BW-WUC-248111-CS-QCBS The Government of Botswana has received a loan from the World Bank towards the implementation of the Botswana Water Security and Efficiency project and intends to use part of the funding to finance consultancy to initiate groundwater assessment and monitoring programme at three (3) selected areas in Botswana. Background The Water Utilities Corporation (WUC) under the Ministry of Land Management, Water, and Sanitation Services in the Republic of Botswana intends to engage an experienced consultant to carry out the Consultancy Services to initiate groundwater assessment and monitoring programme at Three (3) Selected Areas In Botswana: Masunga-Francistown, Letlhakane And Ghanzi Management Centers. Shortlisting Criteria: Eligibility: The consultant must submit copies of Certificate of incorporation or Registration of the consulting firm, Company ownership (Directors and shareholders) of the company. Local firms must be registered with PPADB, Code 306 Water Engineering Services, Sub-code 01Groundwater mapping or 03Borehole siting & Logging. The Consultant must have completed in the past ten (10) years at least two (2) similar works of groundwater assessment, groundwater monitoring programme design and annual groundwater monitoring report preparation. General groundwater monitoring work completed by the consultant in the past 10 years must be documented. The Consultant must have extensive proven experience of similar works with proven record of scope, complexity, and value. Previous or current assignments on projects of similar background in Botswana and/or other countries with similar characteristics for the past 10 years as Lead consultant should be documented. Copies of References for the listed works should be attached. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications and certified copies of references must be attached. Consulting firms are encouraged to associate with Citizen owned consulting firms. Associations may take the form of either joint venture (whereby firms will be severally and jointly liable for the assignment and in which case all joint venture partners are required to demonstrate competence in the core areas of the assignment) or sub consultancy (where a firm possess competence in core areas of the assignment and subcontracts part(s) of the assignment to another firm(s). Availability of appropriate skills among staff related to the assignment: Evidence of appropriate skills including Project Team Leader (Principal Hydrogeologist), Senior Hydrogeologist, Intermediate Hydrogeologist, and GIS Expert. Scope of Services: The Consultant will carry out the Consultancy Services Consultancy Services to initiate groundwater assessment and monitoring programme at three (3) selected areas in Botswana. The Consultant will collect, collate, and review all existing hydrogeological reports and monitoring data. Datasets mostly from DWA/DWS databases, WUC, DGS and Department of Surveys and Mapping (DSM) are to be collected and assessed. An inventory of existing boreholes in the project areas such as observation boreholes, production boreholes and monitoring stations is to be assessed. The information collected will be used to evaluate the risk of water quality degradation, aquifer exhaustion / depletion and also to make recommendations for improving the groundwater monitoring program; operational rules and regional water management (control of other water users). The project comprises the construction of the transfer pipeline (with pipe sizes ranging from 110mm to 355mm diameter) from Selebi Phikwe to the village distribution tanks constituting pipelines, balancing tanks, pump stations, elevated GMS Panel village distribution tanks, electro-mechanical works, telemetry and SCADA. The total project period is 30 months comprising of 18 months for construction and 12 months’ defects liability period, which includes Mobilization and demobilization periods. WUC 046 (2017) The Government of Botswana has received a loan from the World Bank towards the implementation of the Botswana Water Security and Efficiency project and intends to use part of the funding to increase the operational efficiency of Water Utilities Corporation (WUC) by implementing WUC’s NRW strategy and undertaking a demand management options study. Background The Water Utilities Corporation (WUC) under the Ministry of Land Management, Water and Sanitation Services in the Republic of Botswana intends to engage two experienced individual consultants to consultancy services for rapid assessment of scope of non-revenue water reduction program Shortlisting Criteria: Eligibility: Individual Consultant shall have a BSc in Civil Engineering in Water Engineering or equivalent with 15 or more years working in the Water Utility. The Consultant should have a background in public sector management at a strategic level, versed in stakeholder mapping, citizen engagement and public consultation. He/She should also have an ability to offer analytical assessment of the political economy that may affect failure to apply NRW management, and an understanding of how public and political support can be galvanized to address this. The individual Consultant is requested to present at least two (2) similar reference projects, which must have started after Jan 01, 2010 and been completed before bid submission for this project. Acceptable similar projects are considered Water Loss Reduction Programs where at least 100,000 population has benefited. Bidders who cannot present the requested minimum references shall be disqualified. The consultant must submit notarized or certified copies of Certificates Knowledge of billing software and systems is an advantage. Working experience in international projects, working in Southern African region; in particular working experience in Botswana, is an advantage. Scope of Services: The scope of this assignment will include but not be limited to: 1. Compilation an analysis of existing relevant NRW data. 2. Description of data collection capacity and gaps in the Corporation. 3. A preliminary assessment of the level of water loss and potential target in order to define a broad scope of a NRW program. 4. An assessment of the key constraints that will impede a successful NRW reduction program, including the availability of water and the level of effort required to address this issue. 5. A preliminary assessment of the viewpoints and capacity of various stakeholders to support both the NRW reduction program and their willingness to work with the private sector in a PBC. The output/deliverable is a report covering as a minimum the above key aspects. The consultancy services will be for a continuous period of three – four (3 – 4) months. Background The Water Utilities Corporation (WUC) under the Ministry of Land Management, Water and Sanitation Services in the Republic of Botswana intends to engage an experienced consultant to carry out Feasibility Study, Tender Management and Construction Supervision at Mambo WWTP. Relevant experience in similar assignments and environments: The consulting firm must also provide information on projects undertaken in the past twenty (20) years, with a brief description of each project, funding source(s), contract amount and the employer. Along with this, the consultant must also have completed at least two (2) similar assignment (feasibility studies, conceptual designs, and detailed designs as a lead consultant covering a population of at least 150,000 and plant capacity of 15 Mega litres per day) in terms of scope, complexity and value in the past 20 years. The Consultant must also demonstrate experience in contracts site supervision for rehabilitation/expansion of an existing waste water treatment facility. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications and certified copies of references must be attached.
