As a result, the service sector remains a major driver of tax revenue collections to finance government social spending and development financing. • Objectives and Scope of Work: The objective of the assignment includes: - • Conduct a comprehensive review of relevant tax policies, laws and tax administration processes and procedures, and advice on measures to improve the tax administration and policy environment for Domestic Resource Mobilization. • Conduct a department-wide review/assessment of procedures and internal control systems at GRA and advise on strategies to addressing identified limitations • Assess domestic resource mobilization gaps and how to tap the potentials. • Conduct a comprehensive assessment of tax automation within GRA and identify areas for improvements • Conduct excise duty diagnostic to improve domestic resource mobilization on excisable products. • Perform a review of the exemptions and remissions clauses in existing revenue laws and other related legislations and how losses associated to these can be managed in the most efficient manner. • Conduct a performance analysis of tax and non-tax revenue collections and advise on policy and strategies to improving compliance cost, performance and efficiency in revenue collection. • Conduct a stakeholder consultation with MDAs, Development Partners, CSOs, private sector to help identify constraints to DRM and provide broad-based measures to improve DRM in the Gambia. • perform a thorough review of institutional arrangements between tax policy and tax administration and provide recommendations/suggestions on global best practices • Assess informal sector taxation and identify constraints to formalization and growth of MSMEs as well as advise on strategies to improve the formalization of the sector. • Identify potential new sources of sustainable revenues- particularly on how to generate additional government revenue for development financing. • Perform an assessment on existing revenue mobilization structures, policies, and procedures in GRA and all other revenue collecting MDAs and Local Governments. • Review compliance risk management of customs and domestic taxes processes and procedures to inform necessary adjustments in compliance risk management in administrative and policy processes and procedures. • Undertake impact assessments of suggested critical changes to tax policies and ascertain their impact and identify possible reforms to the tax system. • Conduct a compliance risk assessment and develop a compliance management plan, streamlining compliance risk management of both Customs and Domestic taxes in the DRM strategy. • Establish a database on tax policies, revenue collection and indicators of tax policy and administration performance to ease the monitoring of tax revenues, data sharing, and enhancing the scope for policy analysis. • JOB REQUIREMENTS/QUALIFICATIONS AND EXPERIEMCE: • • EDUCATION: • Post-graduate Degree in Economics, Business Administration, Commercial Law, Taxation or Business and Investment Analysis. • Experience in Revenue administration and tax policy formulation and design.• EXPEREINCE: • Lead Consultant must possess at least 10 years of relevant work experience. • Demonstrable understanding of the Gambia’s Economic structure, tax system, revenue administration and Private Sector development. • Experience in public relations and TADAT assessments is an added advantage. Language of Notice * English Deadline for submission of expressions of interest * 30-Jan-2024 Local Time * 12: 30 REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTANCY SERVICE – INDIVIDUAL BASE SELECTION) Name of Project: The Gambia Fiscal Management Development Project (P166695) Assignment Title: Review of the Income and Value Added Tax Act, 2012 and incorporating the new business processes in a Draft Income and Value Added Tax Bill and a Draft Tax Administration Bill Reference No. GM-PPPPE-367867-CS-INDV • Background: The Gambia Revenue Authority was created by the Gambia Revenue Authority Act No. 13 of 2004 as a semi-autonomous corporate body to administer, assess, and collect revenue; to provide for the efficient and effective administration of the revenue collecting system; and for matters connected therewith. The establishment of the Authority brought together the former Departments of Central Revenue (Domestic Taxes) and Customs and Excise, all formerly within the Ministry of Finance and Economic Affairs, in order to enhance efficiency in tax administration and to reduce the compliance burden on taxpayers. • Objectives and Scope of Work: As stated above, the main responsibility of the Gambia Revenue Authority is the collection of revenue due to government. Compliance with the tax laws is central in the administration of domestic taxes. These obligations include; • Registration of taxpayers for all applicable taxes • Timely filing or lodgement of all tax returns or declarations • Reporting of complete and accurate information • Payments of taxes due on time The objective of the assignment is to review the Income and Value Added Tax Act, 2012, the BPR Report and other good practices in tax law and tax administration to: • Develop a Revised Income and Value Added Tax Bill and • Develop a Draft Tax Administration Bill • Expected Duration All activities/deliverables should be completed within five (5) months of signing the contract. • Qualifications, Experience, Competencies and Specification • • Individual Consultant The GRA's desire is to legislate for the taxes collected and the collection processes in line with best practice in tax administration. Language of Notice * English Deadline for submission of expressions of interest * 31-01-2024 Local Time * 12: 30 REQUEST FOR EXPRESSIONS OF INTEREST Assignment Title: Development of “Strategic Improvement Plans” to scope TVET Centers of Excellence Reference No. GM-PPPPE-391734-CS-QCBS • Context and Background information on the Consultancy The main implementing entity for this sub-component is MoHERST and it will be led by the Technical Coordinator, in close collaboration with the Director of Tertiary and Higher Education (Activity Focal Point). This will be done under the supervision of the Permanent Secretary MoHERST. The Government of the Gambia through the Ministry of Higher Education, Research, Science and Technology plans to develop new and or refurbish nine (9) existing and Centres of Excellence (CoEs). The planned Centres are located in the following Local Government Areas (LGAs): Banjul and Kanifing Region - Institute of Technical Training at USET (former GTTI); West Coast Region - Ndemban & Kanilai; North Bank Region – TBD; Lower River Region – Mansakonko; Central River Region - Sapu & Wassu (Agribusiness & Multipurpose Centres); Upper River Region – Julangel, Fisheries in West Coast Region. • Objectives and Outputs | The main objective of the consultancy service is to develop a comprehensive Strategic Improvement Plan (SIP) for the TVET Centres of Excellence (CoEs). The Specific Objectives includes: - 1. to develop market-relevant and competency-based training programs for the Centres of Excellence 2. to propose a good governance and management mechanism 3. to propose professional development programmes for trainers/lectures and administrators 4. to propose the refurbishment of existing infrastructure and facilities of the Centres of excellence 5. to develop a framework for the establishment of Entrepreneurship and Innovation hubs in TVET Centers 6. to propose the acquisition of appropriate and relevant materials and equipment for teaching and learning 7. to outline mechanism for training – industry linkages and apprenticeship 8. to develop mechanism for functional public – private sector engagement. 9.
