Background Building on the experiences of the Water for Agro-Pastoralist Livelihoods Pilot Project (WALP) implemented by government in which eight sand dams were built and Water for Somalia Water for Rural Resilience Project “Biyoole” which eight water catchments, borehole rehabilitations, Demonstration plots, ministries buildings and other Livestock services were built and contributing to the National Development Plan the Ministry of Planning, Economic Development & International Cooperation (MOPEDIC) Puntland State is implementing the Water for Somalia Water for Rural Resilience Project “Barwaaqo”. The objective of the Barwaaqo project is to develop water and agricultural services among agro-pastoralist communities in dry-land areas of Somalia and is a five-year project. The project is framed around the following components and sub-components: - Component 1. Support development of multiple-use water sources, Component 2. Development of Agriculture and Livestock Services Around Water Points Component 3. Development of Environmental Upstream Catchment Services Component 4. Project Management, Community Development and Enhancing Livelihoods Planning Galmudug State of Somalia is establishing a core multi sectoral Project Implementation Unit (PIU) coordinated by the Ministry of Planning and implemented by the Ministries of Water, Livestock, Agriculture and Environment. The role of the PIU is to support the management, coordination, implementation and monitoring and evaluation of project activities. The PIU will be staffed with the following positions: - Project Coordinator, Finance Management Specialist, Procurement Specialist, Gender/GBV Safeguards Specialist, M&E Specialist, Water Engineer, Environment Specialist, Agriculture Specialist and Livestock Specialists and social/CDD Safeguard Specialist. 2. Scope of Work and Responsibilities Reporting to the Project Coordinator and Senior Social and Community Driven Development Specialist and will be responsible for coordinating the Ministry’s technical inputs and support to the implementation of all project activities and interventions as outlined above, with a particular emphasis on those related to Component 4, and to the development of Community Investment plan and guidelines. The consultant will work in close consultation and coordination with the Ministry of planning, and the PIU at the state level. S/he will undertake all the other specific tasks detailed in the Terms of Reference (ToR) that can be found at the following https://somalicontractors.so , can be provided upon submission of the application (in person or by email to the address below) 3. The proposed duration for the assignment is twelve (12) calendar months from the start date. Skills and qualifications 4. Selection Criteria • Master degree in development studies, social sciences or related field; • Five years working experience with local communities on resilient and development activities; • Previous relevant experience community development and engagement, community investment, community action plans and etc. • Sound knowledge of the concept of social mobilization, decentralization and sustainable development; • Experience in working with all level of governments and non-government organizations; • Excellent knowledge of computer applications; • Fluency in Somali and English is a must. • Experience of training and capacity building of others in the above fields. • Hard working, proactive with excellent organizational, team working and building skills. • Experience in working with all level of governments and non-government organizations; • Excellent knowledge of computer applications; The Ministry of Planning Investment and Cooperation now invites eligible consultants (“Consultants”) to indicate their interest in providing the above-mentioned Services. Selection Criteria • Master’s Degree or equivalent in Agriculture, agronomy, Environment, Food security or another relevant field; • Minimum of at least 7 years of experience with project management, preferably in Somalia; of which at least five years should be in the areas of livelihoods, food security, and agriculture. • Solid understanding of the main challenges facing farmers and agricultural stakeholders in Somalia/Puntland and the role of different actors. • Experience in training delivery and policy development; • Experience in an international agency is preferred; • Practical experience in designing and implementing results management and monitoring and evaluation systems, data collection and analysis, and results reporting; • Fluency in English; • Good analytical and technical report-writing skills • Excellent communication skills: speaking, writing, and listening; • Excellent computer skills including Microsoft Office tools (Word, Excel, and PowerPoint) and Internet.
