The Ministry of Agriculture through the Project Implementation Unit now invites sealed bids from eligible bidders for the Procurement of Works: Upgrading of 8 Agriculture Mechanization Service Centers in Gbedin & Tappita (Nimba); Fuamah & Garmue (Bong); Foya & Kolahun (Lofa); Kakata (Margibi); Bensonville (Montserrado. 3. Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement Regulations for IPF Borrowers (Procurement in Investment Project Financing – Goods, Works, Non-Consulting and Consulting Services; July 2016) and revised November 2017, July 2018, November 2020, September 2023 and September 2025 and is open to all eligible Bidders as defined in the Procurement Regulations Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest. 4. Background The Government of Liberia, through the Ministry of Agriculture, is implementing the Rural Economic Transformation Project (RETRAP) with financing from the World Bank and Additional Financing (AF) to support agricultural value chains, including cassava, rubber, poultry, piggery, rice, and vegetables. 2. Scope of the Assignment: The consulting services (“the Services”) include co-designing and managing the RETRAP Agro Incubator at the Tumutu Agriculture Training Center. The Firm will be responsible for curriculum design, screening 200 applicants to select 30 finalists, managing seed funding with a 50/50 gender focus, and linking ventures to investors. The shortlisting criteria (Qualitative Assessment) are: • Core Business and Number of Years in Business: The firm must have at least five (5) years of direct experience in designing and managing entrepreneurship incubation or business development programs. • Technical and Managerial Organization of the Firm: Evidence of robust results-based management systems and a dedicated organizational structure. • Specific Experience: Documented history of supporting women-owned, youth-led agro-enterprises and specific experience within the Technical and Vocational Education and Training (TVET) sector. • Experience in Similar Conditions: Proven track record in donor-funded agricultural projects (World Bank preferred) and experience operating in Liberia or similar West African contexts. RETRAP aims to increase the income of poor rural households through sustainable agricultural livelihood enhancements and improved rural access and marketing infrastructure services. The project supports selected value chains including cassava, rubber, poultry, pig husbandry, and vegetables. With Additional Financing (AF), the project now includes rice, oil palm, and horticulture, and has expanded coverage to all 15 counties of Liberia over a five-year implementation period. This ToR invites qualified Incubators or Business Development Firms to co-design, manage, and run the RETRAP Agro Incubator. The incubator will provide mentorship, technical assistance, and co-financing to innovative and impactful entrepreneurs, agricultural cooperatives, and MSMEs aligned with RETRAP value chains. The incubator will support up to 30 enterprises (including Agricultural Cooperatives) over the 12-month program, consisting of 6 months of intensive bootcamp followed by 6 months of coaching, with a focus on SDG alignment, gender inclusion, and sustainability. 2. Scope of the Assignment The scope of services to be provided by the Firm includes, but is not limited to: A. Incubation Program Design and Delivery • Adapt existing or Co-design the program architecture, recruitment, and evaluation framework. • Design a tailored curriculum for TVET related MSMEs and Cooperatives; define 6-month milestones for youth TVET Entrepreneurs with a female focus support mechanism. • Co-deliver curriculum, workshops, and masterclasses (in-person and virtual) on campus with Tumutu TVET Students. B. Application, Selection, and Cohort Management • Create a transparent invitation/application process, eligibility criteria, and develop a participants database that is disability, age and gender disaggregated. • Conduct semifinalist pitches and provide seed funding to 30 Youth with a 50/50 approach to gender. • Co-manage day-to-day operations, including cohort intake, onboarding, and mentorship matching, ensuring gender balance aligned to TVET Skills sect at the Center. C. Mentoring and Expert Networks • Build a network of mentors and sector specialists; coordinate engagements. • Offer advisory services (legal, IP, accounting, marketing, digital tools). D. Access to Finance and Investor Readiness • Deliver financial planning training and investor pitch readiness. • Facilitate access to finance through investor networks, and grant opportunities, linking TVET Successful finalist to Banks. E. Operational Tools, Monitoring, Evaluation, and Reporting • Establish and operate a lightweight MIS; provide incubation tools, ensuring data privacy and ethical handling. • Develop a results framework and track KPIs. • Deliver quarterly reports to the Ministry of Youth and Sport with a copy to RETRAP Steering Committee, MOA, World Bank, and partners; conduct post-incubation follow-up. F. Sustainability and Financial Model • Embrace a business-oriented approach to ensure long-term sustainability. • Implement metrics capturing participant contributions (e.g., # of youth receiving seed funding and opening real and promising businesses, number of such businesses attracting external financial support, own or family financing, bank loans, or external grants). • Established Businesses have governance and legal mechanisms to manage their business and operate as a commercially viable initiative. 4. A new irrigation scheme is proposed to provide a consistent water supply, enabling year-round rice cultivation for the first time. Rice farming is a cornerstone of food security and rural livelihoods in Liberia, serving as both a primary staple and a vital source of income for smallholder farmers. However, national rice production remains highly vulnerable due to a widespread dependence on rain-fed agriculture. Seasonal rainfall variability frequently leads to crop failures, reduced yields, and economic instability within farming communities. A key constraint is the lack of reliable irrigation infrastructure. Many existing systems—including dams, canals, bunds, and water control structures—have deteriorated due to age, inadequate maintenance, and climate-related stresses. This has resulted in inefficient water distribution and an inability to sustain consistent, year-round rice cultivation. To reduce reliance on rain-fed farming, the Government of Liberia, with support from the World Bank, is implementing the Rural Economic Transformation Project (RETRAP) through the Ministry of Agriculture. Under Component 5, RETRAP is focusing on irrigation development by rehabilitating three sites (Fahngonda, Kakata, and Meleki) and constructing a new scheme in Sahnpa. In addition, the project will support land preparation for rice cultivation/production to ensure that the rehabilitated and newly constructed irrigation systems are effectively utilized. To guarantee quality, compliance, and timely delivery, independent monitoring and supervision services are required. This TOR outlines the responsibilities of a consulting firm to provide these services. 1.1 Objective of the Assignment The main objective is to provide full-time monitoring and supervision of all civil works for the four irrigation sites and oversee land preparation activities for rice cultivation/production. The consulting firm will act as the Project’s Supervising Officer, ensuring that works comply with approved designs, technical specifications, contracts, national regulations, and international best practices. The ultimate goal is to deliver climate-resilient irrigation systems and properly prepared farmland that are high-quality, cost-effective, and completed on schedule. 1.2 Scope of the Assignment The Consultant’s services shall cover from pre-construction to the defects liability period for all four sites, as well as supervision of all land preparation. The scope includes, but is not limited to: A. Construction Supervision & Quality Control • Maintain consistent site presence during rehabilitation and new construction. • Inspect and approve/reject materials delivered to site. • Monitor all construction activities (earthworks, concrete works, canal lining, gates, and structures). • Document material testing procedures and maintain daily site diaries, inspection reports, and photographic records. B. Land Preparation Supervision • Oversee clearing, levelling, and bund construction for rice fields. • Supervise ploughing, harrowing, and puddling operations that ensures soil-water conservation. • Ensure proper drainage and water management structures are integrated with irrigation systems. • Certify that land preparation meets agronomic standards for rice production. C. Design Compliance and Site Adaptation • Interpret contract drawings and specifications for contractors. • Review and approve contractor-proposed design changes or value engineering proposals. • Issue site instructions and variation orders with approval from RETRAP’s Infrastructure Specialist and subject to Client authorization. D. Environmental and Social Safeguards Monitoring • Ensure compliance with Environmental and Social Management Plans (ESMPs). • Monitor mitigation measures for environmental impacts and community concerns. 3.0 Duration of the Assignment The assignment will be full-time during construction, rehabilitation, and land preparation (estimated at 8 months / 248 calendar days).
