The SESA will provide a comprehensive and forward-looking framework to systematically integrate environmental and social considerations into sector policies, plans, and programs, thereby ensuring that Liberia’s fisheries transformation is sustainable, resilient, and inclusive, in alignment with the World Bank Environmental and Social Framework (ESF) and international best practice. The Government of Liberia through NaFAA is soliciting the services of a qualified Consultant Firm to Conduct Strategic Environmental and Social Impact Assessment (SESA) The overall objective of the SESA is to systematically integrate environmental and social considerations into fisheries and aquaculture sector policies, strategies, and investment planning in Liberia, thereby supporting sustainable, inclusive, and climate-resilient development of the sector in alignment with the World Bank Environmental and Social Framework. The National Fisheries and Aquaculture Authority (NaFAA) now invites eligible consulting firms to indicate their interest in performing the Services. Interested firms must provide information indicating that they are qualified to perform the services (brief corporate profile: technical and managerial capability of the firm, description of similar assignments, experience in similar conditions, availability of appropriate skills and staff, etc.) The shortlisting criteria includes the following qualifications: Qualification Requirements and Composition of Study Team: The assignment requires a qualified and experienced consulting firm with demonstrated expertise in Strategic Environmental Assessments (SEA/SESA), environmental and social risk management, fisheries and aquaculture development, coastal and marine systems, and institutional and policy analysis. Firms are encouraged to propose balanced teams comprising both international and national experts to ensure strong technical quality, contextual understanding, local participation, and effective knowledge transfer. The firm shall meet the following minimum qualifications: • Proven track record (at least 10–15 years) in environmental and social assessment and advisory services • Demonstrated experience in conducting at least three (3) comparable SEA/SESA or sector-wide environmental and social assessments, preferably in Africa or similar developing country contexts • Strong experience working on projects financed by the World Bank or other multilateral development banks, with clear familiarity with the Environmental and Social Framework (ESF) and associated Environmental and Social Standards (ESS1–ESS10) • Experience in fisheries, aquaculture, coastal zone management, or marine resource governance, including value chain development and infrastructure planning • Demonstrated expertise in policy, legal, and institutional analysis, particularly in sectors involving PPP frameworks and regulatory reform • Proven capacity to undertake cumulative impact assessments, climate risk assessments, and spatial (GIS-based) analysis • Strong experience in stakeholder engagement, including consultations with vulnerable and marginalized groups • Evidence of delivering high-quality analytical reports, policy recommendations, and strategic frameworks The firm will assemble a multi-disciplinary team of technicians which must include the key experts as stated below, though the consultant may propose additional expertise as required as non-key experts; however, their qualifications will not be considered in the evaluation of proposal. The objective of the consultancy is to contract a consulting firm to undertake: • Analyze the data from the geotechnical laboratory tests (carried out under a separate contract); • Complete the final design of the riding piles of the floating jetties in the canoe hub; • Complete the settlement analysis of the reclaimed areas and the stability of the breakwater; • Complete the final design of the piled export jetty herein termed as “Design Phase” and, upon satisfactory performance, supervise the construction contract executed by the Contractor and, in addition, provide the associated services during the required twelve-month Defects Liability Period (DLP) hereafter termed as “Supervision Phase”. Specifically, the Firm shall: • Have a minimum of ten (15) years of demonstrated experience in: • Marine and coastal engineering • Port and harbor planning and design • Geotechnical and marine investigations • Design and/or supervision of marine construction works • Demonstrate specific, recent, and verifiable experience in at least two (2) similar assignments within the last ten (10) years, involving: • Design of fishing ports, artisanal landing sites, or small-to-medium scale harbor infrastructure • Breakwaters, quay walls, piled jetties, or floating jetty systems • Reclamation works and coastal stabilization • Possess a valid ISO 9001:2015 certification (Quality Management System) or equivalent, ensuring adherence to internationally recognized quality standards. • Demonstrate the ability to mobilize a multi-disciplinary marine engineering team, including expertise in: • Coastal and hydraulic engineering • Structural and marine engineering • Geotechnical engineering • Demonstrate prior experience working on World Bank or other donor-funded projects, including familiarity with international design standards and procurement procedures, which will be considered an added advantage. The firm must submit the barge’s Flag State certificate, class certificate, Crew, Drilling, and Operational Certificates together with the Insurance (P&I club cover, Hull & Machinery). The materials testing laboratory to be used for the analysis of the samples shall be ISO/IEC 17025 certified and accredited by a national accreditation authority of the firm’s country of origin.
