INTRODUCTION Namibia Power Corporation (Pty) Ltd (hereinafter referred to as NamPower) is inviting Expressions of Interest (EOI) from qualified and experienced Consultancy Firms to provide “Technical Advisory and Project Management Services for the Lithops BESS Project”. The EOI will lead to a Request for Proposal (RFP) for the scope of services detailed in Section 3 which will be shared with the short-listed Consultants. 2. BACKGROUND NamPower received financing from the World Bank, towards the cost of the Transmission Expansion and Energy Storage (TEES) Project. NamPower intends using part of the funding allocated to the BESS Project to finance consultancy services for the provision of technical advisory and project management services for a 45MW / 90 MWh BESS Project to be located at the Lithops Substation situated near Arandis, Erongo, Region. 3. SCOPE OF SERVICES The Consultant will carry out the aforementioned services: (a) Stage 1: Procurement Support The consultant will provide the following services, but not limited to: • Developing the Request for Proposal (RfP) Standard Procurement Documents (SPDs) in compliance with the World Bank Procurement Regulations, including the Employer’s Requirements. • Providing support throughout the Bidding Process, from the RfP launch to Contract Negotiations, ensuring compliance with World Bank Procurement Regulations and alignment to the project objectives (b) Stage 2: Execution Following the contract signing with the EPC Contractor, the Consultant will be responsible for providing Project and Contract Management Services and fulfilling the role of the Employer’s Representative in accordance with the FIDIC Conditions of Contract for EPC/Turnkey Projects, Silver Book, 2017 Edition (Reprinted 2022). Additionally, the Consultant will lead and support NamPower in reviewing project documentation submitted by the EPC Contractor and will oversee the construction and commissioning activities throughout the project duration. (c) Stage 3: Defects Notification Period Following Taking Over of the BESS by NamPower, the Consultant will support the Employer in monitoring the performance of the BESS throughout the Defect Notification Period in line with the FIDIC Conditions of Contract for EPC/Turnkey Projects, Silver Book, 2017 Edition (Reprinted 2022). INVITATION NamPower hereby invites eligible consulting firms (“Consultants”) to submit Expressions of Interest (EOI) for the provision of the above-mentioned Services. Interested, and registered Consultancy Firms should provide information demonstrating that they have the required technical capabilities, managerial capabilities, qualifications and relevant experience to perform the Services to be shortlisted for further engagement on the Lithops BESS Project. The information requested in the EOI shall be a pre-requisite to assess the firm’s capability to provide the services required and will be the basis for short-listing of the Consultants for an eventual invitation to submit proposals. The attention of interested Consultants is drawn to the conditions that Procurement of contracts financed by the proceeds of the proposed World Bank (IBRD) grant will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016) (Procurement Regulations), revised in November 2017, August 2018, November 2020, and September 2023 and is open to all eligible firms, subject to the approach to market, as defined in the Procurement Regulations. 5. ELIGIBILITY OF CONSULTANT The attention of interested Consultants is drawn to paragraph 3.21 to 3.24 of the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017, August 2018, November 2020, and September 2023 setting forth the World Bank’s Policy on Eligibility. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. Any party to the association, either joint venture member’s or sub-contractor’s experience will count on the qualifications criteria. In the case of a Joint Venture (JV), the Consultant shall specify the lead partner and all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. 6. QUALIFICATIONS NamPower invites eligible Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the corresponding Services. The short-listing criteria for the EoI is as follows: • The Consultant should be eligible as per Clause 5 above, • Core Business: The Consultant shall have a minimum ten (10) years of experience in providing Owner’s Engineering services for renewable energy projects. • Core Business: The Consultant shall have a minimum five (5) years of experience in providing Owner’s Engineering services for Battery Energy Storage System (BESS) projects. • Consultant Experience: The Consultant (consultancy firm) is required to have been the prime (team lead) consultant for project management and owner’s engineering services (which includes basic engineering, detailed engineering and construction management), which has been successfully executed and commissioned in the last ten (10) years. The Consultant shall demonstrate experience in proving Owner’s Engineering services: • At least (3) BESS Projects with a cumulative installed energy capacity of 300 MWh. • One (1) of the reference projects should have an installed energy capacity of at least 100 MWh. Interested Consultants must provide information indicating that they are qualified to perform the Services by completing and submitting the Forms AF1 to AF3 together with other relevant documents. Consultants are encouraged to submit as much evidential track record as possible for ranking purposes. Consulting firms are encouraged to associate with local Namibian consulting firms. Associations may take the form of either a joint venture (whereby firms will be severally and jointly liable for the assignment) or sub consultancy (where a firm possess competence in core areas of the assignment and sub-contract part(s) of the assignment to another firm(s). 8. APPROACH TO MARKET AND SELECTION METHOD The approach to market for the procurement of the Consultant will be Open International, and so this EOI will be advertised INTERNATIONALLY and is open to any firm, whether local or international, provided that the Consultancy Firm meet the shortlisting criteria set out in Section 7: Qualifications discussed above. The Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method set out in the World Bank Procurement Regulations for IPF Borrowers. Only five (5) to eight (8) eligible Consultants will be shortlisted or a small number of consultants, as per paragraph 7.17 of the World Bank Procurement Regulations for IPF Borrowers, therefore Consultants are encouraged to submit as much evidential track record as possible for ranking purposes. SCOPE OF SERVICES Package 3: Consultancy for Site Studies for Wind Project These services are to conduct topographical, land surveying, geotechnical, hydrological and hydrogeological studies for the Wind Project. The services will result in the preparation and submission of corresponding field and interpretive reports as well as topographical survey/diagram and drawings for sites earmarked for development of the Wind Project. These services are envisaged to have a duration of about 6 months. NamPower invites eligible Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the corresponding Services. The assignment aims to hire a firm/consortium of Consultants to provide support to NamPower to develop and successfully implement procurement for a 40MW solar PV IPP project and a 300 MW wind project through IPP and/or Public Private Partnership (PPP) based project. In preparation for the procurement of these renewable energy projects, NamPower is planning to conduct: • Solar PV and wind resource assessment, • Site studies, • Environmental and Social Impact Assessment (ESIA) for the selected sites, and • Feasibility Studies. REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTANCY SERVICES – FIRMS SELECTION) Assignment Title: Consultancy Service for Feasibility Study for Solar PV/BESS Projects. Procurement Reference No: SC/EOI/NPWR- 02/2024 (NA-NAMPOWER-397024-CS-QCBS) 1. INTRODUCTION Namibia Power Corporation (Pty) Ltd (hereinafter referred to as NamPower) is inviting Expressions of Interest (EOI) from qualified and experienced Consultancy Firms to provide “Consultancy Services for the Namibia Renewable Energy Scale-Up Support Project”. The EOI will lead to a Request for Proposal (RFP) for the below-mentioned Consultancy Services package from the short-listed Consultants. 2. BACKGROUND NamPower has obtained a grant from the World Bank – International Bank of Reconstruction and Development (IBRD) toward the cost of feasibility and development studies and procurement support for the Namibia Renewable Energy Scale-Up Support Project; and intends to apply part of the proceeds for consulting services. The grant will specifically target various aspects of renewable energy development. This includes resource assessment studies for wind and solar photovoltaic (PV), site studies and environmental permitting studies for solar PV, Battery Energy Storage System (BESS), and wind projects, feasibility studies for solar PV, BESS, and wind projects, as well as associated transmission infrastructure integrations. The grant will also fund transaction advisory services for renewable energy Independent Power Producers (IPPs), contributing to the development of a conducive regulatory and contractual environment for competitive IPP procurement. NamPower has identified several sites for solar PV, BESS, and wind projects, and the consulting services financed by the grant will go towards the development of these sites. 3. SCOPE OF SERVICES Package 3: Consultancy for Feasibility Study for Solar PV/BESS Projects The scope of services under this consultancy will include the technical (with independent energy yield assessments), financial and economic feasibility studies, performing project risk assessment and carbon credit calculations. The study should also consider conducting an independent document review and integrating key outcomes of other site studies, including topographical, geotechnical, hydrological, and hydrogeological studies, Solar Resource Assessment campaign and ESIA permitting study, among others. The duration of these services is expected to be about 6 months, depending on the completion timelines of site study deliverables for the Solar/BESS projects. NamPower invites eligible Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the corresponding Services. The short-listing criteria will be as follows: Package 3: Consultancy for Feasibility Study for Solar PV/BESS Projects • Core Business: minimum five (5) years of experience in conducting feasibility studies for renewable energy projects with particular regard to utility-scale Solar PV and Battery Energy Storage System Projects, • Demonstrate experience of conducting feasibility studies for at least three (3) utility-scale Solar PV projects with a cumulative installed capacity of at least 200 MWp within the last five (5) years, of which one (1) project should have an installed capacity of at least 50 MWp. • Demonstrate experience of conducting feasibility studies for at least three (3) utility-scale BESS projects with a cumulative energy capacity of at least 100 MWh within the last five (5) years, of which one (1) project should have an energy capacity of at least 50 MWh, and • The Consultant shall not be conflicted.
