INTEGRATED TRANSPORT PROJECT Loan No. 7713-BW Project ID: P102368; BITP A2.6 ConsultancyServices for the development and delivery of training programs in specified fields for those involved with transport infrastructure development TENDER NUMBER: MTC 240/5/4WB/2015-2016 REQUEST FOR EXPRESSIONOF INTEREST (REOI): Botswana continues to face a number of development challenges in its continuing forward march for progress. The country's relatively narrow economic base in diamond mining has resulted in the benefits of development not being broadly shared. At this juncture it is therefore essential to diversify, putting increasing reliance on the private sector to lead activities in manufacturing agro-processing and services. In pursuit of this, the Government of Botswana through the Ministry of Transport and Communications (MoTC), together with the World Bank (WB), is currently in the process of implementing the Botswana Integrated Transport Project [BITP] designed to assist in the restructuring, modernising and, provision of the planning necessaryfor the entire transport system into the future. The MoTC intends to utilise part of the proceeds from the World Bank provided under the Botswana Integrated Transport Project (BITP)for financing this consulting services. Specific Objectives The objectives of the Training are therefore; v Project Planning, Cost Estimation and Preparation of Bills of Quantities v Project Management v Contract Management based on FIDIC/SATCC Specifications, Botswana Roads Design Manuals, Specifications for roads and Bridges, Botswana Roads Maintenance Manual and all roads related standards under Botswana Bureau of Standards (BOBS) v Performance based Contracting v Financial Management for Contractors v Social Safeguards & Gender issues, and, Environmental Management Planning v Safe roads design v Managing Risks in the construction industry Development of the courses will be the responsibility of the 'Trainer' who will need to first agree the subjects and the detail of the courses with the client before the start of the training program. It is foreseen that the "Trainer" will undertake courses in Gaborone, Francistown and Maun and other such field locations as may befound necessary, to complete the program. Invitation of Firms: The Ministry of Transport andCommunications invites eligible consulting companies and Training Institutions with a proven track record on similar assignments, to express their interest in providing the services for carrying training and all other associated strategies. Experience: The consultant or Training Institution must have a thorough understanding of the transport sector with regard to organization structure, management and its relationship with productive sectors, The consultant or training institution must also show that they are able to provide technical assistance and have a proven track record in assisting governments to train its technical employees including those from the private sector i.e. Contractors and Consultants. Interested Consultants must provide information indicating that they are qualified to perform these services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills amongstaff, etc.). The Consultant may be required to provide supplementaryinformation at the discretion of the beneficiary and training materials. Consultants or Training Institutions may associate to enhance their qualifications. Associations may take the form of either joint venture (whereby firms will beseverally and jointly liable for the assignment and in which case alljoint venture partners are required to demonstrate competence in the core areas of the assignment) or sub consultancy (where a firm possesses competence in core areas of the assignment and sub-contracts part(s) of the assignment to another firm(s). Conflict of Interest 1.9 Bank policy requires that consultantsprovide professional, objective, and impartial advice and at all times hold the client's interests paramount, without any consideration forfuture work, and that in providing advice they avoid conflicts with other assignments and their own corporate interests. Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the best interest of the Borrower. Without limitation on the generality of the foregoing, consultants shall not be hired under the circumstances set forth below: (a) Conflict between consulting activities and procurement of goods, works, or non-consulting services (i.e., services other than consulting services covered by these Guidelines8): A firm that has been engaged by the Borrower to provide goods, works, or non-consulting services for a project, or any affiliate that directly or indirectly controls, is controlled by, or is under common control with that firm, shall be disqualified from providing consulting services resulting from or directly related to those goods, works, or non-consulting services. Conversely, a firm hired to provide consulting services for the preparation (before Loan effectiveness) or implementation of a project, or any affiliate that directly or indirectly controls, is controlled by, or is under common control with that firm, shall be disqualified from subsequently providing goods, works, or services (other than consulting services covered by these Guidelines) resulting from or directly related to the consulting services for such preparation or implementation. This provision does not apply to the various firms (consultants, contractors, or suppliers) which together are performing the Contractor's obligations under a turnkey or design and build contract. (b) Conflict among consulting assignments: Neither consultants (including their personnel and sub-consultants),nor any affiliate that directly or indirectly controls, is controlledby, or is under common control with that firm, shall be hired for anyassignment that, by its nature, may be in conflict with another assignment of the consultants. As an example, consultants assisting a client in the privatization of public assets shall neither purchase, nor advise purchasers of, such assets. Similarly, consultants hired to prepare Terms of Reference (TOR) for an assignment shall not be hired for the assignment in question. (c) Relationship with Borrower's staff: Consultants (including their experts and other personnel, and sub-consultants) that have a close business or family relationship with a professional staff of the Borrower (or of the project implementing agency, or of a recipient of a part of the loan) who are directly or indirectly involved in any part of: (i) the preparation of the TOR for the assignment, (ii) the selection process for the contract, or (iii) the supervision of such contract may not be awarded a contract, unless the conflict stemming from this relationship has been resolved in a manner acceptable to the Bank throughout the selection process and the execution of the contract. (d) A consultant shall submit only one proposal, either individually or as a joint venture partner in another proposal. If a consultant, including a joint venture partner, submits or participates in more than one proposal, all such proposals shall be disqualified. This does not, however, preclude a consulting firm to participate as a sub-consultant, or an individual to participate as a team member, in more than one proposal when circumstances justify and ifpermitted by the RFP. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. Interested firms must organize their Expression of Interest in the following order: Chapter 1; i) Company Profile, ii) Legal Status (Certificate of Incorporation), iii) Letter of intent of Association, if necessary, iv) organizational chart, a list of Board of Directors, and beneficial ownership. Chapter 2; i) Experience of at least two (2) assignments each with a scope and naturesimilar to what is stated above during the last 10 years, ii) A summary of similar assignments undertaken as a lead partner, iii) A summaryof assignments undertaken in the project country and in Sub Saharan Africa, giving the client name and the year in which the assignment wascarried out, and Chapter 3; i) Experience in donor funded projects. The document must properly be paged, and a table of content provided. A Consultant will be selected in accordance with the Quality- and Cost-Based Selection method set out in the Consultant Guidelines. The Botswana Integrated Transport Project aims to improve the overall management of the transport sector. The initiative covers all transport modes and aims to promote better integration across the various transport subsectors with the other economic sectors and promotes regionalisation. The key objective of the project is to assist the government to take the first step of modernizing the entire transport system. This would begin by enhancing system efficiency, followed by positioning the country as the transport hub for Southern African Development Community (SADC) Region. The realization of a competitive edge will allow for export diversification,strengthening of the private sector, income redistribution and finally poverty reduction. Background The National Integrated Transport Policy being developed by the Ministry of Transport and Communications intends to create the vision, direction and strategic framework in which the transport sector will evolve over the next 30 years. The development of the Transport Master Plan and Transport Strategies are key in the execution of the Transport Policy. Transport Hub The Transport Hub was established as a pro-active specialist unit focused on building a sustainable transport and logistics network and positioning Botswana as a world class transport hub in the Southern Africa Region. The key mandate of the transport hub is to identify opportunities to leverage competitive, strategic advantage, encourage entrepreneurship in the transport industry and identify constraints,facilitate transport and trade within the region and internationally. Invitation of Firms: The Ministry of Transport andCommunications which is the implementing agency invites eligible consulting companies, with a proven track record on similar assignments, to express their interest in providing the services for carrying out the NMMTMP and all other associated strategies. The consultant must beable to show that they have proven record in preparing a strategically based, results orientated plan that is economically and environmentally sustainable and not a shopping list of uneconomic, unrelated projects and measures that have no demonstrable outcomes. The consultant must also show that they are able to provide technical assistance and have a proven track record in assisting governments to set up and implement reforms at the highest level. The consultant must provide examples of experience in establishing institutional arrangementscovering establishment of sound organizational structures, development of legislation, procedures, tools that will be needed for the implementation, monitoring and evaluation of the plan over time. The scope of work will include but not be limited to the following broad sub-tasks: i) Review and analysis of the present situation, including extensive data collection on transport policy, operational structures, infrastructure covering detailed analysis of major regional, local and rural roads; domestic and international air transport facilities and rail connectivity, services, operation/operators andlogistics services. The collected data would be the basis for developing a Transport Master Plan that incorporates regional integration andrecommendations on trade and transport facilitation in support of building Botswana into a transportation hub for the Region. ii) Prepare for and participate in broad discussion ofthe initial draft of the NMMTMP, the integrated transport strategy and the recommendations to institutionalize the NMMTMP. iii) Finalization and dissemination of the NMMTMP. iv) To establish the principles and practices of project cycle management throughout the sector by issuing guidelines to ensure that there is a consistent approach to the elaboration of the transport programmes and plans. v) Define the functionality of the identified institutions and develop the regulatory instruments to facilitate implementation. vi) Design a relational database that will be used by the identifiedinstitutions and agencies to store data on the performance of the transport network, plans, projects, and other changes, general information, contacts and events. Background The Roads Department under the Ministry of Transport and Communications (MoTC) in the Republic of Botswana intends to pilot Output- and Performance-based Road Contracts (OPRC) as a method for achieving sustainable and cost effective road asset management whilst at the same time meeting the needs of road users. This Pilot Project is intended to prepare the groundwork for implementation and rolling out of OPRCs to other parts of the Public Highway Network under the jurisdiction of Botswana Roads Department as may be necessary. Invitation of Firms: The Botswana Roads Department (RD) which is the implementing agency on behalf of MoTC invites eligible consulting firms, with a proven track record on similar supervision of asset management projectsunder OPRC- methodology, to express their interest in providing the services for the Monitoring/Supervision of a Pilot project for Area Wide OPRC (Asset Management Contract) for Design, Rehabilitation/Improvement/, Network Performance (Routine Maintenance) and Periodic Maintenance Works in a Selected RD Southern Region area with a network size of about 335 km. For a successful monitoring/supervision of OPRC Contracts, it is required that the Consultant fully understands the concept of OPRC which is a formof Design Build Operate Maintain and Transfer (DBOMT) type of Contract and the requirements of the services to be provided for OPRC Monitoring/Supervision. The particular knowledge and experience to be documented relates to the knowledge of monitoring/supervision of designing, building, operating and managing the road works based on output based methodology, verified by various Level of Service indicators of qualitative and quantitative nature, risk management, network management and other similar requirements. The overall objective of the Consultancy services includes assisting the Roads Department to carryout technical aspects needed during monitoring of OPRC implementation. The Consultant shall also to assist with the Monitoring /Supervision of a Pilot Project for Area Wide Output-and Performance based Road Contracts (OPRC) covering about 335 km of road sections in Roads Department Southern Region including the regular assessment of the Contracting Entity's performance and recommendations to the Client on non-compliance issues. The Consultant will be responsible for assisting Roads Department in implementing and maintaining an appropriate regime for managing theOPRC Contract. The road sections may require different treatment/interventions at different times depending on their conditions, level of services required and cost associated; with the Contracting Entity carrying out required interventions (improvement, rehabilitation, construction and maintenance) at different times in order to achieve the pre-determined level of services during the entire contract period. The consultancy services will be for a continuous period of about 10 years with an estimated staff input of about 370 staff months. The successful consultant will enter into a time-based contract with the Client.
