THE PURCHASE OF AUTOMATIC IDENTIFICATION SYSTEM BASE STATIONS

Invitation for Bids (IFB)    REPUBLIC OF SOUTH AFRICA WESTERN INDIAN OCEAN GEF-MARINE HIGHWAY AND COASTAL CONTAMINATION PREVENTION PROJECT IBRD Trust Fund No: TF 090304 Project ID No. P 078643 THE PURCHASE OF AUTOMATIC IDENTIFICATION SYSTEM BASE STATIONS Contract No. 3 1.         This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, in 2006. 2.         The South African Government on behalf of the Governments of the Comoros, Kenya, Madagascar, Mauritius, Mozambique, Seychelles, Tanzania has received a Grant from the International Bank for Reconstruction and Development acting for the Global Environment Fund towards the cost ofthe Western Indian Ocean GEF-Marine Highway and Coastal ContaminationPrevention Project and intends to apply part of the funds to cover eligible payments under the Contract for the Project to improve maritimesafety along a specified route that has been determined in the Mozambique Channel.   Bidding is open to all bidders from eligible source countries as defined in the Guidelines:  Procurement under IBRD Loans and IDA Credit.2   3.         The South African Maritime Safety Authority (SAMSA) delegated by the South African Government invites sealed bids from eligible bidders forthe supply and establishment physical AIS shore stations (PSS), with AISmanagement capabilities in Mozambique, Tanzania, Kenya, Madagascar, Comoros, Seychelles and Mauritius. Although it may be a single AIS station, with an AIS management system in each country at first, it would require full functionality, when interconnected to additional AIS stations in the same country, to operate as a coastal AIS network system in order to provide functionality to plan, activate, authorise and control the receiving and distribution of real time AIS data and the retrieval and distribution of storedinformation, allowing full management and control of all AIS information flows. 4.         Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines. 5.         Interested eligible bidders may obtain further information from SAMSA Head Office 161 Lynnwood Drive Brooklyn 0181 Pretoria, contact person Mr Daniel Vuma (Tel: +27 12 366 2600 or email: [email protected]. Office hours are 08:00am to 16:30pm Monday to Friday.  6.         Qualifications requirements include being in possession of audited accounts for the last 2 years; proof of availability of funds or creditlines (equal to at least 15% of the value of the bid) to successfullyperform the contract; the average annual turnover of at least twice the value of the bid; minimum three (3) years in the overall experienceof the firm in the supply of similar goods and related services in similar conditions; capability to complete the supply within the delivery period specified in the Schedule of Requirements. A margin of preference for certain goods manufactured domestically "shall not", be applied. Additional details are provided in the Bidding Documents. 7.         A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non- refundable fee of ZAR 200.00.  The method of payment will be Electronic Fund Transfer (EFT) or BankDeposit or Cash Payment at the Office. The Bidding Documents will be sent via email.9 8.         In addition to the original of the bid, the number of copies is: two (2) including an electronic copy on a disc. Bids must be delivered in a sealed envelope clearly marked with the description of the bid and the closing date and time to the address below at or before 12:00noon, Wednesday 29th February 2012. Electronic bidding will not be permitted. Late bids will be rejected.  Bids will be opened in the presence of the bidders' representatives who choose to attend in person or on-line at the address below at 12:15pm on Wednesday 29th February 2012.
