The Government of Uganda received financing from the World Bank toward the cost of the Investment for Industrial Transformation and Employment (INVITE) Project and intends to apply part of the proceeds under the Framework Contract for Hotel and Conference Services. 2. Government of Uganda, represented by Private Sector Foundation Uganda (PSFU), now invites sealed Bids from eligible Bidders for the above services. 3. Bidding will be conducted through a Request for Bids (RFB) procedure as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Interested eligible Bidders may obtain further information from PSFU-INVITE; E-mail [email protected] and inspect the Bidding Document during office hours (8:00 am to 5:00 pm) at the address given in No. 8. 5. The bidding documents may be purchased by interested bidders on the submission of a written application to the address below at No. 8 and upon payment of a non-refundable fee of UGX 50,000 (Uganda shillings fifty thousand only). Payment will be made to Uganda Revenue Authority through a convenient commercial bank after obtaining a Bank Payment Advice Form from the URA website. Bidders may make arrangements with courier service providers to have the bidding documents delivered to them. However, PSFU-INVITE shall not accept liability for loss or late delivery. 6. INVESTMENT FOR INDUSTRIAL TRANSFORMATION AND EMPLOYMENT (INVITE) PROJECT Project No.: P171607 REQUEST FOR EXPRESSION OF INTEREST (CONSULTING SERVICES– FIRMS SELECTION) INDEPENDENT VERIFICATION CONSULTING SERVICES FOR THE INVITE TRUST Reference No.: UG-PSFU-506772-CS-CQS 1. The Government of Uganda received financing from the World Bank toward the cost of the Investment for Industrial Transformation and Employment (INVITE) Project and intends to apply part of the proceeds for consulting services. 2. The consulting services ("the Services") include Independent Verification Consulting Services. 3. The Government of Uganda, represented by Private Sector Foundation Uganda (PSFU) under the INVITE Project, now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services for the INVITE Trust. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The selection criteria are as follows: • At least 15 years’ experience with microfinance institutions. • Proven experience in conducting verification at the household level in Uganda, with at least three similar assignments in the recent past. • Proven experience in sampling and using household-level statistics to conduct data analysis. • An organogram to demonstrate the firm’s technical and managerial capability • Field presence in Uganda and readiness to travel to various districts where the project beneficiaries and Financial Institutions (FIs) network. • Availability/presence in the Consultant’s firm or evidence of access to a Team leader, Senior Researcher, Junior Researcher, and Analysts. 4. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 5. Consultants may associate with other firms to enhance their qualifications. Consultants shall indicate clearly in the Expression of Interest whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. 6. A Consultant will be selected in accordance with the Consultant’s Qualification Based Selection (CQS) method set out in the Procurement Regulations. 7.
