REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL CONSULTANT’S SELECTION) Name of Project: ECOWAS Regional Electricity Access Project (ECOWAS-REAP) P164044 Grant No.: D4080 Assignment Title: Procurement Specialist for the Project Implementation Unit Reference no: GM-NAWEC-531835-CS-INDV 1. Background The Republic of the Gambia is implementing ECOWAS Regional Access Project (ECOREAP) financed by the World Bank. National Water and Electricity Company (NAWEC) is Implementing Agency for ECOREAP. The main Project Development Objective to increase access to reliable electricity in the Republic of Guinea Bissau, the Republic of Mali and in Republic of The Gambia. NAWEC has set up a Project Management Unit (PIU) to manage the implementation of the Project, including procurement of goods (equipment and materials), works, and selection of consultants for technical assistance. PU is also managing contract implementation to ensure effective and efficient compliance with the Financing Agreement. The largest one is a contract for Design, Supply and Installation for Electrification of Villages (the Contract). An experienced (National) Procurement Specialist (the Consultant) will be required to support the PIU in managing various aspects of procurement management in implementation of the Project in accordance with the World Bank Guidelines and Project legal documents and in coordination with an International Procurement and Contract Management Advisor. ​​​​​​​2. Objectives The objectives of the Consultant’s services are to support the PIU in implementing procurement activities outlined in the Project and Financing Agreements and Procurement Plan. ​​​​​​​3. Scope of Work Procurement consultant will perform procurement activities according to the World Bank procurement Guidelines, project’s agreed procurement arrangements and Procurement Plan. These activities include but are not limited to the following: (i) Preparing and publishing General and Specific Procurement Notices. (ii) Preparing bidding documents/request for proposals based on the WB’s standard bidding documents /RFPs. (iii) Conducting proper communication with bidders, including drafting responses to bidders’ queries. (iv) Establishing bid evaluation committee(s) under the PIU, preparing Bid/Proposal Evaluation Reports with recommendations for contract awards. It is envisaged that the Consultant will participate as a member of the Evaluation Committee(s). (v) Participation in negotiations, preparation, and finalization of contracts with the winning bidders/consultants. (vi) Ensure that the procurement is done in accordance with the WBPG, Project financing agreement and in coordination with the orders, rules and regulations issued by the Government of the Gambia. (vii) Managing procurement aspects of the ongoing contracts, including change orders and amendments. (viii) Timely submitting to the World Bank and obtaining all necessary approvals/no objection notices. (ix) Ensure that the World Bank's STEP system and the Contract Management module are updated and provides information. (x) Preparing relevant inputs into regular implementation progress reports by the PIU in part related to procurement. (xi) Other procurement-related activities, as may be requested, from time to time, by the Project Coordinator. 4. Time and DURATION OF SERVICES • The assignment duration is envisaged to be one (1) year starting from the contract agreement. The contract is renewable for the duration of the project based on the consultant’s performance. A measure of this performance will be the 'task satisfaction rate' during the contract perio 5. Monthly Fees The consultant will submit with the offer his/her monthly salary and benefits. The fees shall be inclusive of personal income tax and social charges payable in The Gambia. Consultant is entitled to 25-days’ annual leave. ​​​​​​​6. FAcilities to be provided by the PMU 2. The following facilities will be provided by the client to the consultant free of charge. (i). Office Space: Office space with desk shall be provided in the client’s office or as it may be agreed. (ii) official Laptop (iii) Office facilities: printing facilities, photocopying, copying paper writing materials etc. (iv) Documents: all the documents and available data and information concerning the Project. (v) Internet facilities within the office. (vi) Business transport within the city for meetings, workshops, etc. (vii) Any site visits that may be required will be arranged by the client. 7. FAcilities to be provided by the consultant (i) Mobile phone and communication (Telephone, own internet outside office hours). (ii) In City Personal Transportation. (iii) The consultant will be responsible for arranging and paying for his/her accommodation and meals as part of his/her salary. 8. TERMS OF EMPLOYMENT (i) He/she will be an individual Consultant reporting to the Project Coordinator; (ii) This is a full-time individual Consultant position; (iii) He/she is expected to refrain from any situation that could put him/her in a conflict of interest regarding the mission assigned. 9. QUALIFICATIONS of the consultant (iv) Degree/ internationally recognised diploma/certificate in Procurement, engineering, business administration, Economics or related fields. (v) At least 5 years of working experience in the internationally financed projects in the West Africa region. (vi) Strong procurement experience under electricity power projects would be an advantage. (vii) Strong experience in selecting, evaluating and negotiating contracts awarded through international competitive selection process in accordance with the World Bank or similar procurement regulations. (viii) Experience with projects in the Gambia will be a strong advantage. (ix) Fluent in English with strong written and spoken skills. 10. ESMP Implementation Audits for Backbone Phase I & Phase II

REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) The Gambia Electricity Restoration and Modernization Project (GERMP) Loan No./Credit No./ Grant No.: IDA-D6530 Assignment Title: Independent Environmental and Social Audit of the ESMP Implementation for Backbone phase I and II Reference No: GM-NAWEC-463129-CS-CQS The Republic of The Gambia together with the International Development Association (IDA), European Investment Bank (EIB), and European Union (EU), collectively the “Lenders”), are implementing a new energy project to improve the power generation and transmission capacity in the country. The Gambia Electricity Restoration and Modernization Project (GERMP) will increase the generation capacity through renewable sources, reinforce the transmission infrastructure in the Great Banjul Area, and in the Provinces across the country. The development objective of the project is to improve the operational performance of the National Water and Electricity Company (NAWEC), and its capacity to dispatch variable renewable electricity. The Gambia Electricity Restoration and Modernization Project (GERMP) will improve the power generation capacity and efficiency of NAWEC’s transmission network to increase access to electricity for socio-economic development. This objective is in line with the Gambian National Development Plan (NDP-2018-2021), the Gambia Electricity Sector Roadmap (2017) and the National Energy Policy (2014-2018), among other national policies which promote the extension, reliability, and quality of the Government’s energy supply, as well as diversifying energy sources to include renewables. The objective of the E&S audit is to perform an independent assessment of the following area of concern: the environmental and social management plan of GERMP backbone phase I and II in line with the requirements established in the ESMF, ESIA, ESMP and construction phase ESMP. Focus will be placed on examining whether a plan for addressing environmental and social aspects of the project and sub-project activities have been functional and adequately resourced and whether implementation of mitigation measures and established mechanisms as contemplated in the Environmental and Social Management Plan (ESMP) is in line with the Operational Policies as elaborated in the ESMF. The environmental and social audit will identify and justify appropriate measures and actions to mitigate the area of concern, will estimate costs of the measures and actions, and will recommend a schedule with agreed action plans to be implemented for the project going forward. SCOPE OF SERVICES The areas of concern of the Environmental and Social audit will be on GERMP backbone phase I and II works. The audit will comprise of an independent evaluation of the overall environmental and social management in line with the GERMP ESMF, and backbone phase I and II ESIAs., ESMPs and construction ESMP. Specific responsibilities include: • Develop a workplan to undertake an E&S audit program that will confirm the consultant’s understanding of the audit objective, scope, methodology/approach, and schedule and prepare an audit checklist that will cover review of available literature/ documents, key persons interviews, stakeholders’ engagement with the PIU level, relevant sub-national government agencies, community facilitators, contractors, and Owner Engineer. • Based on clear and agreed criteria, select site-specific activities to be included in the audit. • Review and assess the adequacy of the project stakeholder identification, analysis and engagement progress and assess current and planned stakeholder engagement activities as outlined in the project’s Stakeholder Engagement Plan (SEP). • ) Conduct an environmental and social audit as per the audit program approved by the PIU and as per described in the ToR. • Assess the implementing agencies’ capacities and resources to implement environmental and social management measures. • Assess the overall performance, capacities and resources of project consultants, contractors, and Owner Engineer in implementing and addressing all relevant environmental and social risks and impacts of sub-project activities under GERMP, including all specific E&S risks and mitigation measures that were identified in the ESMF/ESIAs/ESMPs. • Auditing risks related to labor influx, covering Occupational, Health and Safety (OHS), signing of codes of conduct, and community, health, and safety. • Present audit findings, including E&S shortcomings and non-compliances, and recommend and justify gap-filling and enhancement measures for the overall environmental and social management, with action plans with estimated cost and timeline agreed by the GERMP and NAWEC. • Auditing the projects stakeholder engagement activities for GERMP backbone phase I and II throughout the duration of the project lifecycle and identify if they were sufficiently identifying stakeholder priorities. Duration and Deliverables The duration of the assignment is 35 working days. The consultant shall prepare a separate report for backbone phase I and phase II assessing the overall management of ESMF/ESIA and ESMP/C-ESMP implementation, and separate reports for the various activities with site-specific findings and recommendations. A synthesis report on gaps, strengths and weaknesses of both overall project and site-specific management of E&S risks, with recommendations for improvement, shall be prepared in the final report. It is brought to the attention of the Consultants in accordance with paragraph 5.9 of the " Borrowers Procurement Regulations for seeking Investment Project Financing (FPI)" (July 2016), revised in November 2017 and July 2018 and November 2020 ("Regulations "Procurement"): Selection and Employment of Consultants by World Bank Borrowers, current edition of the World Bank Conflict of Interest Rules, are applicable. Independent Resettlement Action Plan Implementation Audit for the ECOREAP

REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) The Gambia ECOWAS REGIONAL ELECTRICITIY ACCESS PROJECT (ECOREAP) Loan No./Credit No./ Grant No.: IDA-D4070 Assignment Title: Independent Resettlement Action Plan Implementation Audit for the ECOREAP Reference No: GM-NAWEC-467431-CS-CQS The ECOWAS-Regional Electricity Access Project (REAP) is a part of a Series of Projects (SOPs) being implemented within the ECOWAS region. It is funded by the International Development Association (IDA/World Bank, and it aims to increase the number of people in West Africa with access to reliable and affordable electricity, as articulated in the ECOWAS White Paper of 2006. The SOP consists of two Phases, which plan to provide 2.5 million people across five countries in West Africa, namely Guinea-Bissau, Niger, Mali, Mauritania, Togo, Senegal and The Gambia with electricity. Phase I of the SOP is to provide access to 1.1 million people in Guinea-Bissau, Mali, and The Gambia. It is expected that this will transform the power sectors of these countries and enable them to achieve their common objective of delivering more power to more consumers. In The Gambia, Phase I will finance the expansion of medium and low-voltage networks from the two high-voltage 225/33 kV substations (in Soma, Lower River Region–LRR, and in Brikama, in West Coast Region–WCR) being built under the OMVG Energy Project. The Second Phase of the SOP (Phase II) will finance the reinforcement and extension of the distribution network (MV and LV) in Niger, Senegal and Mauritania, and within the context of the ECOWAS White Paper of 2006, additional member countries will be included in future through potential additional financing. These participating countries will benefit from attracting larger contractors to ensure timely implementation, and furthermore, the regional approach facilitated by ECOWAS will be used to disseminate lessons learned from the World Bank’s global access experiences, which will be shared with participating countries to implement the access agenda. The objectives of the RAP monitoring and evaluation plan are to: • Confirm compliance with national legislation regarding aspects of RAP implementation such as payment of statutory compensation. • Confirm compliance with international requirements for RAP implementation, including OP.4.12. • Assess whether RAP objectives and commitments have been delivered as per the RAP approved by the World Bank and national Gambian Authorities. • Monitor delivery of entitlements to PAPs, including all entitlements outlined in the RAP such as: payment of compensation, housing replacement, transitional support, livelihood restoration and vulnerable persons assistance etc... • Analyze the construction activities that took place after the implementation of the RAP and identify and address any additional land acquisition, crop compensation and construction damage issues that has arisen during construction. • Monitor and evaluate the treatment of Vulnerable Persons • Assess the performance of the Grievance Mechanism as per the good practice principles (accessible, transparent, fair etc..). Analyze all closed and open complaints from the RAP and identify what measures need to be put in place to find resolutions to any outstanding or complicated complaints related to the RAP. • Feed into ongoing management of RAP implementation and identify any corrective actions where necessary to build into the program. • Undertake stakeholder engagement on the RAP implementation process to support the RAP audit conclusions and recommendations. Scope: The focus of the RAP implementation audit will be on areas covered by ECOREAP scope of work with all the MV, LV and substations. The audit will comprise of an independent evaluation of the overall implementation of RAP, as per commitments stated in the RPF, and RAPs for ECOREAP scope of work with all the MV, LV and substations. Specific responsibilities include: • Develop a workplan to undertake a broad audit program. • Based on clear and agreed criteria, select site-specific activities to be included in the audit. • Review and assess the adequacy of the project stakeholder identification, analysis and engagement progress and assess current and planned stakeholder engagement activities as outlined in the project’s Stakeholder Engagement Plan (SEP). • Conduct a RAP implementation audit of the components of ECOREAP scope of work with all the MV, LV and substations as per the audit program. • Assess the PIU capacities and resources to implement the measures recommended to address the gaps identified in the implementation of the RAPs. • Assess the effectiveness of the project’s Grievance Resolution Mechanism (GRM) in terms of its accessibility, credibility, effectiveness in resolving grievances, resourcing, etc. • i) Assess the effectiveness of stakeholder engagement activities undertaken for the development and implementation of the RAP. • Present audit findings and recommend gap-filling and enhancement measures for the overall RAPs implementation of the two components with action plans agreed by the ECOREAP and the World Bank. • The final deliverable shall include extensive visual and graphic documentation including all the affected plots, photographs of field conditions. Duration of Assignment The duration of the assignment is three (3) months. DELIVERABLES The consultant shall prepare a separate report assessing the overall management of ESMF/ESIA implementation, and separate reports for the various activities with site-specific findings and recommendations. REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) The Gambia ECOWAS REGIONAL ELECTRICITIY ACCESS PROJECT (ECOREAP) Loan No./Credit No./ Grant No.: IDA-D 4070 Assignment Title: Independent Environmental and Social Management Plan Audit for the ECOREAP Reference No: GM-NAWEC-467429-CS-CQS The ECOWAS-Regional Electricity Access Project (REAP) is a part of a Series of Projects (SOPs) being implemented within the ECOWAS region. It is funded by the International Development Association (IDA/World Bank, and it aims to increase the number of people in West Africa with access to reliable and affordable electricity, as articulated in the ECOWAS White Paper of 2006. The SOP consists of two Phases, which plan to provide 2.5 million people across five countries in West Africa, namely Guinea-Bissau, Niger, Mali, Mauritania, Togo, Senegal and The Gambia with electricity. Phase I of the SOP is to provide access to 1.1 million people in Guinea-Bissau, Mali, and The Gambia. It is expected that this will transform the power sectors of these countries and enable them to achieve their common objective of delivering more power to more consumers. In The Gambia, Phase I will finance the expansion of medium and low-voltage networks from the two high-voltage 225/33 kV substations (in Soma, Lower River Region–LRR, and in Brikama, in West Coast Region–WCR) being built under the OMVG Energy Project. The Second Phase of the SOP (Phase II) will finance the reinforcement and extension of the distribution network (MV and LV) in Niger, Senegal and Mauritania, and within the context of the ECOWAS White Paper of 2006, additional member countries will be included in future through potential additional financing. These participating countries will benefit from attracting larger contractors to ensure timely implementation, and furthermore, the regional approach facilitated by ECOWAS will be used to disseminate lessons learned from the World Bank’s global access experiences, which will be shared with participating countries to implement the access agenda. OBJECTIVE: The objective of the E&S audit is to perform an independent assessment of the environmental and social management of ECOREAP in line with the requirements established in the ESMF and the ESIAs. Focus will be placed on examining whether a system for addressing environmental and social aspects of the project and sub-project activities have been functional and adequately resourced and whether implementation of mitigation measures and established mechanisms as contemplated in the Environmental and Social Management Plan (ESMP) is in line with the Operational Policies as elaborated in the ESMF and ESIA. Based on audit findings, gap-filling and enhancement measures with agreed action plans will be recommended for the project going forward. SCOPE OF SERVICES The focus of the Environmental and Social audit will be on ECOREAP works. The audit will comprise of an independent evaluation of the overall environmental and social management in line with the ECOREAP ESMF, and ESIAs. Specific responsibilities include: • Develop a workplan to undertake an E&S audit program. • Review and assess the adequacy of the project stakeholder identification, analysis and engagement progress and assess current and planned stakeholder engagement activities as outlined in the project’s Stakeholder Engagement Plan (SEP). • Conduct an environmental and social audit as per the audit program. • Audit the implementing agencies’ capacities and resources to implement environmental and social management measures. • Audit the capacities and resources of project consultants, contractors, and Owner Engineer in implementing and addressing all relevant environmental and social risks and impacts of these two components under GERMP, in particular specific E&S risks that were identified in the ESMF/ESIAs. • Auditing risks related to labor influx, covering Occupational, Health and Safety (OHS), signing code of conduct and community, health, and safety. Auditing the management of such risks at the project levels, including whether a system is in place and functions to address risks related to Sexual Exploitation and Abuse and Sexual Harassment (SEA/SH), and Violence Against Children (VAC). • Auditing of the effectiveness of the project’s Grievance Resolution Mechanism (GRM) in terms of its accessibility, credibility, effectiveness in resolving grievances, resourcing, etc. • Auditing the projects stakeholder engagement activities for the ECOREAP intervention areas covering the MV and LV lines throughout the duration of the project lifecycle and identify if they were sufficiently identifying stakeholder priorities. • Present audit findings and recommend gap-filling and enhancement measures for the overall environmental and social management, with action plans agreed by the NAWEC-PIU. • The final deliverable shall include extensive visual and graphic documentation including photographs of field conditions (including timestamps and geotagged reference points. The duration of the assignment is 35 working days. The consultant shall prepare a separate report assessing the overall management of ESMF/ESIA implementation, and separate reports for the various activities with site-specific findings and recommendations. A synthesis report on gaps, strengths and weaknesses of both overall project and site-specific management of E&S risks, with recommendations for improvement, shall be prepared in the final report. Analyze all closed and open complaints from the RAP and identify what measures need to be put in place to find resolutions to any outstanding or complicated complaints related to the RAP. • Feed into ongoing management of RAP implementation and identify any corrective actions where necessary to build into the program. • Undertake stakeholder engagement on the RAP implementation process to support the RAP audit conclusions and recommendations. The objectives of the RAP Audit are to: • Confirm compliance with national legislation regarding aspects of RAP implementation such as payment of statutory compensation. • Confirm compliance with international requirements for RAP implementation, including OP.4.12. • Assess whether RAP objectives and commitments have been delivered as per the RAP approved by the World Bank and national Gambian Authorities. • Monitor delivery of entitlements to PAPs, including all entitlements outlined in the RAP such as: payment of compensation, housing replacement, transitional support, livelihood restoration and vulnerable persons assistance etc... • Analyze the construction activities that took place after the implementation of the RAP and identify and address any additional land acquisition, crop compensation and construction damage issues that has arisen during construction. • Monitor and evaluate the treatment of Vulnerable Persons • Assess the performance of the Grievance Mechanism as per the good practice principles (accessible, transparent, fair etc..). Analyze all closed and open complaints from the RAP and identify what measures need to be put in place to find resolutions to any outstanding or complicated complaints related to the RAP. • Align RAP goal with existing policies and programs to avoid duplication and enhance synergy • Undertake stakeholder engagement on the RAP implementation process to support the RAP audit conclusions and recommendations. Scope: The focus of the RAP implementation audit will be on GERMP Backbone phase I and phase II. The audit will comprise of an independent evaluation of the overall implementation of RAP, as per commitments stated in the RPF, and RAPs for both GERMP backbone phase I and phase II. Specific responsibilities include: • Develop a workplan to undertake a broad audit program. • Based on clear and agreed criteria, select site-specific activities to be included in the audit. • Review and assess the adequacy of the project stakeholder identification, analysis and engagement progress and assess current and planned stakeholder engagement activities as outlined in the project’s Stakeholder Engagement Plan (SEP). • Conduct a RAP implementation audit of the two components (GERMP Backbone phase I and phase II) as per the audit program. • Assess the PIU capacities and resources to implement the measures recommended to address the gaps identified in the implementation of the RAPs. • Assess the effectiveness of the project’s Grievance Resolution Mechanism (GRM) in terms of its accessibility, credibility, effectiveness in resolving grievances, resourcing, etc. • Assess the effectiveness of stakeholder engagement activities undertaken for the development and implementation of RAP. • Present audit findings and recommend gap-filling and enhancement measures for the overall RAPs implementation of the two components with action plans agreed by the GERMP and the World Bank. • The final deliverable shall include extensive visual and graphic documentation including all the affected plots, photographs of field conditions. REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) The Gambia Regional Solar Park of The Gambia (RSPG)- P504421 Loan No./Credit No./ Grant No.: IDA- D4080 Assignment Title: Update of the Resettlement Action Plan of the Regional Solar Park of The Gambia (RSPG) Reference No.: GM-NAWEC-447227-CS-CQS The Republic of The Gambia is implementing Regional Solar Park of The Gambia Project (RSPG) financed by the World Bank. National Water and Electricity Company (NAWEC) is an Implementing Agency for RSPG. The main Project Development Objective is to mobilize private investments through the piloting of a sustainable solar and battery energy storage system competitive bidding process. With the assistance of the World Bank and the ECOWAS West African Power Pool (WAPP), NAWEC has developed a Resettlement Action Plan whose cutoff date was on 05th April 2022, and the RAP was approved in March 2023 by the World Bank. That means it has been almost two years, and the RAP is still not implemented. Meanwhile, NAWEC has hired a consortium of consultants composed of EY, Mayer Brown and Imara Solar (the "Transaction Advisor") to develop an auction system in The Gambia for the selection of one or more IPPs to finance, build and operate the first phase of the Regional Solar Park (50 MWp solar with 18 MWh of BESS, (Battery Energy Storage System) the “Project”). Contractually, the transaction support for the solar auction is divided into two phases, with the first phase focusing on the design of the auction, with the WAPP as the leading client (the “Phase 1”), and the second phase providing support for the launch and running of the auction, with the Government of The Gambia as the client (the “Phase 2”). As required by the Request for Proposal dated May 6, 2021, the Transaction Advisor had provided a technical and financial proposal both for Phase 1 and 2 selected in its offer dated July 12, 2021. Phase 1 has been successfully completed, and in Phase 2, the Transaction Advisor will support the Client in launching a solar + BESS solar park tender until financial close of the winning bidder. That means by the time the bidder will be chosen, the two years required to update a RAP not implemented yet will be reached. Prior to handing over the site to the IPP contractor, the RAP should be updated to ensure that the rates used reflect current value replacement rates, consult stakeholders and affected communities to make sure that they are updated on the progress of the project and the planned activities including the timeline of planned resettlement activities. After updating the RAP, it should be implemented without delay and compensate all the affected PAPs both individual and institutional PAPs. The project is being prepared under the World Bank Groups Environmental and Social Framework (ESF). The projects private sector partners may also use the Environmental and Social Performance Standards of the private sector international financial institutions like IFC, as well as the Gambian Land Acquisition and Compensation Act (LACA). The objective of this assignment is to assess the overall compliance of the WB ESS 5 with the resettlement process, the valuation of the affected parties’ assets, the consultation process established during the development of the RAP, the Grievance Mechanism proposed, the matrix of the valuation for the compensation, the identification of vulnerable PAPs, the proposed livelihoods restoration plans, and also identify potential gaps with the ESS5. After the approval of this first phase, the firm will proceed with the implementation of the RAP to compensate all the PAPs prior to it being handed over to the contractor to start the physical work at the RSPG Phase 1 site. Scope of work: The overall responsibility of the Consultancy firm will be ensuring strict compliance of the already developed and approved RAP with the World Bank Group Environmental and Social Standards ESS5 on Land Acquisition, Restrictions on Land Use and Involuntary Resettlement guidelines and The Gambia Land Acquisition and Compensation Act. The Gambia electricity sector has elaborated a vision to attain universal access by 2025. Electricity operations is under the domain of a vertically integrated utility, NAWEC. Over the years, the country with the support of various partners has worked towards attaining this goal ahead of the SDG7 target of 2030. Operationally, the sector is characterized by heavy dependence on fuel (HFO/LFO) imports for electricity generation, which is costly and exposes the country to the volatile fuel market prices, which negatively affects the cost of service and delivery. The strategic thrust of the energy sector has been anchored on the development of an electricity sector roadmap for 2021-40, with ambitious targets on the integration of renewables and imports to improve the affordability profile of the sector. The roadmap has aligned to The Government of The Gambia's renewable energy targets of 30% of total installed capacity by 2025. The Government of The Gambia has started on the path towards actualizing the lofty goals of the roadmap particularly the integration of renewables and penetration of imports primarily through the OMVG (the Gambia River Basin Development Organization) interconnector. Through World Bank's Gambia Electricity Restoration and Modernization Project (GERMP - P163568), NAWEC integrated the first utility scale solar plant in The Gambia of 23MWp plus 8 MWh battery storage. The Gambia has commenced receiving hydropower supplies from October 2024 through its power purchase agreement (PPA) signed with Electricite du Guinee (EDG), which will benefit from the OMVG interconnector. Combined, these would increase available generation capacity by 55% and most significantly accelerate the shift away from expensive HFO generation that has crippled the sector. The roadmap has also elucidated a bold vision for universal access to electricity in The Gambia by 2025. A number of active projects are ongoing and upon completion will provide access to over 700 communities by end 2025. This feasibility study will support the ongoing activities by (i) conducting detailed studies in an additional 225 communities mainly in the Central River and Upper River Regions of The Gambia and (ii) assess the feasibility of system reconfigurations in the Greater Banjul Area. REQUEST FOR EXPRESSIONS OF INTEREST The Gambia Regional Solar Park of The Gambia (RSPG) Project Loan No./Credit No./ Grant No.: ESMAP Umbrella MDTF Grant No. TF0C5865 Assignment Title: Recruitment of Environment & Social Consultant Contract REF (As per Procurement Plan): GM-NAWEC-451584-CS-INDV The Republic of the Gambia is implementing Regional Solar Park of The Gambia Project (RSPGP) financed by the World Bank. National Water and Electricity Company (NAWEC) is the Implementing Agency for RSPGP. The main Project Development Objective is to mobilize private investments through the piloting of a sustainable solar and battery energy storage system competitive bidding process. The implementation of activities of the project will lead to potential environmental and social (E&S) risk and impacts which must be managed. The project is being prepared under the World Bank Group Environmental and Social Framework and may use during its implementation the Environmental and Social Performance Standards of the private sector international financial institution as well as the Gambian national law on the management of E&S risks and impacts. An experienced International Environmental and Social Specialist will be required to support the implementation of the Project. Objectives The objectives of the Consultant’s services are to provide support to the PIU on all E&S safeguards issues arising in implementing project and build capacity of PIU staff. Scope of Work Activities to be performed by the Environment and Social Specialist include but are not limited to the following: • Provide overall technical environmental and social safeguard oversight for the Project preparation and implementation. Focus will be on environmental and social risk management, including measures for addressing negative E&S impacts, labor influx, land acquisition and compensation, grievance mechanism, inclusive consultation of vulnerable stakeholders, occupational health and safety working conditions of labors, biodiversity management, waste (including hazardous and non-hazardous) and other environmental and social issues that may arise during the implementation of project’s activities. • Define steps required to ensure compliance with Environmental and Social Standards and the World Bank Group Environmental, Health and Safety (EHS) Guidelines which are deemed relevant to this project, and with national, regional, and international legal provisions in force that apply. • In accordance with WB E&S standards and procedures, assess the potential environmental and social risks and impacts of the Project, guide the compensation process and handing over of the solar site to the investor in accordance with the WB ESS, especially ESS 5 on land acquisition and compensation. • Contribute to the preparation of environmental and social clauses and ensure their integration in the tender documents as well as in the contracts of investors companies in charge of the works to ensure smooth implementation of the Project according to WB ESS/IFC ESS PS. • Monitor compliance with World Bank Environmental and Social Framework (ESF) and EHS guidelines, sector specific guidelines, other relevant policies, and contract specific conditions and E&S provisions on investor contract. When there are compliances issues, work with investors to implement remedial measures or undertake actions to resolve them. • Clearly document and communicate any outstanding or emerging gaps between project performance and ESS requirements and related risks. • Lead training on E&S issues to investors internal staff and other specialists as needed to disseminate knowledge and lessons learned and methodologies for the smooth implementation of the Project. • Provide necessary coordination and relevant inputs on E&S issues and instruments and conduct quality review and facilitate the approval and disclosure process of investor Environmental and Social Management System (ESMS) and subsequent ESMP for the work and their implementation in accordance with Environmental and Social Standards of the World Bank and/or International Financial Cooperation Environmental and Social Performance Standards and the national regulations in force. • Undertake regular supervision field visits to project sites to assess the management of environmental and social risks and impacts and verify environmental and social monitoring information provided in the reports of investors, including photo documentation as applicable. • Keep records of environmental and social supervision of project activities in a systemic manner that allows easy search-and-find of all documents upon request of the World Bank Group, and national authorities. Analyse project implementation reports to ensure that all work is completed in full compliance with the WB ESS/IFC PS in handling specific environmental and social issues. • Support the Contractor, Supervising Consultant, PIU in preparing Completion Reports. The E&S Specialist will ensure that all E&S risks identified during the studies, implementation, site visits, World Bank missions and other field assessments are included in the project implementation reports. • The Environmental Specialist shall provide support to Contractors, Supervising Consultants, PIU in documenting and follow-up/resolving of all outstanding environmental issues arising from the implementation of project activities. • Monitor the development, dissemination/make accessible and functional the implementation and effective monitoring of the project's Grievance Mechanism, including the resolution of disputes and conflicts arising from the implementation of the ESMP and propose appropriate corrective measures. • Ensure proper management of OHS aspects by investors (e.g., safety for workers and communities in construction and/or temporary and permanent rehousing sites, significant amounts of emissions or effluents produced, presence or adoption of unsafe processes for a project), to ensure that these risks are adequately addressed in the implementation processes, etc. WORKLOAD and DURATION OF SERVICES The consultant will work for a maximum of 10 days in month over a total contract period of one (1) year. NAWEC, at its discretion, and based on the evaluation of performance, may extend the services. Services may include travel to Banjul as requested by the PIU (at least 10 trips are envisaged). Reporting obligations • The consultant will prepare the following reports: • Inception report within one month after contract commencement. • Interim report shall not be later than three months after contract commencement. • Final report upon completion of the services. It should outline the work performed and make recommendations to the client. FAcilities to be provided by the PIU The following facilities will be provided by the Client to the consultant free of charge. • Office space with desk shall be provided in the client’s office or as it may be agreed. • Access to office facilities: printing, photocopying, etc. • Documents: All the documents and available data and information concerning the Project. • Internet facilities within the office. • Any site visits that may be required will be arranged by the Client. FAcilities to be provided by the consultant • Personal computer and peripherals for his own use. • Mobile phone and communication (Telephone, internet outside office hours) • In City Transportation. • The consultant will be responsible for arranging and paying for his accommodation and meals. QUALIFICATIONS of the consultant (i) Have a higher education degree (Master) in environmental management or environmental sciences (ecology, biology, botany, forestry, natural resource management, etc.), geography, environmental engineering or any other degree deemed equivalent. (ii) Minimum of 8 years (10 years preferred) of directly relevant work experience in environment and/or social management and assessment with experience related to private sector business activities. (iii) Track record in working with private sector firms across different industry sectors to identify environmental and/or social risks and issues and develop mitigation measures to ensure compliance with good international industry practice. (iv) Demonstrated experience and knowledge of World Bank Group operations and environmental and social standards and IFC environmental and social performance standards, especially, experience and familiarity with complex safeguard work. (v) International experience required; especially a clear understanding of Gambia ’s Environmental Requirements (Policies, Laws, Regulations and Guidelines). (vi) Good experience in the development and/or implementation of Environmental and Social Assessment instruments (ESMS, ESIA, ESMP, RAP) in projects financed by the World Bank or IFC. (vii) Proven capacity to work across multiple stakeholders, including government entities, civil society organizations (CSOs), local communities, and the private sector. (viii) Demonstrated experience in the World Bank/IFC project cycle and procedures. (ix) Must understand the concept of management systems in general, and environmental and social management systems, in particular. (x) the concept of gender-based violence (GBV), experienced in managing GBV risks and be able to guide investors in developing and implementing GBV Action Plans. (xi) Experience in developing, implementing and/or evaluating plans for resettlement, land acquisition and compensation, social management, community development. (xii) Ability to work well with a range of partners, including project-affected people, government officials, international organizations, development agencies, NGO’s / civil society, as well as project investors and their staff. National Water and Electricity Company (NAWEC) is the Implementing Agency for RSPGP. The main Project Development Objective is to mobilize private investments through the piloting of a sustainable solar and battery energy storage system competitive bidding process. NAWEC has set up a Project Implementation Unit (PIU), which will manage implementation of the Project, including procurement financed by the Project. PIU is also managing contracts’ implementation to ensure effective and efficient compliance with the Financing Agreement. An experienced International Procurement and Contract Management Advisor (the Consultant) will be required to enhance capacity of the PIU in managing various aspects of project/contract/procurement management in implementation of the Project in accordance with the World Bank Guidelines and Project legal documents. The Consultant will also provide on-the-job training and support the capacity building of the PIU staff, and perform other related activities, as the need may be. OBJECTIVES The objectives of the Consultant’s services are to provide support to the PIU in implementing project, contract management, and procurement activities under the Project and build capacity of PIU staff. SCOPE OF WORK (i) Hands-on assistance in performing the following procurement and contract management activities without limitation: • Advising on the contract management processes with the goal of improving efficiency of contract implementation. • Advising on communication management with different stakeholders within and outside the project • Proactively identifying risks and proposing measures to prevent and/or mitigate them. • Advising on managing claims under contracts. • Reviewing progress reports and identifying potential gaps and risks, and suggesting solutions. • Reviewing contract activities for compliance with procedures and standards. • Assisting in solving problems, which may arise during implementation. • Participation in discussions and contributing to decision making, especially on critical issues. • Assisting in establishing proper planning and record keeping. • Imparting project management knowledge and skills to the project staff to better manage and implement contracts. • Identifying risks, their ranking, and proposing risk mitigation measures. • Advising on managing time, cost and quality in contract implementation. • Managing contract variations • Managing disputes and conflict resolution • Proper contract closure. (ii) Hands-on assistance and advising to the PIU procurement staff in performing the following procurement-related activities without limitation: • Preparation of TOR, REOI, Evaluation Reports, draft contracts based on the WB’s standard procurement documents. • Conducting proper communication with bidders, including drafting responses to bidders’ inquiries, debriefing, addressing bidders’ complaints. • Negotiating finalizing and monitoring contracts with winning bidders. • Proper maintaining procurement records in STEP. • Providing capacity building, including on-the-job training of procurement staff. WORKLOAD AND DURATION OF SERVICES It is estimated that the workload will be 72 staff-days spread over the total contract period of one year. QUALIFICATIONS OF THE CONSULTANT (i) Master’s Degree from a reputable university in procurement, business administration, project management, engineering, economics or related fields. Certification in procurement from a recognized institution (e.g., CIPS) is preferred. Certification in project management from a recognized institution (e.g., PMI) is preferred (ii) Strong experience in power sector (private and public), including project management, contract management, and procurement of large contracts. (iii) Strong experience in and knowledge of Independent Power Producer transactions, Power Purchase Agreements, project finance in power sector will be a strong advantage. (iv) Strong experience and detailed knowledge of the World Bank latest procurement regulations and contract management requirements. (v) At least 15 years of proven successful procurement and contract management experience in the World Bank-funded projects in developing countries, including experience in Sub-Saharan Africa is required. Relevant experience with other multilateral banks (AfDB, ADB, etc) will be also considered. Experience in projects in small and fragile countries will be an advantage. Experience with power sector projects in the Gambia will be an advantage. (vi) Strong experience in assessment of contract risks, organizational capacity development, training, implementation of systems in project implementation units. (vii) Strong experience in and understanding of international development business, including sensitivity to cultural issues, leadership, communication, negotiations. Recruitment of Senior Power Engineer

The Project Implementation Unit of National Water and Electricity Company Ltd, NAWEC-PIU, is preparing and implementing the Gambia-related part of the ECOWAS-Regional Electricity Access Project, Phase 1 (REAP1), a World Bank funded project. The Project Development Objective is to increase grid electricity access in Guinea-Bissau, Mali, and The Gambia. The project aims to provide access to around 1.1 million people in specific localities in each country selected, following a first order least cost geospatial planning within a 100-km radius of the substations of the OMVG in The Gambia and Guinea Bissau, and the substations of the OMVS in Mali. The project comprises three components: (i) Design and construction of electricity distribution grid aiming to maximize new people’s connections; to the grid, (ii) Supervision of the construction and technical advisory, and (iii) Technical assistance and project management. The design phase for the major contract of the REAP1 is complete, and this covers a base-list of 298 communities with the Following scope: 521 km MV lines, 361 substations ans 1 259 km LV lines. Then, additional communities (around 85) are identified and the recruitment of a firm, to design the additional scope and develop and Employer’s Requirements, is ongoing. NAWEC-PIU is also implementing in the rural areas’ other projects similar to the ECOWAS REAP1 and funded by EU, EIB, World Bank, and AfDB. In total, more than 1000 km MV lines, more than 2000 km LV lines, and more than 700 communities are identified and committed. In the GBA (Grand Banjul Area), the NAWEC-PIU also implements a 20 MWp Solar Plant, a National Control Centre, a 17 km 225kV Transmission Line, a HV/MV Substation, MV/MV Substations, and MV/LV substations. To address the temporary overload of staff due to the significant increase of activities, the NAWEC-PIU needs to get an additional senior power engineer directly operational in the team. Hence, a Senior Power Engineer is now being recruited by NAWEC - PIU, in relation with the World Bank, to work on relevant projects activities of the unit. The assignment will be for a period of one-year renewable, full time. • • Scope of SERVICES The Senior Power Engineer’s responsibility will be ensuring technical preparation and monitoring of implementation of all the power lines and substations projects, under the PIU and in relation with the RCU and the owner’s engineer. Activities to be performed include but are not limited to the following: • Provide engineering support to the PIU during projects preparations, managements, and implementations. • Provide inputs to specifications/employers’ requirements/ToRs for bidding documents/RFPs, for power lines and substations. • Oversee project preparations, particularly in aspects related to designs, works, equipment specifications, and other technical aspects like substation protection and control system, under the general management of the Coordinator of the PIU. • Provide technical support during bidding stages, prequalification, shortlisting, bid evaluation, contract negotiation, drafting of contract, etc. • Review all technical documents; designs, specifications, and construction schedule submitted by Contractors, ensuring strict control for proper and quality implementations of the project, in relation with the owner’s engineer. • Ensure that bidding documents, project implementations, and contracts adheres to all technical details and international standards, for the lines and substations as well. • Attend Factory Acceptance Tests and inspect the quality and quantity of the equipment. • Supervise the implementation of all the projects to conform to approved design. • Supervise commissioning conducted on all the projects and issue reports. • Follow up on correspondences between the RCU, Owner’s Engineers, Contractors, and the other stakeholders. • Monitor the implementation of the projects schedules to ensure adherence with the project timeline. • Review the reporting from Contractors and Owners’ Engineers • Review the invoices of Owners’ Engineers and contractors. • Monitor the implementation of the Quality Management Plan set up by contractors and safety arrangements during works (Personal protective equipment, Staff certifications to handle specific electricity related tasks, etc.) • Collect all relevant information on the constructions, anticipate and identify problems and risks arising and recommend necessary actions to the Project Coordinator • Assess and advise on all proposed technical variations and report on justification or otherwise of claims. • Respond effectively to any other job assigned by the Project Coordinator • Contribute to elaborate Annual Work Plans, annual budgets, as well as the quarterly, biannual, and annual reports of the projects. • Assist the Project Coordinator in supervising contractors’ performances in handling technical issues, then provide corrective instructions as needed. • Assist the Project Coordinator in the preparation during missions of supervisions, meetings with the RCU, internal meetings and Steering Committee meetings. • Other activities, as instructed by the Managing Director through the Project Coordinator. • • QUALIFICATION AND EXPERIENCE REQUIREMENTS Qualification and skills requirements Qualification Must hold a master’s degree in electrical engineering or related fields. Skills • Ability to work in a multidisciplinary team. • Excellent writing and reporting skills. • Experienced computer user, including excellent knowledge of Microsoft Office suite. • Good skills in information technology and communication tools. • Fluent in English, and knowledge in French will be an added advantage. General Experience • Significant exposure to the electricity sector with a minimum of 10 years’ professional experience in working on power distribution projects. • Desirable regional (West Africa) experience of 3 years. • experience on Donor’s funded projects. Specific experience • Have been involved, in the last five (5) years, at least in two (2) engineering or implementation of projects of power distribution grid extension/reinforcement in rural or suburban areas, with following minimum size: 100 km MV lines, 25 substations, 200 km LV lines. • Experience and understanding of methodology of power system planning and analysis software, as well as rules for the interconnection of electricity networks. • • DUTY STATION AND CONTRACT DURATION It is estimated that the workload will be 120 staff-days spread over the total contract period of one year.
