The Government of Uganda (GOU) represented by National Forestry Authority has received financing from the World Bank towards the cost of the Investing in Forests and Protected Areas for Climate Smart Development (IFPA-CD) Project, and intends to apply part of the proceeds for consulting services. The project is being implemented by the Ministry of Water and Environment (MWE, Lead Agency), the Uganda Wildlife Authority and the National Forest Authority with the involvement of the Ministry of Tourism, Wildlife and Antiquities in tourism-related activities. 2. The consulting services (“the Services”) include Consultancy services to supervise construction of visitor information centers in Budongo, Echuya and Bugoma Central Forest Reserves . The main objective is to supervise the construction of visitor information centers in Budongo, Echuya and Bugoma Central Forest Reserves and ensure compliance by the Contractors to the Designs, Drawings, BOQs and environmental and social obligations plus ensuring that the works executed by the contractor are of sustained quality, deliver the intended value for money for National Forestry Authority from any loss that could accrue out of omission or negligence of the Contractor. 3. The detailed Terms of Reference (TOR) for the assignment can be found at the following website: www.nfa.go.ug. 4. The National Forestry Authority now invites eligible Consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: 1) The firm must have 10 years’ experience in supervision of building construction works with at least 2 assignments in ecologically sensitive protected areas in the Sub-Saharan Africa Region (Copies of contract agreements and completion certificates must be attached). 2) The firm’s organogram demonstrating the availability of key experts that is to say Project Manager/Team Leader, Architect, civil engineer, electrical engineer, mechanical engineer, quantity surveyor, environmental impact assessment specialist, sociologist/social specialist and clerk of works. The Qualification and experience of Key Experts will not be evaluated at the shortlisting stage. 5. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 revised September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 6. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. 7. A Consultant will be selected in accordance with the Consultant’s Qualifications based Selection (CQS) Method set out in the Procurement Regulations available at www.worldbank.org/procurement. 8.
