GOVERNMENT OF BOTSWANA MINISTRY of TRANSPORT and COMMUNICATIONS BOTSWANA ROADS DEPARTMENT INVITATION FOR BIDS (IFB) INTERNATIONALCOMPETITIVE BIDDING (ICB) Loan No. 7713-BW Package 1: Tender/Bid No. ICB:MTC 240/5/24/2013-2014(1) Package 2: Tender/Bid No. ICB: MTC 240/5/24/2013-2014(2) 1. This invitation for bids follows the General Procurement Notice (GPN) for Botswana Integrated Transport Project that appeared in DgMarket on 31 January 2012. 2. The Government of Botswana, Ministry of Transport and Communications (MoTC), Roads Department has received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Botswana Integrated Transport Project,and it intends to apply part of the proceeds of this loan to paymentsunder the Output and Performance Based Road Contract (OPRC) (Asset Management Contract) for Design,Rehabilitation/Improvement, Network Performance (Routine Maintenance)and Periodic Maintenance Works . 3. The Roads Department under the Ministry of Transport and Communications (MoTC) in the Republic of Botswana intends to pilot Output- andPerformance-based Road Contracts (OPRC) as a method for achieving sustainable and cost effective road asset management whilst at the same time meeting the needs of road users. The pilot project is expected to cover a road network size of about 270 km comprising paved roads and unpaved roads which has been divided into the following packages. · Package 1: Road sections A2-4 - Roundabout A10/A2 – Kanye West Junction (6.87 km), A2-5 – Kanye west Junction – JwanengRoundabout (72.71 km), A10-1 - Junction A10/B111 direction to Mmankgodi – Change 2lanes/3 lanes (40.12 km), A10-2 - Change 2 lanes/3 lanes – Change 3 lanes/ 2 lanes (2.05 km), A10-3 - Change 3 lanes/ 2 lanes – Roundabout A10/A2 Kanye (1.75km). · Package 2: Road sections B101-1 – Rakhuna/A1 junction – Tlhareseleele(12.03 km); B101-2 – Tlhareseleele – B101/A1 Pitsane Junction (5.25 km); B101-3 – B101/A1 Pitsane B101/A1 Junction– Phitshane Molopo changepaved/new design road (66.8 km); B101-4 – Pitshane Molopo change paved/new design road – Mabule (60.2 km). 4. Bidding will be conducted through International Competitive Bidding (ICB) procedures, specified in the World Bank's Guidelines for Procurement under IBRD Loans and IDA Credits, May 2004, revised October 1, 2006 & May1, 2010 and is open to bidders from all countries, as defined in the guidelines. 5. Bidders have the option to bid for package 1 only or package 2 only or both packages 1 and 2. In such cases, Bidders must meet the separate requirements captured in the bidding document for each package and submit one Bid for each Package. 6. Bidders are advised to note the minimum qualification criteria specified in Section III of bidding documents to qualify for award of the contracts. A complete set of bidding documents in English may be purchased by interested eligible bidders on the submission of a written application to the address above and upon payment of a non-refundable fee of Botswana Pula (BWP) 4,000.00 or equivalent for each package. The method of payment will be by cash or Bank demand draft in favour of Botswana Government, Bank of Botswana, Branch Code: 91-01-67,Swift code: B BOT BW GX, Account: 01010 00016 620000 (The bidder shall then fax the deposit slip to the Botswana Road Department Headquarters at fax number +267 3191711 so that the documents are send immediately. Deposit slips can also be emailed to the above mentioned email addresses). The Bidding documents can be collected from Botswana Roads Department Headquarters, office number 218 starting from 15th April 2013 during working hours [i.e. 0800hrs to 1230hrs and 1400hrs to 1600hrs local time. (GMT+2:00)] 7. Bidding documents requested by mail will be dispatched by registered speed post / courier on payment of an extra amount of BWP 800, 00 or equivalent for overseas shipping. The Botswana Roads Department will not be held responsible for the postal / courierdelay, if any, in the delivery of the documents or non-receipt of thesame. Other details can be seen in the bidding documents. 8. A pre-bid meeting will be held from 20 May 2013 to 22 May 2013 as follows: · May 20: A one day pre bid conference presenting the Bidding documents and the project. From 09:00 to 12:00 and from 2:00 to 16:00 hours local time. (GMT+2:00. Location: Bidders should solicit confirmation of the venue of the pre bid conference from Botswana Roads Department Headquarters on the 17th May 2013 during working hours [i.e. 0800hrs to 1230hrs and 1400hrs to 1600hrs local time. (Actual venue to be procured by Botswana Roads Department). · May 21: Site visit package 1 and 2. Assembly point: Roads Department Headquarters Third Floor Conference Room at 07:00 hours local time. (GMT+2:00. · May 22: Half day for clarification issues and to answer questions on the matters that may be raised at that stage. From 08:00 to 12:00 hours local time(GMT+2:00), Location: Same venue as for the pre bid conference. · Bidders must provide written/email notification to the Employer at the addresses indicated above, at least 4 weeksin advance of their intention to attend the pre bid conference. TheBidder is responsible for providing his own transport at all times during such pre bid conference and site visits. The Employer takes no responsibility for providing any transportation or other needs to the Bidder during the pre bid conference and site visits. Costs associated to the pre bid conference and site visits are borne by the Bidder. 9. Bids must be delivered in one (1) original and four (4) copies, in sealed envelopes and should be delivered at the address below and addressed to "TheSecretary, Ministerial Tender Committee, Private Bag 00414, Gaborone,Botswana" by 1000 hours local time. (GMT+2:00) on the 08 August 2013.Late bids will be rejected. The submissions shall be opened immediately thereafter in the Conference Room of the offices of the Ministry of Transport and Communications in the presence of Bidders or their authorised representatives, who may wish to be present .Electronic bids shall not be permitted. 10.
