REQUEST FOR EXPRESSIONS OF INTEREST

Assignment Title: Development of “Strategic Improvement Plans” to scope TVET Centers of Excellence

  • Context and Background information on the Consultancy

The main implementing entity for this sub-component is MoHERST and it will be led by the Technical Coordinator, in close collaboration with the Director of Tertiary and Higher Education (Activity Focal Point). This will be done under the supervision of the Permanent Secretary MoHERST.

The Government of the Gambia through the Ministry of Higher Education, Research, Science and Technology plans to develop new and or refurbish nine (9) existing and Centres of Excellence (CoEs). The planned Centres are located in the following Local Government Areas (LGAs): Banjul and Kanifing Region - Institute of Technical Training at USET (former GTTI); West Coast Region - Ndemban & Kanilai; North Bank Region – TBD; Lower River Region – Mansakonko; Central River Region - Sapu & Wassu (Agribusiness & Multipurpose Centres); Upper River Region – Julangel, Fisheries in West Coast Region.

  • Objectives and Outputs | The main objective of the consultancy service is to develop a comprehensive Strategic Improvement Plan (SIP) for the TVET Centres of Excellence (CoEs).

The Specific Objectives includes: -

  • to develop market-relevant and competency-based training programs for the Centres of Excellence
  • to propose a good governance and management mechanism
  • to propose professional development programmes for trainers/lectures and administrators
  • to propose the refurbishment of existing infrastructure and facilities of the Centres of excellence
  • to develop a framework for the establishment of Entrepreneurship and Innovation hubs in TVET Centers
  • to propose the acquisition of appropriate and relevant materials and equipment for teaching and learning
  • to outline mechanism for training – industry linkages and apprenticeship
  • to develop mechanism for functional public – private sector engagement.
  • To develop a communication mechanism and community engagement strategy

The consultant firm must show a proof of conducting similar consultancies and working experience in working in specific fields related to Strategic Improvement Plan (SIP) for the TVET Centers of Excellence (CoEs).

Submission of Expressions of Interest:

The Ministry of Finance and Economic Affairs (MoFEA) through the Gambia Resilience, Inclusion, Skills and Equity Project, now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultant firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultant Firms may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Quality and Cost Base Selection Method (QCBS) method set out in the Consultant Guidelines. Further information can be obtained at the address below during office hours from 09:00 to 16:00 Monday to Thursday and 09:00 to 12h30 on Friday.
