SUPPLY , INSTALLATION OF EQUIPMENT AND TRAINING FOR PAVEMENT MANAGEMENT

INVITATION FOR BIDS (IFB) The Republic of Sudan National Highway Authority, Ministry of Transport Roads and Bridges. National Emergency Transport Rehabilitation Project (NETREP) Multi Donor Trust Fund: NS Grant No. TF 057323 SUPPLY , INSTALLATION OF EQUIPMENT AND TRAINING FOR PAVEMENT MANAGEMENT ICB No: CON. - NHA - 9-2012 1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Dg Market on 20th October 2006. 2. The Government of Sudan has received a Grant from the Multi Donor Trust Fund, managed by the World Bank, towards the cost of the first phase of the National Emergency Transport Rehabilitation Project, and intends to apply part of the proceeds of this Grant to payments under the Contract for Supply and Installation of Equipment and Training for Road Pavement Management/ ICB No: CON - NHA - 9- 2012 3. The National Highway Authority now invites sealed bids from eligible and qualified bidders for : - Supply and Installation of Equipment; mainly includes: § One Equipment for Roughness measurement § One Digital Imaging System for Crack Detection § One Transverse Profiler § One Falling Weight Deflectometer (FWD) § One Ground Penetrating Radar (GPR) System § Two Axle Weighing systems § Three Ultrasonic Concrete Tester with accessories § Two Core Drill Units Petrol Motor , vertical drilling mode § Four Computers § Two Vehicles - Provision of Training on the operation of equipment and data processing. 4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines. 5. Interested eligible bidders may obtain further information from National Highway Authority, Engr. Sumaya Ahmed , e-mail: [email protected] , at the address given below 10 a.m to 2:00 pm 6. Qualifications requirements include: (a) Original documents of Articles of Incorporation or Registration of the Firm. (b) The Bidder shall furnish documentary evidence todemonstrate that it meets the following requirements : (b.1) Relevant Technical Experience: Has completed at least One Contract of similar size and nature in the last Five years. (b.2) Financial Capacity : (i) In the last three years , has an average annual turnover of at least US$ 3 Million (ii) Has line of credit of at least US$ 500,000 A margin of preference for certain goods manufactured domestically shall not be applied . Additional details are provided in the Bidding Documents. 7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee of : - (SDG 50) or (equivalent in US$) : For direct submission in hard and soft copies. Or - (SDG 450) or (equivalent in US$) : For bidders who requestdelivery by courier . The method of payment will be by a certified check to the National Highway Authority /or Bank transfer tothe National Highway Authority / Bank of Sudan / Bank Account No. 0146 913 308 3001 LGA/SDG 8. Bids must be delivered to the address below at or before 12:00 P.M 28th November 2012. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend in person at the address below at 12:15 P.M , 28th November 2012. All bids must be accompanied by a Bid Security of an amount of SDG 200,000 or equivalent amount in a freely convertible currency. 9. CONSULTANCY SERVICES FOR DESIGN AND ESTABLISHMENT OF PAVEMENT MANAGEMENT SYSTEM

REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTANT SERVICES)   The Republic of Sudan National Emergency Transport Rehabilitation Project (NETREP. National Highway Authority, Ministry of Transport Roads and Bridges   Multi Donor Trust Fund: NS Grant No. TF 057323   Consultancy Services for Design and Establishment of Pavement Management System Request for Expressions of Interest   This invitation for expression of interest follows the General Procurement Notice for this project that appeared in the dgMarket on October 20, 2006     The Government of National Unity of the Republic of Sudan has received a grant from the Multi Donor Trust Fund, managed by the World Bank, to assist in co-financing the first phase of the National Emergency Transport Rehabilitation Project, and intends to apply partof the proceeds of the grant for  establishing of a Pavement  Management System.   The study should cover about (3500 km.) of the road net work. The required services mainly include: i) Establishing of a Road Referencing system ii) Identifying technical equipment for data collection iii) Assessing the structural and functional conditions of the existing roads network ,iii) Developing of a computerized system as a front/end of HDM-V I, to work for data base , designing assigning of maintenance strategies based on life-cycle analysis , and for developing of a budgeting and programming plans supported by economical indicators, iv) Provision of a comprehensive training to NHA's Engineers on the operation and application of the system.     The National Highway Authority now invites eligible consultancy firmsto indicate their interest in providing the services. Interested consultancy firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments with detailed managerial and technical responsibilities in case of associations, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.     A consultancy firm will be selected in accordance with the proceduresset out in  the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 and revised October 2006  .   Interested consultancy firms may obtain further information at the address below during office working hours 09:00 a.m. to 01:30 p.m. hours.
