ON KOBOKO-YUMBE-MOYO ROAD PROJECT Procurement Reference No. UNRA/Srvcs/2020-2021/00104 • Background The Government of the Republic of Uganda represented by the Uganda National Roads Authority has received a grant of US$130.8 million from the World Bank towards the cost of supporting its Refugee Resettlement Programme, and intends to apply part of the proceeds to payment of Consulting Services. The purpose of this assignment is to provide technical support to the Project Implementation Unit and UNRA to ensure gender inclusion is integrated across all project components and social risks of Gender-Based Violence (GBV) including Sexual Exploitation Abuse ( SEA) arising out of implementation are mitigated. This will involve implementing activities aimed at enhancing women participation in and benefit from the project as well as prevention, identification, referral, and response services for project workers, project community, target groups at risk and GBV/SEA survivors (women, children including adolescents). The Uganda National Roads Authority (UNRA) now invites eligible and qualified candidates to apply for the position of Gender Based Violence / Sexual Exploitation and Abuse Specialist. • Duties & Responsivities | | SN. | Duties and Responsibilities | • | Work closely with UNRA (in particular the Project Implementation Unit) and the Department of Environment and Social Safeguards) to strengthen UNRA’s capacity to implement Gender Inclusion and GBV/SEA safeguarding policies, guidelines and actions. The Specialist with through a well coordinated manner with the PIU and UNRA work closely with MGLSD and OPM to facilitate coordination for effective implementation of gender inclusion including GBV/SEA activities. Gender inclusion activities will include but not be limited to supporting host and refugee women’s access to employment opportunities in the road improvement cycle as well as addressing broad women mobility constraints to hinder women access to economic opportunities. This will be through provision of project specific infrastructural facilities for women such as roadside vending facilities, bus bays, and road safety features. During course of project execution, further research and assessment of broad economic empowerment issues and opportunities for host and refugee women within the road project will be undertaken in collaboration with inter-agency actors. This will inform further development and implementation of gender action plan in this regard. The GBV/SEA component will primarily focus on prevention, reporting, and response mechanisms managed by a service provider as well as adapting the project’s Grievance Redress Mechanism to take into account GBV/SEA related complaints | • | Review UNRA capacity to prevent and respond to GBV • Review current GBV /SEA interventions and implementation arrangements and provide appropriate support for any further scope • Review the current UNRA Environment and Social Management System, determine the extent to which GBV /SEA/SH guidelines and procedures, code of conduct are incorporated, make recommendations, and support further development as appropriate • Assess UNRA’s current capacity/ staff skills to plan, implement and supervise GBV/SEA activities including compliance monitoring of gender inclusiveness, GBV/SEA/SH interventions. Ensuring that systems for design, implementation, monitoring, learning, and reporting are in place • Conduct GBV/SEA/SH training for KYM project-based teams including supervising consultant and contractor | • | Provide technical guidance / capacity building to UNRA (including TMT) and KYM project management and staff on the importance of addressing GBV/SEA/SH and gender inclusion on the project, and the mechanisms that need to be implemented. This may include training on GBV/SEA prevention, reporting, response and accountability mechanisms. | • | Provide support in the development and integration of GBV/SEA /SH risk assessment in project social assessments using the GBV risk assessment tools | • | Provide technical support to GBV/SEA Service Provider and multi-stakeholder actors to effectively identify risk factors, map out GBV prevention and response services, assessment of capacity and quality of services and referral pathways in host and refugee communities | • | Support development and availability of appropriate GBV/SEA/SH resource materials including training manuals, guidance notes, IEC materials for use by UNRA, Supervising Consultant, Contractor and Service Providers in addressing GBV/SEA in road projects based on consultations and identified need with UNRA and Service Providers | • | Ensure technical quality assurance in all GBV/SEA/ SH content and messaging within proposed and or existing IEC materials, mass media (radio/TV), sensitisation packages for project workers, host and refugee target groups at risk interventions of the GBV/SEA/SH Service Provider and other multi-actors on the project | • | Support in the development of Monitoring, Evaluation and Learning system including performance indicators, compliance checklists, reporting guidelines for GBV/SEA Service Providers, Contractor, RE and UNRA within road project cycle | • | Support in the review and integration of Gender Based Violence (GBV) and Sexual Exploitation Abuse risk management in ESMPs and SEPs | • | Provide ongoing technical supervision support to NSP and contractor to adequately sensitize project affected communities about GBV risks. This may include support on: establishing meaningful partnerships with relevant actors, establishing appropriate community focal points, developing effective information dissemination strategies, effective programming for conducting sensitization meetings, developing Stakeholder Engagement Plan for GBV/SEA related issues | • | Undertake regular reviews of implementation work plans as well as provided ongoing field accompaniments to NSPs and Contractor during execution of ongoing designed GBV/SEA interventions, observe quality of GBV/VAC delivery by NSPs and contractors as a basis for provide appropriate advisory and / technical support for improved quality GBV/SEA service delivery | • | Support in the development and /or refinement of appropriate GBV/SEA sensitive channels for reporting within existing GRM with specific GBV/SEA procedures. | • | Support UNRA in defining or refining and reinforcement GBV/SEA requirements in procurement processes and contracts. This will include proposing and incorporating GBV requirements and expectations in the contractor and consultant’s contracts including allocation of funds for GBV related costs in procurement documents. | • | Participate in project inspections including monthly site meetings from time to time, to ensure compliance with safeguards relating to prevention of GBV/SEA as required by UNRA partners and government, as well as planned mitigation measures within the ESMPs. | • | Participate in performance reviews of the Supervising Engineer with regard to enforcing social contractual requirements, closely working with the project managers, to ensure that the agreed GBV/SEA safeguards requirements are met as contractual requirements | • | Undertake regular reviews of GBV/SEA NSP, Contractor’s and RE’s monthly or quarterly reports to ensure effective integration of GBV/SEA aspects, accuracy and quality reporting | • | Prepare weekly, monthly, quarterly and ad hoc reports for the Contract Manager, HESS, Director and TMT’s action | • | Regularly document and disseminate good practices in social risk management in the road projects focusing on GBV/SEA | • | Performs such other related regular duties as may by assigned by UNRA from Time to time. The detailed Terms of Reference (TOR) for the assignment and other requirements can be found at the following website: (http://www.unra.go.ug) 3.0 Qualifications/ Selection Criteria Qualification and Experience • Advanced degree in Anthropology, Sociology, Gender, Reproductive Health, Public Health or any other relevant Social Science/ Public Health. • At least Ten (10) years’ experience in working on GBV/SEA /SH safeguards and gender inclusion for donor funded infrastructure development or population in crises projects with demonstrated understanding of Uganda’s legal, policy and institutional framework for GBV, Child protection and related issues is a requirement. • Demonstrable capacity in designing and implementing institutional capacity building training and systems focused on prevention and response of GBV/SEA and Child protection • Demonstrable experience of working through collaboration, networking and partnerships with government institutions, donor and CSOs at national level • Experience in handling similar assignments on roads constructions in Uganda or in the African region is an added advantage • Experience of working with population in crises including forced displacements is an added advantage too • Proficiency in English language is a must. Work with Social Development and Environment Specialists to support the production and review of health, safety, social and environmental management plans, on a regular basis and ensure these are up to date at all times. 8.Advise project staff, contractors, consultants, implementing partners and other stakeholders on various health and safety related to project implementation. 9. Develop review and implement training plans for Health and Safety including; initiating, organizing and conducting training for UNRA and project teams: contractors, consultants and other stakeholders and ensure full and accurate health and safety training records are maintained. 10. Establish a full programme of documented Health and Safety inspections, audits and checks on the project. This will include; undertaking audits and or coordinating audit processes, reviewing audit reports, developing audit Terms of Reference, procurement of service providers to identify issues or non­ conformities, and enforce necessary actions where unsafe acts or processes that seem dangerous or un healthy are detected. 11. Participate in regular site meetings to report on relevant Health and Safety matters and to provide necessary advice. 12.Assist UNRA and project to meet Health and Safety standards and to prepare for and meet the requirements of external audits for IS045001; and undertake regular auditing of the system inline ISO 45001. 13.Act as a link between UNRA and World Bank Consultants, Contractors, Communities and respective local governments on Health and Safety Issues. ASSIGNMENT TITLE: PROVISION OF CONSULTANCY SERVICES FOR REVIEW AND STRENGTHENING OF THE ENVIRONMENT, SOCIAL, HEALTH AND SAFETY MANAGEMENT SYSTEMS (ESHSMS) AT UNRA. The Government of the Republic of Uganda has received a grant of US$130.8 million from the World Bank towards the cost of supporting its Refugee Resettlement Programme, and intends to apply part of the proceeds for Consulting Services for Review and Strengthening of the Environment, Social, Health and Safety Management Systems (ESHSMS) at UNRA. The Consulting Services ("the Services") to be provided include; (i) Undertake a gap-analysis with the aim of closing all identified gaps in the existing system. (ii) Upgrade the Safety Management System (SMS) from OSHAS 18001 to ISO 45001. (iii) Integrate the Safety Management System (SMS) with the Environmental and Social Management System (ESMS). (iv) Develop new standards, procedures, guidelines that may be currently missing in the existing manuals. (v) Institute ESHS performance measurement mechanisms. Set objectives and targets for implementation. (vi) Review the projects' Environment, Social, Health and Safety Management Systems and advise on continuous improvement. (vii) Develop reporting and document control mechanisms for Environment, Social, Health and Safety Management. (viii) Review contractor Health and Safety management mechanism. (ix) Establish collaborations with the Ministry of Gender Labour and Social Development, NEMA and OHS professional bodies, both national and international. (x) Build capacity of UNRA staff through development an Environment, Social Health and Safety Awareness program based on the organizational gaps, and develop a corresponding training manual. The awareness should focus on; • Overview awareness on integrated management systems. • Emphasis on roles of management including Top Management Team and Senior Management Team. • Training of management systems champions. • Training of system Internal Auditors. • Training Occupation Safety and Health committees at UNRA Headquarters and Stations and at project levels. • Develop training manuals for continued use post project life. (xi) Develop and implement a Continuing Professional Development (CPD) program for UNRA staff that execute ESHS duties and manage the ESHS MS. (xii) Monitor, Mentor and evaluate implementation of the ESHS management system. (xiii) Support in conducting annual Internal Audits for continual improvement. (xiv) Coordinate the Management review process and support Management in the implementation of corrective actions to the non-conformances. (xv) Prepare Terms of Reference and procure service provider for Certification Audit in ISO 14001 & 45001. (xvi) Support UNRA Management in the correction of Non-conformances leading to certification in ISO 14001 &45001 The total duration of Review and Strengthening of the Environment, Social, Health and Safety Management Systems (ESHSMS) at UNRA services is expected to be Two (02) Years (Renewal to maximum of three years). The services will be carried out intermittently throughout the project period as per the specified staff months input.
