REQUEST FOR EXPRESSIONS OF INTEREST – INDIVIDUAL CONSULTANCY

Assignment Title: CONSULTANT TO DEVELOP TECHNICAL DESIGN MANUAL AND IMPLEMENTATION PLAN FOR PILOTING AND ROLLING OUT OF THE NEW CURRICULUM OF GRADE 1-9 FOR ENGLISH, MATHS, SCIENCE AND SOCIAL STUDIES FOR MINISTRY OF BASIC AND SECONDARY EDUCATION (MOBSE)

  • Background information on the Consultancy

The main thrust of the Gambia EDUCATION SECTOR POLICY 2016 – 2030, which focuses on Accessible, Equitable and Inclusive Quality Education for sustainable Development, is the guiding document for providing a policy framework that sets out the national agenda for the delivery of quality education in The Gambia for the period 2016- 2030.

In order to achieve quality education, providing relevant and up-to-date curriculum is vital. The current Gambia National Curriculum was developed in 1998, and needs reform to update and incorporate emerging issues, changes, and to ensure that the curriculum will support children in developing competencies and practical skills that will be useful in their life and in future work.

The Curriculum Research and Evaluation Directorate (CREDD) of the Ministry of Basic and Secondary Education (MoBSE) with support from the World Bank has recently embarked on comprehensive curriculum reform, focusing on competency based. The reform includes draft curriculum framework covering all subjects from Early Childhood Development (ECD) to Grade 9, syllabi, pupil’s textbook and teacher’s guide, aligned with the curriculum framework, focusing on ECD to grade 9 in English, Maths, Science and Social Studies.

The RISE Project under the Sub-component 1.1"Utilize structured pedagogy to improve foundational learning" has a provision for consultancy services to support CREDD to develop technical design manual and implementation plan for rolling out new curriculum (MoBSE)

  • Objectives and SCOPE OF THE ASSIGNMENT

Objectives

The purpose of the consultancy is to provide support to CREDD in the piloting and rolling out of the new developed competency-based curriculum.

The consultant(s) will support a local team lead by CREDD in:

  • Designing, and developing a technical manual for piloting of the new curriculum in 20 schools across the country.
  • Develop an implementation plan for rollout of the new curriculum
  • Provide technical support in the development of piloting monitoring tools that CREDD can use to collect feedback from pilot sites, teachers, head teachers and other stakeholders

Scope of Work

The consultant will be working with CREDD and other relevant MoBSE Directorates, Units and stakeholders on the following:

  • Work with local team to design, and develop a technical manual for the piloting of the grades 1-9 curriculum focusing on core subjects (English, math, science, and social studies) for the 20 selected schools from September 2024 to July 2025.
  • Develop an implementation plan for rollout of the new curriculum effective from September 2025 considering the feedback from the pilot
  • Provide guideline, implementation strategy to provide sufficient time and teacher support as the implementation scale up as per the roll plan
  • Work collaboratively with CREDD officers throughout the planning and implementation of the pilot and provide technical advice on the processes of monitoring of the pilot teachers and schools
  • Support the development data collection tools for the pilot to capture feedback:
  • Pilot teachers
  • Head teachers
  • Cluster monitors
  • Parents
  • Classroom practices
  • Develop strategies for the curriculum rollout.

The consultancy will span for a period of twelve (12) months from the date of the award of the contract. Detailed ToR will be made available upon request.

  • Individual Qualifications -Minimum requirements:

  • An advance university degree (PhD level preferred) in Education related areas for international consultants
  • Advanced university degree (Master’s or equivalent) in social sciences, preferably education, development studies, or other relevant field for National consultants
  • At least 7 years of experience in design development and evaluation of curriculum or education-related field of study.
  • Have knowledge of subject-specific pedagogy, competency-based curriculum design and research methods, and evidence based instructional approaches in the specific subject.
  • Experience and Strong communication skills and ability to engage with stakeholders collaboratively.
  • Work Experience in international context in the area of education, preferably with some familiarity of The Gambia and its education system.
  • Ability to manage relationships respectfully, and observe local cultural protocols.
  • Ability to deliver on time high quality products.

Submission of Expressions of Interest:

The Ministry of Finance and Economic Affairs (MoFEA) through the Gambia Resilience, Inclusion, Skills and Equity Project, now invites eligible individual consultants to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant Selection Method (IC) method set out in the Consultant Guidelines. Further information can be obtained at the address below during office hours from 09:00 to 16:00 Monday to Thursday and 09:00 to 12h30 on Friday.
