REQUEST FOR EXPRESSION OF INTEREST CONSULTING SERVICES – INDIVIDUAL CONSULTANT SELECTION BOTSWANA Assignment Title: Mid-Term Review of Food Systems Resilience Programme (FSRP) Reference No. (as per Procurement Plan): BW-CCARDESA-2026-01-01-CS-INDV The Centre for Coordination of Agricultural Research and Development for Southern Africa (CCARDESA) has received financing from the World Bank toward cost of the facilitation of the implementation of the Food Systems Resilience Project (FSRP) and intends to apply part of the proceeds to engage an individual consultant to assess the overall results of the programme to date and analyze them against the standard project performance evaluation criteria of relevance, effectiveness, efficiency, and sustainability and potential impact. The overall objective of this consultancy is to take stock of achieved results at output and outcome levels and challenges encountered in the implementation of the project, document lessons learned and draw strategic recommendations to inform implementation of the remaining implementation period. In undertaking the assignment, the tasks will include, but not limited to: • Relevance: Assess the extent to which the approach and outputs developed to implement FSRP remain valid and pertinent to the SADC region, the Member State’s needs, and needs of development partners.2. • Effectiveness: The extent to which the results achieved so far are contributing to the PDO objectives. The key issue here is the extent to which implementation of programmes have been effective in addressing the PDO objectives. The review will assess the likelihood of attaining the PDO objectives by the end of the project. • Efficiency: How well resources or inputs (funds, expertise, time, etc.), in general were utilised in line with the achieved results. The evaluation should also review the balance between the different activities and whether the resources allocated reflect their relative importance in achieving outputs. • Impact: Analyze the direct and indirect contribution of FSRP implementation in the to the SADC regional objectives of food systems resilience in the region. • Sustainability: The extent to which the results and impact are likely to be sustained at Member States level through assessment of the technical and financial capacity of the Member States to maintain these results. The Review should make an assessment and recommendations on the level of ownership of the interventions at Member States level. • Recommendations: The review will also make recommendations on possible changes which the project might need to consider in order to achieve the development objective. The review will further provide recommendations regarding prioritization of project resources and activities to maximize impact and sustainability during the remaining life of the project, as well as to inform design and implementation of similar projects in the future. The consultant is expected to undertake the assignment within 30 working days spread over a period of 90 calendar days starting in February 2026. With a mandate to coordinate agricultural research and development and contribute towards enhancing food and nutrition security and livelihoods in the region, CCARDESA was established in 2011 and started its full operations in 2013. To deliver effectively on its mandate, CCARDESA has articulated a long-term strategy (LTS) that focuses on enhancing agricultural productivity, resilience, and knowledge sharing, complemented by a mid-term operational plan (MTOP) that translates strategic objectives into implementable programmes and measurable results. Projects and programmes are aligned with these strategic frameworks and their performances are assessed based on their contribution to CCARDESA’s objectives as provided in the LTS and MTOP.. As part of the response, CCARDESA received financing from the World Bank toward the cost of the Food Systems Resilience Programme for Eastern and Southern Africa (FSRP) and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include training to build the capacity of CCARDESA staff to design, implement, and utilize the Balanced Scorecard as a tool for strategic performance management and organizational learning. The consultant is expected to deliver a training that will equip CCARDESA staff to translate the organization's vision and strategy into actionable objectives, align the organization around these goals, and use the scorecard to monitor and improve performance for all projects and programmes. The assignment is expected to be implemented for 10 days in March 2026. This is largely a desktop assignment that includes 3 days of face-to-face training. The overall objective of this consultancy is to enhance participants’ technical capacity in experimental designs, data management and advanced statistical analysis using modern analytical tools and techniques. In undertaking the assignment, the tasks will include, but not limited to the following: • Conduct an on-line training needs assessment to tailor content to participants’ level of competence. • Develop and submit a detailed training plan, including course outline, methodology, and training materials. • Deliver a five-day face-to-face training workshop, covering at minimum: • Experimental designs in agricultural research; • Data collection protocols, coding, quality assurance and management; • Advanced statistical techniques using different software applications; and • Data visualization, interpretation, reporting and best practice in research data management. • Facilitate practical exercises. • Produce a report on the proceedings of the training workshop and recommendations for follow up. The consultant is expected to undertake the assignment within 11 working days spread over a period of 40 calendar days. The actual training is scheduled for the second week of December 2025 in Johannesburg, South Africa. The overall objective of this consultancy is to conduct an assessment of the current status of agricultural early warning systems at both national and regional levels and provide recommendations to enhance their capacities to provide adequate, reliable and timely information for decision making in the wake of increased climate related disasters in the region. In undertaking the assignment, the tasks will include, but not limited to: • Review and document the current status of national early warning systems in the 16 SADC Members States; • Determine the extent to which the existing systems are providing adequate, reliable and timely information to different users in the wake of heightened climate related disasters; • Identify capacity gaps and challenges within the existing systems that hinder their effective operations and ability to provide adequate services; • Identify capacity gaps at national and regional level that affect the effectiveness of agricultural early warning systems in providing the necessary support to national systems; • Propose recommendations to improve capacities at national and regional levels; and • Document the role to be played by FSRP and other agencies in supporting the national, and regional agricultural early warning agricultural information systems. The consultant is expected to undertake the assignment within 60 working days spread over a period of 90 calendar days starting in November 2025. REQUEST FOR EXPRESSION OF INTEREST CONSULTING SERVICES – SELECTION BASED ON CONSULTANT QUARLIFICATIONS (CQS) BOTSWANA Assignment Title: Engagement of the Consultancy Firm to establish an Agricultural Trade and Market Scorecard for the SADC region. Reference No. (as per Procurement Plan): BW-CCARDESA-2024-06-01-CS-CQS The Centre for Coordination of Agricultural Research and Development for Southern Africa (CCARDESA) is a subsidiary organisation of the Southern African Development Community (SADC). With a mandate to coordinate agricultural research and development and contribute towards enhancing food and nutrition security and livelihoods in the region, CCARDESA was established in 2011 and started its full operations in 2013. In the SADC region, climate change and other related factors have significantly affected agricultural productivity, particularly in the smallholder farming sub-sector. As part of the response, CCARDESA received a grant from the World Bank to coordinate the regional implementation of the Food Systems Resilience Programme (FSRP) whose objective is to increase resilience of food systems and preparedness against food insecurity in Southern Africa. The programme aims to deal with and resolve the underlying structural challenges of food insecurity and reduce beneficiaries’ sensitivity to unpredictable climate events, crises, and conflicts. Implementation is organized around the following pillars: Pillar 1 - (Re-)Building Resilient Agricultural Production Capacity; Pillar 2 - Supporting the Sustainable Development of Natural Resources for Resilient Agricultural Landscapes; Pillar 3 - Getting to Market; and Pillar 4 - Promoting a Greater Focus on Food Systems Resilience in National and Regional Policymaking. Under Pillar 3, the project aims, among others, to develop a regional trade and market scorecard to assess implementation of policy commitments on agricultural trade and market access in the region by identifying country-level policy gaps and areas for improvement related to intra-regional agricultural and food trade. The overall objective of the SADC Regional Agricultural Policy (RAP) is to contribute to the region’s sustainable agricultural growth and socio-economic development. To achieve this, the policy has a total of four specific objectives: (i) To enhance sustainable agricultural production, productivity and competitiveness; (ii) Improve regional and international trade and access to markets of agricultural products; (iii) Improve private and public sector engagement and investment in the agricultural value-chains; and (iv) reduce social and economic vulnerability of the region’s population in the context of food and nutrition security and the changing economic and climatic environment. The specific objective of the assignment is to develop a regional agricultural trade and market scorecard, which will be used to assess the implementation of policy commitments on agricultural trade and market access in the Southern African region by identifying country-level policy gaps and areas for improvement related to intra-regional food and agricultural trade. In addition, have adequate facilities to carry out the assignment, including a strong network within Southern Africa. Key staff qualifications and experience • Team Leader – Trade Economist Education: PhD in Economics, Development Economics, Agricultural Economics, International Trade, International Relations or a relevant field. APPSA is therefore addressing the RISDP concerns, as well as the concerns of the third pillar of the World Bank’s Regional Integration Assistance Strategy (RIAS), which supports interventions to boost agricultural productivity; improving preparedness to analyze and respond to trans-boundary pandemics, other infectious diseases, and pests; and rationalizing regional research and tertiary education efforts. APPSA is a commitment by the International Development Association (IDA) to help countries enhance long-term availability of safe and nutritious food by providing a mix of short-term interventions designed to stimulate rapid supply responses and sustainable medium- and long-term investments in agricultural productivity, taking into account opportunities for food safety and nutrition enhancement. APPSA started with three countries (Malawi, Mozambique and Zambia) in 2013 (First Phase) and expanded to Angola and Lesotho in 2019 (Second Phase). The main thrust of the programme is to improve agricultural technology generation and dissemination within and among participating countries, building capacity within national Research and Development (R&D) systems, and enhancing regional collaboration in agricultural research and development. The implementation of APPSA is based on partnerships and collaboration among SADC countries. Each country under APPSA establishes a Regional Centre of Leadership (RCoL) in a commodity area that distinguishes it as a leader in the region and beyond. So far, Zambia has established an RCoL in food legumes and legume-based farming systems, Malawi in maize and maize-based farming systems and Mozambique in rice and rice-based farming systems. In the current phase, Angola and Lesotho are establishing RCoLs in Cassava and Cassava-based farming systems and Horticulture and Horticulture-based farming systems, respectively. The project comes to the end of its implementation at the end of January 2025. The proposed evaluation aims at assessing the achievement of the project development objective (PDO) and the changes that have occurred as a result of the project’s intervention, important lessons that have been learnt and recommendations for future design and implementation. The implementation of APPSA is based on partnerships and collaboration among SADC countries. Each country under APPSA establishes a Regional Centre of Leadership (RCoL) in its respective commodity area that distinguishes it as a leader in the region and beyond. So far, Zambia has established an RCoL in food legumes and legume-based farming systems, Malawi in maize and maize-based farming systems and Mozambique in rice and rice-based farming systems. In the current phase, Angola and Lesotho are establishing RCoLs in Cassava and Cassava-based farming systems and Horticulture and Horticulture-based farming systems, respectively. Investments from or through APPSA are expected to support the national seed authorities in the APPSA countries in building their capacity and aligning national legislation and regulatory systems to the SADC and/or COMESA harmonised seed regulatory systems (HSRS). The overall objective of the consultancy is to conduct an assessment of the current status of domestication of the SADC and COMESA HSRS among the current APPSA countries (Angola, Lesotho, Malawi, Mozambique, and Zambia) in order to enhance their capacity to effectively integrate seed policy harmonisation issues into national planning and implementation. Reference No. (as per Procurement Plan): BW-CCARDESA-251935-CS-INDV The Centre for Coordination of Agricultural Research and Development for Southern Africa (CCARDESA) has received financing from the World Bank toward cost of the facilitation of the implementation of the Agricultural Productivity Programme for Southern Africa (APPSA) and intends to apply part of the proceeds for consulting services towards the recruitment of the Monitoring, Evaluation and Learning Consultant to support the Implementation of the Project. Implementation of APPSA is based on partnerships and collaborations among SADC countries. Two or more countries are encouraged to partner and collaborate, Angola and Lesotho are collaborating to implement the current arrangement of APPSA while more countries are expected to join. Angola is focusing on cassava-based farming systems and will establish a Cassava Regional Centre of Leadership, while Lesotho is focusing on horticulture-based farming systems and will establish a Horticulture Regional Centre of Leadership. In the first phase, Malawi, Mozambique and Zambia established Regional Centres of Leadership in maize, rice and food-legumes based farming systems respectively which other countries in the region are expected to tap into. The first edition of the APPSA Communication Strategy was developed in 2018 but its scope was tight to Malawi, Mozambique and Zambia. The Regional Communication Strategy has been reviewed internally to fit any possible country which would form part of APPSA in the future. CAREER OPPORTUNITIES AT CCARDESA – REGIONAL PROGRAMME COORDINATOR • Background The Centre for Coordination of Agricultural Research and Development for Southern Africa (CCARDESA) is a subsidiary organisation of the Southern African Development Community (SADC). It was established in 2010 and started its full operations in 2013. CCARDESA has a mandate of coordinating agricultural research and development in the SADC region and contributing to better food security and livelihoods in the region. CCARDESA is coordinating the implementation of the Agricultural Productivity Program for Southern Africa (APPSA), a World Bank funded project which seeks to improve the generation and dissemination of agricultural technologies in Southern Africa. This is achieved through supporting and strengthening regional centres of research leadership that work on commodities and commodity systems of regional importance. The development objective of APPSA is to increase the availability of improved agricultural technologies in the SADC region. CCARDESA pursues this objective by: (i) establishing Regional Centers of Leadership on commodities of regional importance, thereby allowing regional specialization around priority farming systems and more strategic investment in agricultural research capacity; (ii) supporting regional collaboration in agricultural research, technology dissemination, and training; and (iii) facilitating increased sharing of agricultural information, knowledge, and technology among participating countries. APPSA project commenced in the year 2013 with the participation of three countries (Malawi, Mozambique and Zambia) for a six-year implementation period. The Republic of Angola and the Kingdom of Lesotho have now joined APPSA project with effect from 2019. It is expected that additional countries within the SADC region will join in future as APPSA evolves and expands. CCARDESA is playing a crucial role of facilitating and coordinating APPSA implementation at regional level. The selected candidate will be based at CCARDESA headquarters in Gaborone, Botswana, and will be offered a 3-year fixed term renewable performance-based contract. • Qualifications and Experience • • Qualification: Minimum of a post graduate degree, preferably at the PhD level, in agriculture, international development, or other relevant field. Must demonstrate proven knowledge of agricultural development in Southern Africa. • Experience: Minimum five years’ work experience in programme/project management, preferably in an international organization or regional project, with proven experience in proposal writing, project management, and monitoring and evaluation. Considerable high level supervisory and administrative experience. Experience working with World Bank funded projects will be an added advantage. • Skills and Abilities: Excellent organizational, communication, and computer skills. Duties and responsibilities will include: • Convening annual regional strategic planning meetings to assess results, identify priority areas for improving the performance of national agricultural R&D systems, and approve annual work plans. • Providing technical support to capacity building initiatives targeting the participants in the overall agricultural innovation system, including researchers, extension agents, farmers, private firms, and civil society organizations. • Working closely with RCoLs and stakeholders to develop, review, and validate concept notes and project proposals to implement high-priority agricultural R&D in the targeted commodities. • Preparing a regional monitoring and evaluation framework and supporting the three participating countries in developing and implementing national M&E plans and in conducting impact assessments. • Developing and maintaining a comprehensive database on APPSA activities and overseeing the production and dissemination of progress reports to CCARDESA partners and stakeholders. • In collaboration with participating countries and RCoLs, facilitating the harmonization of policies and regulations governing the transfer of improved agricultural technologies across SADC countries. • Developing and implementing an advocacy strategy, including the production and dissemination of public awareness materials such as case studies, policy papers targeted at development partner, policy makers and end users. • Driving the expansion of the APPSA programme regionally • Duty Station and Tenure of the Office The successful candidate will be based at CCARDESA headquarters in Gaborone, Botswana, and will be offered fixed term contracts not exceeding four years.
