### | Republic of the Sudan Ministry of Agricultural and Forestry Forests National Corporation (FNC) Forest Carbon Partnership Facility (FCPF)/World Bank Reducing Emissions from Deforestation and Forest Degradation Programme (REDD+) | جمهورية السودان وزارة الزراعة والغابات الهئية القومية للغابات مرفق شركاء الكربون/البنكالدولى برنامج تقليل الانبعاثات الناتيجة عن إزالة وتدهور الغابات (ريد بلس) GENERAL PROCUREMENT NOTICE Grant No.: TF018165 Project ID No.: P 152322 Republic of the Sudan has received financing in the amount of US$ 3.8 million from the Forest Carbon Partnership Facility (FCPF), the World Bank as administrator, towards the cost of the "Reducing Emissions from Deforestation and Forest Degradation Project (REDD+ (" and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. The project willinclude the following components: Component 1. Support to the national readiness managementarrangements: there will be four main activities under this component; Operational costs and Management Cost the expected outcome from this Component, based on the annual plan is achieved: the main procurement under this component includes: ü Supply of vehicles,(Goods) ü Supply of furniture's (Goods) ü Supply of software and office equipment (Goods) ü Selection of individual consultants for PCU ü Capacity building and training (Consultancy) Component 2. Support the design of a national REDD+ Strategy: There will be four main activities under this component; support the design and strategy, the expected outcome from this Component, based on the annual plan is achieved: the main procurement under this component includes: ü In-depth analysis of drivers of deforestation and forest degradation (consultancy). ü Study on wood based-energy and renewable/alternative energy (Consultancy). ü Study of land tenure and forest governance (Consultancy). ü In-depth analysis of strategic options to address deforestation and forestdegradation (Consultancy). Component 3. Strategic Environmental and Social Assessment (SESA): There will be three main activities under this component; support environmental strategy, the expected outcome from this Component, based on the annual plan is achieved: the main procurement under this component includes: ü Analytical work on SESA and development of Environmental Social Management Framework (ESMF) (Consultancy) ü Study/proposal of benefit-sharing mechanisms related to REDD+ (Consultancy) ü Study and development of Feedback and grievance redress mechanism (Consultancy) Component 4. Support for stakeholder engagement there will be three main activities under this component; support Stakeholder engagement, the expected outcome from this Component, based on the annual plan are achieved: the main procurement under this component includes: ü Consultationand participation for activities to be implemented under the FCPF grant (Consultancy) Component 5. Preparation of REDD+ national implementationframework: There will be two main activities under this component; support environmental strategy, the expected outcome from this Component, based on the annual plan is achieved: the main procurement under this component includes: ü Review and formulation of range and pastures (Consultancy) ü Review and formulation of water policies (Consultancy) Component 6. Informing the national reference scenario for REDD+ and Monitoring Systems: There will be two main activities under this component; support environmental strategy, the expected outcome from this Component, based onthe annual plan is achieved: the main procurement under this component includes ü Capacity building and Training on remote sensing, MRV and RL/REL (Consultancy) ü Program monitoring and evaluation framework (Consultancy). The procurement of goods, works and non-consultancy services will be conducted through the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits (January 2011), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011). Specific procurement notices for contracts to be bid under the World Bank's international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business , Bank's external website (www.workbank.org) and in local newspapers in Sudan. (Sahafa & Rai Aam). Prequalification of suppliers and contractors will not be required for the contracts under this project.
