AVIS DE MANIFESTATION D’INTÊRET Nº NºWARDIP-C-007-2023 POUR LE RECRUTEMENT D’UN CONSULTANT CABINET POUR l’ETUDE DE FAISABILITÉ TECHNIQUE, JURIDIQUE, FINANCIERE ET l’ELABORATION DE LA STRATEGIE DE PPP, ELABORATION DU DAO, SUIVI ET CONTROLE DES TRAVAUX DE CONNECTIVITE NATIONALE : BACKBONE NATIONAL Pour faire face aux défis du secteur des technologies de l’information et de la communication (TIC), le Gouvernement de la Guinée Bissau (GdGB) avec l’appui de la Banque Mondiale, a confirmé son adhésion au Projet Régional d'Intégration Numérique en Afrique de l'Ouest (« WARDIP ») en vue de promouvoir la mise en œuvre du plan de développement national 2020-2023 et qui met l’accent sur la promotion et le développement des technologies de l’information et de la communication (TIC). La composante Bissau-Guinéenne du Programme WARDIP (WARDIP-GB) vise à élargir l'accès aux services haut débit grâce au développement et à l'intégration des marchés numériques du pays avec ceux de la région de l'Afrique de l'Ouest. Dans le cadre de la Composante 1 du programme WARDIP–GB «Développement et intégration du marché de la connectivité », la sous-composante 1.2 « Infrastructure de connectivité nationale et internationale » couvre le financement d’infrastructures clés, tel que les tronçons prioritaires de la dorsale nationale en fibre optique. Au regard de ce qui précède et, en vue d’assurer une mise en œuvre efficace du projet de backbone national ( ci-après le « Projet »), il a été décidé de recruter un Consultant pour assister le GdGB á: • Estimer la rentabilité économique du backbone sur le moyen et long terme ; • Définir le modèle de gouvernance du backbone nationale le plus adapté ; • Identifier les tronçons prioritaires de fibre optique à déployer ; • Faire en sorte que les travaux de construction du backbone sont faites dans les règles de l’art et conformément aux objectifs sectoriels pour de couverture en services haut débit ; Le Consultant devra être un Cabinet de conseil ou bureau d'études avec un (1) expert dans les domaines des réseaux de télécommunication large bande (IP), et un (1) Ingénieur en BTP/génie civil/Ponts qui a une expérience à l'international, avec au moins trois (3) références dans la réalisation de missions similaires dont au moins une (1) en Afrique. REQUEST OF INTEREST Nº11/2023 FOR A FEASIBILITY STUDY ON CIBERSECURITY IN GUINEA-BISSAU. • Backgraund To support the region’s digital transformation, the World Bank (WB) is financing the preparation of the West African Regional Digital Integration Program (WARDIP) – Guinea-Bissau – for US$60 million for five years. The project is expected to be submitted for approval by the World Bank Executive Board in September 2023; it’s entered the preparations phase since May 2023 The design of the proposed program considers the need for Guinea-Bissau to develop a digital economy, while aligning itself and integrating into a single and harmonized regional digital market. This will be done through a logical chain consisting on building single regional market for connectivity, data and online services, Having this type of markets rise cybersecurity concerns and the ongoing framing of the new cybercrime law, the government is seeking to conduct a comprehensive feasibility study to explore the establishment and operationalization of key cybersecurity structures, including a Security Operations Center (SOC), Computer Emergency Response Team (CERT), Critical Information Infrastructure (CII) and a national cloud. The primary objectives of this feasibility study are to: • Assess the needs and requirements for the establishment and operationalization of a SOC, CERT, CII and a national cloud in Guinea Bissau. • Develop a National Cybersecurity Crisis Framework, outlining measures and mechanisms for effective crisis management, loss mitigation, and recovery aligned with the ECOWAS and AUC Cybersecurity Directives. • Formulate a comprehensive National Cybersecurity Strategy & Action Plan aligned with the ECOWAS and AUC Cybersecurity Directives to guide the country's efforts in addressing current and emerging cybersecurity threats. • Prepare tender documents for the operationalization of the SOC, CERT, CII and national cloud (aligned with ECOWAS and AUC Cybersecurity Directives) including technical specifications, evaluation criteria, and other necessary details. • qualification requirements • The consulting firm should have: • Over 15 years of experience in the cybersecurity sector, with a focus on the African context. • A proven track record of conducting similar feasibility studies and developing cybersecurity strategies and action plans. • In-depth knowledge of international cybersecurity standards and best practices. • A team of experts with diverse backgrounds, including cybersecurity, risk management, policy development, and infrastructure design. • Experience in working with government institutions and a strong understanding of public procurement processes. The project is expected to be submitted for approval by the World Bank Executive Board in September 2023; it’s entered the preparations phase since May 2023 The design of the proposed program considers the need for Guinea-Bissau to develop a digital economy, while aligning itself and integrating into a single and harmonized regional digital market. This will be done through a logical chain consisting on building single regional market for connectivity, data and online services, Guinea Bissau, a West African nation, has been experiencing rapid technological advancements and increased internet penetration in recent years. With the growing dependency on information and communication technologies (ICT), the country faces an increased risk of cyber threats and vulnerabilities. Recognizing the importance of cybersecurity to ensure the safety and security of its citizens, businesses, and critical infrastructure, the government is taking proactive measures to address these challenges. The selected consulting firm will have the following objectives: (i) Conduct a Feasibility Study: Perform a comprehensive feasibility study on different cybersecurity and data protection governance models and their advantages and disadvantages for Guinea-Bissau given the country’s specific challenges and context. This study should inform the establishment of a robust, effective, and efficient data protection and cybersecurity function in Guinea-Bissau. (ii) Establishment Support: Assist in the design of the data protection and cybersecurity agency(ies), providing guidance and expertise in the staffing process, agency structure, and operational practices. (iii) Operations Manual Development: Collaborate with stakeholders to develop a comprehensive operation manual for the newly established data protection and cybersecurity agency(ies). This manual should include standard operating procedures, incident response protocols, and guidelines for data privacy and protection. (iv) Design Capacity Building Plan: Formulate a detailed plan for capacity building on (i) cybercrime for the agency(ies), operational units, judiciary, and law enforcement staff as well as on (ii) data protection. The capacity building program should comprise local and international training on computer/digital forensics and investigation, incident response, preservation of evidence, data recovery/retrieval and analysis, digital intelligence, and other relevant courses. (v) Online Educational Tools Development: Design and develop online educational tools to enhance awareness and accountability in the areas of cybersecurity and cybercrime. These tools should cater to different audiences, including public sector employees, private sector organizations, and the general public. They should provide clear, accessible information on essential topics, such as recognizing cyber threats, safe online practices, and the role of individuals in preventing cybercrime. • qualification requirements The consulting firm should have: • Over 15 years of experience in the cybersecurity sector, with a focus on the African context. • A proven track record of conducting similar technical assistance and developing cybersecurity and data privacy strategies and action plans. • In-depth knowledge of international cybersecurity and data privacy standards and best practices. • A team of experts with diverse backgrounds, including cybersecurity, risk management, data privacy, policy development, and infrastructure design. • Experience in working with government institutions. Profiles of the key Experts: • Cybersecurity Governance Expert: This expert should have a deep understanding of cybersecurity policy, governance models, and best practices. They should hold a master's degree (or equivalent) in Cybersecurity, Information Systems, Computer Science, or a related field, with at least 10 years of experience in cybersecurity governance, policy development, or in a related area. • Legal and Regulatory Expert: This expert should have a deep understanding of data protection laws and regulations, both locally in Guinea-Bissau and internationally. They should have a law degree and at least 10 years of experience in legal aspects of data privacy and protection. Experience with legal aspects of cybersecurity would be a plus. • Organizational Development Expert: This expert should have a solid background in organizational structure, HR, and agency formation. They should hold a master's degree (or equivalent) in Business Administration, Organizational Development, HR, or a related field, with at least 10 years of experience in similar roles. • Capacity Building and Training Expert: This expert should have a robust background in creating and executing training and capacity-building programs, ideally in the field of cybersecurity. They should hold a master's degree (or equivalent) in Education, Training, or a related field, with at least 10 years of experience in designing and implementing training programs. • Cybersecurity Technical Expert: This expert should have a deep technical understanding of cybersecurity, including computer/digital forensics, incident response, data recovery, and digital intelligence. Without digital skills citizens do not have the skills required to build or leverage the digital economy. The Government of Guinea-Bissau (GoGB) is committed to boosting the country’s digital skills since the spread of digital skills contributes directly to the Government’s strategic priorities of strengthening the digital sector The primary objectives of this study are to: Component A • Analyze the current demand for digital skills in the public and private sectors (based on surveys and interviews with firms, higher education institutions, and public sector entities), as well as the current supply of digital skills in the private sector (i.e., TVET) and public sector (i.e., ENA) and state of digital skills among the populace. • Conduct a gap analysis to determine the difference in demand and supply and, from there, propose tangible recommendations that the Government of Guinea-Bissau, through the WARDIP (but also through other means) could address these. • Develop a digital skills policy, covering all education levels, and provide capacity building for its implementation. • Design a digital skills development program and an operationalizable roadmap with costed suggestions on how to expand or strengthen existing/upcoming programs/courses and thus address the identified digital skills gap, focusing on the two target populations: women and people with disabilities. This program should also have a framework of indicators that allows for the monitoring of current data on digital skills, with clear lines of responsibility determining which entity should keep such data updated. Component B • Analyse the current challenges of Guinea-Bissau’s entrepreneur support organizations (ESOs) and their ability to scale up support to digital entrepreneurs. • Develop a program of technical assistance to the ESOs. • Devise a digital entrepreneurship support program implemented through a twinning arrangement between local ESOs and international support. • Operationalize Orik Capital concept, by design procedure manual and funding flow between WARDIP and ORIK Capital • qualification requirements The Consultant could be a firm or a consortium of firms providing expertise in the digital skills space with no less than 10 years of experience, including previous experience in digital skills assessments. Knowledge of the sector in Sub-Saharan Africa is highly desired. The consultant shall demonstrate this experience and propose a detailed methodology to complete the tasks • Project manager, with no less than 10 years of experience in project management, and with a minimum of 5 directly relevant experiences in Africa. Graduate degree in a relevant field (economics, public policy, business administration, telecommunications, etc.); • Business Model Manager (Economist), with no less than 10 years of experience, of which at least 5 years must be specialized in the development of business models and network management for education. Experience in setting up other National Research Networks (NRENs) would be an advantage. The project is expected to be submitted for approval by the World Bank Executive Board in September 2023; it’s entered the preparations phase since May 2023 The design of the proposed program considers the need for Guinea-Bissau to develop a digital economy, while aligning itself and integrating into a single and harmonized regional digital market. This will be done through a logical chain consisting on building single regional market for connectivity, data and online services, Interoperability across digital public systems is key to improving government efficiency, transparency, accountability, and coordination of services at lower costs. It is also key to guaranteeing a citizen-centric approach to reducing the administrative burden that citizens face in accessing public services, as it allows for the re-use and exchange of data, information, and knowledge across agencies. Underpinning interoperability is an interoperability framework, which specifies a set of common, government-wide principles, standards, and practices that all agencies should adopt and utilize for the purposes of joint delivery of public services. Such a framework generally consists of four layers: legal, organizational, semantic, and technical interoperability. The Government of Guinea-Bissau does not possess a national interoperability framework and digital public platforms in the country are generally not interoperable to overcame this gap, the governement is seeking for technical assistance to: • identify the reforms necessary to create the enabling environment for the provision of digital administrative, financial, and public services (i.e., e-authentication, e-signatures, e-transactions, etc.) • undertake a feasibility study for the development of an interoperability framework and data exchange layer; • assess and elaborate the necessary ICT infrastructure (i.e., data center, equipment, software, etc.) and human resources skills/profiles to support the implementation and management of an interoperability framework; • develop a prioritized and sequenced list of public services develop a prioritized and sequenced list of public services to be digitalized under the WARDIP project based on feasibility, demand, and impact, as well as the results of the 2020 WAEMU Evaluation of digital uses and national policies on the mass use of digital technology in the WAEMU area; • define a guideline for the development of user interface and user experience; and • elaborate tender documents for the hiring of consulting firms to undertake the proposed work. • qualification requirements The Consultant could be a firm or a consortium of firms providing financial, technical, and economic expertise in the digital governance / e-governance space. This will be done through a logical chain consisting on building single regional market for connectivity, data and online services, Despite the availability of electronic tools such as mobile phones, and the prioritization of the digitization of financial services across the West African Economic and Monetary Union (WAEMU), Guinea-Bissau's adoption of DFS´s as a national political priority remains lagging. To overcome these obstacles, the Government of Guinea-Bissau is looking for a consultancy service to: • examine and map the payments ecosystem in Guinea Bissau, including in the field of government payments (P2G/G2P, B2G/G2B, G2G); • (ii) identify initiatives to support merchant payment acceptance, needed interfaces at the national level to ensure broad interoperability, open to banks, non-bank financial institutions, and the national government of Guinea-Bissau; and • (iii) assess existing barriers and constraints affecting access and use of digital financial services (demand side assessment) and recommend solutions that could be implemented at the project • qualification requirements • At least 5 (five) years of professional experience in the field of payment systems, with proven experience in the evaluation, implementation, design or operation of payment systems; including immediate payment systems. • Demonstrated, deep knowledge and understanding of Retail and Large Values Payments systems, electronic interbank payment system infrastructures, Payment Systems Accounting, Settlement, Clearing, as well as RTGS, IPS, and ACH and other new payment system technologies. • Demonstrated experience in designing and/or implementing successful instant payment systems would be considered an advantage. • Experience in developing Technical Specifications for Business ICT Solutions, preferably payment systems, would be considered an advantage. • Excellent understanding of the various risks involved in ACH, RTGS and IPS systems and understanding of how other digital payments infrastructures could be integrated. • Proven experience with the application of the Principles for Financial Market Infrastructures. • Familiarity with the issues and challenges of developing a payment system in a developing country. • Excellent communication skills in English and Portuguese (written and oral) and proven experience with technical and analytical reporting. • Excellent presentation skills, including the ability to present technical materials to a mixed audience clearly and concisely.
