The proposed project aims at strengthening the country’s national statistics system, the monitoring and evaluation (M&E) system, and improving programming and analytical capacity of the government’s macroeconomics and fiscal programming agencies to enable them to regularly assess, analyze and improve their public policies and programs performance and results. More specifically, the project aims at: (1) Strengthening the national statistics system; (2) Strengthening monitoring and evaluation capacity; and (3) Building economic policy analysis and economic planning capacity. The proposed project will be funded jointly by the World Bank and other development partners. The Federal Government of Somalia kicked off the preparation of the National Transformation Plan (NTP) for the period 2025-2029. This strategic framework aims to steer Somalia towards sustainable development, economic stability, and long-term prosperity. The NTP’s overarching goal is to provide a strategic roadmap for Somalia’s socio-economic transformation. It aims to identify and implement key interventions necessary for sustainable development, fostering inclusive growth, and ensuring a coherent approach to overcoming development challenges. MICS7 is set to offer vital data for baseline indicators for key health and demographic indicators in the NTP. The qualifications, experience and competencies include: • Advanced degree in security management, risk management or a related field. • At least 7 years of professional experience in security management, preferably in conflict-affected or high-risk areas. • Proven track record in conducting security risk assessments and developing security management plans. • Strong knowledge of the security context in Somalia and the ability to work effectively in high-risk environments. • Excellent interpersonal skills and the ability to engage with diverse stakeholders, including government officials, local communities, and international organizations. • Capacity to work independently, as well as share information, receive feedback, problem-solve with project staff, and engage in dialogue with external partners. • Previous experience of working in a conflict-affected context is preferred. Knowledge of and experience working in Somalia considered an advantage 4. Reporting The consultant will report directly to the Project Coordinator. 5.
