked processes: developing calls for proposals; receiving, evaluating, and awarding grants; financial flows; and monitoring outputs. Under this component the project is carrying out key studies, provide technical assistance, hire consultants, procure goods and non-consulting services and provide training. As part of the ongoing project implementation activities, the project may procure the following Goods and services: - Renovation of MDR TB ward at Jubilee Hospital The project may select the following consulting services under QCBS procedures: - Consultancy to undertake baseline for MOESD BNAPS project activities The project may also hire the following individual consultants under international recruitment: - Behavior Change Specialist.
