Assignment Title: Consultancy to Support the Development of The Gambia Preparedness Plan for Food and Nutrition Security Crises Reference No. GM-PPPPE-449533-CS-INDV • Project Background information The Gambia, with its vibrant youth population and commitment to development, is poised for a promising future, yet faces several challenges. In the realm of basic education, the focus is on improving learning outcomes, particularly in the early grades, to ensure every child acquires necessary foundational skills. Especially for the youth, technical and vocational education, and training (TVET) must be of higher quality and relevance to meet labor market demands, a challenge recognized and prioritized by the Government of The Gambia. For the large population living in poverty, the goal is to provide a second chance through access to social protection measures, skills training, and income-generating opportunities. These challenges, while significant, are being addressed with determination and a vision for a resilient, inclusive, skilled, and equitable Gambia. To address these challenges, The Gambia Resilience, Inclusion, Skills, and Equity Project (The Gambia RISE Project – P197233) is a multi-sectoral, five-year initiative of The Government of The Gambia, funded by the World Bank. The project aims to increase the foundational skills of students in early grades (Component 1), provide job-relevant training to youth (Component 2), and boost income-generating opportunities, including for the poor and vulnerable (Component 3), in The Gambia. The planned activities are closely aligned with the Education Sector Strategic Plan (ESSP) 2016-2030 and The Gambia National Social Protection Policy (NSPP) 2015-2025. The project will be implemented by multiple Implementing Entities (IEs): the Ministry of Basic and Secondary Education (MoBSE), the Ministry of Higher Education, Research, Science and Technology (MoHERST), and the National Nutrition Agency/National Social Protection Secretariat (NaNA/NSPS). Each of these IEs will lead technical activities within their respective domains. The RISE Project is coordinated and managed by a Central Project Coordination Unit (CPCU) within the Ministry of Finance and Economic Affairs. To address these challenges, the Government is implementing The Gambia Resilience, Inclusion, Skills, and Equity Project (The Gambia RISE Project) with funding from the World Bank. Among other things, the project aims to increase the foundational skills of children in early grades in The Gambia. The planned activities are closely aligned with the Education Sector Strategic Plan (ESSP) 2016-2030. The Gambia’s National Development Plan 2023-27 prioritizes Human Capital Development (Pillar IV) and Empowerment, Social Inclusion and Leaving No One Behind (Pillar VI). • CONTEXT AND Objectives Food and Nutrition Security (FNS) crises have devastating impacts on affected populations and threaten to reverse years of development gains, particularly in terms of human capital. Almost half of global child deaths in the 20th century have been associated with undernutrition and severe acute food insecurity—a figure equal to the number of deaths from World Wars I and II combined. Food crises result in inter-generational consequences on broad health outcomes including diabetes and hypertension, stunting in future generations, behavioral outcomes, social unrest, and education effects which rapidly alter the long-term development prospects of affected countries. In 2024, countries across the globe have been facing FNS crises of unprecedented proportions. FNS is reaching new highs—intensified by the lingering impacts of the COVID-19 pandemic, climate change as well as by the more recent war in Ukraine and the middle east crisis—and projections indicate that conditions will remain elevated through 2030. Millions of people are at risk of worsening hunger unless action is taken now to respond at scale to the drivers of these crisis conditions. Projections are that nearly 670 million people will still be facing hunger in 2030—8 percent of the world population which is the same as in 2015 when the 2030 Agenda was originally launched. The trends have raised concerns that the international community is no longer on track to achieve Sustainable Development Goal 2: Zero Hunger by 2030. While the devastating effects of sudden onset crises like earthquakes can be observed more quickly and often galvanize timely resource mobilization, the impetus to react to slower-onset crises, such as FNS crises, may not be as apparent, especially during the early stages of such events. Governments can take several decisions and actions ahead of time to enhance their ability to respond when crisis risks emerge. Early action to slow-onset food security crises has been shown to save more lives and reduce the total cost of responses, generating average benefits of US$2.8 for every US$1 invested. The mandate of the World Bank’s Crisis Response Window (CRW) was extended in IDA19 to support earlier responses to slow onset crises, specifically disease outbreaks and food and nutrition insecurity events that are at early stages of progression and have the potential to escalate into major crises. The CRW Early Response Financing (ERF) modality provides up to US$50 million per country per IDA cycle on IDA country terms. CRW early response financing is intended to support and incentivize resilience-building as the provision of such resources will be linked to crisis preparedness efforts. Operations financed by the CRW are also expected to include, where feasible, components or features designed to help prevent future crises or mitigate their economic and social impact. The Gambia received approval from the World Bank’s Board of Executive Directors US$20 million from the CRW ERF to respond to worsening acute food security conditions as part of The Gambia Resilience, Inclusion, Skills, and Equity (RISE) Project. Scope of Work The Government of The Gambia is seeking a consultancy to support in developing its Preparedness Plan for Food and Nutrition Security Crises. A Consultant is being sought to support technical collaborations with Government, external food security partners, and various World Bank teams (country unit, sectoral and thematic teams, corporate units, etc.). The Consultant will be guided by the Technical Taskforce led by NaNA with support from the CPCU, in close collaboration with the World Bank Team. The Consultant will guide, provide engagement, and submit written inputs and deliverables in the development of The Gambia’s Plan as well as its integration into the Global Food and Nutrition Security Dashboard. The Consultant will also facilitate and support strategic engagements with humanitarian, donor and development partners with regard to the Plan. The Consultant will be hired for a period of 66 days starting from the date of signing. Additional days may be added depending on needs and justification. Detailed ToR will be made available upon request. • Desired Skills and Qualifications: • Education: A master’s degree in agricultural economics, (international) economics, or a related field of expertise, a PhD will be an advantage • At least 15-years of experience working with key FNS-relevant agencies, humanitarian and development FNS partners, including bilateral donors, UN agencies, the NGO/CSO community and data analytics systems • Contextual knowledge and analytical awareness of The Gambia and the country’s FNS-related risks • Strong grasp of FNS-related institutional architecture in The Gambia (i.e., relevant ministries and agencies, and FNS partners) • In-country presence strongly preferred • In depth experience with programming, project planning, and implementation of FNS responses • Experience conducting multi-stakeholder consultations such as organizing country level policy dialogue and/or technical (virtual) workshops • Experience in disaster risk financing, disaster response and risk profiling preferred • Creative thinker with the proven ability to think conceptually and accurately analyze diverse information from varied sources • Sound judgment, attention to detail, and ability to convey complex messages succinctly; • Excellent interpersonal skills with a proven ability to work well under minimum supervision and in close consultation with government officials • Excellent organizational skills, proven ability to perform multiple tasks, prioritize deliverables and work under pressure and tight deadlines with accuracy and professionalism • Excellent communication skills, including written and verbal skills in English, and experience producing high quality written outputs Submission of Expressions of Interest: The Ministry of Finance and Economic Affairs (MoFEA) through the Gambia Resilience, Inclusion, Skills and Equity Project, now invites eligible individual consultants to express their interest in providing the Services. In order to achieve quality education, providing relevant and up-to-date curriculum is vital. The current Gambia National Curriculum was developed in 1998, and needs reform to update and incorporate emerging issues, changes, and to ensure that the curriculum will support children in developing competencies and practical skills that will be useful in their life and in future work. The Curriculum Research and Evaluation Directorate (CREDD) of the Ministry of Basic and Secondary Education (MoBSE) with support from the World Bank has recently embarked on comprehensive curriculum reform, focusing on competency based. The reform includes draft curriculum framework covering all subjects from Early Childhood Development (ECD) to Grade 9, syllabi, pupil’s textbook and teacher’s guide, aligned with the curriculum framework, focusing on ECD to grade 9 in English, Maths, Science and Social Studies. The RISE Project under the Sub-component 1.1"Utilize structured pedagogy to improve foundational learning" has a provision for consultancy services to support CREDD to develop technical design manual and implementation plan for rolling out new curriculum (MoBSE) • Objectives and SCOPE OF THE ASSIGNMENT Objectives The purpose of the consultancy is to provide support to CREDD in the piloting and rolling out of the new developed competency-based curriculum. The consultant(s) will support a local team lead by CREDD in: • Designing, and developing a technical manual for piloting of the new curriculum in 20 schools across the country. • Develop an implementation plan for rollout of the new curriculum • Provide technical support in the development of piloting monitoring tools that CREDD can use to collect feedback from pilot sites, teachers, head teachers and other stakeholders Scope of Work The consultant will be working with CREDD and other relevant MoBSE Directorates, Units and stakeholders on the following: • Work with local team to design, and develop a technical manual for the piloting of the grades 1-9 curriculum focusing on core subjects (English, math, science, and social studies) for the 20 selected schools from September 2024 to July 2025. • Develop an implementation plan for rollout of the new curriculum effective from September 2025 considering the feedback from the pilot • Provide guideline, implementation strategy to provide sufficient time and teacher support as the implementation scale up as per the roll plan • Work collaboratively with CREDD officers throughout the planning and implementation of the pilot and provide technical advice on the processes of monitoring of the pilot teachers and schools • Support the development data collection tools for the pilot to capture feedback: • Pilot teachers • Head teachers • Cluster monitors • Parents • Classroom practices • Develop strategies for the curriculum rollout. TA Implementation Partner for MoBSE

REQUEST FOR EXPRESSIONS OF INTEREST Assignment Title: Recruitment of an Implementation Partner for MoBSE Reference No. GM-PPPPE-422648-CS-QCBS • Context and Background information on the Consultancy The Ministry of Basic and Secondary Education (MoBSE), with support from its development partners, seeks to engage a qualified and experienced implementation partner to support the improvement of foundational learning outcomes in The Gambia, particularly in early grades. This partnership aims to address the persistent challenges in reading, writing, and numeracy skills among students, hindering their academic progress and future opportunities • Objectives and Outputs Expressions of interest are sought for a firm or organization to work in close partnership with MoBSE and provide technical assistance and capacity development on the design and implementation of a structured pedagogy program to increase foundational learning outcomes for early-grade students in The Gambia with an initial interest in literacy and numeracy. At its conclusion, the dual goals of this contract are: a. To improve reading skills: Public school students in ECD and grades 1-3 demonstrate improved foundational learning outcomes, particularly in reading sub-skills. including phonological awareness, systematic phonics, fluency, vocabulary, reading comprehension and writing, in national languages and English. b. To strengthen MoBSE’s technical and implementation capacity and services: The consultancy will have supported MoBSE with its national program to improve literacy and numeracy and leave MoBSE with the capacity to continue implementing a structured pedagogy approach within its own people and budget. This will be achieved through a comprehensive approach using a structured pedagogy program. 2. Key Expectations The implementation partner will be responsible for delivering the following key deliverables: Government Leadership - Advise and support government leadership to design, implement, and adapt a comprehensive foundational learning program for early grades mapped to the learning outcomes in the new competency-based curriculum. - Provide ongoing technical assistance and operational support to MoBSE on structured pedagogy throughout the program implementation. - Build capacity at MoBSE to ensure ownership of the structured pedagogy program and sustainability for future scale up. Teaching and Learning Materials - Develop the approved teaching and learning materials, including scripted lesson plans, for ECD to G4 and in the appropriate languages (up to 7 national languages and English as a second language; one set of materials should be versioned in braille for visually-impaired students; and similar support is also sought for the development of Gambian Sign Language). Teacher Training and Ongoing Support - Provide technical assistance to MoBSE and help train all ECD-G3 teachers on the use of the new teaching and learning materials (e.g., scripted lesson plans) and effective foundational learning methodologies. - Provide and support teachers and schools with necessary skills as needed and relevant to the program, including technology-based skills, play-based pedagogical approaches to learning, etc. - Partner with stakeholders (e.g., head teachers, cluster monitors, etc.) to design and oversee classroom monitoring and coaching. - Develop and deploy ongoing teacher support materials for coaches and the teachers themselves (e.g., semi-structured reflective guides and semi-structured session plans for communities of practice) Data, systems, and accountability - Design and implement a monitoring system to track student progress and program effectiveness. - Conduct regular monitoring and evaluation of the program, in partnership with MoBSE, to ensure its effectiveness and sustainability (e.g., program dashboard). Community Engagement - Develop and implement a comprehensive community engagement strategy leveraging existing knowledge and expertise on what works. Technology integration - Develop and integrate complementary EdTech solutions, including a Learning Management System (LMS), into the existing EMIS. - Train stakeholders on the use of EdTech tools relevant to the program. This ultimately gives the right to educational opportunities and facilities to both sexes, in order to enable them to achieve the full realization of their potential. Several policies and programmes have also been formulated supporting the relevance and universality of access to education irrespective of gender, race, social status, and region of domicile. Educational policies of the sector give credence to this call. The National Development Plan 2018-2021 and its successor plan both re-echo the same pronouncements regarding quality, access, and relevance of education for all at all levels. Therefore, the consultancy is to develop a national strategy and its implementation plan that ensures increased enrolment and participation of the female gender in the tertiary and higher education system and their overall participation in decision-making. • OBJECTIVES The main objective of the consultancy service is to develop a national strategy for an increased enrolment of the female gender in tertiary and higher education system and their continued inclusion and participation in decision-making. This is due to the Ministry of Basic and Secondary Education's (MoBSE’s) agenda to increase access to basic and secondary education. The intervention introduced core subjects, including the English Language, into the Madrassah curriculum in partnership with AMAANA- the authority responsible for regulating Islamic Education in The Gambia. The Madrassah sub-sector has since established itself as a viable alternative to conventional education and now caters for 23% of the children of school-going age in the country, attending 824 institutions spread across the country, in both the formal and informal system. To address these challenges, The Gambia Resilience, Inclusion, Skills, and Equity Project (The Gambia RISE Project – P197233) is a multi-sectoral, five-year initiative of The Government of The Gambia, funded by the World Bank. The project aims to increase the foundational skills of students in early grades, provide job-relevant training to youth, and boost income-generating opportunities, including for the poor and vulnerable, in The Gambia. The planned activities are closely aligned with the Education Sector Strategic Plan (ESSP) 2016-2030 and The Gambia National Social Protection Policy (NSPP) 2015-2025. • Objective of the assignment The objective of hiring an operational manager is to provide an oversight function in supporting the implementation activities of the CPCU. Under the supervision of the CPCU Coordinator, the Operations Manager will provide a leadership role to ensure coordinated, efficient, and effective operational support from the CPCU. The aim is to ensure that the establishment of CPCU is supporting the Implementation Entities in as effective and efficient possible way, ensuring high quality, compliant, and timely operational support. PROJECT COMPONENTS The Gambia Resilience, Inclusion, Skills, and Equity Project is divided into four components: • Component 1: Improve foundational learning outcomes in literacy and numeracy. • Component 2: Increase access to labor-market relevant TVET programs • Component 3: Expand and enhance social safety nets to improve the incomes and productivity of the poor. • Component 4: Support project management, communications, and capacity-building • The role of the Operational Manager: The operational manager shall support the Project Coordinator of the CPCU in all aspects of the operations of the project, including financial management, procurement, environmental and social safeguards, monitoring and evaluation, etc. This will be done during the implementation phase of the project through the organization and supervision of the RISE project activities. In the realm of basic education, the focus is on improving learning outcomes, particularly in the early grades, to ensure every child acquires the necessary foundational skills. Especially for the youth, technical and vocational education and training (TVET) must be of higher quality and relevance to meet labor market demands, a challenge recognized and prioritized by the Government of The Gambia. For the large population living in poverty, the goal is to provide a second chance through access to social protection measures, skills training, and income-generating opportunities. • The objective of the assignment The objective of the M&E specialist should be able to establish and thereafter implement a good monitoring and evaluation system for the project. The M&E Specialist will ensure that local M&E capacity is built within the project to enable the staff to carry out special activities on their own and to report on project/program output and outcomes on a timely basis. The Specialist will also oversee the implementation of M&E activities by firms, including review and input to designs, questionnaires, analysis and reports, and dissemination, as applicable. • Specific responsibilities of the Social Safeguards Specialist: • Identify, define, and validate with project/program key stakeholders a set of appropriate and useful performance indicators; • Create an M&E framework, beyond the high-level Results Framework, for the Gambia RISE Project, to identify sources of relevant data and the processes for data management; • Assist in defining information management objectives and initiatives; • Outline procedures for reporting and data use, including M&E in annual work plans; • Provide input on projects/programs’ M&E system; • Review and ensure the quality of the M&E section of projects/programs’ annual work plans; • Liaise closing with the M&E officers on each component to help them to understand, interpret, and utilize performance indicators and reports; • Assist the CPCU and IEs to establish a system for the sharing of project/programs information; • Create and adapt data collection tools for training, needs assessment, follow-up, and evaluation; • Provide technical assistance, training, and instructional materials to IEs • Liaise with key staff of the project implementing unit and stakeholders to ensure effective management of M&E efforts and successful achievement of projects/programs objectives; • Conduct regular field visits to oversee the implementation of M&E activities, and identify where and how M&E practice requires improvement needs; • Analyse and prepare summary reports by project/program based on the M&E results; • Oversee consultants/ firms assigned to conduct M&E activities, and liaise with them closely to ensure that research studies are of high quality. • Meet regularly with the project/program managers to discuss data results and plan steps to build on strengths and address weaknesses; • Assist the Central Fiduciary Unit in establishing and maintaining procedures for capturing and disseminating monthly, quarterly, and annual project/program reports Work closely with projects/programs’ Information and Communication Specialists to ensure that project results and reports are properly disseminated to the public. • Work closely with other development partners to identify areas of collaboration and knowledge sharing; • Work closely with project/program managers to prepare evaluation schedules; • Work closely with project/program managers to design and prepare outcome- and impact-level evaluation schedule of activities; • Qualification Requirements • Minimum of a bachelor’s degree in the social sciences closely related to project management, or economics, or public administration, or equivalent. • A Master’s degree in project management, economics, public policy, public administration, or equivalent would be an added advantage • At least five (5) years of working experience as an M&E Specialist or related areas. • Three (3) years of experience in a Multilateral Donor Funded Project will be an added advantage. • Experience in the analysis of quantitative and qualitative data • Proficiency in the use of computers including Word and excel processing, presentation, and spreadsheet applications. • Ability to find and communicate accurate information concerning processes, policies and procedures to project stakeholders. • Excellent written and verbal communication, and presentation skills. • Have good analytical thinking, problem-solving skills, leadership abilities, interpersonal skills, and adaptability. • Knowledge of M&E software and data analysis tools (such as SPSS, STATA), or database management skills will be an added advantage • Submission of Expressions of Interest: The Gambia Fiscal Management Development Project now invites eligible individual consultants to express their interest in providing the Services. Language of Notice * English Deadline for submission of expressions of interest * 31-Jan-2024 Local Time * 12: 30 REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTANCY SERVICE – FIRM BASE SELECTION) Name of Project: The Gambia Fiscal Management Development Project (P166695) Assignment Title: Consultancy to Conduct Data Assessment for Selected Services Reference No. GM-PPPPE-395463-CS-CQS • Background: The Government of The Gambia with support from the World Bank is preparing a Public Administration Modernization Project (PAMP) which aims to improve fiscal and HR management capacity for improved service delivery, transparency and citizen engagement. This project aims to improve efficiency and transparency in the management of fiscal and human resources, citizen engagement and service delivery. Component three of the project envisions to support transparency and citizen engagement with the aim of improving service delivery, rebuilding the trust of citizens, and reinvigorating key dimensions of the social contract. As part of the project preparation, the Ministry has identified key preparatory activities to lay the groundwork for a successful project implementation. These preparatory activities include the conduct of an assessment to determine who collects, uses and owns data in selected service delivery sectors (e.g. education, health, etc.). This will enable the establishment of an administrative data inventory with key base registers, mechanism for sharing of that data within government. • Objectives The main objective of the assignment is to help strengthen public institutions to improve service delivery and citizens engagement. The assessment will thus help; • Government to understand the various types of administrative data collected in selected sectors (e.g. education, health, etc.), what institutions manage these data, how is the data stored, accessed and used; • Government to come up with strategies to facilitate exchange of administrative data within Public Service, namely through the development and/or consolidation of key base registers; and • Improve monitoring and transparency of service delivery performance. • SCOPE AND TASKS TO BE UNDERTAKEN The assessment will cover the ministries of Health, Basic and Secondary Education and Higher Education, Research, Science and Technology. The details of the main task (ToR) of the assignment can be obtained in person or via email at the addresses listed below. • CONTRACT DURATION The consultancy will span for a period of 4 months from the date of the award of the contract. • CONSULTING FIRM REQUIREMENTS The following sets out the requirements for a firm to conduct the consultancy. The firm shall have a proven track record and experience in Data Science and Public Service Administration. Firm Qualifications-The firm should have the following minimum requirements: • At least ten (10) years of experience in both Data Science and Public Sector Management • Proof of at least three (3) similar successful projects conducted in public sector institutions • At least ten (10) years of experience in the design and development of ICT Solutions for government • Proven understanding of public service operations in West African Anglophone countries. Experts/Team must meet the following minimum requirements: The team leader or lead consultant must be a Public Policy Expert with at least ten (10) years of experience in public sector management with demonstrated experience in conducting at least three similar assignments. The expert must have at least a master’s degree in Data Science, ICT or related fields. Knowledge and Skills Transfer The firm or consultant is required to work with a team identified by Government to transfer knowledge and skills.
